SAN FRANCISCO (WTAQ) - The defense of the Green Bay Packers had trouble of a different kind against the San Francisco 49ers Sunday in their 34-28 loss.

The victorious 49ers won last season's NFC Divisional playoff by running over the Packers, but it was the arm of quarterback Colin Kaepernick which did them in. Kaepernick finished 27-of-39 for 412 yards and 3 touchdowns, most of which went to new wide receiver Anquan Boldin. Boldin caught 13 of those balls for 208 yards and one TD.

Packers quarterback Aaron Rodgers finished 21-of-37 for 333 yards and three touchdowns with one interception. Wide receivers Jordy Nelson and Randal Cobb each caught 7 passes for over 100 yards and a TD.

Two turnovers also didn't help the Packers (0-1).

More Wisconsin clinics, hospitals ending free medicine samples

GREEN BAY, WI (WTAQ) - More clinics and hospitals are ending the practice of giving free samples of medicines to their patients.

Also, Gannett Wisconsin Media says some hospitals no longer let sellers of drugs and medical equipment talk to doctors -- while others do it on a limited basis to make sure the doctors keep up with trends.

Hospitals in northeast Wisconsin say it's more expensive to give out free samples than you might think. Prevea Health Services of Ashwaubenon says 30 percent of sample medications reach their expiration dates before they're given out -- and the hospitals are the ones who pay to dispose of them.

Also, the growing number of prescription medicine thefts requires a need for tighter security procedures.

ThedaCare says patients end up paying more for the brand-name drugs they buy, once their freebies are gone. ThedaCare medical director Mark Hallett says cheaper generic drugs suffice in most cases.

It's same reasoning ThedaCare uses for not allowing drug sales people from making in-person clinic visits.

Some health institutions used to give out the free medicines to those wouldn't couldn't afford to pay for them otherwise. Instead, ThedaCare has revised its cost assistance program, while Bellin Health of Green Bay gives out vouchers which let patients go to their pharmacies to get fresh medicines.

TOWN OF MENASHA, WI (WTAQ) - An Appleton woman is facing multiple charges after allegedly driving drunk with a child in her car.

Town of Menasha police says it happened Sunday evening, when the 44-year-old woman tried to drive away from a crash scene near South Oneida Street and West Wilson Avenue.

Authorities say the woman had a child in a car seat in the back, and initially gave officers a false name when asked. She appeared to be under the influence and was asked to perform field sobriety tests.

The woman was taken into custody for OWI and brought to a hospital for a blood draw.

While en route to the hospital, the woman continuously yelled and swore at the cops. At the hospital, a Neenah officer and hospital security guard were asked to stand by due to her behavior. She began spitting at them, as well as other people in the hospital.

The woman was issued traffic citations for hit and run, inattentive driving and operating after revocation. She was taken into custody for 3rd offense OWI (Felony for children in car at the time); Disorderly Conduct, Resisting Arrest, Discharging Bodily Fluids at a Public Safety Officer (Felony) and a probation hold.

She is being held at the Winnebago County Jail.

APPLETON, WI (WTAQ) - Scary moments in Appleton Monday morning after an 8-year-old girl is hit by a vehicle while she walked to school.

"The driver moved over to the right hand lane to continue northbound on North Mason Street and did not see the student in the crosswalk," says Appleton Police Sgt. Dave Lund. "The 8-year-old suffered some minor injuries, but did have some scrapes and bruises from being hit by the vehicle."

The accident occured at North Mason Street and West Spring Street around 8:10 a.m.

A 50-year-old Appleton woman, who was driving that vehicle, was cited for failure to yield to a pedestrian in a crosswalk.

Lund says the accident could've ended much worse, and serves as a reminder to all drivers.

"This is the reason why we tell people you need to slow down, and you need to be looking around to your right and left so that the students that are coming to school can do so safely," says Lund.

St. John's homeless task force requests increase in occupancy limit

GREEN BAY, WI (WTAQ) - The St. John’s the Evangelist Homeless Shelter in downtown Green Bay is looking to increase its occupancy limit within their conditional use permit.

Over the winter, the shelter dealt with an unexpected influx of homeless residents.  The city cited the shelter for being over capacity, but months later dropped the charges.

Around 82 people were served, which they contend fit within their overflow plan that was part of their approved permit.  The shelter is permitted to provide emergency shelter for 64 people.

St. John’s is part of the Green Bay Catholic Diocese and they are requesting the Plan Commission approve an 84 person limit at Monday night's meeting.

The same request came in April, but was pushed back for 60 days to hear suggestions from a newly formed homeless taskforce.  The group was formed to deal with the growing homeless population in Green Bay. The task force never came back with ideas, and the request didn’t show up until now.

The conditional use permit fight with the city is similar to others around the nation.

In some cases that have ended up in court, the church claims the homeless services they provide are part of their mission and religious freedom.

There are federal statues regarding local zoning issues and religious rights to land use, under The Religious Land Use and Institutionalized Person Act of 2000.

"Perfect storm" of factors led to major drinking pipe break in Green Bay

GREEN BAY, WI (WTAQ) - A new report issued Monday found a “perfect storm” of factors that could have led to the major water pipe break in late December on Green Bay’s eastside.

Around eight million gallons of water spewed from beneath East Mason near Main Street.

A draft report says some factors included corrosive soil, pipe wiring, porous mortar and even nearby gas and voltage lines.

Green Bay Water Utility says those factors led them to identify nearly 20 other pipe sections, some as old as 1955, to be potential problems.

The water utility will be addressing those issues over the coming years with a plan to repair two or three sections of pipe every year.

Water utility general manager Nancy Quirk says not all the costs are in, but says those capital projects could be up to $500,000 a year.

The December 29th break cost the city around $172,000.

GREEN BAY, WI (WTAQ) - A day time resource center for homeless residents could be open by October 1st in downtown Green Bay.

At least that’s the goal for New Visions, the name of the center that will be located inside the Wisconsin Job Center in downtown.

Depending on funding, the center would be open during the opposite hours of the St. Johns Homeless Shelter, from 9-5 every day of the week.

Alderman Mark Steuer leads HOPE, the Green Bay homeless task force working on opening the center.

Steuer says the police department is backing the plan.

Lutheran Social Services will operate the facility.  They were in line for an $11,000 grant to open a similar center nearly a year ago, but with limited hours.

A committee held up the city grant because of growing issues involving St. Johns residents.

LSS operates a similar homeless daytime resource center in Ear Clarie.

The idea is to alleviate problems with homeless residents who don't have anywhere to go or don’t have access to resources to get back on their feet.

OSHKOSH, WI (WTAQ) - United Auto Workers Local 578 has voted to reopen contract talks again with Oshkosh Defense.

The military vehicle maker is looking for a five-year contract extension to gain a competitive edge when it bids on a new $13 billion contract.

The union’s current contract expires in 2016.

Oshkosh wants an extension agreement by the end of September.

Late last week, Oshkosh Defense sent a letter saying they will move production of the new Joint Light Tactical Vehicle in order to win the contract if UAW workers don’t agree on an extension.

The JLTV is replacing the Humvee.

The union and Oshkosh have been down this road before.  Contract extension talks ended in July with no agreement.

GREEN BAY, WI (WTAQ) - The Washington Redskins will play the Packers in Green Bay on Sunday -- and Cheeseheads will be asked to cheer for the idea of changing the Redskins' name.

The Wisconsin Indian Education Association plans to hold a forum on the subject Friday at UW-Green Bay -- and the group will have protestors at the game.

Barb Munson of Mosinee is part of the Indian group's Mascot and Logo Task Force. She says "Redskins" has long been considered a derogatory term, and her group supports removing all race-based stereotypes.

The Oneida Indian tribe has previously opposed the Redskins' name -- but as a Packers' sponsor, the tribe does not plan to take part in the protest. Oneida tribal business committee member Brandon Stevens says attitudes must change before progress can be made.

In the case of Washington's football team, it's a battle that's been fought for years. There were extensive protests in Minneapolis in 1992, where the Redskins beat Buffalo in Super Bowl 26.

In May, 10 members of Congress asked 'Skins owner Dan Snyder and NFL Commissioner Roger Goodell to do away with the team name and its Indian logo. Snyder says he'll keep the name.

OSHKOSH, WI (WTAQ) - University of Wisconsin-Oshkosh police are investigating an attempted assault on campus.

Officials say it happened near Donner and Webster Halls around 12:35 a.m. Tuesday.

A female student told authorities she was walking in a parking lot when a man grabbed her by the arm and tried to pull her backwards.

The student was able to hit the suspect and break free from his grip. She ran to her residence hall and called university police.

The suspect is described as a black male, about 5'10", wearing a dark, hooded sweatshirt with the hood pulled over his head. He was wearing dark-colored gym-style shorts and white tennis shoes.

The woman hit the suspect and got loose from his grip.  She ran to her residence hall and called authorities.

Anyone with information is asked to call University Police at (920) 424-1212.

This comes in the wake of two attempted assaults in Oshkosh last week. Both incidents took place near campus, and the victim was able to get away from the suspect and call police.

If you have any information about this incident, call University Police at (920) 424-1212.  University officials say the campus has been alerted of the attempted assault.

Police have the following safety tips for students and staff:

  • Report any incident as soon as possible.
  • Do not display money.
  • Plan ahead so that when you walk you are visible to other people.
  • When walking choose open, well-lit, and well-traveled areas.
  • When walking be aware of your surroundings at all times by making eye contact with passers-by and glancing occasionally behind you.
  • If you sense that you are being followed, change directions or cross the street. If the person/vehicle persists, run to the nearest place where you will find other people and call for help.
  • Go to a public place where you can call the police whenever you feel threatened.
  • Always carry a cellular phone (charged) with the police as your number 1 speed dial choice.
  • Consider carrying pepper spray and or a personal alarm.
  • If you feel threatened remember to utilize the blue light emergency phones on campus. They are a direct link to the University Police Department.
  • Do not engage in conversation with unknown individuals, especially if threatening language or insults have been used.
