Green Bay, WI (WTAQ) - When Eddie Lacy scores a touchdown or chalks up 100 yards in total offense in a game for the Green and Gold this season he will also be benefitting A & W restaurant patrons.

A & W will offer the Eddie Burger for $1.27 whenever #27 scores a touchdown or notches 100 yards in total offense.

The Eddie Burger will be available on Mondays after he accomplishes either feat in a game.  


One person hurt after Green Bay crash

GREEN BAY, WI (WTAQ) - A weekend crash sent one person to the hospital in Green Bay.

Authorities say it happened near the intersection of Humboldt Road and Woodside around midnight Saturday.

A vehicle slammed into a utility pole, leaving the driver with a significant head injury. Police don't believe it is a life threatening injury.

The driver was the only person inside the vehicle and the cause remains under investigation.

Vehicle stolen from Neenah found on fire in Town of Clayton

NEENAH, WI (WTAQ) - Authorities are trying to gather more details about a stolen vehicle found on fire in the Town of Clayton early Sunday.

The black 1997 4-door Saab was found on fire in a field near Woodenshoe Road and Breezewood Lane just before 3:30 a.m. by a Winnebago County Sheriff's deputy.

Neenah police say the vehicle was stolen from the area of Lowell Place and Edgewood Drive in their city sometime after 2 a.m. That's about four miles away.

Anyone with information is asked to call Neenah Police at (920) 886-6000.

Pair of weekend ATV accidents in Marinette County

MARINETTE COUNTY, WI (WTAQ) - A pair of ATV accidents this weekend in Marinette County remains under investigation by the state Department of Natural Resources.

The first crash happened around 9:30 p.m. Friday in Middle Inlet. A 49-year-old man was operating an ATV when he hit a pile of dirt. Both the man and the vehicle went airborne.

DNR officials say the man suffered life-threatening injuries and he was airlifted to a hospital. The man was not wearing a helmet at the time. No word yet on his current condition.

The other crash happened in the Crivitz area on Saturday night. DNR officials say a 13-year-old girl and a 14-year-old girl went out for a ride on a trial just before midnight. The ATV hit a mud puddle and both teens were ejected. They suffered non-life threatening injuries.

Officials with the DNR say there doesn't appear to be anything suspicious about either incident.

One person killed, two others injured in crash near Crandon

TOWN OF CRANDON, WI (WTAQ) - One person was killed, and two others were seriously hurt after a one vehicle crash near Crandon in northeast Wisconsin.

It happened early Sunday afternoon on the Old Highway 8 Road in the Forest County town of Crandon.

A medical examiner pronounced one victim dead at the scene. The other two were sent to a Rhinelander hospital.

The State Patrol is helping sheriff's deputies investigate.

Details of the crash were not immediately released.

New London teenager identified as victim in fatal crash

TOWN OF LEBANON, WI (WTAQ) - A teenager killed in a Waupaca County traffic crash was publicly identified Monday as 18-year-old Tyler Court of New London.

Sheriff's deputies said Court was struck by a vehicle around 2:30 a.m. Saturday in the town of Lebanon.

Rescuers found him unresponsive, and he died at the scene.

An investigation continues.

Waupaca County sheriff's deputies are still asking for public eyewitness accounts of what happened.

WEDC partially ends moratorium on historic preservation tax credit

MADISON, WI (WTAQ) - Wisconsin's job creation agency has partially ended a three-week-old moratorium on giving developers state income tax breaks for historic preservation.

The Wisconsin Economic Development Corporation placed the program on hold last month, after the amount of tax credits mushroomed to $35 million.

The governor and Legislature thought the added cost would only be around $4 million.

Monday morning, WEDC spokesman Mark Maley said the moratorium would stay in place for non-historic structures built before 1936. The most recent law included those buildings.

However, the moratorium will end for buildings that can meet the state's criteria for being historic.

Also, agency director Reed Hall said his department will consider asking lawmakers to approve further changes to the historic preservation tax credits next year.

Oshkosh police looking for man seen dumping puppy near truck stop trash bin

OSHKOSH, WI (WTAQ) - Police in Oshkosh have been looking for a man who seen leaving a puppy near a trash bin behind a truck stop.

Officials said a 2-week-old puppy was found last Thursday in a black plastic bag in back of the Planeview Truck Stop along Highway 41.

A surveillance video caught the incident, in which a man was seen approaching the trash bin with a dark object and leaving without it.

The Oshkosh Area Humane Society has been caring for the animal. They say she'll need surgery for a broken pelvis, and she also has an injured spine.

Judge sentences man behind arson to sex offender's home to prison

STURGEON BAY, WI (WTAQ) - A Door County judge has sentenced a man who took part is setting fire to the home of a registered sex offender Monday to three years in prison.

T.J. Hunt set fire to the home where Jason Johnson was staying back on November 2.

Sturgeon Bay police say Hunt and Justin Baker claimed they set the blaze because they didn't want a sex offender living there.

Hunt was also given seven years of extended supervision. Meanwhile, Baker was sentenced to 9 months in jail, community service and given a $500 fine.

Howard woman takes a plea deal in murder case

Green Bay, WI (WTAQ) -  A woman pleaded no contest Monday to a reduced charge for the murder of her boyfriend. 

Tricia Phillips shot David Rosenberg in the head in August during a fight at a residence in Howard. 

She was charged with first-degree intentional homicide, but the plea deal Monday – the day her trial was supposed to start – reduced the count to second-degree reckless homicide.  

She faces a maximum of 45 years in prison at her Sept. 18 sentencing.

GBPD: Officer Derek Wicklund cleared of wrongdoing in controversial arrest

GREEN BAY, WI (WTAQ) - A report released by the Green Bay Police Department Tuesday found Officer Derek Wicklund acted properly during a controversial arrest earlier this year caught on cell phone video.

During a news conference, Chief Tom Molitor says that Wicklund followed appropriate department procedures and policies during an arrest made outside a downtown Green Bay bar in April.

The video, which went viral online after its upload to YouTube, showed Wicklund pushing a man into a squad car, tackling him to the ground and appeared to be roughing him up while taking the man into custody.

The Green Bay P.D. unveiled their over 80 page report, along with showing several different video angles of the incident along S. Washington Street which have never been seen before. Included in their presentation were interviews and multiple witness statements.

Lt. Chad Ramos also spent time going over not just what police look for in the different video angles when it comes to their investigation, but also the proper procedure in arresting someone.

Wicklund had been accused of using excessive force during the incident, and the report was reviewed by the Wisconsin Department of Justice prior to its release Tuesday. Officer Wicklund has also seen the report before it was made public.

Oshkosh PD says Missouri trucker admits to dumping puppy

OSHKOSH, WI (WTAQ) - The Oshkosh Police Department says they've contacted the man believed to be the trucker who left a puppy behind a dumpster last week.

An employee at the Planeview Truck Stop found the puppy inside a black plastic gift bag on Thursday, July 10 at 11:25 a.m.

No charges have been filed against the Missouri man, pending further investigation. 

Meantime, the puppy continues to receive care from a local veterinarian.

Oshkosh police say the maroon truck that appeared in earlier photographs was mistakenly identified as the suspect vehicle. Police apologize for any inconvenience that may have caused.

Appleton man charged with trying to kidnap female bartender

APPLETON, WI (WTAQ) - An Appleton man is accused of trying to abduct a bartender last week by putting a plastic bag over the woman's head as she walked to her car after work. 

45-year-old Dennis Mitchell is facing a charge of attempted abduction for the incident involving the bartender at the Eager Beaver Bar.

Court records show that night has been “Lingerie Night” at the bar, and Mitchell was asked in the past to stop taking pictures of the bartenders.

Records say there was a receipt for Walmart, in the bag, and investigators were able to get surveillance video of the suspect from the store.

Mitchell is also charged with soliciting prostitution for an incident in May near the bar. He’s accused of offering a woman money to have sexual contact with him.

Walmart proposal denied by GB City Council

GREEN BAY, WI (WTAQ) - The Green Bay City Council voted just after midnight to deny the rezoning of a planned unit development for the Larsen Green site.

The 6-5 decision may be the final blow to Walmart's plans for a Supercenter in the Broadway District. The retail giant was proposing a 154,000 square foot store with more than 600 parking spaces.

"There's been a decision tonight and we are disappointed in the decision, and while we are disappointed, it is the community that is missing out," said Walmart spokesperson Delia Garcia, who refused to say one way or the other if this was the end of the line. "We're going to look for opportunities to serve our customers better, and we'll evaluate our options and see how we can do that for our customers."

The votes in favor of denying the PUD change were Brian Danzinger, Mark Steuer, David Nennig, Tim DeWane, Jerry Wiezbiskie and Randy Scannell. Those who supported Walmart's plan were Tom Sladek, Andy Nicholson, Guy Zima, Tom DeWane and Chris Wery.

Mayor Jim Schmitt wasn't surprised by the outcome.

"There was a tremendous amount of debate, and this has been going on for a year, and yeah I'm pleased with the decision," said Schmitt, who felt the plan's supporters lacked passion. "Even with all the people who spoke and those on the council, there was no passion for Walmart. I mean it was like, yeah well there's nothing else."

The overnight decision confirmed the recommendation of Green Bay's planning department, who felt the site in the Broadway District should not be rezoned based on factors like inconsistency with the city's Comprehensive Plan and the Downtown Master Plan. They also raised concerns about zoning code requirements for PUDs' and the proposed physical design and development.

The purchase agreement between Walmart and On Broadway, Inc. continues until August 25th. 

However, WTAQ has learned that OBI officials are scheduled to speak with the bank regarding the status of the loan on Wednesday morning. It's possible that the bank could foreclose on the note at that time.

Police say Menasha boy started garage fire Tuesday evening

MENASHA, WI (WTAQ) - Police in Menasha say an eight-year-old boy is safe after a garage fire at his home Tuesday evening.

Authorities say the boy returned home two hours after the fire and was questioned. It was determined that the boy started the fire in the 800 block of Martin Street.

One woman was treated for smoke inhalation at a hospital, and has been released.

The blaze was put out quickly.


Waupaca County sheriff's want to speak with potential crash witnesses

WAUPACA, WI (WTAQ) - Sheriff's officials in Waupaca County want to speak with the person who drove past an area just prior to a man getting hit and killed there last weekend.

Authorities say 18-year-old Tyler L. Court of New London was struck early Saturday morning on Collier Road near Tank Road in the town of Lebanon.

Sheriff's say they've gotten information that someone was driving on Collier Road a few minutes before the crash happened. They would like to talk with anyone in the vehicle to see if they have information about the crash.

Authorities didn't provide a description of that vehicle.

Travis Keiler gets insanity plea deal for Wittenberg hostage standoff

SHAWANO, WI (WTAQ) - A man accused of holding a McDonald's manager hostage in Wittenberg will find out August 26th where he'll serve a mental health commitment.

Travis Keiler of Gillett struck a plea deal Tuesday in Shawano County Circuit Court.

It found him not guilty by insanity on felony charges of taking hostages, and not complying with officers while in custody. Two misdemeanor counts were dropped.

Keiler surrendered after a two-hour-long standoff April 22nd at a combined McDonald's and Shell gas station off Highway 29.

Keiler told officers he had just quit a job, and was driving around with a stolen gun before stopping in Wittenberg. Officials earlier said that Keiler wanted to get into a confrontation with police, and he gave others a chance to leave before holding the manager hostage.

No one was hurt. For now, Keiler remains in jail under a $50,000 bond.

Report: Chicago area firm looking to buy Kewaunee Nuclear Power Plant

KEWAUNEE, WI (WTAQ) - A Chicago area company wants to buy the Kewaunee Nuclear Power Plant that closed just over a year ago in eastern Wisconsin.

But the current owners say it's not for sale.

RGA Labs still plans to make its pitch to area officials and residents Thursday night. RGA president Robert Abboud tells WBAY-TV that his firm would pay millions in cash for the nuclear plant, and re-start the production of electricity.

Dominion Resources of Virginia closed the Kewaunee plant after utilities which had bought the facility's power found it cheaper to make their power using natural gas.

Dominion has been busy preparing to move spent fuel from inside the plant, and proceeding to a new stage of decommissioning the facility.

Salvation Army of Brown County announces Christmas in July campaign

GREEN BAY, WI (WTAQ) - For the second year in a row, the Salvation Army of Brown County will hold a Christmas in July fundraising campaign.

The Salvation Army hopes to raise $30,000 to help sustain the vital programs and services that help people in need in their daily struggle for survival. It'll help close the gap in the fundraising shortfall from last year's Christmas campaign.

“We are very excited for this year’s Christmas in July Campaign,” said Major Don Kincaid, Brown County Coordinator for The Salvation Army. “We have a lot of new events this year that provide a great opportunity for us to interact with our community.”

Red kettles will be out starting Friday until July 26 at Festival Foods and Copps stores in the Green Bay area. The only day bell ringing won't take place is Sunday, July 20.

On July 22, Schreiber Foods says it will match up to $3,000 donated to red kettles. The next day, the Green Bay Packers Foundation has promised to match up to $1,000 donated to red kettles. Then, on July 25, Pepsi of NEW plans to match up to $1,000 in donations.

Several special events have also been announced as part of the campaign:

Chip In Challenge

  • At Duck Creek Golf Center, participants make a donation of a certain amount and receive three balls to try to land one in the big red kettle 100 yards away. Prizes based on their level of donation are given to those who land the ball in the kettle.

Stock the Kroc

  • Red, white and blue stockings are being sold at the Kroc Center for $1, $2 and $3. The stockings can be personalized and will be hung on the windows overlooking the aquatics center. Proceeds benefit Kroc Center scholarships.

Officer bell ringing

  • Salvation Army officers will be ringing bells between 10 a.m. and 4 p.m. at Festival Foods in Suamico on July 21.

Happy Joe’s fundraising day

  • On July 22, Happy Joe’s says it will donate 10% of that day’s sales to the Christmas in July campaign.

Strike Out Hunger

  • Associated Bank plans to donate $100 for every strikeout recorded by a Green Bay Bullfrogs pitcher on July 24. Volunteers will also be at the game, ringing bells and collecting money and non-perishable food donations.

Mascot Challenge

  • On July 25 at Copps in Bellevue, local mascots will be ringing bells from 9 a.m. to 5 p.m. The mascot who brings in the most money will be declared the winner of the friendly competition.

Brat fries

  • To kick off the campaign on Friday, Copps employees will be holding a brat fry at each of the three Green Bay-area locations. Then, on July 26, the Salvation Army plans to hold a brat fry at Festival Foods in De Pere.

Suspects arrested in connection with heroin ring appear in court

GREEN BAY, WI (WTAQ) - Three law enforcement agencies arrested nine people Tuesday in connection with a Northeast Wisconsin heroin ring.

Those agencies are the Green Bay Police Department, Brown County Sheriff's Department and the Brown County Drug Task Force.

However, police and prosecutors are not saying much about what's going on. Court documents have been sealed and kept secret.

Those nine suspects appeared in Brown County court Wednesday afternoon. At that time, formal charges were not filed, but prosecutors laid out their case.

“What I can say, on the record, is it is the largest heroin distribution conspiracy that our area has ever been able to identify at this time,” Asst. Brown Co. District Attorney Wendy Lemkuil told FOX 11.

Prosecutors say the drug operation has been going on for about a year. And they say there were multiple levels of involvement.

“What I can overall indicate is that Mr. Mahonie was responsible as the source and had direct involvement in 10 controlled buys,” said Lemkuil.

Jafari Mahonie of Chicago is the alleged ringleader, according to prosecutors. Mahonie had his bond set at $250,000 cash.

Samuel Fuss, also accused of involvement at a high level, is being held on a $150,000 cash bond.

“He has been identified in the second tier as one of the largest distributors in our area having received this source of supply from Mr. Mahonie on a regular basis,” Lemkuil told FOX 11.

Three others facing heroin charges did not appear in court Wednesday. Prosecutors would not say if they are part of the large operation.

The suspects are expected back later this month.
