Oconto County shooting range will stay where it is, with some changes

OCONTO COUNTY, WI (WTAQ) -The Oconto County Forest, Parks and Recreation Committee has approved changes to a controversial shooting range.

Over the spring, county officials closed down the Machickanee Forest Shooting Range after stray bullets damaged property in that area.

Now the committee has okayed a plan to keep the range where it is, but change the layout of the shooting area.

“The intent is to change the direction, more north and northeast. If there are any stray bullets that leave the range, hopefully no stray bullets leave the range, but if they do leave the range, they’ll be going to the area where there are no homes for two to three miles,” Oconto County Forest, Parks and Recreation Administrator Bob Skalitsky told FOX 11.

Skalitsky says the range is normally open every day, but options include reducing the times the range is open and raising the daily shooting fee.

The new range will get a facelift as well. Plans are in the works to improve safety, so shooters can focus on the task at hand.

“We’ll put in shooting benches, where there’s a canopy, a roof if you want to say that doesn’t allow the shooter to see blue sky on the berm. It’s called a no-blue-sky,” said Skalitsky.

Skalitsky says he will apply for a grant to cover 75 percent of the estimated $150,000 project. He says a county shooting range fund containing nearly $70,000 will cover the rest.

Should the grant be approved, the county hopes to begin construction in the spring of 2015, with the opening of the new range later that year.

Opening day for newly expanded Packers Pro Shop

Green Bay, WI (WTAQ) - It’s a day many fans have been waiting for, the opening of the new Packers Pro Shop! 

They've moved the home and doubled the size of the Pro Shop at Lambeau Field.  

Kate Hogan manages the Pro Shop.  She calls the larger facility not only full of more buying options, the aisles are wider and checking out is much faster because there are more points of sale.  

Donna Mulder of Sheboygan Falls won the drawing to be the first customer in the door.  She gets a $500 gift card to spend at the Pro Shop. 

Green Bay police arrest man in connection with pair of armed robberies

GREEN BAY, WI (WTAQ) - Police in Green Bay say a 20-year-old man is under arrest for the alleged armed robbery of two Subway restaurants earlier this year.

The first took place at 825 S. Huron Road on May 25, while the second happened at 1180 E. Mason Street on June 7.

"We collected some evidence that was left behind at the first robbery, a ski mask that was found by our patrol officers," says Green Bay Police Capt. Todd Thomas. "We were able to obtain a suspects' name and his DNA. It was submitted, along with the ski mask, to the state crime lab. And recently we received confirmation that the ski mask did belong to him."

Alexander W. Sunderling is jailed facing two counts of armed robbery. Thomas says there was a clear motive for Sunderling.

"We learned during the investigation and with the interview of Sunderling that he has been fighting an opiate addiction," says Thomas. "Unfortunately it's becoming too common in the investigations that we've been having lately and the crimes that have been committed is that this opiate addiction and heroin usage seems to be driving a lot of our more high profile crimes than it has in the past."

Austin Straubel Airport hosts EAA's B-17 bomber

ASHWAUBENON, WI (WTAQ) - Austin Straubel International Airport will be hosting the EAA's restored World War II B-17 Flying Fortress for the next four days.

For the second straight year, the Aluminum Overcast bomber will be at Jet Air - Signature Select for the public to be able to tour the aircraft, along with taking a flight. The plane travels nationwide for tours and displays.

It will be on public display from 10 a.m. until 4 p.m. July 18 through 20 at Jet Air - Signature Select, 1921 Airport Drive. Ground tours will cost $10 per person, $20 per family. Veterans, active duty military and children 8-years-old and younger are free.

Flights booked in advance are $409 for EAA members and $449 for non-EAA members; on-site reservations (based on availability) are $435 and $475.

Oshkosh business damaged by fire

OSHKOSH, WI (WTAQ) - Crews have responded to a fire at a business in Winnebago County Friday morning.

The call went out to a fire at Fox Valley Fibre on Old Dixie Road near Highway 41 in Oshkosh. 

FOX 11 reports that thick, gray smoke can be seen coming out of the building.

Authorities are not saying much about the fire at this time.

RGA Labs makes pitch to buy Kewaunee Nuclear Power Station

TOWN OF CARLTON, WI (WTAQ) - Residents in Kewaunee County are not quite sure what to make of the news that someone is interested in reopening the area's nuclear plant.

“I’d like to believe that it will happen, but I don’t think so,” Douglas Swanson, a contractor for the plant, told FOX 11.

Thursday evening, the President of RGA Labs, Inc. Bob Abboud unveiled his company's plans to buy the plant to over 100 residents at the Carlton Town Hall. RGA Labs is an Illinois-based engineering company.

“We think it has an excellent business opportunity for 20 plus years into the future,” Abboud told FOX 11.

However, U.S. nuclear officials say a lot has to happen before business can take place. First, RGA Labs has to meet guidelines to buy a nuclear plant. The company would also need to go through a several year application process for an operator's license.

Before any of that can be considered, the current plant owner, Dominion, must be willing to sell.

“Since Kewaunee is shut down, it’s not like your just transferring a plant that’s operating over to another company,” said Prema Chandrathil, a spokesperson for the U.S. Nuclear Regulatory Commission. “They would need to go through the licensing process as if it were a whole new reactor all over again.”

A Dominion spokesperson says nothing has changed for the company and that they're continuing with the plant’s decommissioning process and it is not currently for sale.

RGA Labs says it would purchase the plant for tens of millions of dollars. The company projects it could make a profit of $100 million per year.

The U.S Nuclear Regulatory Commission says no one from RGA Labs has contacted them yet about obtaining a license.

Appleton's Sarah Ganser among those eating lunch with First Lady Michelle Obama

WASHINGTON D.C. (WTAQ) - A 12-year-old Appleton girl was having lunch at the White House Friday with Michelle Obama.

Sarah Ganser was the Wisconsin winner of the 3rd annual "Healthy Lunchtime Challenge."

Ganser made a recipe for an African sweet potato stew that was judged the best among the Badger State's entries.

54 winners from each state and U.S. territory, along with a parent or guardian for each, were attending Friday's luncheon with the First Lady.

The event was called the "Kids State Dinner," and the contest was designed to promote healthy eating.

Ganser's recipe and the other winners will be featured in a cookbook that's due out next Wednesday.

Manitowoc native killed in Seattle boating accident

MANITOWOC, WI (WTAQ) - A former Manitowoc resident was killed in a boating crash in Seattle.

Washington state authorities said 33-year-old Melissa Protz was one of seven people aboard a sailboat late Wednesday night, when it was broadsided by a power boat.

It occurred on Lake Washington in Seattle, about a half-mile from the shore.

Protz graduated from Manitowoc Roncalli High School, and was a 6th and 7th grade biology teacher at a Seattle Catholic school.

Two others on the sailboat suffered non-life-threatening injuries.

A 46-year-old man who operated the power boat was booked into jail on a possible charge of vehicular homicide by a watercraft. A bail hearing was expected Friday afternoon.

Outagamie County highway worker hit with shovel Thursday

OUTAGAMIE COUNTY, WI (WTAQ) - A highway department worker in Outagamie County was significantly hurt after being hit in the head by a shovel that fell off the back of a passing pickup truck.

It happened while working along southbound Highway 441 around 9 a.m. Thursday.

Officials say the vehicle that the shovel fell from is described as an older model white Ford F250 or F350 truck with a ladder or utility rack. The shovel was also recovered at the scene.

Authorities identify man who died at Rock USA

OSHKOSH, WI (WTAQ) - The man died after collapsing Thursday on the grounds at Rock USA near Oshkosh has been identified.

Authorities say workers saw 63-year-old Steven J. Londo of Oconto Falls collapse just after 5 a.m. Security personnel rushed to help Londo and emergency officials performed CPR on him.

According to the Winnebago County Sheriff's Department, Londo was pronounced dead about an hour later.

He apparently had a medical condition, but autopsy results are pending.

Ashwaubenon may be home to a new hotel

ASHWAUBENON, WI (WTAQ) - The village of Ashwaubenon has received a site plan for a new hotel on the corner of South Broadway and Marina Lane.

The planned Marriott Residence Inn is looked at as providing another option for visitors to stay in the Green Bay area.

“They are extended stay,” Mike Aubinger, Ashwaubenon’s Village President, told FOX 11. “They have kitchens in them and bathrooms, etc. They are more of a destination hotel. People look at it as a place to stay and they go there for that reason.”

The Residence Inn would have 100 suites on four floors. However, just because the hotel is designed for extended stays that doesn't mean it won't be more competition to other area hotels.

“Everybody wants all the business they can get,” said Craig Bleier, the general manager of Springhill Suites in Ashwaubenon, which is also under the Marriott name. “All the major brands will have a long-term stay rate.”

According to Bleier, his hotel occupancy this year is topping 70 percent. In recent months, he says that number has grown to over 80 percent.

“People who are going to invest are going to look at a market and what the occupancy is for the market, not a certain hotel,” Bleier told FOX 11.

The Greater Green Bay Area Convention and Visitor’s Bureau says hotel occupancy overall for the area is 50.7 percent for the year, which is up 1.7 percent from 2013.

Despite those numbers, Aubinger agrees with the proposed hotel’s developers that there is a demand.

“It’s a very nice looking hotel, very nice layout for it. I think it’s going to be a good addition to the community,” said Aubinger.

The developer of the proposed hotel is GB Hotel, LLC.

Green, Ruettgers inducted into Packers Hall of Fame

GREEN BAY, WI (WTAQ) - Former Green Bay Packers running back Ahman Green and offensive tackle Ken Ruettgers have been inducted into the Packers Hall of Fame.

Green, a former standout and Nebraska, is the Packers’ all-time rushing leader with 8,322 yards. He also holds several franchise records.

Ruettgers was a first-round draft pick in 1989 and started in 140 games through his career. He retired during the Packers 1996 Super Bowl season.

Gas leak at Rawley Point Lighthouse sends two people to hospital

TWO RIVERS, WI (WTAQ) - Two people were hospitalized after a gas leak at the Rawley Point Lighthouse north of Two Rivers.

Guests renting out the lighthouse called authorities around 11:30 a.m. Saturday after smelling the odor of gas. Crews responded and found the two victims sickened by the odor.

Upon inspection, crews found a 1,000-gallon liquid natural gas tanked lost nearly all of its gas into the lighthouse.

No word yet on what caused the leak.

The lighthouse is routinely rented out to members of the Coast Guard.

Female armed robbery suspect sought in Appleton

APPLETON, WI (WTAQ) - Police in Appleton are searching for a woman they say robbed a man at knife point Saturday.

Authorities say it happened near N. Ballard Road and E. Edgewood Drive around 1:30 p.m.

An Appleton area man offered the woman a ride, according to police. After she got inside the vehicle, the woman allegedly pulled out a knife and stole cash from the man.

The man was not hurt. Police say the woman got out of the vehicle and left on foot.

No more "Lingerie Night" after kidnapping attempt at Appleton bar

APPLETON, WI (WTAQ) - A tavern in Appleton has ended its weekly "Lingerie Night" with scantily-clad bartenders.

That's after one of the regular customers of the Eager Beaver Bar reportedly tried to kidnap one of the women.

45-year-old Dennis Mitchell of Appleton is charged with felony kidnapping and a misdemeanor count of seeking prostitution. He was jailed at last word under a $50,000 cash bond, and he's due back in court Thursday.

Police said Mitchell approached the bartender this month as she walked to her vehicle. He reportedly tried putting a bag over her head. She yelled for help, and he ran away after neighbors responded.

Bar owner Christina Coon tells the Appleton Post-Crescent she decided to stop holding the "Lingerie Nights," and she took all mentions of them off the bar's Facebook page. She said it was done for the safety of the bartenders -- even though she called it an "isolated incident."

Two Rivers assault, home invasion suspect caught in Milwaukee

TWO RIVERS, WI (WTAQ) - A suspect involved in a home invasion and sexual assault last week in Two Rivers has been arrested in Milwaukee.

Authorities say 19-year-old Pernell J. Washington was picked up on Friday. 

Washington is charged with 5 counts related to the June 19th incident. Police say the victim told them she interrupted a possible burglary in progress.

After she was sexually assaulted and physically attacked, police say she got out through a window.

Federal judge tosses Sen. Ron Johnson's Obamacare suit

GREEN BAY, WI (WTAQ) - A federal judge in Green Bay has thrown out a lawsuit over Obamacare filed by Wisconsin U.S. Senator Ron Johnson.

On Monday, Federal Judge William Griesbach ruled that the Oshkosh Republican has no standing to sue, and rejected each of Johnson's claims that he is an injured party.

"One’s personal belief that a regulation is unlawful is not itself an 'injury,'” said Judge Griesbach in his ruling.

Senator Johnson argued the Obama administration overstepped its authority with a provision that provides health insurance subsidies for Congressional members and their staff.

In a statement on his website, Senator Johnson said, "The Obama administration violated its own signature health care law by giving special treatment to members of Congress and their staffs.  I believe that this executive action by the Obama administration is unlawful and unfair, and that it is only one of many examples of this president’s abuse of his constitutional duty.  Unfortunately, those actions will go unchallenged for now, because the district court granted the administration's motion to dismiss based on the legal technicality of standing.

“Americans increasingly — and correctly — believe that their government in Washington is out of control, out of touch and lawless.  By its decision today, the court has chosen not to address the important constitutional issues at hand.  My legal team and I will carefully review the decision before determining our next step in this important constitutional dispute."

Titletown expansion to include farm-to-table food market in Broadway District

GREEN BAY, WI (WTAQ) - Downtown Green Bay is expected to get a farm-to-table marketplace as part of Titletown Brewing Company's expansion into the old Larsen Canning Factory.

Titletown COO Jim Kratowicz tells FOX 11 it will be open on part of the first floor and feature high quality prepared food at mid-to-high end prices. It can be taken home or enjoyed on site.

“Potential for a butcher shop, wine retail, cheese retail, coffee,” said Kratowicz, who adds that the building is currently about 90 percent leased out with business and office tenants.

However, Kratowicz won't say who the group behind the marketplace idea is. That will be revealed sometime next week.

As for the New Leaf Market community-owned grocery store concept, that is in a somewhat different arena.

“Healthy, natural food,” New Leaf’s president Lynn Walter told FOX 11. “We want to make downtown the healthy heart of the city and be the grocery store that makes that happen.”

Walter says the group is still committed to building near the Greyhound station on Green Bay’s near east side. The group’s planning option for the property expired earlier this month. Walter says the group hopes to renew its planning option soon.

As for the addition of another niche food retailer in the city’s core, Walter says it showcases the need of the area and the business opportunities.

“There’s always going to be competition, and it is in a growing market area – like this – I think that’s a healthy thing, a healthy sign.”

Green Bay Mayor Jim Schmitt also mentioned nearing a commitment from a grocery to build in the city's downtown.

Green Bay Area School District changes grading scale

GREEN BAY, WI (WTAQ) - The Green Bay Area Public School District will have a new grading scale in place for this fall.

That's after the school board unanimously approved the changes Monday night.

“I’m pleased with the board’s decision to pass this motion. I think the parents of the Green Bay area public school students as well as the students themselves are going to be thrilled,” Jerrod Valley, a science teacher at Preble High School, told FOX 11.

Valley was a member of the task force to create the new system.

The previous grading scale looked like this:

A: 93-100B: 86-92C: 77-85D: 70-76F: 69 or lower.

This is what the new scale will look like:A: 93-100A-: 92-90B+: 89-87B: 86-83B-: 82-80C+: 79-77C: 76-73C-:72-70D+: 69-67D: 66-63D-: 62-60F: 59 or lower.

93 and above was an A. There were no plusses or minuses. Under the new system, teachers say they will have more flexibility.

Students receiving a 92 will now be able to earn an A-minus instead of a B, which educators say more accurately reflects student performance.

“It’s difficult for a student that’s on the border. A student that’s at 92.4 % you don’t want to hurt their grade point average. You want them to be able to compete with students around town and having the power to give that student a 3.6 on that GPA rather than a 3.0 is powerful,” said Valley.

Students on the committee told FOX 11 last week that having a higher GPA can mean hundreds of dollars in scholarship money.

Valley says most teachers support the new system.

“84.9 percent of Green Bay Area Public School teachers were in favor of making a change to this, so it was very well received,” said Valley.

District officials say the grading scale won't be retroactive, so current GPAs will stand.

Pulaski feed mill fire causes more than $1M in damage

PULASKI, WI (WTAQ) - A fire caused over $1 million in damage to a livestock feed mill in northeast Wisconsin.

There were no reports of injuries in the blaze, which started Monday afternoon at the Nutrition Service Company's grain processing plant northwest of Pulaski.

Officials said there were some employees inside, but they all got out safely.

At least 16 area fire departments helped put out the blaze, which was reported about 1:30 p.m.

Crews were still working to put out hot spots Monday evening. The cause remains under investigation.
