Blood Supply Really Low

UNDATED (WTAQ) - Due to dwindling supplies, the American Red Cross is seeking blood and platelet donations.

"Right now, blood products are being distributed to hospitals faster than donations are coming in, which is why we are making this emergency request for donations," Nick Gehrig, communications director, Red Cross Blood Services, said in a news release. "Donations are urgently needed now to meet the needs of hospital patients in the coming days and weeks. If you've thought about giving blood and helping to save lives, now is the time to do it. It's the blood donations on the shelves that help save lives when an emergency occurs."

The Red Cross says the Independence Day holiday and summer vacations have impacted many donors' schedules.

GB Correctional Inmate Dies

ALLOUEZ, WI (WTAQ) - Less than a week after the Green Bay Correctional Institution went on lockdown due to an assault of staffers, an inmate has died.

According to the Wisconsin Department of Corrections, Francisco Flores-Rocha died on Monday. A cause of death was not released by the DOC.

Last Wednesday, two prison employees were stabbed and beaten while a third was injured. All 3 employees went to the hospital and were released the same day.

Flores-Rocha refused medical attention after getting minor cuts on his hand. The DOC didn't confirm that Flores-Rocha was the inmate involved, but did give his name in response to a question about the incident.

Prison records show Flores-Rocha was sentenced to 20 years in prison and 10 years extended supervision after being convicted of first-degree intentional homicide in Kenosha County back in 2005.

The DOC has referred the incident to the Brown County Sheriff's Office for investigation. 

In a statement by the sheriff's department, officials say there is no indication that the death is suspicious. The statement goes on to say that the investigation continues and no other information will be released until its completion.

Inmate Dies After Suicide Try

APPLETON, WI (WTAQ) - An inmate at the Outagamie County Jail who attempted suicide last week has died.

According to a release by the Outagamie County Sheriff's Department, the 29-year-old man was pronounced dead at a local hospital on Sunday. He was taken there last Thursday night after jail employees found him hanging by a bedsheet.

Jail workers and paramedics tried to resuscitate him.

Authorities plan an autopsy on the man's body. They also plan to conduct an internal review and call in another law enforcement agency to conduct a review.

The state Department of Corrections' regional jail inspector will also investigate the case, jail officials say.

5 Teens in Trouble for Fight

OSHKOSH, WI (WTAQ) - Oshkosh police say they've arrested five teenagers after a fight at Menominee Park Monday night.

Officials are recommending disorderly conduct charges against an 18-year-old Redgranite man from the melee at Oshkosh's Sawdust Days.

Two 17-year-olds from Oshkosh, a boy and a girl, were arrested on charges of disorderly conduct and resisting arrest.

A 16-year-old boy is being referred to juvenile authorities for charges of disorderly conduct and resisting arrest. A 14-year-old boy is also being referred to juvenile authorities for disorderly conduct and resisting arrest.

 

Driver Killed in I-41 Crash

FOND DU LAC, WI (WTAQ) - One person is dead following a three vehicle crash in Fond du Lac Tuesday morning.

Police say it happened in the northbound lanes of Interstate 41 just south of Johnson Street at 11:37 a.m.

One person was unable to be revived and died at the scene

One of the three vehicles involved was a semi-tractor trailer. That driver was not hurt.

Another vehicle, which was not directly involved in the crash, sustained minor damage due to flying debris.

The Wisconsin DOT announced that traffic was moving again just after 4 p.m.

Vehicles Shot Up in Manitowoc

MANITOWOC, WI (WTAQ) - Manitowoc police are investigating what they call a "concerning" pair of incidents.

Police were called to the 1500 block of S. 12th Street around 2 a.m. Tuesday.

A 17-year-old boy told officers his car had been shot at. Police determined that the car had been shot at 5 times; four bullets hit the back of the car and the fifth ricocheted off the roof.

This comes after another 17-year-old boy reported that his car was shot at several times in front of his home in the 1200 block of S. 24th Street early Monday morning.

"We don't believe that, obviously, the public is in any immediately danger where these aren't random acts," says Capt. Larry Zimney of the Manitowoc Police Department. "They appear to be targeted to the 17-year-old victims."

Zimney says the teens do know each other and luckily no one was hurt.

"One of the teens did indicate to us that he did owe a certain person a small amount of money," Zimney says. "Certainly not anything that would trigger this kind of response for not paying up, so to speak. We're looking into different things and verifying the stories of these individuals and take it from there."

This type of behavior, Zimney says, is very concerning to police as it presents a danger to the public.

Retrial Decision Date Set

FOND DU LAC, WI (WTAQ) - Fond du Lac County district attorney Eric Toney says after meeting with prosecutors and investigations, he wants to retry Dennis Brantner for the 1990 murder of Berit Beck.

"But we still have to have additional discussion with the Beck family, as well as review some information before a final decision is made," says Toney. "Then we also need to go through some court process as well before that decision can be made."

In Fond du Lac County court Tuesday, Judge Gary Sharpe held a status conference to discuss scheduling for the case. A motion hearing was scheduled for September 6.

Toney says it's only appropriate to bring the Beck family into the discussion.

"They're a wonderful family, they've been incredibly strong throughout this entire process and I think the world of them," Toney says. "We want to give them some time before we have those discussions in earnest."

The Beck family has been in constant contact with either the DA's office or law enforcement since last Wednesday when Judge Sharpe dismissed the jury.

HUNG FOR THE FIRST TIME

District Attorney Eric Toney says he's never had a hung jury before in his legal career.

"It's the first hung jury I have had," Toney says, dismissing any sort of sports reference to a tie game. "It's one of those things that happens and other attorneys in my office have had that happen from time to time. It's something we have to deal with and is outside of our control."

Toney had nothing but positive things to say about the 10 women and 2 men who struggled with reaching a verdict against the 62-year-old Brantner.

"We presented the evidence that was available to us and that we were allowed to present and I'm happy with the evidence we were able to present," says Toney. "The jury worked incredibly hard and I saw a great deal of emotion on so many of the jurors faces as they came into the courtroom at various times."

He wouldn't elaborate on what the Beck family was saying in the moments after the judge dismissed the jury.

"All I'll say is I did have an opportunity to speak with them after the jury was released," Toney says. "I think it's appropriate to keep those comments that we shared to myself."

Beck was traveling to Appleton for a work seminar from her home in Sturtevant when she disappeared.

Beck's van was found several days later in a Fond du Lac parking lot. Her body was later found in a ditch near Waupun about six weeks later.

 

Salmonella Kills NEW Zoo Otters

SUAMICO, WI (WTAQ) - Test results show that three otters who died at the NEW Zoo last month had a salmonella infection.

Dr. Tracey Gilbert, a veterinarian, tells our media partner FOX 11 that results from the Wisconsin Veterinary Diagnostic Lab confirmed the bacterial infection in the animals.

An adult female and 2 of her pups died. Two other pups born in the same litter in March survived after being treated with oral antibiotics.

Gilbert said the strain of salmonella involved was one that otters would typically survive after experiencing symptoms for a few days. However, the mother's body was under unusual stress as she was feeding the four pups, making her vulnerable to the infection. The strain is resistant to all but two types of antibiotics.

NEW Zoo Director Neil Anderson says the surviving otter pups are doing well and there is no sign of salmonella infection among any other animals at the zoo.


Rescue from Lake Winnebago

CALUMET COUNTY, WI (WTAQ) - Sheriff's officials in Calumet County say two men were rescued after their boat tipped over in Lake Winnebago Wednesday.

According to the department, the Brillion area men were fishing when their 14-foot aluminum boat tipped over around 9 a.m. Another fisherman help the men, ages 62 and 76, and took them to the east shore near Stockbridge Harbor.

A witness on shore called 911, bringing out sheriff's deputies and the county dive team to help the men onto land. An ambulance crew checked them out, but they did not appear to be injured.

Both men were wearing life jackets.

Mile of Music Performers Set

APPLETON, WI (WTAQ) - Next month's Mile of Music Festival will have the largest number of artists who will perform in the event's history.

More than 230 artists will perform live original music in downtown Appleton August 4-7 in downtown Appleton.

"We had 218 last year and that was the largest we've had to this point," said Dave Willems, co-founder of Mile of Music. "So for Mile 4, the number jumped up a little bit."

Al's Hamburger Shop Sold

GREEN BAY, WI (WTAQ) - A landmark downtown Green Bay restaurant has been sold.

According to a letter to customers from the Rank family, the last day they will operate Al's Hamburger Shop on Washington Street will be this coming Sunday.

Part of the letter reads, "Al's has been sold to a new family whom we are sure will love & cherish it as much as our family has for the past 82 years. While we know the sale was inevitable due to our parent's recent deaths, it is with great sadness but optimism that we hand the reigns over to somebody new."

 

Part of Webster Ave. Closing

ALLOUEZ, WI (WTAQ) - Officials with the Brown County Highway Department says part of Webster Avenue will close down later this month for construction.

Crews will be rebuilding the Webster Avenue bridge over the railroad tracks between Hastings Street and Kalb Avenue.

Built in 1952, it was a 128-foot-long steel girder bridge. New plans call for a 98-foot-long concrete girder bridge to be built in its place.

Brown County will cover $445,000 of the project, while the state of Wisconsin will pay the remaining $1.255 million.

Webster Avenue will be closed starting July 18. Traffic will be detoured to Allouez Avenue, Riverside Drive and Mason Street, although access to businesses will be maintained.

The project is scheduled to be complete at the end of October.

Ex-Car Dealership Investigated

BROWN COUNTY, WI (WTAQ) - The investigation into a former used car dealership is expanding.

The Brown County Sheriff's Department issued a statement Wednesday saying that they've enlisted the help of the FBI and federal prosecutors.

According to the sheriff's office, a court order shut down Standard Pre-Owned, 4060 Veterans Avenue in Suamico, back in May. Two months earlier, an investigation began with officials looking into financial records. The business was previously known as Backwoods Bargains.

Another Standard Pre-Owned location in Kaukauna, at 2930 Lawe Street, has also been shut down.

At the center of the investigation is a 33-year-old man.

Without specifying the nature of the suspected crimes, sheriff's officials say they've identified hundreds of victims in several states.

"We appreciate the public's patience and understanding that this massive investigation takes time to properly process," reads a statement provided by the sheriff's office.

Officials say those who believe they may be victims of fraud should file a report with law enforcement in either Suamico or Kaukauna, depending on where the fraud occurred.

Atty: Clinton Gives Credence to Adage

UNDATED (WTAQ) - In the wake of criminal charges not being filed against Hillary Clinton for her use of a private email server as Secretary of State, there is a feeling among some that the adage "laws are for little people" may be true.

"I think it really has brought to light what many have suspected has existed, especially in Washington D.C., that if you are part of the preferred class of people, then you are protected," says William McKinley, attorney with the Menn Law firm in Appleton and a political observer. "For many years it's kind of this insider politics where you pay to play."

McKinley says the key moment for this belief from the poor, downtrodden or even just non-politically influential came actually in the words of FBI director James Comey during his announcement Tuesday.

"To be clear, this is not to suggest that in similar circumstances, a person who engaged in this activity would face no consequences," Comey said. "To the contrary, those individuals are often subject to security or administrative sanctions. But that is not what we are deciding now."

"I think a lot of people who hear that would think 'why not?'," McKinley says. "If other people would get in trouble, and others have certainly, why wouldn't Hillary Clinton be in trouble here?"

All this comes, as McKinley points out, after the private jet meeting in Phoenix between U.S. Attorney General Loretta Lynch and the presumptive Democratic nominee's husband, former President Bill Clinton.

Then last weekend, Hillary Clinton was interviewed by the FBI. Now comes this decision not to recommend an indictment as Comey lays out all the ways Mrs. Clinton was wrong in her decision-making while working at the State Department.

"I think to the average person they're going to say this doesn't smell right," says McKinley. "It just doesn't pass the smell test."

POLITICAL IMPACT

McKinley, a frequent guest on WTAQ's Mike, Matt and the Morning News and the Jerry Bader Show, does think the cloud of preferential treatment will hang over Hillary Clinton's head.

"Simply because they don't support the notion of people being above the law, it's very un-American," McKinley explains. "Because of that, I could see individuals not voting for Hillary to avoid the possibility that in the future our country is going to become more and more of this kind of cartel where if you're in with the crowd, then you're exempt from prosecution."

A poll by RealClearPolitics, which demonstrates a list of various polls, Clinton averages a 55.4 unfavorable rating versus just a 39.7 favorable number.

However, her potential opponent isn't faring any better. The same poll from RealClearPolitics shows presumptive Republican nominee Donald Trump averages a 61.0 unfavorable rating against a 33.3 favorable number.

McKinley posits that the true impact of this not-so-peaceful, uneasy feeling lies with undecided voters.

"I think that's how this decision plays out, is how it affects those individuals who are on the fence. Does it sway them one way or the other," says McKinley. "I think it's going to cause people to be more pro-active about going out and voting for not-Hillary. It may not be for Trump, it may be for a Libertarian candidate or a Green candidate."

Libertarian candidate and former New Mexico Governor Gary Johnson is averaging 7.4 percent support in national polls, according to the RealClearPolitics average. Jill Stein, who's a Green Party candidate, is at 3.9 percent.

 

Firefighter Hurt After Truck Tips

LUXEMBURG, WI (WTAQ) - One firefighter was transported to the hospital when his fire truck tipped over en route to a fire in Montpelier, according to the Kewaunee Co. Sheriff's Department.

The Luxemburg truck was southbound on County AB at Jahnke Road, when the driver lost control and it left the roadway.

A 36-year-old Luxemburg man was the only person in the truck. He was taken to Aurora BayCare Medical Center. His injuries are unknown, said Sheriff Matt Joski.

The incident remains under investigation.

 


Oneida Tribe Sales Tax

BROWN COUNTY, WI (WTAQ) - A new sales tax for retailers operating on land owned by the Oneida Nation may be coming.

The idea was included on the agenda for the tribe's semi-annual General Tribal Council meeting. 

According to Brown County land records, Walmart, Sam's Club, Festival Foods and Home Depot are among major retailers who could be forced to add a new sales tax on top of Wisconsin's 5 percent sales tax.

"This is very, very early in the game," tribal spokesperson Bobbi Webster told FOX 11.

According to tribal documents, last July, tribal members voted on a referendum whether the tribe should supplant the state's 5 percent sales tax on tribal trust land. Tribal members voted 359 to 133 in favor of the tax.

The money would be dedicated to a trust fund for 'PerCapita distribution.'

"An interested tribal member had an initiative in his mind or her mind to go forth and ask the question," said Webster. "So they asked for it to be put on a referendum and they have the right to put the questions out as referendums."

Tribe documents show a tribal attorney wrote the tribe has the authority to impose a sales tax on non-Indian companies that operate retail businesses on the Tribe's trust lands. However, the attorney clarified the tax would have to be in addition to the state's tax.

The attorney also wrote those businesses would be placed at a competitive disadvantage to companies whose businesses are not located on tribal trust lands.

The attorney wrote the businesses would have the incentive to challenge the validity of the Tribe's sales tax, and may seek to terminate their leases.

"I think the General Tribal Council would want more information," said Webster. "They would want to know what is the impact, what would you forecast, the impact financially, socially, business development."

There is no word on how much the tax could be. Webster says it's too early in the process for that answer.

Before the meeting Wednesday, a tribal member told FOX 11 members were asked not to discuss the sales tax issue.

Ex-Banker Will Testify in Fraud Case

GREEN BAY, WI (WTAQ) - Federal court documents reveal that the banker accused of conspiring with a De Pere businessman to illegally funnel loans has agreed to plead guilty and will testify against Ron Van Den Heuvel.

FOX 11 reports that Paul Piikkila authorized a $240,000 loan while working at Horicon Bank for a former relative of Van Den Heuvel, which then was used by Van Den Heuvel to pay for personal expenses and other loans at different banks.

While prosecutors allege Piikkila helped arrange multiple loans after his bank instructed him not to, court documents indicate Piikkila has agreed to plead guilty for that specific transaction. Piikkila faces a maximum penalty of 5 years in prison and a $250,000 fine.

Part of the plea deal has Piikkila agreeing "to fully and completely cooperate with the government in its investigation of this and related matters, and to testify truthfully and completely before the grand jury and at any subsequent trials or proceedings." 

Both Piikkila's attorney and prosecutors will jointly recommend that his sentencing wait until after the other case is completed. 

Van Den Heuvel and his wife, Kelly, also face charges in the case. July 15 is when both are due back in court for a status conference. Ron Van Den Heuvel faces 13 counts, while Kelly faces 3.

Van Den Heuvel, who founded a company called Green Box, also faces state review for late loan repayments to the state.

Man Arrested in Overdose Death

APPLETON, WI (WTAQ) - Appleton police say a 30-year-old man has been arrested in connection with a drug overdose death last year.

Police were called to a home in the 1300 block of W. Wisconsin Avenue on October 31, 2015 for a medical call.

Officials say 33-year-old Jason Canaday was pronounced dead at the scene due to a methadone overdose.

Police say they're recommending a charge of first degree reckless homicide against the man in custody.

Neenah Boy Dies After Accident

NEENAH, WI (WTAQ) - A six-year-old boy who was hit by a vehicle driven by his father in Neenah last month has died.

Back on June 16, police say Yuvraj Singh was riding his bicycle alongside of his father's vehicle in the area of Campbell and Kraft streets. The father said they were talking. 

For unknown reasons at one point, the boy lost control of his bike and fell to the ground, colliding with the vehicle.

The boy was flown to Children's Hospital of Wisconsin.

LEDGEVIEW, WI (WTAQ) - Governor Scott Walker says there are a few reasons why he's going to speak at the Republican National Convention in Cleveland.

One of them is a promise he made during a Republican primary debate in August to support the likely presidential candidate whomever that was, even if it turned out to be Donald Trump.

"Not only am I going keep the commitment to the voters last August when I and other said that," Walker said following a tour of Gemini Plastics. "I think it is clear Donald Trump is a better bet than Hillary Clinton."

But the former presidential contender says there's more to his planned speech than that.

"We're going to focus, as I did four years ago, on the contrast between the major party candidate from one party and the other, and just overall what the difference is between the parties," says Walker.

Local Democrats, however, aren't buying into the party unity thing Walker is looking to sell.

"I don't think he's toeing the party line, I think he's all out for Governor Walker just like Trump is only out for himself," says Rich Langan, Vice Chair of the Democratic Party of Brown County. "Walker's looking maybe for a vice presidential spot, Walker's looking for maybe a cabinet spot, because I hope he knows that his future in Wisconsin is limited."

Governor Walker dismisses the idea that he's bucking a trend of big name Republicans skipping the party's annual convention because of Trump.

"A handful are, I still think you're going to see the vast majority of people who've gone to conventions in the past will still be at the convention," says Walker. "I think it's a lot more hype at the national media level than anything else."

Another issue that Governor Walker showed Thursday with the national media is the response to a tweet he sent earlier this week which read, "Last August, I said I'd support the GOP nominee. It's now clear who the RNC delegates will vote to nominate. And he is better than she is."

More specifically, that Walker didn't mention Donald Trump by name.

"That's a good example of more the national media picking at things," Walker says. "I think they overlooked the day before when I was in Platteville I said his name and I said Hillary Clinton's name. I said he is better than she is and a vote for anyone other than Donald Trump is a vote for Hillary Clinton."

Walker also brought up the fact that on Twitter, you only get 140 characters to say what you need to.

WALKER HELPING TRUMP?

Now that it appears Governor Walker will work with the GOP to get their presumptive nominee elected President, will Walker help Trump turn Wisconsin red come November? Langan says not so fast.

"I don't think he's gonna be very favorable in northeastern Wisconsin," said Langan. "And I think it only bolsters the reason why northeastern Wisconsiners shouldn't vote for either Trump or Walker."

Langan believes Walker's past election success upstate is just that, in the past.

"I think that Scott Walker has tipped his hand," Langan explains. "People know him, people are afraid of him, people don't like him anymore. And I think what happened during the recall, people didn't like the recall and a lot of Democrats didn't come out for that election."

The 2016 Republican National Convention will be held in Cleveland, Ohio at the Quicken Loans Arena July 18-21.
