Brent Kaempf formally charged in Peshtigo homicide

MARINETTE, WI (WTAQ) - The boyfriend of a Peshtigo murder victim has now been formally charged.

48-year-old Brent Kaempf is facing one count of first-degree intentional homicide.

According to a criminal complaint filed Wednesday, Kaempf stabbed his girlfriend Patricia Waschbisch to death at her home in Peshtigo over the weekend. He then fled south, where he was arrested by a Wauwatosa police officer early Monday morning.

Kaempf is currently being held in Marinette County jail.

He is scheduled to appear in court Thursday morning.


Winnebago County DA: Menasha officer justified in fatal shooting

OSHKOSH, WI (WTAQ) - Winnebago County authorities say a town of Menasha police officer was justified in fatally shooting a man because the victim purposely set up the situation.

At a news conference Wednesday, the Winnebago County sheriff's office investigated the shooting and the district attorney's office reviewed the findings.

66-year-old Wilson Lutz was shot and killed on April 19. The incident began when officers responded to a call at Lutz's West Calumet Street apartment.

Town of Menasha police Lt. Gary Cutler was the first to go inside the apartment. When he got there, authorities say Cutler found Lutz pointing a shotgun at him.

Cutler told Lutz to drop the weapon. When Lutz did not, authorities say Cutler shot him twice, killing him.

District Attorney Christian Gossett says Lutz brought the situation upon himself.

“Calling 911, informing them he had a loaded shotgun and that he was going to die one way or another, pointed the firearm at the lieutenant, disregarded the lieutenant’s commands to drop the weapon,” Gossett told FOX 11 in explaining the decision.

Authorities did find out after the shooting Lutz’s gun was not loaded. But Gossett says that doesn’t matter, because Lutz repeatedly told police it was.

The sheriff’s office has released 911 recordings from that day.

Sheboygan woman convicted for 1957 death of daughter sentenced to 10-yrs prison

SHEBOYGAN, WI (WTAQ) - A Sheboygan woman convicted in February of killing her infant daughter back in 1957 has been sentenced to 10 years in prison. 

Investigators reopened the case, after 76-year-old Ruby Klokow’s son came forward detailing horrifying abuse and accused her of killing his sister. 

Klokow pleaded no contest to the charges of second-degree murder. 

Klokow’s daughter Jeanne was 6-months old, when her death was originally ruled accidental. 

Klokow told authorities that she may have threw the baby at the couch and she ended up on the floor. 

Jeanne died from a brain injury. 

Fugitive in Ashwaubenon stabbing surrenders to police

ASHWAUBENON, WI (WTAQ) - A fugitive wanted in an Ashwaubenon stabbing has turned himself in to police.

Ashwaubenon Public Safety officials say 50-year-old Kenneth Matthews was taken into custody late Wednesday afternoon.

Matthews allegedly stabbed a 32-year-old Ashwaubenon man on April 21 during a fight on Babcock Road.

Following the incident, investigators say Matthews went to the Chicago area.

Ashwaubenon Public Safety was able to track the movement of Matthews with the help of U.S. Marshals and his attorney. 

Matthews will face two felony charges.

"Parking Collection Service" latest scam in Wisconsin

MADISON, WI (WTAQ) - The latest scam in Wisconsin tries to convince you that you parked illegally while out of town – and you need to a pay a fine.

Residents of Door and Pierce counties called the state’s consumer protection agency, after they got something from the firm of “Parking Collection Services.”

The Door County resident was told that she parked illegally in a Milwaukee parking lot in January.

The notice had her license plate, but her car was never in that city.

She told officials that she called the number on the notice, and the person on the other end hung up when she refused to give her name.

In the Pierce County case, a woman was told she parked illegally in a private local lot in January – but she was actually at a relative’s place in northern Wisconsin at the time.

When that person called Parking Collective Service, she was told it was acting on behalf of law enforcement.

State officials urge those getting the phony parking fine notices to call the consumer protection agency in Madison – or file a complaint on its Web site.

3rd woman charged in Lara Plamann 2007 homicide makes court appearance

APPLETON, WI (WTAQ) - One of three women charged in the 2007 killing of Lara Plamann made an Outagamie County Court appearance earlier Wednesday for a preliminary hearing.

Thirty-eight year old Rosie O. Campbell told authorities last February that she had made a deal with Kandi Siveny and her mother, Dianna to kill Plamann.

Campbell says she backed out at the last minute.

Campbell told investigators Kandi Siveny marched the victim to an outbuilding near her home and shot her twice.

Campbell's attorneys have asked the judge to dismiss the homicide charge she faces. They say she had no role in carrying through the murder plot and can't be considered a party to the crime.

MARINETTE, WI (WTAQ) - The man charged with killing his girlfriend in Peshtigo is being held on a $1 million cash bond.

48-year-old Brent Kaempf is facing a charge of first-degree intentional homicide in the stabbing death of 45-year-old Patricia Waschbisch.

The charge was filed Wednesday afternoon - more than two days after Kaempf was found sleeping in his car by a Wauwatosa officer early Monday morning.

Kaempf was a person of interest in Waschbisch's death after her body was found Sunday by her daughter in the Peshtigo home the couple shared. 

Waschbisch was the interim director and longtime legal advocate of Rainbow House, a Marinette domestic violence shelter.

For former Rainbow House client-turned friend of Waschbisch's, Carmen Hashimoto, the current state of events is like none other.

"It's like a nightmare," said Hashimoto after the hearing, "It feels like I'm in a dream."

A visitation for Waschbisch is scheduled for 10 a.m.-3 p.m. Friday at Rhodes-Charapata Funeral Home in Coleman; burial will follow.

Kaempf is due back in court May 10.

Bike lane proposal in Appleton sent back to committee

APPLETON, WI (WTAQ) - Appleton's common council has sent a proposal to remake a busy stretch of Mason Street back to committee.

On Wednesday night, council members delayed vote on the plan to add bike lanes on Mason between Northland and Prospect Avenues. The council moved to have the municipal services committee take a second look at the proposal.

The plan would have eliminated nearly all street parking along that part of Mason Street.

During Wednesday night's meeting, supporters said the lanes would make biking safer in the area. Opponents said removing the parking would hurt schools, churches and businesses on that street.

The committee is scheduled to take up the plan at its next meeting Tuesday evening.


Brenda Thiel awarded release from psychiatric facility

OSHKOSH, WI (WTAQ) - A mom who killed her son, but was found not guilty by reason of mental disease, will be released from a state psychiatric facility.

Brenda Thiel was convicted of first-degree intentional homicide for the death of her 2-year-old son at their Neenah home back in 2008. Thiel said voices told her to kill the boy.

After testimony on her psychiatric condition, Judge Scott Woldt entered the not guilty by mental disease ruling - citing that she couldn't differentiate between right and wrong. 

According to online court records, she recently petitioned for supervised release, which was granted Wednesday by Woldt. One of the standards for release is that she is no longer considered a threat to herself or others

UW Oshkosh, developer open remodeled riverfront hotel

OSHKOSH, WI (WTAQ) - The newly remodeled Best Western Premier Waterfront Hotel held its grand opening today. 

The $16 million project was a partnership with the University of Wisconsin Oshkosh and hotel developer. 

The city provided $2 million in tax increment financing for the project. 

The hotel along with nearly 300 rooms were remodeled. 

It’s connected to the convention center and city and tourism officials say the hotel will be key to bringing visitors to “Event City USA.” 

DNR officials call it a wrap on sturgeon spawning season, guard

OSHKOSH, (WTAQ) - The DNR is reporting that the majority of sturgeon spawning has wrapped up. 

DNR Conservation Warden April Dombrowski says it was a whirlwind week and could go down as the fastest spawning run ever.

Usually it takes a week to ten days.  But once the warm-up hit over the weekend, things took off. 

DNR officials anticipated a hold-up because of the extended winter and were cancelling sturgeon guard shifts throughout April.

DNR conservation wardens will patrol the remaining spawning activity.

Green Bay police investigate woman's death as domestic violence related

GREEN BAY, WI (WTAQ) - Green Bay police say a woman's death on the city's east side is domestic violence related.

Officers arrive at a home at 1426 Day Street just before 7:30 a.m. Friday and find a 45-year-old Ouida Wright deceased inside the house.

"We have a 50-year-old male, a Green Bay resident, detained for this investigation," says Police Lt. Kevin Warych, who added he is considered a person of interest.

Police say there is no threat to the public.

Neighbors and people who were working on Day Street, say the pair was seen fighting in the street on Thursday.

Wright made headlines back in 2011 because she was homeless when she won tickets to Super Bowl XLV to see the Packers play the Steelers. At the time and was staying at the St. John Eveangelist Homeless Shelter. 

Outagamie County man killed in farm accident

TOWN OF CENTER, WI (WTAQ) - A man in Outagamie County has died in a farm machinery accident.

Sheriff's were called just before 6 p.m. Thursday about a missing man from County Road O.

The 67-year-old man's body was later found.

The sheriff's department is not releasing any other information at this time.

LITTLE CHUTE, WI (WTAQ) - A pizza maker in Little Chute is recalling four kinds of frozen pizzas because they may contain small pieces of plastic.

The following Nestle Pizza Company products have been recalled by the Food and Drug Administration:

• California Pizza Kitchen® Limited Edition Grilled Chicken with Cabernet Sauce, UPC 71921 00781; production code is 3059525952. • DiGiorno® Crispy Flatbread Pizza Tuscan Style Chicken, UPC 71921 02663; production codes are 3057525922 and 3058525921. • DiGiorno® pizzeria!™ Bianca/White Pizza, UPC 71921 91484; production code is 3068525951. • California Pizza Kitchen (CPK) Crispy Thin Crust White®, UPC 71921 98745; production codes are 3062525951, 3062525952 and 3063525951. The recall follows several consumer complaints of small plastic pieces in the CPK Crispy Thin Crust White Pizza.  Company officials said the problem was related to spinach used in making three additional kinds of pizza. 

All of the recalled pizzas were produced between February 26 and March 9 of this year and were shipped to stores nationwide.

Green Bay man charged in January death of toddler

GREEN BAY, WI (WTAQ) - A man from Green Bay is being charged in the January death of a toddler.

On January 7, 2013, Green Bay police say 2-year-old Alex Fountain was rushed to the emergency room at St. Vincent Hospital because he had stopped breathing. The child was revived, but three hours later was pronounced dead.

Authorities say the mother's boyfriend, 29-year-old Nicholas D. Willies, was babysitting while she was at work. 

According to the Brown County Medical Examiner's Office, suspicious bruises and scrapes were found on the child's body. After an autopsy, officials ruled Alex Fountain's death as a homicide.

Investigators searched the Pine Street address where Willies was taking care of the boy. After witness interviews, police arrested Willies on March 25. However, after consulting with the district attorney’s office and medical professionals, police released Willies and continued their investigation.

Police contacted a forensic pathologist from St. Louis to review the case. After receiving her report, police put out a warrant for Willies’ arrest on Wednesday. The next day, he turned himself in.

Officers say they will not release more information on the case until prosecutors file a criminal complaint. Willies is expected in court Friday afternoon. He has been charged with five counts, including first-degree reckless homicide, neglecting a child with the consequence of death and child abuse – recklessly causing harm.


Police shut down suspected Green Bay drug house

GREEN BAY, WI (WTAQ) - A suspected drug house on Green Bay's west side has been closed.

Police say they received a court order on Thursday to remove the residents of 886 Waverly Place. The home has been declared a public nuisance for drug-related activity.

Authorities say they searched the home in late March after investigators developed information leading them to believe the house was being used to distribute illegal drugs, and that the residents were receiving cash and stolen property in exchange for the drugs.

Officers say their search turned up stolen property, including laptops and video game consoles.

Two residents of the home, Darrell and Tammi McGillivray, are suspected of receiving stolen property, possession with intent to deliver marijuana and child neglect.

According to online court records, they have not been formally charged in connection with this investigation.

Authorities continue push for help finding missing Pittsfield woman

TOWN OF PITTSFIELD, WI (WTAQ) - Authorities in Brown County are renewing their push for information to help locate a missing Town of Pittsfield woman they believe could be endangered.

Sheriff's say 59-year-old Victoria L. Prokopovitz, 59, was last seen in late April at her home on Kunesh Road. 

Prokopovitz suffers from depression, say authorities, who believe she may be a threat to harm herself. She left behind her purse, which included her identification, money and her cellphone. She has no vehicle.

Investigators say at this point foul play is not suspected. 

Prokopovitz is 5’6” and weighs 117 pounds. She has brown hair and brown eyes. She may be wearing shoes with a wide stacked heel and a white jacket.

Unions for new specialty paper company agree to deal with KPS Capital Partners

KAUKAUNA, WI (WTAQ) - Union employees at three Wisconsin paper mills have ratified a new contract which paves the way for a private equity firm to buy those plants and keep them running.

KPS Capital Partners of New York had agreed earlier this year to buy the Mosinee and Rhinelander plants owned by Wausau Paper – plus the Kaukauna and De Pere mills from Thilmany Papers.

The deal was contingent on new union contracts.

On Friday, the United Steelworkers said its members approved a four-year deal which includes higher wages, better health benefits, and what the union called “retirement security.”

De Pere is a non-union plant, so it was not involved in the contract decision.

The new firm will become the state’s largest paper-maker with a total of 1,800 employees in Wisconsin. All four mills make specialty papers for things like food wrappers.

KPS is still looking for a name for its new acquisitions.

Green Bay schools pull plans to launch online charter school

GREEN BAY, WI (WTAQ) - The Green Bay school district is holding off on launching its new online charter school for next school year. 

The Green Bay Press-Gazette reports only seven students have applied for iLearn Green Bay. 

The goal was to have up to 60 high school students. 

The program was geared to give students alternative schooling options by with a choice of just online courses or through a mix of online and classroom instruction. 

Pedestrian may be cited after getting hit by Oshkosh police car

OSHKOSH, WI (WTAQ) - An Oshkosh man is in trouble with the law after he was struck by an Oshkosh police car Friday night.

It happened in the 800 block of Jackson Street just after 11 p.m.

According to the Winnebago County Sheriff's Department, the 22-year-old Oshkosh man was on his cell phone and attempting to cross Jackson Street in the middle of the block when he was hit.

The man told authorities he didn't see the police car before the crash.

Officials say the man had been drinking and received minor injuries from the crash.

He could receive citations for failure to yield right of way while crossing a roadway not at a crosswalk.
