Deputies in Shooting Back to Work

MARINETTE COUNTY, WI (WTAQ) - Manitowoc County Sheriff Jerry Sauve says three deputies who shot and killed a man last month are returning to work.

Back on June 15, deputies found 38-year-old Michael Rasmussen on Highway 141 in Pembine after getting an alert from Madison police that he was suicidal, a danger to authorities and heading from his home in Fitchburg to see family in the Northwoods.

Authorities attempted to negotiate with Rasmussen, but he threatened to shoot officers.

Eventually, officials say he stopped, got out of his vehicle with a gun, and ignored deputies' commands to drop his gun. 3 deputies then fatally shot him.

Sauve says the deputies' reinstatement comes after the state Department of Justice and Marinette County District Attorney Allen Brey finished their review of the incident.


More State Aid for Schools

MADISON, WI (Wisconsin Radio Network) - The state Department of Public Instruction says most Wisconsin school districts will benefit from an increase in state aid during the upcoming school year.

Estimates released by DPI Friday show general aid to schools is increasing by about $108 million, to a total of $4.6 billion. The agency says 61 percent of school districts will receive more aid, which amounts to 260 of the state’s 424 school districts.

While most schools are getting more money, aid across the board is also being cut by 1.4 percent to pay for 7,800 students enrolled in independent charter schools – at a cost of about $64 million.

The estimates also do not include any reductions in aid districts outside of Milwaukee may see from students who are attending private voucher schools.

MADISON, WI (Wisconsin Radio Network) - Nearly five years after it first started accepting applications, the Wisconsin Department of Justice is moving some of the process online.

Attorney General Brad Schimel announced Friday that residents will now be able to apply for and renew their permits using a new site set up by the agency.

Concealed carry permits issued by the state must be renewed every five years, with notices sent out 120 days before they expire. The state issued its first permit on November 1, 2011 and passed the 300,000 permit mark in March of this year.

“Hundreds of thousands of Wisconsinites hold a concealed carry license, making our state a safer place to live, work, and raise a family,” Schimel said.

The DOJ expects to send about 160,000 renewal notices over the next year. Permit holders should not apply for renewal until they receive a notice, which will include a unique ID number and instructions.

The new system will also allow users to update their personal information, request a replacement license, and to check on the status of their application.

GB Bridges Getting Upgrades

GREEN BAY, WI (WTAQ) - The Wisconsin Department of Transportation says all three lift bridges in downtown Green Bay will be getting some upgrades.

The Mason Street bridge will get upgrades to its electrical and mechanical systems, repairs to the bridge tender house, concrete surface improvements to girders and piers. All signs will also be replaced as part of the $1.75 million project.

Officials say the bridge will remain open to traffic, but the outside lanes will be closed at times while crews work on sidewalks. Some overnight lane closures are also expected when materials and equipment and removed or delivered; work is done on the expansion joints; and equipment is tested.

Work is scheduled to begin July 11 and last until April.

Meanwhile, the DOT also says the Mason Street bridge as well as the bridges on Walnut and Main/Dousman streets will have their software, closed-circuit TV and public address systems upgraded. Equipment will also be installed to allow for remote operation of the bridges in the future.

TSA Pre-Check at Austin Straubel

ASHWAUBENON, WI (WTAQ) - Austin Straubel International Airport will host TSA pre-check sessions later this month.

Those who successfully complete the screening from the Transportation Security Administration will be allowed to leave on their shoes, light outerwear and belt, keep their laptop in its case and keep 3-1-1 compliant liquids/gels in a carry-on bag when flying.

Applicants are required to verify their citizenship and immigration status, and provide fingerprints. Application costs $85.

Walk-ins are welcome, but the TSA encourages applicants to pre-enroll online.

Hours at Austin Straubel are 10 a.m.-7 p.m. Monday-Wednesday and 7 a.m.-3 p.m. on Thursday and Friday.

A similar pre-check screening was held in May at Appleton International Airport in Greenville.

LU Hires VP for Diversity

APPLETON, WI (WTAQ) - Lawrence University is set to welcome a new vice president for diversity and inclusion.

Kimberly Barrett, who's currently the vice president for multicultural affairs and community engagement at Wright State University in Dayton, Ohio, will take over her new role in Appleton on August 22.

"Having attended a small, private liberal arts school myself as an undergraduate, I've always had a sense of loyalty and commitment to providing a liberal education to students," said Barrett. "I think that's the type of education that prepares students best for the ambiguity and opportunities that exist in the ever-changing, very diverse global society in which we live."

Barrett will work with faculty, staff, students, alumni and external constituents to advance Lawrence's commitment to diversity and inclusion. She will be responsible for developing programs and campus/community-wide initiatives to cultivate a more inclusive campus culture as well as enhancing the diversity of the faculty, faculty development and affirming the importance of diversity in educational programs.

Barrett says Lawrence University's mission was among the reasons she was interested in the position.

"Being able to pursue my passion that is diversity and social justice work at a school like Lawrence that is dedicated to those principles just seemed like an ideal situation," Barrett said.

Barrett previously spent five years (2003-08) as associate vice chancellor of student development and diversity at UW-Eau Claire. Her son, Terrance, is a UW-Parkside graduate and lives in Madison. Barrett's husband, Terry Barrett, is an emeritus professor of psychology at Murray State in Kentucky.

Police Save Suicidal Man

GREEN BAY, WI (WTAQ) - Police were able to talk a suicidal man down off of the Leo Frigo Bridge Saturday.

Green Bay police say they responded to a report that a suicidal man parked his vehicle at the top of the bridge around 12:45 p.m.

The 45-year-old man was sitting on the side barrier of the bridge when officers arrived. Police shut down traffic in both directions during negotiations with the man.

The man told police he had a knife and had taken several pills.

After about 25 minutes, police got the man off the ledge and he was taken to a local hospital.

Both northbound and southbound lanes were shut down for about 40 minutes.

Standoff Ends in Appleton

APPLETON, WI (WTAQ) - A standoff in Appleton ends peacefully with one man being arrested early Sunday.

Police were called to a home in the 1200 block of E. Sylvan Avenue for a disturbance around 2:30 a.m. Officials say a man was threatening police.

The family inside the home, along with neighbors, was evacuated safely.

A SWAT team was called in about an hour later.

The man was taken into custody without incident just before 7 a.m.

More information is expected to be released later Sunday.

Parts of E. Sylvan Avenue remain closed as the investigation continues.


DA 'Would Like' to Retry Brantner

FOND DU LAC, WI (WTAQ) - The Kenosha man charged in the 1990 killing of Berit Beck may face a re-trial.

That's the goal of Fond du Lac County District Attorney Eric Toney. WTAQ has learned that Toney and his team "would like" to retry Dennis Brantner.

Last week, a jury could not reach a verdict in the trial of Brantner, who's 62, for first-degree murder. Despite repeated attempts by Judge Gary Sharpe to have the jury reconsider, he ultimately discharged the 10 women and 2 men.

Beck was traveling to Appleton for a work seminar from her home in Sturtevant when she disappeared.

Beck's van was found several days later in a Fond du Lac parking lot. Her body was later found in a ditch near Waupun about six weeks later.

Unclaimed Property Returned

UNDATED, WI (WTAQ) - If you get a letter in the mail from the Wisconsin Department of Revenue, don't panic, it could be a good thing.

The department is celebrating its 1 year anniversary of its unclaimed property matching program.

Communications Director Stephanie Marquis explains how the program works.

"We use our tax records to proactively find property owners who maybe don't even know that they have outstanding property in the state."

Marquis says the program has been highly successful.

"Last year we returned more that $38 million in unclaimed property and this year so far, we're already giving $13 million through our matching program."

Unclaimed property includes funds from savings or checking accounts, uncashed dividends, insurance policies, or other accounts that the owner may have forgotten.

Fire Over the Fox Today

GREEN BAY, WI (WTAQ) - The annual Festival Foods Fire Over the Fox event begins Monday afternoon.

The opening will be at 1 p.m. on the Brown County Courthouse lawn with a Liberty Bell Ringing and Veterans Salute.

The celebration continues with live music and entertainment on 7 stages located in Leicht Memorial Park and along both sides of the Fox River.

The Neville Public Museum will be open until 6 p.m., featuring the secrets of the people and the fort that brought America to Green Bay at their newest exhibit, "Life and Death at Fort Howard."

Starting at 3 p.m., the Fox River will boast more than just fireworks with the Waterboard Warriors waterski show. The hour-long show, between Main Street and Walnut Street, will feature exciting acts of human pyramids, waterski jumps and synchronized ballet.

It will conclude with the Festival Foods Fireworks show starting at 9:45 p.m. Preferred seating area tickets can be purchased for $10 at area Festival Foods stores, Bosse's News on Cherry Street, and Ticket Star by calling (800) 895-0071.

The preferred seating area includes folding chairs, bathroom facilities, a bar area and an amazing view. It's located at Leicht Memorial Park along the paved area next to the Fox River.

A collection will also be held to support Ben's Wish. You can bring non-perishable food items which will be donated to local food pantries. Collection points will be on the east and west sides of the Ray Nitschke Bridge.

If you plan to attend, officials say you're not allowed to bring the following items:

  • Large Carry-Ins or Coolers
  • Pets
  • Drones

Missing Student's Body Found

UNDATED, WI (WTAQ) - The body of a missing University of Wisconsin student has been found in the Tiber River, just shortly after arriving in Italy for an exchange program.

According to university officials, 19-year-old Beau Solomon was last seen in a bar with some friends early Friday morning. 

"We express our most heartfelt condolences to the Solomon family and to all those who loved Beau," said a statement from the John Cabot University, which is based in Rome.

Beau Solomon's brother, Cole Solomon, told the Milwaukee Journal Sentinel on Monday that investigators are treating the incident as a murder. He said his brother's body was found with a head wound and blood on his shirt.

He added that thousands of dollars were charged to Beau Solomon's credit card after his disappearance.

Solomon's family was in Italy and John Cabot University was in contact with Italian authorities, the U.S. Embassy and his U.S. college, its President Franco Pavoncello told The Associated Press.

The Italian news agency ANSA said two people claimed to have seen a man throw a person into the Tiber the night Solomon disappeared. Later ANSA said the witnesses were two Italians.

Sky TG24 TV reports the witnesses seeing someone pushed into the area on the Tiber near Garibaldi Bridge. That bridge is heavily trafficked, and in that area of the Tiber's banks, an annual summer fair features artisans selling wares and booths offering food is currently drawing big crowds nightly.

 

Barn Fire in Suamico

SUAMICO, WI (WTAQ) - Crews battle a barn fire on Brown Road in Suamico Monday morning.

Fire officials say there were a few minor explosions.

No animals or people were inside but authorities say there were a lot of vehicles in the building.

The cause of the fire is not known at this time as the investigation continues.

 

Saatio Escapes, Caught for 3rd Time

SANTA ROSA COUNTY, FL (WTAQ) - For the third time, John Wesley Saatio managed to escape from police custody.

And for the third time, Saatio has been recaptured. 

The Santa Rosa County Sheriff's Office says Saatio escaped from a private inmate transportation van Saturday evening in Florida.

According to employees with the transportation company, they had stopped at a rest stop for a bathroom break. When they took a head count, one person was missing. Employees told deputies they found shackles and handcuffs near the restroom.

WEAR-TV reports that around 7 p.m. Sunday, a witness called the Santa Rosa County Sheriff's Department saying they saw a suspicious person walking in a wooded area. Based upon the description provided, cops believed it was Saatio.

Authorities arrived and later deployed a K-9 unit. Law enforcement located Saatio about 4 hours after the search began and apprehended him without incident.

When Saatio was searched authorities found two makeshift handcuff keys in his socks. He was taken to the Santa Rosa County Jail where he remains under close watch. Charges will include escape and possession of a handcuff key. Additional charges are pending at this time.

Saatio initially escaped from the Houghton County Jail in Upper Michigan on June 19, 2015 while being returned from a court hearing. The registered sex offender is charged with home invasion, destruction of police property and a probation violation.

Saatio was spotted in Green Bay the next day, along with a possible sighting near Suamico. He was apprehended earlier this summer in Costa Rica, but managed to escape from an immigration detention center for 48 hours before being recaptured.

Shots Fired in Manitowoc

MANITOWOC, WI (WTAQ) - A report of shots fired is under investigation in Manitowoc.

Police say a 17-year-old boy reported that his 2004 Dodge Neon had been shot at several times early Monday in front of his home in the 1200 block of S. 24th Street.

Officials found 3 bullet holes in the passenger side door. A fourth bullet appears to have struck the lawn of the residence.

The teen told officers he heard what appeared to be gunshots around 2:30 a.m.

No one was injured, and this serious incident is still under investigation.

Watch for Viral Infection

GREEN BAY, WI (WTAQ) - Doctors want parents to be aware of a viral infection going around this time of year.

Hand, Foot and Mouth Disease usually affects small children under the age of three.

Dr. Lindsay Deuster pediatrician at the Prevea East Mason Health Center explains some of the symptoms.

"The mouth sores might cause some discomfort or pain. Later in the illness, usually after two to three days, then we'll see the rash, typically on the hands and feet."

If you're child has the infection, it's important to keep them comfortable.

"Things like Tylenol and ibuprofen can help. Cool drinks or popsicles can help with comfort as well. The rash usually isn't very bothersome, so usually that piece of it doesn't require any treatment," says Deuster.

Deuster says to wash your hands frequently, avoid sharing drinks and utensils to help prevent the spread of the infection.

Time to Book Sports Physicals

GREEN BAY, WI (WTAQ) - Summer vacation will be winding down before you know it and if you're a parent, one thing you should have on your "to-do" list, is booking your child's sports physical.

Dr. Jeremy Metzler, Sports and Family Medicine physician at Prevea Health, says you should not wait and book your appointment now.

"As part of the annual checkup, they can definitely do a sports physical or they can come into one of our clinics and have a sports physical done as well."

Metzler says part of the examination process will be filling out a page of health history questions among other things.

"We look at all their joints and muscle strength and make sure not one side of their body is stronger than the other. We definitely listen to the heart and lungs to make sure there's nothing abnormal going on there."

The WIAA requires a sports physical every two years.

Metzler says they typically see a student before their freshman year and then just before their junior year.

Fatal Dodge County Crash

DODGE COUNTY, WI ( WTAQ) - One person is dead and two others are injured after a crash in Dodge County.

It happened around 5:30 p.m. Monday on Highway 33 in Fox Lake.

Investigators say their preliminary investigation shows one vehicle was traveling west bound on State Highway 33.

A second vehicle was traveling east bound on State Highway 33, when the vehicles collided.

The driver of one vehicle was killed in the crash.

The driver of the other vehicle suffered life-threatening injuries and was flown to a Madison hospital.

A passenger in that vehicle was taken to a Beaver Dam hospital with non-life threatening injuries.

Missing Walworth County Woman

WALWORTH CO., WI (WTAQ) - A silver alert has been issued for 81-year-old Laurel Herich from Walworth County.

She was last seen around five Tuesday morning in Washington County.

Officials say she had stopped at a gas station to ask for directions, but left before officers arrived.

She is about 5'7" and weighs about 155 pounds.

She was wearing black pants, a short sleeve olive green shirt with a design, and a navy blue jacket with light blue cuffs

She was also driving a silver 2004 Chevy Malibu with the license plate number: 334NWR

Zippin Pippin has 4 Code Violations

GREEN BAY, WI (WTAQ) - Four code violations were found during an investigation into a crash on the Zippin Pippin roller coaster.

That's according to a state inspectors' report about the June 20 crash of one train car into another which injured 3 people. However, the report doesn't indicate a cause for the crash.

Four violations were found, according to the two-page report obtained by FOX 11.

"Operator training records for this ride were not available at this inspection. The only training records available were for Evacuation Training for two of the four personnel on duty at this location."

The city was ordered to provide appropriate training and maintain the records properly.

"This ride requires a ride operator/driver in the enclosed operator station and a Dispatch/Loading Attendant working together to send the coaster train on its path. The Zippin Pippin Operations Manual, Page 26, requires the Dispatch/Loading Attendant to remain at their station, manning the Emergency Stop while the ride is in motion. The Dispatch/Loading Attendant was sitting on an empty train car when the loaded train entered the station and struck the empty car."

The city was instructed to properly train ride staff to stay at their station.

"The 9th brake sensor has become loose and shows scrapes from brake fins having impacted it."

The city was ordered to secure the sensor.

"At approximately 12:45pm on Monday, 20 June 2016, the Zippin Pippin Coaster, train 2 did not stop as designed at the loading platform and impacted empty train 1.

Corrective Actions Ordered:

1. The owner shall determine why train 2 impacted train  

2. The owner shall have the train cars damaged in this incident recertified by the manufacturer before placing the coaster in service.

3. The owner shall perform a load test prior to opening to the public; the department shall be notified in advance of this test and will observe it."

State inspectors plan to return to Green Bay later this week, according to a spokesman.

Mayor Jim Schmitt's office released a statement acknowledging the report Tuesday.

"While there are some minor corrections the city needs to address, the cause of the Zippin Pippin incident is still under investigation," read the statement. "We hope to have final findings and full certification by next week."
