Relatives of missing Manitowoc Co. man sought

MANITOWOC, WI (WTAQ) - The Manitowoc County Sheriff’s Department is looking for relatives of a man who disappeared 27 years ago.

Some determination and a little bit of 21st Century technology helped track down what happened to Harry Ballard, who was reported missing in March 1986.

The courts had declared Ballard dead 4 years later, but his body was never discovered – until now.

The search led to Florida where Ballard had been sleeping in a van. He died of natural causes.

A positive identification was made using fingerprints on file with Dade County.

Ballard was 59 when he went missing, and his wife has since died.

Manitowoc County Coroner Curtis Green says notification will be made when relatives are found.


UPDATE: Man in custody in homicide death of woman from Peshtigo

PESHTIGO, WI (WTAQ) - A Peshtigo woman was found murdered in her home Sunday evening, and her boyfriend is being held as a person of interest. 

The Wisconsin Attorney General’s office says 48-year-old Brent Kaempf was in a relationship with 45-year-old Patricia Waschbisch. 

Authorities say they are investigating the death as a homicide.   

Around 7:15 p.m. Sunday, authorities responded 526 Thompson Street concerning the discovery a deceased female. 

Kaempf was identified as a person of interest Sunday night and was taken into custody. 

An autopsy is scheduled for Monday to determine the cause of death.

The Wisconsin State Crime Lab, the Marinette County Sheriff's Department and Wauwatosa Police Department are assisting with the investigation. Anyone with information should call the City of Peshtigo Police Department at (715) 582-4511.

Waschbisch was the interim director of Rainbow House Domestic Abuse Services in Marinette. She is described as a tireless worker for domestic violence victims.

"I know for a fact that there are countless victims in Northeast Wisconsin that are safer, and alive today because of the work she did," said Tony Gibart, Public Policy Coordinator with the Wisconsin Coalition Against Domestic Violence. 

Waschbisch was also a training presenter with WCADV, educating domestic violence advocates statewide on how to prepare restraining orders.

Brown County Sheriff's search for missing woman

TOWN OF PITTSFIELD, WI (WTAQ) - Authorities in Brown County need your help finding a missing woman they believe may be endangered.

59-year-old Victoria L. Prokopovitz was last seen Thursday at 10 p.m. at her home on Kunesh Road in the town of Pittsfield. Authorities say she was discovered missing at 4 a.m. the next day.

Prokopovitz suffers from depression, say authorities, who believe she may be a threat to harm herself. Her medication is also missing. She left behind her purse, which included her identification, money and her cellphone. She has no vehicle.

Prokopovitz is 5'6" and weighs 117 pounds. She has brown hair and brown eyes. She may be wearing shoes with a wide stacked heel and a white jacket.

Anyone with information is asked to call the Brown Co. Sheriff’s Office Investigative Division at (920) 448-4230.

Greenville crash leaves three people hurt

GREENVILLE, WI (WTAQ) - A crash leaves three people injured in Outagamie County.

Sheriff's say it happened at the intersection of Highway 96 and County Highway CB in the Town of Greenville around 4:30 p.m. Sunday.

 

Officials say a westbound vehicle did not stop at a red light and collided with another vehicle.

Three people in the westbound vehicle were hurt. One was flown by Theda Star to Theda Clark Medical Center in Neenah. The other two were taken by ambulance to the same hospital.

All three suffered serious injuries.

The investigation is ongoing.

Appleton police arrest armed robbery suspect

APPLETON, WI (WTAQ) - Appleton police have arrested a man after they say he robbed a gas station late Sunday night.

Police say it happened at the Northland Citgo on Meade Street.

The 21-year-old suspect left the business, but was taken into custody a short time later.

Police say the man had a switch blade knife.  He faces armed robbery charges.

Tribal members vote to recall Stockbridge-Munsee president

BOWLER, WI (WTAQ) - Stockbridge-Munsee tribal members have voted to recall President Robert Chicks.

According to the tribe's website, the vote was 224 in favor of recall and 128 against on Saturday.

The tribe must now schedule a special election to fill the seat. 

Chicks faces several misdemeanor charges related to a January traffic stop in Langlade County. He has pleaded not guilty.

A May 6 status conference is scheduled on the cases.

Sturgeon spawning season delayed by cold weather

NEW LONDON, WI (WTAQ) - Cold weather has delayed the sturgeon spawning season and that has DNR officials rushing to re-schedule sturgeon guard shifts through May 13th.

Volunteers work 12-hour shifts to help prevent the poaching of lake sturgeon as they spawn in shallow waters. Those volunteers don’t intercede, but they do collect information and report to wardens.

Volunteers stand guard along the rocky shoreline of Wisconsin’s Wolf River. The public can view the sturgeon at 4 locations – County Trunk X west of New London, Bamboo Bend on the west end of Shiocton at the Corner of Highway 54 and Old Highway 54, Highway 156 on the west upstream bank and the Shawano Dam at the end of West Richmond Street.

Weekend stir in Darboy caused by chemical collection

TOWN OF BUCHANAN, WI (WTAQ) - Emergency officials say someone's effort to collect all the elements of the periodic table caused some tense moments in Darboy Sunday.

Lisa Van Schyndel of the Town of Buchanan Emergency Management says sheriff's officials were called around 10:15 a.m. to a duplex on State Park Road.

A tenant was worried about another tenant's collection.

Hazmat crews responded to conduct air monitoring and chemical identification. They determined the collection did not pose an immediate threat. Van Schyndel says metals were stored in oil so they did not come into contact with surrounding air.

While officials say no laws were broken, crews did speak with the owner of the collection. Their advice was that collections of this type are typically stored in educational or lab settings. They recommended the chemicals be taken to the Brown County Home Hazardous Waste Site in Green Bay.

Van Schyndel says the owner of the chemical collection was cooperative.


Woman charged with selling drugs out of New London apartment

NEW LONDON, WI (WTAQ) - A woman is being charged with dealing drugs from her New London apartment.

Police say it's the second time this month that heroin, cocaine and other drugs were found at the residence of 32-year-old Ashley Guyette.

Authorities say Guyette lives in the 200 block of East Washington Street, right across from Lincoln Elementary School.

Guyette was arrested and jailed Saturday following a search of her place. Investigators say besides the drugs, more than $1,100 in cash was found

Outagamie Co. Airport Director concerned with how FAA furloughs are being stopped

GREENVILLE, WI (WTAQ) - While Congress approves ending furloughs of air traffic controllers nationwide by using federal airport improvement grant funds, one local airport is concerned about the move.

The money to prevent the mandatory federal spending cuts comes from the Airport Improvement Program, a grant program which funds up to 90 percent of eligible airport projects.

Outagamie County Regional Airport in Greenville is expecting $2.2 million in AIP funding for 2013. But Airport Director Marty Lenss says airport officials will be watching closely to see if any or all of that funding gets taken away.

Lenss says the money is earmarked for a runway apron project.

Mother, daughter to stand trial in 2007 Plamann murder

APPLETON, WI (WTAQ) - An Outagamie County judge has ruled that a mother and daughter charged in a 2007 homicide case will stand trial.

Lara Plamann was found shot to death in her Greenville home.

Plamann was in a relationship with 52-year-old Dianna Siveny.

Both Dianna and her daughter, 34-year-old Kandi, have been charged with first degree intentional homicide. 

They accused Plamann of cheating on Dianna. 

A trial date has not been set. 

Authorities say Rosie Campbell, a third woman who is charged, was hired by the Siveny’s to kill Plamann.

Kandi Siveny allegedly pulled the trigger after Campbell couldn’t go through with it.

Campbell’s preliminary hearing is set for Wednesday. 

Settlement announced in a lawsuit over a sign ordinance

TOWN OF MORRISON, WI (WTAQ)-The Town of Morrison is settling a federal lawsuit brought by a pair of homeowners over a sign ordinance. The town will pay $50,000 and has amended its ordinance.  The civil rights lawsuit argued the ordinance banning political and religious yard signs violated their First Amendment rights. The pair wanted to show their opposition to wind turbine development.

Few new details released in death of Patricia Waschbisch

MARINETTE, WI (WTAQ) - State and local law enforcement provided a few more details surrounding the murder of a Peshtigo woman over the weekend.

At a press conference Tuesday, Marinette County Coroner George Smith revealed preliminary results from an autopsy performed Monday on 45-year-old Patricia Waschbisch.

"The preliminary findings of the autopsy are that this young lady died of sharp-force injuries," said Smith, who later confirmed Waschbisch was stabbed.

Police say Waschbisch was found dead just after 7 p.m. Sunday at her Peshtigo home in the 500 block of Thompson Street. Authorities responded to the home after someone called 911, but they would not identify who made that call.

Waschbisch had dedicated her professional life to helping those affected by domestic violence - she worked as the interim director of Rainbow House, a domestic violence shelter and advocacy group in Marinette.

Her boyfriend, 48-year-old Brent Kaempf, was taken into custody early Monday in Wauwatosa, according to authorities.

"A Wauwatosa officer who was just doing his job came upon Mr. Kaempf," says Peter Thelen, Special Agent with the Wisconsin Department of Criminal Investigation. "Just picking a vehicle out and made contact with the individual."

Kaempf was questioned in Milwaukee County, and was described as cooperative. 

Kaempf is expected to return to Marinette County facilities on Wednesday and could appear in court Thursday or Friday. 

A criminal complaint is expected to be released on Wednesday, but Kaempf is expected to be charged with first-degree intentional homicide.

Authorities refused to answer a number of questions, including possible motive, the weapon used and if there were any other suspects or persons of interest in the case.

Algoma police arrest man for air gun outside elementary school

ALGOMA, WI (WTAQ) - A man is arrested for having an air gun on the elementary school grounds in Algoma Monday.

Cops say the 18-year-old man never entered the school. He was arrested within minutes of police receiving the call.

No one was injured.

The man has been released from jail.

The district attorney will review the case for possible charges.

Forest County authorities release names of 35 people tied to drug bust

CRANDON, WI (WTAQ) - Authorities in Forest County have released the names of 35 people arrested or wanted in connection with a seven-month-long drug investigation.

Over the weekend, authorities said they executed numerous search warrants and made the arrests for charges related to marijuana trafficking and prescription drugs.

Crandon police and the Langlade County Sheriff's Dept. were also involved.

Online court records show 31 people have been formally charged. They are:

Authorities say they are still looking for Huff, Oshkenaniew and VanZile. In addition, six others were arrested, but court records indicate they had not yet been charged as of Tuesday afternoon. Two juveniles were also arrested.

Authorities also released mug shots of the people they considered to be the "main" drug dealers, who face substantial felony charges.


Green Bay band students invited to play in Washington D.C.

GREEN BAY, WI (WTAQ) - Band students at five Green Bay high schools are beginning to prepare for a potential trip to Washington D.C.

The students are invited to march in the annual National Independence Day Parade on July 4, 2014.

The students are from Notre Dame Academy, Green Bay East, Preble, Southwest, and West high schools.

Parade officials say it is up to the schools to raise money to go on the trip.

Wisconsin bred actors Shalhoub, Light nominated for Tony Awards

GREEN BAY, WI (WTAQ) - Two former Wisconsin TV stars were nominated Tuesday for Tony Awards, for their work in the live theatre.

Green Bay native Tony Shalhoub was nominated for his performance in the boxing drama “Golden Boy.”

Judith Light, a former actress in the Milwaukee Repertory Theatre, was nominated for the Featured Actress in a Play award for her role in “The Assembled Parties.”

Shalhoub has won three Emmys as the title character in the TV series “Monk.”

Light has a number of TV and theater credits, including her role as advertising executive Angela Bower in the 1980’s and ‘90’s TV comedy series “Who’s the Boss.”

Also, Carrie Coon was nominated for a Tony in the same category as Light. Coon is a former actress in the Milwaukee Renaissance Theater-Works and the American Players’ Theatre in Spring Green.

The Tonys will be handed out June 9th at Radio City Music Hall in New York.

City Deck Commons, 84-unit downtown apartment building approved by Green Bay RDA

GREEN BAY, WI (WTAQ) - A five story mixed use apartment building has gotten initial approval from Green Bay’s Redevelopment Authority. 

The City Deck Commons is an 84-unit complex with two levels of underground parking.  The ground floor is dedicated for retail use. The apartments are expected to be higher end, market rate units. 

It’s located along the Fox River at Main and Washington. 

Downtown Green Bay Inc. Executive Director Jeff Mirkes says this almost puts in “exclamation point on the waterfront”, but says there are many other properties in the downtown that are being eyed for residential development.  He says don’t be surprised if more will come to fruition this year. 

Mayor Jim Schmitt has been working on downtown economic development since he arrived in office, and this is the next step.

“This is really where we want to be as a city, and this is something that has taken a little bit longer than anticipated, I’ve been working at this for ten years now” Schmitt said. 

Construction will begin this summer if the city council gives final approval. 

St. John's Homeless Shelter saw sharp increase in guests as season ends

GREEN BAY, WI (WTAQ) - St. John the Evangelist Homeless Shelter in downtown Green Bay served more than 420 residents this winter season. 

Tuesday marked the end of overnight stays for the six month season. 

This past year saw a 40 percent increase in the number of overnight stays, with more than 13,300.

The number of guests increased sharply this year, with nearly 120 more people than last winter.

Nearly half of all the guests ended up in some form of permanent housing, or housing program says Executive Director Alexia Wood.

Wood says even though they don’t offer overnight stays, St. Johns continues to help homeless guests.  They have opened up a sobriety room, offer alcohol and drug abuse classes, offer housing services, have case workers on site, and offer other programs during the day. 

While there are successes, Wood estimates that more than 60 guests will not find a place to stay and will be on the streets. 

Appleton Police release video of smash and grab burglary at jewelry store

APPLETON, WI (WTAQ) - Appleton Police are looking for the public’s help in solving a burglary and theft at a jewelry store.

An estimated $44,000 worth of jewelry was stolen during a smash and grab at Scanlan Jewelers back on March 28th

Police released early morning surveillance video of the thief, who forced their way in through a door. 

The video shows the burglar moving through the show room, kicks in a case with mostly wedding bands, grabs what he cans, and then goes for more.

Appleton Police Sgt. Dave Lund says they are not sure if the burglar cased the joint before hitting it.

Lund is asking folks to take a look at the video and to see if they might know the masked burglar.
