Unexpected Ride Along For Two Cops

OSHKOSH, WI (WTAQ) - A traffic stop leads to two officers being dragged in a woman's car Thursday afternoon.

Oshkosh police pulled over a 26-year-old woman on Doty Street near 17th Avenue in Oshkosh.

Police say the woman gave the officers a fake name, then tried to drive away while two officers were partially in the car.

The woman dragged both of the officers in her car, then hit one of them after he pulled himself out.

Police say she then hit a home and front porch before running from the scene.

Additional responding officers were able to take her into custody.

It's believed the cops who went on the unplanned ride along were not seriously hurt.


Fire Forces Two People To Flee

APPLETON, WI (WTAQ) - The Appleton Fire Department says a fire started Thursday afternoon on the 1500 block of N. Outagamie Street.

The fire started when someone put a candle on a stove burner while cooking dinner, and mistakenly turned the burner on.

That's when the candle caught fire, spreading to the wall and cabinets around the stove.

Officials say the person tried to put the fire out with salt, unsuccessfully.

The homeowner then tried to use an old fire extinguisher, also unsuccessfully.

Two people were in the home at the time of the fire.

Police were able to get one of them out, while the other had already escaped by the time officials arrived on the scene.

No one was hurt in the fire.

Sewage Leak Under Investigation

ALLOUEZ, WI (WTAQ-WTAQ) - The Dept. of Natural Resources and Dept. of Corrections are investigating after untreated wastewater was released from a sewer line earlier this week at the Green Bay Correctional Institution.

A blockage in the line outside the prison walls caused sewage to back up and overflow through a manhole, according to DNR spill coordinator Rick Joslin.

DOC spokesman Tristan Cook tells FOX 11 the leak was discovered Tuesday, and GBCI temporarily minimized water usage within the institution to limit the amount of water going through the pipe during repairs.

“There is nothing to suggest that it was deliberately caused by inmates”.

Joslin also could not identify the cause of the blockage.

The investigation is in its early stages, and much of the information is preliminary, Joslin said – and that includes trying to determine how much-untreated waste was released.

The release could have started as early as March 28, but it may never be determined exactly when it began.

And while there were thousands of gallons of material released, the DNR hasn’t been able to determine the specific amount -- and may never know exactly.

While the release site was relatively close the Fox River, the DNR hasn’t been able to determine if any of the waste made it into the river, but it is possible.

There are retention ponds and vegetation between the release point and the river.

Police Still Looking For Shooting Suspect

GREEN BAY, WI (WTAQ) - Green Bay police are searching for a Wrightstown man in connection with a shooting on Shawano Avenue earlier this week.

Police say 28-year-old Morris Quinn is wanted for attempted homicide and armed robbery.

On Wednesday afternoon, officers were called to a residence at 997 Shawano Avenue for reports of a shooting.

Three people were taken into custody, with police seeking a fourth suspect.

On Thursday, investigators took a man and woman into custody in Gillet.

The woman was questioned and released while the man, 28-year-old Mitchel Belongia, of Gillett, was arrested.

Police are recommending charges of felon in possession of a firearm and bail jumping.

Infant Death Under Investigation

OSHKOSH, WI (WTAQ)- Oshkosh Police are investigating an infant death.

Police were notified Thursday afternoon of a nine month old that was unresponsive and not breathing.

The infant was transported to an area hospital where he was later pronounced dead.

The investigation continues.

An autopsy took place on Monday.

It's Snowing On Prom Night

GREEN BAY, WI (WTAQ)- Winter weather is having an effect on Green Bay Proms this weekend.

Green Bay East, Southwest, and Preble all have Prom plans in place for Saturday.

For now, Lori Blakeslee of the Green Bay Area School District says, Prom is still taking place, but they are making an effort to get kids home before the second wave of weather.

"It is a very difficult decision because we recognize that parents and families have invested a lot of time and money into prom.

She said they wanted to try changing time first before postponing. 

"They have already ordered tuxes, flowers and so trying to balance safety with some of the things that have already been done is important, but safety comes first."

The district did cancel and post-prom activity, in hopes of getting all kids off the roads by midnight.

Prom will take place at the three high schools from 7:00 pm until 10:00 pm.

Blakeslee says this year is different having winter weather on Prom Night, but also by having multiple Proms affected.

"Since I have been in the district, I am not aware of this many of our high schools having prom on the same night."

The district will continue to monitor the conditions to see if any other adjustments need to be made, and if any changes are made, families will be notified by means of normal weather cancellation methods that the district uses.

 

Changes In Kaukauna

KAUKAUNA, WI (WTAQ)- Kaukauna Clerk-Treasurer Susan Duda resigned from her position on Friday, days before a hearing that could have resulted in her being removed from office was scheduled to take place.

Duda was elected to the city council in the last election and will get sworn in on Tuesday.

The hearing that was scheduled for Monday has been canceled.

Winter Weather Battle Begins

GREEN BAY, WI (WTAQ-WLUK)- Green Bay Public Works are tackling the latest batch of severe weather a little different.

Due to freezing rain and sleet, the department installed chains on the trucks to help gain a little traction.

Director of Operations Chris Pirlot says they are made an adjustment to their pregame gameplan.

"We are kind of in hurry up and wait mode, because we can't pre brine the roads because of it being so wet. We expect that on Sunday we are going to have to be doing some plowing.

Pirlot said as many as 110 trucks could be sent out to clear up the roads, with many of those crew members working about 10 hours.


Mayor Threatens Legal Action For Shipyard Money

GREEN BAY (WTAQ-WLUK) - Green Bay Mayor Jim Schmitt is warning the Stadium District Board of a legal battle in the future.

The lawsuit would be over a half a million dollars that Schmitt believes should go towards an updated plan for the Shipyard project that he plans to roll out within the next 30 days.

Mayor Schmitt tells Fox 11 that they still intend on fulfilling an agreement with the Green Bay/ Brown County Professional Football Stadium District Board for the $500,000 dollar grant.

“The concept remains the same,” said Schmitt. “We feel good about it. We're tweaking it right now.”

Changes had to be made after the original plans fell through when the Green Bay Bullfrogs decided to move their home field to Ashwaubenon, after originally deciding to play ball at a new field that was part of the Shipyard plan.

Ron Antonneau, a Stadium District board members says some members feel the change means the money should not go to the city.

“We have done it with other projects and if we don't put the money back, I think other projects that we've had may want to come back and say 'hey what about us?'” said Ron Antonneau, a member of the board.

One contingency of the grant agreement between Green Bay and the Stadium District Board, which was signed in August 2017, reads the management agreement shall include 'Green Bay Bullfrogs Baseball, or another franchised Northwoods League team.'

Schmitt says the Shipyard's updated plan won't include baseball.

“That's just a small part of the contingencies,” said Schmitt. “When they gave the money, and it's well documented, that was to the redevelopment of the Shipyard area and that's what we believe the money was for.”

Schmitt made his wishes known in the form of a letter to the Stadium District Board.

“It is my understanding that the District intends to terminate the Agreement,” Schmitt wrote in the letter. “While I hope this is not the case, from these conversations it appears that litigation is all but certain at this point.”

“I don't think it serves the city well to threaten and do that,” said Antonneau. “I think it serves the city better to come back with another proposal like Bay Beach or the Shipyard. They have to put together another proposal.”

The Stadium District Board is expected to discuss Schmitt's letter and its options for the grant at its meeting next Monday.

Area Braces For Round Two

GREEN BAY, WI (WTAQ)- The largest snowstorm of the winter hit in full force overnight.

Sheriff Departments warning about travel conditions.

In Brown County, reports of vehicles getting stuck in the roadways.

Emergency services and towing resources are doing the best they can to keep up.

Sheriff Officials say people have been stuck in their vehicles for extended periods of time given the conditions.

Snow Emergencies have been put in place.

Howard will have a snow emergency from Noon today until Noon Monday. No vehicles can park on any street.

The city of Green Bay has a snow emergency with no parking on city streets until 5:00 am Monday.

In Clintonville, a no parking policy starts at 6:00 tonight and goes through Monday morning. 

Tow bans have been put in action in Outagamie County for I-41 and Highway 441.

Trees and power lines have been reported down in Oshkosh.

Round two of snow is expected to arrive Saturday night with 8-12 more inches of snow expected to fall.

Ice Shove Concerns Rise

GREEN BAY, WI (WTAQ)- Wind from the weekend snowstorm is causing ice chunks on the waters of Green Bay to move and leaving many concerned.

The National Weather Service of Green Bay has been keeping on an eye on the unusual circumstance. 

"This is the area we're concerned about. Here along the southern part of the bay. All the ice will be shoved south, and once it hits the shore, it starts to pile up, and that's the concern that we're talking about," National Weather Service Meteorologist Jeff Last told Fox 11.

Last addressed one of the biggest concerns.

"Any cottages or property along the shoreline could be impacted by the large accumulations of ice," he said. There could be an instance where the ice prevents the Fox River to flow freely into the bay. So that could cause some localized flooding. But we haven't really seen anything quite like this where we had so much ice on the bay, and heavy precipitation," said Last.

Piers were pulled at the Metro Boat Launch to prevent ice from causing 

At the Metro Boat Launch, The Green Bay Public Works Department pulled the piers Friday to prevent any ice from damaging the docks.

"I think most of the water will have a chance to get out. If not on top of the ice, underneath the ice, but certainly it's something we haven't really seen much of and we're not sure how it's going to react," said Last.

Weather experts are keeping a close eye out and will pass out warnings if needed.

Greenville Headliner Cancels

GREENVILLE, WI (WTAQ)- The Greenville Lions Club has lost its headliner for Catfish Concert this summer.

Huey Lewis has canceled the rest of his shows for the year due to losing most of his hearing.

He says he hopes that it is temporary and hopes to be able to perform again soon, but for now, he says it is nearly impossible to find the pitch.

"The doctors believe I have Meniere’s disease and have agreed that I can’t perform until I improve," said Lewis in a post on his band's website. "Therefore the only prudent thing to do is to cancel all future shows." 

Bret Michaels and Night Ranger are both still set to perform at the event on July 7th.

 

 

Storm Takes Out Hotel Roof

ASHWAUBENON (WTAQ-WLUK) - The roof over the pool at an Ashwaubenon hotel collapsed.

It happened at the Econo Lodge Inn & Suites on Ramada Way today (Sunday).

Ashwaubenon Public safety says there does not appear to be anycon injures.

A guest says they were evacuated and asked to make other plans.

 

      

Weekend Storm Leaves Schools Closed

GREEN BAY, WI (WTAQ) - A number of school districts around NE Wisconsin have announced they'll be closed Monday because of this weekend's Blizzard.

Green Bay, Howard-Suamico and the Appleton school district are among the larger districts to cancels classes.

Snowfall A Record Breaker

ASHWAUBENON, WI (WTAQ) - If it felt like this weekend's snowstorm had a little more snarl than is typical....you're right.

Timm Ulman, with the National Weather Service office in Ashwaubenon says by Sunday afternoon, Green Bay area snowfall measured more than 23 inches.

"Easily almost doubled our April record, and that's actually overall number two in the Green Bay area."

Ulman says the system played out much the way it appeared it would in the hours leading up to the start of the storm on Friday.

The good news is ...

"Towards the 40's by next weekend. So we're melting a lot of this off again as we get through the week and towards next weekend."

But....

"The bad news we're looking at another system coming in on Wednesday."

But that won't have nearly the punch or snow totals that we saw this weekend.

"Probably with everyone else here in hoping that we're pretty much done and heading for spring this time.

And while we're all hoping this the last gasp of winter Ulman is still a meteorologist......

"You know there's still such as thing as May snowfall."


Road Crews Begin Major Clean-Up

BROWN COUNTY, WI (WTAQ-WLUK) - Although road crews in Brown County have been working hard to clear the way for today's commute, they're advising drivers to stay off the roads if possible.

With gusting winds and blowing snow through the weekend Paul Fontecchio, Brown County Director of Public Works, tells FOX 11 crews will be working today and even into Tuesday.

"The crews work 12 hours on 12 hours off. But even with this wind and this type of storm intensity, there is no way to keep up."

Green Bay resident Nicole Marchand was out and about Sunday.

She said she had no choice but to drive despite the dangerous road conditions because of work.

"I manage the Holiday Inn over on Ramada Way, so I wanted to make sure we had enough staff to take care of the guest because we had over 80 rooms in from the night before. So then I tried to get my driveway clean out so I could get into work."

As far as cleaning out her own driveway....Marchand was just like the rest of us.

"I've lived in Green Bay for 25 years now and don't remember getting this much snow this quick and with the wind totallydisabling an area."

Fontecchio said the department will not be treating the roads with sand or salt until they finish plowing and they hope to have that started by Tuesday.

The weekend blizzard also affected travel heading out of the Green Bay–Austin Straubel International Airport. All flights heading out Sunday were either canceled or delayed.

Snow Crashes Pulaski Greenhouse

PULASKI, WI (WTAQ)- The Pulaski High School Greenhouse was another victim of the weekend snow.

Heavy snow collapsed the roof of the greenhouse, and with it put an end to a lot of work by many, and a big fundraiser.

High School teacher Kaleb Santy says they lost all that they were growing.

"About a third of the plants were covered in debris, but the rest were covered in snow," said Santy. "Tropical plants do not like snow."

The FFA uses the sales of flowers and plants as the group's main fundraiser.

"The whole greenhouse was full and basically it was full of all the plants that would have grown for the next two months and be sold to support our Pulaski FFA."

The greenhouse was also part of the district's curriculum.

He says they do have another facility that they can grow plants in for now, and he was already notified by the administration that the plan is to rebuild.

He says the students are heartbroken but he expects them to come together to bounce back, but students have already called him expressing their concerns. For some, he says the greenhouse is a second home.

"It is an opportunity for us to teach students how to handle it and how to look for the positives."

He says when all is said and done, it may open the door to a better facility.

 

Bonduel Woman Blocked By Snow

BONDUEL, WI (WTAQ) - It's not a laughing matter, but to Liz Shames of Bonduel, all she can do is chuckle. 

"This is crazy, just crazy, crazy, crazy."

When Bonduel resident Liz Shames opened her front door on Monday all she saw was a wall of snow.

"I mean it is above my head, and I was like, okay, I am not getting out there. There is no way out."

Snow drifts piled up snow to the top of Shames door.

33 inches of snow fell in Shawano County over the weekend, but add in the drifts, it is a lot more.

For now, all she can do is hunker down. and said she recently went to the store, so she will be okay for the time being.

 "I have enough stuff, I have enough food, so when we thaw in what will be May or June, we will be okay," Shames joked.

While she is waiting for the snow to melt, she says that brings up the next concern, flooding.

"When this melts, we are going to be in trouble."

In the meantime, she is keeping a good attitude about everything.

 

Shawano Comes Together To Dig Out

SHAWANO, WI (WTAQ)- Shawano County residents are still digging themselves out of the weekend snow.

"I have just never seen anything like this." That was the common response when you asked residents about the snow.

33 inches of snow fell throughout most of Shawano County.

Sheriff Adam Bieber said the largest snowfall that everyone ever witnessed, also caused a lot of stress, concern, and calls for help.

"We received almost 3,000 calls ranging from questions about road conditions to calls for service. We had 104 crashes and almost 200 disabled vehicles.

Bieber said it did bring the community together as neighbors helped neighbors.

"There was a lot of people going around trying to help people out. Complete strangers just seeing who they can help."

That help included everything from plowing to giving people rides.

One of those helping hands came from Brandon Buntrock. 

Running a weekend side business, equipped with a snowblower, snow plow, skid steer and shovels, Buntrock offered to help people in need, and quickly found himself busy with jobs.

"I have done over 100 and I still have 65 more to do. The first day I had over 200 people text me.

Buntrock says he expects to busy for the first part of the week yet and that includes long days. 

"I start about 11:00 in the morning and work until about 7:00 in the morning. I get a couple hours of sleep."

 He is offering the services at a reasonably priced as a side job.

That same helping attitude helped Shawano Buildings and Ground Director Jeff Easter clear the school property of a large amount of snow.

"It was coming down so fast and hard and we were pushing some heavy snow, but could not get it done fast enough."

Easter says he put out a request for help from any insured individual who had some larger equipment. 

That's when Roger Bohm, the owner of a concrete crushing company came to the rescue. 

"He said sure I will give you a hand. He had two loaders at the High School and it took both just to clear the High School lots."

Easter said how fast the snow came, caught them off guard. He was happy to get all the help he did, including help from his staff who all worked long days.

"We had four trucks going, but it wasn't enough. We tried to stay ahead of it, but couldn't do it."

"Nobody has ever seen this in their lifetime and it was pretty stressful," said Bieber.

He said there were some positives from the whole experience.

"We did not have any crime calls or complaints during this period."

Bieber said he also noticed that kids enjoyed the big snow hills and all the fun that comes with it, but the adults, not so much.

"It's fun to look at, but not as fun to move," Jeff Easter said. 

School was closed in Shawano on Monday, partly because of snow pressed up against the building and entrances.

 

Snow Clearing Brings Safety Reminders

GREEN BAY, WI (WTAQ)- Green Bay Metro Fire Department is warning of two post snowfall dangers.

Lieutenant Cody Johnson says homeowners need to check their furnace intake and exhaust vents to prevent carbon monoxide from coming into the house.

"Carbon Monoxide is an odorless, tasteless gas. You don't even know it's there."

Having the vents blocked could also cause the furnace to stop working and pipes to freeze.

He says this is also a good time to check your carbon monoxide detectors or install some if you don't have one. 

Johnson says it is also important to clear snow away from fire hydrants.

Failure to do so makes it difficult for firefighters to respond in a timely way.

"It can delay us anywhere from two minutes to as long as ten minutes. That can seem like an eternity. 

A three-foot perimeter around the fire hydrant will allow for easy hookup.
