GRAND CHUTE, WI (WTAQ-WLUK) - The weekend blizzard has people in the Fox Valley working to dig out and get back to normal.

"Unbelievable. I've never seen anything like this from two, three days. It's quite a bit of snow."

Adam Zick tells FOX 11 he and his friends had been out all weekend to help clear parts of the sidewalk in downtown Appleton.

Others were left cooped up inside their homes.

"Mom's car; it was still stuck and mama didn't go to work and we were in the house." said Saradiana Wael Mahmoud.

"Not only were the people in the community struggling with the roadways but our officers too."

Sgt. Dave Lund of the Appleton Police Department says several squad cars got stuck in the snow and at least one had to be towed.

"We had about 360 or 370 calls for service this weekend, about a third of those were motorist assist."

Lund tells FOX 11, there were about 24 crashes over the weekend.

"Crash wise, it didn't seem too bad and none I know of that were significant nature, with injuries, that kind of thing."

As for Zick, he only had minor trouble with the blizzard and commends work crews for clearing the streets in downtown Appleton.

"They did a pretty good job for how much snow; the parking spots are like half full of snow but that's pretty good for what we had."

Beginning Monday night, crews started to remove the big piles of snow.

People can expect to be able to park in the metered spaces today.

A little over 21 inches of snow blanketed Appleton over the weekend.

OSHKOSH, WI (WTAQ)- A big change is coming in 2019 for Country USA. This year will be the last year that Country USA will be a five day festival.

"Country USA is going to be best fit as a three-day festival."

HyperVibe promoter Derek Liebhauser made the announcement Tuesday morning, and said the change will benefit those who can't take four days off of work.

"There are a lot of people who just can't take that much time off of work, and at the same time, we want to focus on quality over quantity.

Along with that, Liebhausen says it will also change ticket prices.

"Ticket prices will be going down. We have not made any final details on the prices, but I can tell you they will be going down."

He says they will still be bringing in the huge artists that fans are used to.

Liebhauser added that the fans and those who attend Country USA have kept it going strong, so starting next Wednesday, a 48-hour special will take place, with most tickets being close to 50 percent off.

"We are talking campsites, VIP's, pit passes, Country Club pins, general admission, everything."

That special will begin at 8:00 p.m.

"We don't see this as we are taking two days away, we see this as starting a whole new festival."

NEW LONDON, WI (WTAQ)- A extreme snow-clearing operation was performed Monday in New London.

If you thought the clearing of snow off of one car this week was hard work, try working at a car lot.

All day Monday, employees at Plach Automotive in New London were brushing, clearing and moving snow-covered vehicles.

"We have around 130 vehicles on our lot."

Gwen Fischer, Sales and Marketing Manager said there is not any special equipment to make the job easier.

"No real secret or fast way to do it. It is manpower. The guys are out there with shovels and brushes to clear off the cars," she said. "It is pretty much the way everyone else does it, it just takes us a little longer."

One car, in particular, was a victim of a large snow drift.

Management had to shovel the vehicle out, move it while snow covered and then clear it.

"It required a team of five salespeople, our General Manager, our Owner an others."

Fischer the team performed extra maintenance checks on any vehicles were heavily snow covered.

Lingering Winter Is For The Birds

GREEN BAY, WI (WTAQ-WLUK) - Are you seeing robins in your yard struggling with the snow last weekend's blizzard ?

The Bay Beach Wildlife Sanctuary has some ideas for helping the birds.

Experts say the snow storm left many migrating robins in a potential life and death situation.

And now, animal rescuers are asking people to help.

Lori Bankson, Bay Beach Wildlife Sanctuary Animal Curator, tells FOX 11...

"They're really having a tough time. When you see them puffed up, that means that they're trying to hold in that body temperature. So that's the time you can walk up to them, get them, and bring them in. We've already had, in the last 24 hours, about 20 robins admitted."

Terry Goettelman dropped of two robins at the Bay Beach Wildlife Sanctuary Tuesday morning.

"I have a soft spot for birds, and I see that they're struggling because of the snow, and we're trying to do everything we can."

The birds typically don't eat seeds, so they scour area fruit trees, looking for food.

"These are the guys that are just getting back with other migrants. They're already thin, they're already tired," said Bankson.

Animal rescuers treat the birds with fluids.

Bankson says in extreme cases, a heating pad is used to help the birds warm up.

"Any time that we have wildlife that's having a tough time, we're very concerned. I was talking to another employee. She and I have been here over 20 years, we've never seen something like this."

Bankson says if people can't bring the birds to the sanctuary, they can help by giving the birds water, and food, like an assortment of dried worms, and fruit.

"These guys are not used to the cold weather. That will really help these guys get through the next week or so."

Goettelman agrees.

"Hopefully they'll rebound, and we'll have a nice warm summer for them."

Animal experts say there is some help for the long term.

People can plant fruit-bearing bushes and vines, like sumac, highbush cranberry, and native bittersweet.

If you find an injured bird or any other animal, contact the wildlife sanctuary at (920) 391-3685.

Another Round Of Snow Expected

APPLETON, WI (WTAQ-WLUK) - With the record-breaking snow of 31 inches in northern Shawano County, 24 in Green Bay, and 21 in Appleton, crews are still clearing roads while keeping an eye on possibly more snow today.

Pat McCormick of Appleton tells FOX 11 it's 'yard work in April'.

"This is more snow than I've seen and I've lived here 45 years."

Now with more snow expected to start Wednesday afternoon, with the possibility of a couple of more inches, he's racing to clear his friends funeral home parking lot.

"We got to clear the parking lot; we got to get room for visitation."

The Appleton Public Works operations foreman Scott Hart is also prepared for more spring snowfall.

"We have all our equipment ready to go for the next one."

Hart said the city cleared parts of downtown Appleton Monday night.

"We have just a little bit between Richmond and Badger to clear tonight and then after that, we're going to reassess where we need to be for hauling for safety and traffic."

The Outagamie County Highway Department is focused on widening the shoulders and intersections, making more room for what's to come.

"The snow mounds pretty high, and we're trying to knock those back for more visibility, and also so more snow can come and we can push it back to that point," said Outagamie County Highway Commissioner, Dean Steingraber.

Once the snowbanks get too high, crews haul it to snow dumps.

Hart told FOX 11, there's still a lot of room at the snow dumps, but there's a slight problem.

"The only problem we have now is the ground is thawed underneath, so getting in and getting out is the problem. But we're able to do it."

Although officials don't expect the next snowfall to be like last weekend, they're still encouraging everyone to be careful and patient out on the roads.

Blizzard Impact Could Leave High Water

GREEN BAY, WI (WTAQ) - The weekend blizzard is over, streets are being plowed, and now the next shoe is about to drop in the effort to minimize the impact.

The weather forecast calls for temperatures in the 50's by the weekend, and for multiple days in a row after that.

That's going to melt a lot of this snow.

"Gravity always does it's work...it wants to flow downhill. Which is where we put the stormwater inlets for our roadways."

And Chris Pirlot, with Green Bay Public Works, says if those inlets are blocked with snow and ice, much of that melt has nowhere to go.

"We don't want it overflowing, over the top of curbs, into people's yards."

Green Bay has about 15-thousand stormwater inlets.

"I'm not convinced the DPW is not going to get to all these thousands of inlets before Mother Nature decides to turn this snow into water."

Pirlot is asking home owners to try and keep the ones on their property clear.

"All this snow is going to turn to water and we don't want it standing on the roads."

The city is also moving now from snow plowing emphasis to keeping the inlets open.

GREEN BAY, WI (WTAQ) - New members of the Green Bay Common Council sworn in Tuesday night, and a new council President has been chosen as well.

3 term Alderman Mark Steuer will take over.

He says while the title is largely ceremonial... there's a role to play.

"I'll be visiting with the administration on topics and projects and issues they find important."

The President can also get a good gauge on the issues council members are dealing with.

As far as criticism of the council for its sometimes dysfunctional antics...

"I'm really looking for civility and transparency...on all counts."

Steuer is supportive of a strong downtown and how important that is for the city's future...

"One must remember too that a very strong central business district is important for the economy, it's important to the tax base."

But also wants to work on projects outside of the downtown core.

"Connecting all the trails that are in the city of Green Bay to all the other trails in the city as well as into Brown County."

He's also looking forward to the enthusiasm the 5 newly elected alders bring to the table.

Steuer replaces Tom DeWane, who lost his bid for re-election, as Council President.

NORTHEAST WISCONSIN (WTAQ-WLUK)- Three counties filed charges against the man whose behavior led to the closure of the Boulder Lake Campground last year in Oconto County.

None of the charges filed were related to the closure of the campground, even though the Oconto County Sheriff's Department investigated Klimes for holding target practice on his property located near the campgrounds.

Charges were filed against Karl Klimes in Dane, Oconto and Langlade Counties for separate incidents.

On April 6, Langlade County filed three misdemeanor charges, including criminal trespass, for a domestic incident the day before.    Court records show that Klimes posted a $1,000 cash bond and was released.  Klimes found himself on the wrong side of the law two days later in Oconto County. Officials were called out his home for a welfare check. Police reports indicate that they found Klimes at the end of his driveway, and reported that he told officers he had suicidal thoughts. He also admitted to drinking, which was a bond violation.

Klimes was charged this week with bail jumping. He appeared Wednesday in Oconto court, where a $2,500 cash bond was set. He returns to court May 17.

Klimes also has ongoing charges filed against him in Dane County for a November incident at a Madison hotel.

Reports indicate that Klimes was in his truck, wearing a tactical vest and a sidearm. He was arrested and his BAC was .171. Police also recovered an M4 rifle.

He is charged with two misdemeanors in Dane County: operating a firearm while intoxicated and disorderly conduct with a weapon.

No court dates have been set.

DE PERE, WI (WTAQ)- Roof problems have been identified in the De Pere School District.

Two De Pere school gyms have sagging roofs from heavy snow.

The District Superintendent Benjamin Villarruel says it was noticed that the curtains in the high school gym were lower than normal, and quickly learned of the second school.

"We have a concern at Foxview Intermediate School that it might be experiencing a similar problem, so we have closed the gym and we will remove the snow and have an inspection by a special engineer."

A similar procedure is scheduled for the High School gym.

Post-prom activities scheduled for Saturday in the gym may have to be moved.

Limited Places To Move Snow

ASHWAUBENON, WI (WTAQ-WLUK)- Area public work officials are working hard, finding places for all the plowed snow to go.

Brown County Public Works is delivering the snow to a salt barn off of Highway 41.

Along with that, crews are still plowing over 2,000 miles of county and state roads.

If the snow can't be pushed to the side, it is gathered and hauled away.

"In a typical year, when the ground is frozen, we'll bring it out to a field out by the airport, but the ground's not frozen. So we're hauling it over, the State D.O.T. salt shed's got a pretty good yard over by Spirit Way. And that's where we're making our pile right now," Paul Fontecchio, Brown County Public Works Director told Fox 11.

In the City of Green Bay, three paved locations have been identified as drop off spots for snow.    Officials say the best case scenario is that it starts getting warmer, and the snow melts.
