Green Bay man pulled from Kewaunee River identified

KEWAUNEE, WI (WTAQ) - Officials have identified the Green Bay man who died after the van he was driving plunged into a channel of the Kewaunee River Sunday morning.

According to emergency management officials, he is 40-year-old Shane Dillenburg. 

His 5-year-old son Dominic was also in the van and was rescued by campers who were near by.

Dillenburg’s body was found at around 7 p.m. Sunday. The van the two were riding in had plunged into the water about 11 hours earlier.

Police say the family was in town for a camping trip.

"This shakes everyone up in the city," Kewaunee Police Chief Frank Salentine told FOX 11. "There's a lot of information out there and we want to piece it together."

Salentine says his job over the next couple of days will be figuring out how everyone's stories fit in to what happened that morning.

That at some point, the van Shane was driving left the road, clipped a tree and hit a boat before plunging into the water; and that Dominic was rescued by two campers in town from Minnesota.

But even then, Salentine admits it may not give people the answer they would like to have - a definitive one.

"Was he occupied with something else? We just don't know and maybe we'll never know," said Salentine.

An autopsy is scheduled for Tuesday. Salentine says he hopes it will provide some answers to this case.

Dominic was treated and released from an area hospital.

No word yet on funeral arrangements for his father.


Charges sought against Manitowoc man for fatally shooting brother

MANITOWOC, WI (WTAQ) - We're learning more about a murder investigation in the city of Manitowoc.

Police are recommending first-degree intentional homicide charges against Robert Sullivan. Sullivan allegedly shot and killed his younger brother, Carey Sullivan, with a shotgun at a home where they lived Sunday morning.

Robert Sullivan had been living at his deceased parents’ house for about seven years. Police say Carey Sullivan had recently moved in. Now, Carey is dead and his brother Robert is behind bars.

Police say 65-year-old Robert Sullivan called 911 after an argument turned deadly.

"Our joint dispatch received a call from a man who told them he shot his brother," said Tony Dick, Manitowoc Police Chief.

Dick says officers arrived and arrested Robert Sullivan. Police say 62-year-old Carey Sullivan was dead in the living room.

"The weapon that we've been able to recover was a single-shot 20-gauge shotgun, and that is consistent with wounds that were found on the deceased," said Dick.

Manitowoc police say the victim had been living at the house for two to three weeks. 

"It was an ongoing dispute about finances, but part of the parents’ estate, rolls into money and finances," said Dick.

Police say they have had contact with the brothers before. The Manitowoc County Jail provided FOX 11 Carey Sullivan's mug shot from a previous case.

The District Attorney's office has yet to file a criminal complaint. 

"We do have admissions, we do have a confession, but we have to verify all those statements, and try to do our best job to tie up all the loose ends," said Dick.

Some neighbors say they saw tensions rising between the brothers. Others say the shooting comes as a surprise.

"Many of the people that live here have lived here since the neighborhood's inception. I just think everyone's shocked and saddened, sad for the family," Connie Borys of Manitowoc told FOX 11.

An autopsy for Carey Sullivan was scheduled for Monday. Robert Sullivan is expected to be in court Tuesday for a bail hearing.

Appeals court upholds Forestville man's child sex assault conviction

WAUSAU, WI (WTAQ) - A northeast Wisconsin man tried but failed to use a judge’s newspaper remarks to get out of a 25 year prison sentence.

Brown County Circuit Judge Sue Bischel told the Green Bay Press-Gazette last year that criminals have little character, and she was getting angry with people because they don’t change.

The next day, she sentenced 49-year-old John Broadnax of Forestville on a felony child sex assault conviction with a victim under 13.

Broadnax claimed that the newspaper article proved that Bischel was biased against him. The Third District Appeals Court in Wausau didn’t buy it.

The judges said a reasonable person would not interpret what Bischel said as being biased against defendants.

Besides, the court said she was referring to repeat offenders – not those like Broadnax who did not have a case in her court previously. 

Store Opening Is On Schedule

ASHWAUBENON, WI (WTAQ) - One month away from the much anticipated opening of Cabelas. 

The outdoor sports retailer is putting the finishing touches on its store in Ashwaubenon. 

July 25th is the planned ribbon-cutting and store opening for the new Cabelas at the intersection of Highway 41 and Lombardi Avenue.  

Jorge Suarez is with Cabelas. He says the goal is to give customers an eye-catching experience, along with high-quality merchandise that will appeal to everyone from campers, to hunters to fishermen. 

The store is creating better than 200 new jobs for the community.  Many of those associates are going through training right now.

GB Police search for stolen $40,000 Harley-Davidson

GREEN BAY, WI (WTAQ) - Police in Green Bay are continuing their efforts to find a stolen Harley-Davidson valued at $40,000.

Police say the motorcycle was taken sometime between last Tuesday evening and Wednesday morning.

The Harley is a 1948 Panhead, black in color with a Wisconsin plate of TU 823.

Report: Oshkosh Corp. seeks new union contract talks

OSHKOSH, WI (WTAQ) - Officials at Oshkosh Corporation are apparently looking to extend its current 5-year contract with UAW Local 578, while they look to secure a new military contract.

FOX 11 reports that a letter sent Tuesday to the Local 578 bargaining committee says the company is asking for the new talks to extend the current deal which expires on Sept. 30, 2016 out to Sept. 30, 2021.

In the letter, the company says it needs to lower cost structures and wants to avoid production disruptions if a new contract needs to be negotiated in 2016.

The company is asking the union to accept moving all Oshkosh Defense employees from their current health care plan to a health care plan similar to one other office and non-Defense employees have.

The letter also states the company wants to introduce a new worker classification and increase the company's ability to utilize temporary and voluntary layoffs.

The letter says the company is not seeking a wage reduction from the union but says: "While we are not looking to reduce wages, our cost structure will directly impact our competitiveness and ability to preserve jobs."

Oshkosh police investigate sexual assault

OSHKOSH, WI (WTAQ) - Oshkosh police are looking for a suspect in a sexual assault Tuesday.

Police say the incident happened in a parking lot in the 200 block of N. Washburn Street around 10 a.m.

According to authorities, the woman had a flat tire and stopped to change it. That's when a man asked if she needed help and attacked her. The woman was able to strike the man and he eventually drove away.

The victim describes her attacker as a white man, around 5’9” and weighing 230 pounds with a bigger belly. He was clean shaven with longer blond hair and glasses. He was last seen wearing a green Packers jersey, blue jeans and white athletic shoes.

His car is described as a newer white four-door similar to a Chevrolet Impala or Pontiac G6.

Manitowoc man arrested for killing brother released from jail

MANITOWOC, WI  (WTAQ) - No charges have been filed against a Manitowoc man who was arrested after his killing his brother with a shotgun Sunday morning.   

65-year-old Robert Sullivan was released from jail Tuesday afternoon. 

He was taken into custody at the brothers’ shared home after Robert called 911 and told dispatchers he shot his brother, 62-year-old Carey Sullivan. 

Police say Carey was shot at close range. 

Detectives say Robert shot his brother during a heated argument over the control of their parents’ estate. 

According to a press release, the police department continues to receive information pertaining to the investigation, including information related to self-defense.  They also note the victim’s history of threatening and aggressive behavior, while Robert has no history. 

The Manitowoc Police Department continues to investigate and the District Attorney’s office will continue to review all information to determine whether a complaint should be issued. 


Safety is important during summer fireworks season

GREEN BAY, WI (WTAQ) - Fireworks is a popular part of summer in Wisconsin.

But Green Bay Metro Fire Lt. Nick Craig says it can be a dangerous one too, leading to several fire calls each summer.

"Last year we had a duplex that started on fire," says Craig. "The year before, we had somebody put fireworks that weren't completely out into a garbage can underneath an exterior stairwell."

Craig adds that numerous people get hurt because they mishandle fireworks and sparklers. That includes children.

"You want to make sure a child stays far back enough from fireworks that are being lit off on the ground," says Craig. "And you want to make sure if you give a child a sparkler that it's dangerous and they shouldn't touch anyone with it."

Vendors in the city of Green Bay are also restricted in what they can sell. That also applies to residents with what they're allowed to set off within the city.

"All the fireworks vendors that apply for a permit are told they can only sell the sparklers, the snakes, the smoke bombs and the spark fountains," says Craig. 

Outside the city limits, that's a different story. But Craig says law enforcement will issue tickets to residents if they are caught will illegal fireworks.

Overnight Fatal On Highway 41

NEENAH, WI (WTAQ) - All lanes of Highway 41 southbound near the Highway 10 ramp in Winnebago County were closed for hours overnight due to a multiple vehicle crash that left a 57 year old man dead. 

The crash happened just after 10:30 p.m. 

Police say several vehicles and a motorcycle involved. 

They say there were other injuries as well.   

All lanes are back open now and the investigation into the crash continues.

Oshkosh Corp. UAW union votes to re-open contract talks, in hopes of winning contract

OSHKOSH, WI (WTAQ) - The United Auto Workers Local 578 has voted to re-open contract talks with Oshkosh Corporation after a request from the military vehicle maker that hopes to gain a competitive edge in bidding on a $13 billion contract. 

Oshkosh asked the union to consider extending their current contract that expires in 2016.  Oshkosh is looking to push the end date out another five years. 

Fox 11 reports that Oshkosh is also looking for possible changes in healthcare, terms of layoffs and adding new entry level positions. 

Union leaders did not want to talk after the Wednesday vote.

Green Bay metro area jobless rate falls in May, as summer hiring begins

GREEN BAY, WI (WTAQ) - The Green Bay Metropolitan Area unemployment went down in May. 

The Department of Workforce Development says the unemployment rate was 6.2%, down half a percent from April.  That’s based on a household survey and is not seasonally adjusted.

Last May, the jobless rate 6.5%. 

Summer hiring is in full swing with an estimated 2,200 jobs added.  Leisure and hospitality, construction and manufacturing led the way. 

The jobs data is preliminary and typically sees revision in the months to come as more complete data becomes available. 

DWD Labor Market Analyst Jeff Sachse says there were no industry sectors that reported a decrease in employment.

"There were a number that went unchanged, but we saw no negative numbers in this report which is a very positive sign" Sachse said. 

The unemployment rate is data from Brown, Kewaunee and Oconto Counties. 

Storms knock out power to 6,000 customers in Northeast Wisconsin

GREEN BAY, WI (WTAQ) - Over 6,000 electric customers were without power this morning in northeast Wisconsin.

The Public Service utility said about three-fourths of those outages were in the Green Bay area.

All of Wisconsin’s other major utilities report only a handful of outages after the latest rounds of heavy rains and thunderstorms.

More storms are predicted statewide today and tonight, as a moist-and-stagnant air mass continues to linger across Wisconsin.

The National Weather Service did not have any storm watches or warnings out for this morning, but forecasters said more severe weather is possible later today.

Bayview Bridge in Sturgeon Bay to reopen Friday

STURGEON BAY, WI (WTAQ) - Fourth-of-July visitors to Door County will be happy to know that the Bayview Bridge on Highway 42-57 will be open again.

The bridge has been closed since early March for repairs.

The state DOT says it’s scheduled to re-open at  6a.m. Friday morning.

The sidewalk on the bridge will stay closed until July 28th so the finishing touches can be put on it.

The project included an overlay, structural steel repairs, electric-and-mechanical upgrades, and painting.

The price-tag was almost $5 million, and it was the first major repair work on the Bayview Bridge since 2004.

The structure was opened in 1978.

Strong turnout for creation of downtown Green Bay master plan

GREEN BAY, WI (WTAQ) - With more than $160 million in recent projects underway or in the works for downtown Green Bay, the city has started work on a new downtown master plan. 

The last plan was created back in 1997. 

Over 100 residents packed the Neville Public Museum Thursday night to listen and to give their two cents on the direction of the downtown.

More public input sessions over the coming months. 

You can also submit ideas online. 

The city hired a consultant for $90,000 to put together a long-term downtown master plan.

OSHKOSH, WI (WTAQ) - The United Auto Workers union and Oshkosh Corporation will begin contract extension talks on July 8th

Oshkosh is gearing up to place a bid on what they say could be the last big military vehicle contract for a while.

"This is the big contract, there really are no others on the horizon,” said Oshkosh Corp. Vice President of Communications John Daggett.

Oshkosh is wrapping up work right now on a 23,000 vehicle contract.

The new contract is worth $13 billion for 54,500 Joint Light Tactical Vehicle.  The contract is scheduled to be awarded in late 2015 or early 2016.

Oshkosh wants to extend the UAW Local 578 contract out another five years as well as make other changes.  The current contract expires in 2016. 

Oshkosh is hoping to gain a competitive edge when it bids on the new contract .

"You have to be the low bidder to have any chance to win,” said Daggett.

UAW Local 578 president Joe Preisler says union members recognize the importance of the contract to future job security.

Oshkosh Corporation officials hope have a deal by July 31.

Fatal Hit And Run In Shawano County

SHAWANO, WI (WTAQ) - The Shawano County Sheriff's Department is investigating a fatal hit-and-run crash.

At about 2:30 a.m. Friday, deputies received a call of a man lying in the road on County Road M at the Hwy 29 overpass.  They believe the man was hit by an SUV or pickup truck or "larger type vehicle." 

They also believe the vehicle was heading east on County Road M toward the city of Shawano.

The 22 year old victim, identified as Timothy J. Meade of Stephenson, Michigan, was pronounced dead at the scene.

Brown Co. Central Library bans drinks to combat against drunks

GREEN BAY, WI (WTAQ) - The Brown County Central Library in downtown Green Bay is reverting back to its old policy against drinks in the library. 

The library board is taking steps to solve an issue with intoxicated people and people consuming alcoholic beverages in the library.  Some of them are homeless residents who come to the library for the air conditoning during the summer or to get out of the cold during the winter.   

Library Director Lynn Stainbrook says she’ll likely continue to get more complaints about parking than the drink ban.  “I don’t think we will get a lot of negative criticism, people will understand our problem,”  Stainbrook said.

Four years ago, the library system began allowing drinks, but only if they were in sealable containers, or had lids.  The drink ban at the downtown libary will likely occur by the end of the summer.  The county’s legal department is taking a look at the policy and signage has yet to come in. 

The change also won’t affect any of the branch libraries. 

Little Chute woman guilty of killing bicyclist in texting crash

KIMBERLY, WI (WTAQ) - Think twice about texting and driving in the future. 

A Little Chute woman was found guilty Friday of homicide by negligent use of vehicle for hitting a bicyclist that later died.    

20-year-old Pa Kou Xiong was texting behind the wheel and had an incomplete and unsent message on her phone at the time of the crash. 

James Weiss from Kimberly died days later after being hit late last July. 

Outagamie County District Attorney Carrie Schneider is recommending a two- to three-year prison sentence for Xiong, four to five years of extended supervision and for her to perform community service by talking publicly about the dangers of texting and driving. 

Maribel man cited for jumping stunt off Leo Frigo Memorial Bridge

GREEN BAY, WI (WTAQ) - Green Bay police are investigating an incident where a man jumped from the Leo Frigo Memorial Bridge last Saturday.

The man’s jump was a recorded stunt that was posted on YouTube. 

The man was tethered to a rope and swung back and forth under the bridge before he cut away and fell into the Fox River.

The stunt was caught on video from several angles, including a helmet camera.

Lt. Kevin Warych says they tracked down a Maribel man and cited him for trespassing.

The YouTube video was posted this week by a man going by the name of Nick Propson.
