Police: Manitowoc man fatally shot by brother

MANITOWOC, WI (WTAQ) - Manitowoc police have arrested a 65-year-old man after he allegedly shot his brother to death over a dispute concerning their parents' estate.

Police say they were called to a home at 4927 River Heights Drive Sunday morning.

Robert Sullivan was taken into custody after they found 62-year-old Carey Sullivan fatally shot.

Investigators say the two lived together in a house they owned for about two or three weeks.

Investigators say Robert Sullivan called 911 and told them he shot his brother.

Detective David McCue says Carey was shot with a .20 gauge shotgun at close range. 

An autopsy is scheduled for Monday.

Robert Sullivan is being held in the Manitowoc County Jail.

Police are recommending charges of first-degree intentional homicide. 


Green Bay man killed, son rescued after van plunges into Kewaunee Harbor

KEWAUNEE COUNTY, WI (WTAQ) - Authorities in Kewaunee have pulled the body of a Green Bay man who drove his van into the marina with his five-year-old son inside.

Kewaunee police were called around 8:30 a.m. Sunday for a report of a van that lost control and landed into the water near the Kewaunee Harbor.

Police say some quick-thinking bystanders helped pull the boy to safety near Lakeshore Road.

"Well, we were just packing up, getting ready to leave," Rafe King, in town for a weekend salmon fishing and camping trip with his friend Chuck Ramsden, told FOX 11.

King says the two were packing up to go back to Minnesota when they heard a crashing sound.

"I looked across the harbor here and saw a van going, actually into the harbor,” said King. “We got in the car and got there as soon as we could. Once we got there all we saw was one boy trying to hang on to the side of the boat and we lifted him out of the water."

"Chuck actually got to him first. Grabbed his arm and we both lifted him up out of the water. He was really shaken,” King said of the young boy. “But he was just saying he couldn't find his mom and dad."

Kewaunee Police Chief Frank Salentine says when police arrived on scene, they discovered the boy and his father were the only two in the van when it veered off the road. The vehicle hit a tree and clipped a sail boat moored in the channel of the Kewaunee marina before plunging underwater.

For much of the day, divers searched the water as the scene transitioned from a rescue to a recovery mission. All the while, dozens of watched from across the channel as crews attempted to recover the van, and hopefully the man's body.

At around 4:30 p.m., the vehicle rose to the surface with the help of airbags. Towed to the marina launch, authorities then discovered the man was not inside. His body was later found around 7 p.m. in about 16 feet of water near the crash site.

Though a somber end, King says he's glad he got there when he could.

"I'm afraid if we had went a longer distance or something would have stopped us from [getting to him], it wouldn't have been as good an outlook," said King.

The boy was released to family members.

Police would not speculate as to the cause of why the man may have lost control of the van.

Authorities are not releasing the man's name pending notification of family.

U.S. Navy continues to investigate apparent drowning of Kiel native

KIEL, WI (WTAQ) - The U.S. Navy continues to investigate an accident in Guam that killed a diver from eastern Wisconsin.

22-year-old Navy diver Robert Dotzler of Kiel apparently drowned last Wednesday in an operation at a naval base harbor.

The Navy Times said Dotzler was watching other divers from the surface in a “snorkeling-like role.”

When they surfaced, several divers noticed that Dotzler was missing. He was found at the bottom of the harbor.

He was unconscious when he was pulled from the water, and he died later at a naval hospital.

Dotzler had been assigned to the USS Frank Cable since 2011. He was stationed at a training center in Florida before his assignment in Guam

Illinois woman is Zippin Pippin's one millionth rider

GREEN BAY, WI (WTAQ) - Elvis Presley’s favorite roller coaster has attracted its one millionth rider in Green Bay, three years earlier than the city expected.

Ashley Jolley of Oswego Illinois was about to board a replica of the Zippin Pippin at Bay Beach Park Sunday when she got surprised by Green Bay’s mayor.

Jim Schmitt threw confetti and gave Jolley a gift basket. She then joined the mayor as the millionth-rider on the Zippin Pippin.

It was Elvis’s favorite ride when it operated for decades at a park in Memphis. Elvis died in 1977 and the park later shut down.

A few years ago, Green Bay got the idea of reviving the Zippin Pippin as a tourist attraction. The city spent $3.8 million on the replica – and they were expecting 200,000 people a year to ride it when it debuted in 2011.

At the current pace, total ridership could be double the projected figure by 2016. 

Oconto County shutting down juvenile detention center

GREEN BAY, WI (WTAQ) - At least one Wisconsin county is closing its juvenile detention center, because the number of youths incarcerated has become so low.

Oconto County will shut down its facility at the end of the month.

Juveniles accused of committing more serious crimes will be shipped south to Green Bay, where they’ll be held in Brown County’s much larger facility.

The Green Bay Press-Gazette says the move is a result of a big drop in juvenile arrests in Wisconsin, which we first learned about last week.

The National Juvenile Justice Network and the Texas Public Policy Foundation said Wisconsin is one of just nine states to have dramatic decreases in juveniles who are being locked up. Just under 600 teens were incarcerated in public facilities in the Badger State in 2010 – only about half as many as 10 years before.

Brian Laurent of the Brown County center says different alternatives to incarceration are being created, as we keep learning more about human behavior.

Greg Benish of Brown County’s juvenile court staff tells the Press-Gazette for lower level offenders, treatment and case management can be more effective than punishment.

The national report said 150 juveniles were being held in 2010 for every 100,000 10-to-16-year-olds. That’s 28 percent below the national average. 

Green Bay police arrest two men for west side thefts

GREEN BAY, WI (WTAQ) - Green Bay police have arrested two men in connection with several burglaries on the city's west side.

Authorities say the men were trying to break into a car on Velp Avenue early Sunday when someone saw them.

Cops were called and found the men near the intersection of Bond St. and Norwood Ave.

Officers say the men had chains, tools, flashlights and other items.

The men admitted to going into 10-15 vehicles in the area and taking items.

City of Green Bay wants Coaches Corner to move, negotiating to buy building

GREEN BAY, WI (WTAQ) - While the city of Green Bay works to find a developer for the Clarion Hotel, they are also working with the owners of the adjacent Coaches Corner and trying to find them a new spot in downtown. 

The plan for the KI Convention Center expansion includes turning the Coaches Corner parcel into a plaza area. 

Coaches Corner leases the building. 

Green Bay Mayor Jim Schmitt says the city is looking at buying the building and are negotiating. 

“Sometimes what people want and what is real are two different things, the property is assessed at $260,000, and so I think that’s a fair start” Schmitt said. 

Schmitt says they think they have a new site in mind for the owners of the Coaches Corner business, but they still need to dot the eyes and cross the tees. 

Schmitt says they hope to have a new spot for the sports bar and restaurant by the end of the year. 

Police in Neenah seek fraud suspect

NEENAH, WI (WTAQ) - Police in Neenah is asking for the public's help identifying a fraud suspect.

Authorities have released the above surveillance image of the man using the victim's ATM card.

Anyone with information about who may be responsible for this crime is asked to call the Neenah Police Department at (920) 886-6000.


NTWC, Oneida Tribe to continue partnership

GREEN BAY, WI (WTAQ) - Northeast Wisconsin Technical College and the Onieda Indian Tribe will continue to work together.

Last week, both sides formalized a partnership agreement.

One of its goals is to increase educational opportunities for tribal members.

The tribe and NWTC already have a strong relationship.

About 100 Oneida students attend NWTC each year.

Packers fans can now buy Family Night tickets

GREEN BAY, WI (WTAQ) - Tickets for Packers Family Night are now on sale.

Starting Monday, fans can purchase tickets for the annual scrimmage that will be on Saturday, August 3rd at Lambeau Field.

Tickets will cost you $10 each, and are available through Ticketmaster, in person at the Packers ticket office or over the phone at 800-745-3000. Parking for the event will cost $5.

In-person sales will also be conducted at a number of Ticketmaster locations, including the Milwaukee Theater and numerous Wal-Mart stores throughout southern, central and northeastern Wisconsin.

Pre-scrimmage activities will start at 5:30 p.m., followed by drills at 6:30 p.m. and the scrimmage around 7:30 p.m. Fireworks will follow the scrimmage.

Fatal drunk driving crash leaves one man dead, another serious injured

HOLLAND, WI (WTAQ) - A 60-year-old man is dead and another man seriously injured after a single vehicle rollover crash that involved alcohol. 

Brown County Sheriff’s responded just after 3 p.m. Saturday to the Town of Holland at the intersection of St. Pat’s Church Rd. and Staeven Rd.

Sheriff’s say the driver, a 47-year-old Menasha woman, lost control causing the vehicle to veer into a ditch and roll over. 

She suffered minor injuries in the crash. The man was pronounced dead at the scene. 

Sheriff’s are pursing homicide charges and other alcohol related charges against the driver. 

Names of the individuals involved are being withheld until family members can be notified. 

Hilltop Place Apartment fire victims to some see monetary support from community

ALLOUEZ, WI (WTAQ) - Monetary donations to the victims of the Hilltop Place Apartment fire in Allouez last month is reaching nearly $11,200. 

The fires displaced more than 100 people. 

The St. Matthews Congregation FBO Hilltop Apartment Fire fund at North Shore Bank was set up shortly after the May 23rd fire. 

The cause of the 74-unit blaze is still under investigation by the Green Bay Metro Fire Department.

The fire burned for a more than half the day, as residents watched the fire consume their apartment building that stretched a block long.

Donations are still being accepted until June 30th

U.S. Navy sailor dies in diving accident in Guam

GUAM, U.S. (WTAQ) - The U.S. Navy says a sailor from Kiel died during a diving operation in Guam.

Diver 3rd Class Robert Dotzler was 22-years-old. 

Dotzler was assigned to the submarine supply ship the USS Frank Cole. 

He was snorkeling on the surface while observing other divers below.  He was found unconscious at the bottom of the harbor after the divers surfaced. 

The Navy is conducting an investigation.

Increasing gun violence in N Ashland Ave neighborhood is growing concern among residents

GREEN BAY, WI (WTAQ) - Increasing gun violence in a Green Bay neighborhood has even police saying the events are “alarming”.  

A section of North Ashland Avenue was the scene of an unsolved shooting back in January that hospitalized four people, there is an unsolved gun murder from mid-May, and a gun was fired over the weekend that led to two arrests.  One arrest involved a felon for gun possession. 

District Captain Bill Bongle says people are concerned and understandably. 

Bongle says these serious events were targeted, and not random.

While knowing that, it isn’t quelling fears among residents who are increasing calling about the gun violence

All the incidents happened  in the 100 and 200 blocks of North Ashland Avenue. 

Bongle says folks will see an increase presence with extra patrols, officers on bikes and CSIs will be walking the neighborhood. 

Bongle say these are blimps on the radar in a nice neighborhood, and “we” are going to get through this. 

Frequency of counterfeit bills in Green Bay has police warning businesses, people

GREEN BAY, WI (WTAQ) - Green Bay police are warning businesses and residents to be on the lookout for counterfeit money. 

Police say there have been more than 60 cases since the start of the year.  Two dozen reports in just the past month. 

A majority of the fake bills involve $5, $10, and $20s.

Many of the bills use the same serial number.

Police believe the cases are connected and involve multiple suspects who have targeted local businesses, convenience stores, restaurants and retail stores.

Lt. Kevin Warych says everyone should do their due diligence and check the currency for authenticity to protect them self so they don’t become a victim.


Outagamie Co. administration building reopens after $6.3M renovation

APPLETON, WI (WTAQ) - After ten months in temporary offices, Outagamie County workers are now back at home in a newly remodeled and upgraded Administration building.

The downtown Appleton building went under a $6.3 million overhaul that opened up 2,800 sq ft of space, replaced outdated electrical wiring, replaced heating, ventilation, and air conditioning, and removed asbestos.

A majority of the county’s departments are located in the building. 

The county rented space for offices in the basement of the City Centre East in the downtown for the past year. 

County Executive Tom Nelson says keeping county services at a central location improves efficiency and provides costs savings. 

Green Bay's 11th annual Kids' Day is Tuesday

GREEN BAY, WI (WTAQ) - The city of Green Bay is celebrating the 11th annual Kids' Day Tuesday.

The city-wide day allows parents to take their kids to any of the more than 20 events for free.

Wristbands are required.

You can pick them up at several of the sites where activities will be taking place.

Menasha woman charged with fatal OWI crash

GREEN BAY, WI (WTAQ) - A Menasha woman was formally charged Monday for a fatal drunk driving crash over the weekend.

47-year-old Denise Winters is charged with homicide by intoxicated use of a motor vehicle for the accident on St. Pat's Church Road in southern Brown County Saturday.

Brown County Sheriff's say Winters lost control of the vehicle, causing it to veer into a ditch and over turn. One man inside the car was hurt, while another passenger was killed.

The Brown County medical examiner says the man killed is 60-year-old Lyle Bones of Elcho.

A misdemeanor count of causing injury while driving intoxicated was also filed. 

UPDATE: Oshkosh man killed by train

OSHKOSH, WI (WTAQ) - The death of a 52-year-old man who was hit by a train is being treated as a suicide.

Oshkosh police say it happened near the intersection of E. Custer Ave. and Broad St. Monday afternoon.

Police say that based on witness statements, the man intentionally walked onto the train tracks, turned toward the train and was hit. The man was pronounced dead at the scene.

The man's family has been notified, but police have not released his name.

Kimberly restaurant owner pleads not guilty to human trafficking

APPLETON, WI (WTAQ) - A restaurant owner from Kimberly has pled not guilty to a human trafficking charge.

Prosecutors say 51-year-old Yen Meier helped smuggle a woman from China into the U.S. They say the victim worked at Meier's restaurant, Yen's Chinese Buffet, for almost no money.

The victim, who had a baby by Meier's brother last April, told police she lived in apartments Meier provided. She also said Meier would usually provide her with just one meal per day.

Meier will stand trial December 9.
