Bon Jovi to play Resch Center for first time ever

ASHWAUBENON, WI (WTAQ) - For the first time ever, Bon Jovi will play in Green Bay at the Resch Center on October 22nd.

"It's something we've been working on for a couple of years trying to land him, and finally it's happened," says PMI Entertainment Group spokesman Terry Charles. "There's no question this is one of our biggest 'gets'."

"Bon Jovi Because We Can - The Tour" just added the show to their North American tour. It's the only concert in Wisconsin on this tour.

About 10,000 tickets are expected to be made available for the concert, with more details coming next week.


Plover man charged with killing neighbor, sexual assault, and burning her body

PLOVER, WI (WTAQ) - A Plover man has been charged with strangling his neighbor and sexually assaulting her corpse. 

32-year-old Jose Luis Flores Aca, who is a Mexican citizen here on a work visa, is accused of killing 36-year-old Jamie Koch. 

Portage County District Attorney’s office filed charges of first degree intentional homicide, first degree sexual assault, causing substantial bodily harm and hiding a corpse. 

Flores Aca is being held in the Portage County Jail on a $1 million cash bond. 

They both lived at 2551 Chestnut Drive. 

Flores Aca claims that on the morning of August 7th, after returning from the bar and being unable to talk with his former girlfriend, Koch asked him how he was doing and tried to talk with him outside her door. 

He claims she invited him in, and tried to pull him inside several times. 

Flores Aca says he got mad and punched her. 

He told police that he loses his temper “very easily”. 

He then says he lost control and used his hands and her bra to strangle her to death. 

He sexually assaulted her body and then wrapped her up in bed sheets. 

He then placed her body in the back seat of her car and drove it to a Town of Harrison farm field in Waupaca County, parked her vehicle and lit it on fire to hide the evidence. 

Broadway business owners call for change in leadership after Walmart news

GREEN BAY, WI (WTAQ) - A small group of Broadway District business owners in Downtown Green Bay are getting vocal about their anti-Wal-mart stance and calling for a change in leadership among the On Broadway, Inc. Board of Directors. 

On Broadway is a non-profit firm who manages the business improvement district and promotes its interests. 

The outcry stems from On Broadway’s ongoing conversations with Wal-mart and the big box retailer recently signing a purchase option for a piece of property in the vacant Larson vegetable canning property. 

Wal-mart is expected to propose a downtown grocery store in the coming month. 

Fox 11 reports 18 of 22 Broadway businesses owners voted Tuesday night to endorse a vote of “no confidence” for the board. The businesses have grouped together to form the Broadway Business Alliance.  The group is among between 130 to 150 businesses in the Broadway District represented by On Broadway. 

A call for a change in leadership is targeted at On Broadway’s Executive Director Christopher Naumann and Board President Greg Larsen. 

Green Bay Mayor Jim Schmitt and Council President Tom De Wane also chimed in with letters calling for a change in leadership. 

“We're very pleased with some of the other districts in the city, but I think the direction they are going and the lack of communication with some of the businesses who've made a big investment, all that is not connecting and I think that all falls back to the executive director and the board president,” Schmitt told Fox 11 News. 

Naumann responded, “It is concerning to think that people don't think that job is being maintained. This is all process based, nothing has been hidden. Everything has been transparent and the city has been a partner at the table during this whole process.”

The Board of Directors for On Broadway will release a statement Thursday. 

 

Swapping a strip club for Starbucks?

GREEN BAY, WI (WTAQ) - The wrecking ball comes to a downtown Green Bay strip club Thursday. 

The Body Shop closed its doors in July after being acquired by the city for around $180,000. 

The city also acquired the establishment’s entertainment license as well. 

The city had been looking at acquiring the property for awhile until the owner called out of the blue looking to sell. 

“That was a business in the downtown that I never liked, and I don’t think it fit for what we are trying to be in the downtown,” said Mayor Jim Schmitt.

Schmitt says the parcel is on a major street corner at Monroe Avenue and Main Street with Associated Banc-Corp.'s new headquarters nearby as well as the KI Convention Center. 

The lot, which includes some other adjacent city owned property, will become a parking lot that will be leased to a nearby business. 

The city has a grander vision for the site. 

“Could be developed into something with more of a retail presence, be it a Starbucks or you could assemble some land to get a better use there,” Schmitt said.

Schmitt says a Starbucks would be great and says the city is in dialogue with them on other locations. 

Any development on the site might not happen until after construction is finished next summer along Monroe Avenue.

Sea Dragon nets 7,300 first weekend riders

GREEN BAY, WI (WTAQ) - The Sea Dragon, the new swinging ship ride out at Bay Beach Amusement Park, had more than 7,300 riders during its grand opening over the Labor Day weekend. 

On average, there were nearly 230 riders an hour. 

Park assistant manager Jason Arnoldi says they are anticipating that seasonal ridership will be around 230,000 riders on the parks newest ride. 

The Zippin Pippin rollercoaster, which is in its third year of being open, is averaging around 400,000 riders a season.

The park is only open on the weekends through September.  

$1M Powerball ticket sold in Kaukauna

KAUKAUNA, WI (WTAQ) - A $1 million Powerball winning ticket was sold in Kaukauna.

The ticket, sold at the Crooks Express on Crooks Ave., matched all five regular winning numbers in Wednesday night's drawing.

No ticket matched all six winning numbers, pushing Saturday's jackpot to $203 million.

The winner has 180 days from the date of the drawing to claim the ticket.

This is the sixth $1 million Powerball ticket sold in Wisconsin in 2013.

Oshkosh police investigate attempted child enticement

OSHKOSH, WI (WTAQ) - Police in Oshkosh say they're investigating a possible child enticement Wednesday morning.

Police say a child told officers that a tan four-door vehicle stopped and the driver asked if the child needed a ride to school. It happened in the 1100 block of W. 7th Avenue.

The child ignored the man and the suspect drove off. The child told officers he did not know the man.

The driver has been described as a black man, about 50-years-old, with short black hair and rectangular glasses. 

Police did not release the child's age.

Anyone with information is asked to call Oshkosh police at (920) 236-5700.

The Oshkosh Police Department is urging parents to talk to their children about personal safety and what to do if someone attempts to entice their child into a vehicle or any other circumstance that makes the child feel uncomfortable.

Here are some safety tips from the National Crime Prevention Council to talk to your children about:

  • Help children recognize the warning signs of suspicious behavior, such as when an adult asks them to disobey their parents or do something without permission, asks them to keep a secret, asks children for help, or makes them feel uncomfortable in any way. Also tell your children that an adult should never ask a child for help, and if an adult does ask for their help, teach them to find a trusted adult right away to tell what happened. 
  • You should also talk to your children about how they should handle dangerous situations. One way is to teach them “No, Go, Yell, Tell.” If in a dangerous situations, kids should say no, run away, yell as loud as they can, and tell a trusted adult what happened right away.
  • Make sure that your children know that it is okay to say no to an adult in a dangerous situation and to yell to keep them safe, even if they are indoors. 
  • Make it a rule that your child must ask permission from a parent to go anywhere, with anyone at any time. If the child cannot check, the answer is no. 
  • Point out safe places to go for your child. When you are walking with your child to school, point out the places that your child can go for safety. 
  • Teach children to trust their instincts. If they feel uneasy, as though there are butterflies in their stomach, tell them to run to a safe place and tell a trusted adult. 
  • Teach your child to be assertive. If a stranger asks for help or asks for your child to go with them, tell your child it is ok to say no.

Report: Brown County's largest employer is Humana

GREEN BAY, WI (WTAQ) - Humana once again tops the list of the largest employers in Brown County.

According to the Green Bay Area Chamber of Commerce, the Louisville, Ky.-based health insurer had 3,170 employees in Brown County as of July. It's the 5th straight year Humana leads in that category.

The list was compiled by Advance, the Chamber of Commerce's economic development arm.

The Oneida Tribe of Indians of Wisconsin finished second, with 2,747 employees. Next was trucking firm Schneider National, Inc., with 2,733 workers. 

Bellin Health came in fourth with 2,518 employees, while Georgia-Pacific's 2,300 workers rounded out the top five.


On Broadway Board backs leadership amid Walmart criticism

GREEN BAY, WI (WTAQ) - On Broadway Inc.'s Board of Directors responded to letters calling for the ouster of Executive Director Chris Naumann and President Greg Larsen.

During a meeting Thursday morning, the board gave a vote of confidence to both Naumann and Larsen.

Eighteen businesses in the Broadway district, calling themselves the Broadway Business Alliance, argue that On Broadway Inc. has done a poor job communicating with them on several issues, most recently the decision to enter into a bid contract with Wal-Mart for part of the old Larsen canning property.

"They (the board) also are at this point in favor of letting this process play out," says Naumann. "Specifically the Larsen governing board is the empowered entity that is responsible for development of the property."

Naumann believes the lack of communication problem is misguided by these business owners, since there hasn't been a formal proposal submitted by Wal-Mart officials.

"When it does come in front of us, the public will be invited into those discussions," says Naumann. "I think there's some frustration by some of the businesses that were taken by surprise at this news, and don't think they're being invited to the table early enough, and to be very honest, it's not time for that yet."

Green Bay City Council President Tom DeWane and Mayor Jim Schmitt have also spoken out in favor of replacing On Broadway Inc.'s leadership.

"I'm not sure if the Mayor's got something that he currently has as an alternative, if he does it wouldn't be a bad thing to mention that through the Larsen governing board processes," says Naumann. "Because we're in this contract, they can't even be considered until this contract expires, or unless Wal-Mart walks away."

Naumann added that if there was something, it, "certainly wasn't in front of us when we entered this contract."

On Broadway Inc. officials maintain that the city has worked with them to find a partner for this site, and have been involved in each step of the process.

Random Lake schools' tech. coordinator charged with computer theft

SHEBOYGAN, WI (WTAQ) - The Sheboygan County District Attorney has filed felony theft charges against a now former technology coordinator for the Random Lake School District for stealing more than 500 Asus tablet computers and iPads. 

33-year-old Mark Ustby of Milwaukee is accused of stealing the tablet computers over an eight month period. 

He apparently sold them on Craigslist because he needed the money to support others that were worse off than him.  

An entire shipment of 300 Asus tablet computers that arrived over the summer was sold. He also stole 50 iPads that were donated by a local computer store. Ustby never informed the district about the donation.

Ustby abruptly resigned from the district last week. 

After his departure, the district discovered that hundreds of tablet computers were missing from his office.

The theft is estimated to be worth around $180,000.

The district's insurance company quickly approved the purchase of replacements which will arrive and be rolled out with educational software by next Wednesday. 

"They are used fairly heavily, last year was the first deployment of iPads at the elementary school, this was year was going to be the deployment at the middle school" Superintendent Tom Malmstadt said. 

Hot weather to start this weekend

GREEN BAY, WI (WTAQ) - You might need to crank up that air conditioner the next couple days.

The National Weather Service says temperatures will return to the mid to upper 80's Friday in the western half of the state, while the mercury should stay around 80 in the eastern half with only a slight chance of rain. 

Saturday, 90 degree weather is predicted for both La Crosse and Eau Claire, before a cold front brings a better chance of rain throughout Wisconsin.  

Cooler and less humid weather is predicted for Saturday night and Sunday. 

Warmer and more humid conditions are due back in on Monday, along with a chance for more rain.

Most of Wisconsin is in the 50's Friday morning. Oconto was the cool spot at 6 a.m. with 43.

Appleton outlaws housing discrimination based on gender

APPLETON, WI (WTAQ) - Appleton has become the third city in Wisconsin to prohibit housing discrimination based on gender identities. 

The city's diversity coordinator, Kathy Flores, says there are no state or federal protections for trans-gender individuals, and those with non-conforming genders. 

She says everyone is either male or female at birth -- but that can change, and it's up to cities to protect those in the grey areas. 

Landlords that deny rental housing to trans-gender individuals can be fined up to $10,000 under the new Appleton ordinance. 

Only Madison and Milwaukee have similar protections in Wisconsin. They're among 160 cities and 17 states which prohibit housing discrimination based on both gender and sexual orientation. 

Wisconsin became the first state to set up anti-discrimination laws for gay residents. Katie Belanger of Fair Wisconsin says many trans-gender residents still face discrimination when they look for new housing throughout the state.  

United Way sets 2013 fundraising goal

GREEN BAY, WI (WTAQ) -  The Brown County United Way is increasing its fundraising goal for this year. 

The non-profit is hoping to reel in $4 million 50-thousand dollars for it’s more than 45 organization, groups and initiatives that receive support from them. 

Last year’s haul was an increase of over of $300,000.   2013 Campaign Chair Denis Hogan says the improving economy is helping folks feel comfortable with giving more year over year.

Hogan credits success of their fundraising campaigns to the staff, volunteers and the workplace campaign that is now kicking off. 

Employees donate to the United Way directly through their paychecks. 

Surcharge pitched for events at Brown County facilities to pay for maintenance

GREEN BAY, WI (WTAQ) - Brown County is starting to talk about a possible surcharge on tickets for events held at the Resch Center, Shopko Hall and Brown County Arena. 

An estimated 536,000 people came through the doors at those facilities last year and Supervisor Tom Lund is proposing a possible one dollar ticket surcharge. 

"If we did a $1 surcharge we would generate over $500,000 for maintenance," Lund said.

The idea was presented for the first time at the Brown County Education and Recreation Committee Thursday night as a way to increase funding for maintenance and upgrades that have been lagging over the years. 

However, the facilities’ management PMI Entertainment spokesman Terry Charles says tickets range in price.

"If you're going to say a $1 across the board that would be a big increase for $5 ticket as opposed to a $100 ticket," Charles said.

Time Warner Cable / NBC 26 owners hold "productive" talks this week, after CBS deal signed

GREEN BAY, WI (WTAQ) - The owners of NBC 26 and Time Warner Cable had their first face to face meeting this week, after CBS/Showtime inked a deal with the cable provider. 

The WGBA in Green Bay and WTMJ in Milwaukee were among 15 stations across the country owned by Journal Broadcasting Group that were pulled from Time Warner's programming on August 25th after a failure to reach a new retransmission deal.

Journal Executive Vice President of Television and Radio Operations Steve Wexler says many sumized that once the major market deal with CBS was done, they were next. 

The two sides had their first face to face meeting this week and called the talks "productive". 

However, Wexler says Time Warner is claiming their two Wisconsin stations' cable spots are no longer available, or that they have been sold. 

WTMJ channel 4 spot was replaced with the Game Show Network and NBC 26 channel 7 spot is airing the Tennis Channel.

 Wexler says not returning the TV stations to their old spots is a non-starter. 

“We can’t agree to terms on a deal that doesn’t return our stations to their cable position,” Wexler said, “In Milwaukee, we’ve been channel 4 since 1953; we’re known as channel 4, we’re going to be channel 4”.


Oshkosh Defense threatens to move work if union contract isn't extended

OSHKOSH, WI (WTAQ) - Oshkosh Defense has sent a letter to union workers saying the company may move work out of state if a contract extension is not reached. 

The United Auto Workers Local 578 is set to vote on reopening talks on Tuesday.

A month’s worth of talks ended in July with no agreement on extending their expiring 2016 contract by another five years until 2021. 

The company says they must have a contract extension in place by the end of September. 

The company is in the process of bidding for work on a new $13 billion contract to build the Joint Light Tactical Vehicle, which would replace the Humvee. The company needs to shore up labor costs and revamp the health plan to gain a completive edge over two other bidders. 

Oshkosh points out that Lockheed Martin plans to build the JLTV in Texas, where they would have a significant labor cost structure advantage.

In the letter, Oshkosh Defense says it will do what is necessary to win JLTV program to sustain its defense business.  

A company spokesperson tells FOX 11 the letter is not a threat to the union, but a reminder to employees of the importance of winning the contract.

Teens facing charges after break-in at Kewaunee County zoo

KEWAUNEE COUNTY, WI (WTAQ) - Four teens are facing charges after allegedly breaking in and releasing animals from a Kewaunee County zoo.

Authorities say several buildings at Bruemmer County Park and Zoo were broken into last month.

A set of keys to some of the zoo pens were taken, along with other items. Officials say the suspects used the keys to let several animals loose. 

Four teenagers were identified in the break-in. However no arrests have been made.

Identities released in fatal Grand Chute crash

GRAND CHUTE, WI (WTAQ) - One woman was killed following a two-vehicle crash Friday morning.

The Wisconsin State Patrol say the crash happened about 8:50 a.m. on County Highway A at Wagon Wheel Drive in Grand Chute.

Officials say a car, driven by 55-year-old Loris Hischke of Shiocton, crossed the center line and slammed head-on into a truck. Hischke died at the scene.

The driver of the truck, Peter Bates, 52, was not injured in the accident.

Motorcycle crash sends two to hospital in Green Bay

GREEN BAY, WI (WTAQ) - A crash in Green Bay Saturday nigh sends two people to the hospital.

Police say it happened at Main and Baird Streets when a pickup truck collided with a motorcycle.

Two people on the motorcycle were seriously injured and rushed to the hospital.

The driver of the pick up was not hurt.

The investigation into what caused the crash is still ongoing. It forced that intersection to be closed for about an hour.

Allouez house damaged by fire

ALLOUEZ, WI (WTAQ) - No one was hurt after a house fire in the Village of Allouez.

The call went out to a home in the 1400 block of Bismarck Street just after 5 a.m. Sunday.

Green Bay Metro Fire officials say no one was inside when the blaze broke out.

The house was undergoing renovations. Officials are investigating what may have sparked the fire.
