Water Line Break at Bay Port H.S.

HOWARD, WI (WTAQ) - Summer is a great time to play in the water, but it was anything but fun for officials at Bay Port High School Thursday morning.

"At 6 a.m. when our facilities staff arrived, there had been a water line break near the water softeners back in a utility area," says Brian Nicol, Communications and Development Coordinator at the Howard-Suamico School District. "It affected 3 areas primarily, the central commons area, the kitchen and the performing arts center."

Nicol says the quick action and response kept water damage to a minimum, and only forced school officials to move a couple of classes Thursday. 

"They're still assessing damage at this point," Nicol says. "Some of the areas that were affected were carpeted, so that would be most likely the type of damage at this point."

No word yet on what may have caused the break or a dollar amount for the damage.

Summer school classes will go on as normal at 8 a.m. Friday. 


Appleton Fire Victims ID'ed

APPLETON, WI (WTAQ) - Appleton police are releasing more information about the victims involved a fire at a halfway house on Division Street Wednesday morning

The fire claimed the life of a 24-year-old resident who police identified as Milo G. Huempfner of Green Bay. Investigators say they're awaiting autopsy and toxicology results to determine the cause of death.

A man taken to the hospital for smoke inhalation was identified as a 55-year-old Appleton man, who is an employee of the group home. He was treated and released from the hospital later Wednesday.

"He came from one of the other nearby residences, went into the residence that was on fire to see if he could locate anyone and make sure everyone was out," says Sgt. Dave Lund of the Appleton Police Department. "It was during that time that he was overcome by smoke."

The 911 call was made at 6:12 a.m. Wednesday by an overnight employee of the house. 

Investigators say that all of the individuals and employees at the home have been accounted for. The damage is estimated to be $10,000.

Authorities have not said what sparked the fire or even where it originated in the house. 

Family Night Tickets On Sale Monday

GREEN BAY, WI (WTAQ) - Tickets will go on sale for the annual Packers Family Night starting on Monday.

Tickets will be available in-person at the Packers' ticket office at Lambeau Field, Ticketmaster locations across Wisconsin, by phone at (800) 745-3000 or online starting at 10 a.m.

There is a limit of 10 tickets per purchase on the first day of sales. Tickets are $10 each and are required for admittance regardless of age.

Packers Family Night, presented by Bellin Health, is fans' first chance to see the 2016 Packers team take to Lambeau Field. The full practice will feature 11-on-11 sessions that include live contact.

A full night of family-friendly activities is also planned, including the Chili's "Jerseys off Our Backs" promotion in which jerseys worn by players in the practice will be given away in a random drawing; the Pick 'n Save Family Night Picnic and the spectacular Pick 'n Save Fireworks Show to conclude the event.

Parking is $5 with net proceeds benefiting the Wendy's Wonderful Kids program.

In case of bad weather, no refunds will be issued unless all in-stadium activities are canceled.

Infants Left In Hot Car

GREEN BAY, WI (WTAQ) - Police say they are referring child neglect charges against a Green Bay woman who allegedly left two infants unattended in a vehicle Thursday.

Police say they were dispatched to the parking lot at Bethesda Thrift Shop on Military Avenue at 11:25 a.m.

Upon officers' arrival, the windows were up and the vehicle was not running.

The 1-year-old and 18-month-old infants were taken out of the vehicle and emergency crews checked them over.

Police say the infants' 51-year-old grandmother went to Bethesda Thrift Shop with five grandchildren but left the two youngest in the vehicle.

Child Protection was called to the scene and turned over all children to the woman's daughter.

Night Out Against Crime

FOX CROSSING, WI (WTAQ) - It was teaching safety with some fun mixed in.

Thursday night was the 13th annual "Summer Safety Night" for the Town of Menasha and Fox Crossing.

People were able to go through anti-crime programs.

The event is meant to help bring the community together, which Officer Jason Weber says is important in keeping the area safe.

"You know, in order to keep an area relatively safe and crime free, it really takes a community to do that. You know, we as a police department can't do that on our own, the citizens can't do it on their own, even the businesses, it really takes all of us to come together"

Attendees were also given free bike helmets, which were provided by Neuroscience Group.

Extreme Makeover For Oshkosh Riverfront

OSHKOSH, WI (WTAQ) - A new plan to renovate part of the land in downtown Oshkosh was approved by the city's plan commission earlier this week.

Big plans are in the works for the 27 acre piece of unoccupied land in Downtown Oshkosh, right along the Fox River.

Grant Schwab is one of the developers of what's being called the "Morgan District".

"It's gonna be a catalyst to the whole downtown redevelopment. Neighborhoods around will start to improve, it'll drive people into the downtown and make downtown more of a destination."

Developers for the new district say the plan is to build hundreds of residences, new office and retail space, and a grocery store.

Darryn Burich is Planning Director with the City of Oshkosh

"You're taking a site that is in a vacant industrial position, and you're going to be adding some life to the site, and adding a grocery store. I think everyone is enthused about that."

The project is expected to cost 55 million dollars, and the city of Oshkosh plans to kick in 38 million through future tax revenue.

If the project is approved by the common council and joint review board, the developers hope to get started on construction right away.

Contaminated Water Draws A Crowd

LUXEMBURG, WI (WTAQ) - Concern over groundwater contamination drew people together Thursday night for a meeting in Kewaunee County.

Tests over the past few years have consistently showed contamination in about one third of private wells.

Patrick Weidner lives in Euren.

"Everybody around, they've had trouble, nitrates, bacteria, coliform. I'm interested in seeing what's going to happen."

About a year ago, concerned residents, farmers, DNR, EPA, and local officials started meeting to address the groundwater issues. They all helped put together the 64-page Kewaunee County groundwater workgroup report.

The report includes dozens of recommendations separated into short-term solutions, compliance, sensitive areas or best management practices, and communications.

While those are the most important recommendations for the EPA, they also could be the toughest recommendations to gain compliance.

Some of the recommendations will require changes to state law, more funding, or voluntary action.

"I agree with almost everything they have here. A lot of us farmers are already doing some of these things and I think if we can get everybody to go in that direction, it's going to have a positive impact."

Everyone involved acknowledges the changes will take time, but starting these conversations is a step in the right direction.

Manitowoc Co. Doc Faces Prison

MANITOWOC, WI (WTAQ) - A federal grand jury has indicted a former Manitowoc County doctor on charges that he illegally distributed prescription drugs.

Metro Drug Unit Lieutenant Dave Remiker says Charles Szyman was most recently employed by Holy Family Memorial Hospital in Manitowoc.

"On Tuesday there was a grand jury indictment, 19 felony counts. Basically illegal distribution. and those 19 counts are related to our joint investigation with Manitowoc County Metro Dug Unit and DEA."

The investigation began back in 2013, based on reports about the doctor's prescribing practices.

"It was all based on information and reports that we were getting from several individuals about the prescribing practices of Dr. Szyman. So we looked into it and it was a long process with a lot of medical records, a lot of interviews."

The indictment alleges he overprescribed a long list of narcotics from the hospital, and outside of his practice.

Szyman will be arraigned in federal court in Green Bay next week. His medical license was suspended last October.


Algoma Marina, Beach Remain Closed

ALGOMA, WI (WTAQ) - A day after fire sank four boats and damaged several others at the marina in Algoma, police caution tape is seen preventing the public from using the marina and Crescent Beach.

Small boats are being told to launch elsewhere along the Ahnapee River, while larger boats are being diverted to the Kewaunee marina, according to Algoma City Administrator Jeff Wiswell.

Wiswell told FOX 11 that one sunken boat has been pulled from the water and the remaining 3 are expected to be pulled out by Saturday.

Meanwhile, the city also put up closure flags at the beach on Thursday to warn swimmers. It's being called a precautionary move.

"The effects of swimming in potentially contaminated water could be a skin irritation much like a sunburn," parks director Sara Robertson said in a news release. "If we deem the water to be safe (Friday) after checking for the presence of a sheen on the water, then we will remove the red flags and put the green flags back up."

Algoma police and Kewaunee County sheriff's deputies remain on scene as the investigation into the fire continues.

Cops Looking For Bad Check Man

GREEN BAY, WI (WTAQ) - Police are looking for a man they think used a fake check at a local business.

Police say Andrew J. Adams, 46, went to a business on the east side of Green Bay, bought $1,300 worth of merchandise and paid for it using a fraudulent check.

Police say Adams is also suspected in southern Wisconsin of writing fake checks from Wells Fargo as well as a fictional People's State Bank.

Adams is also wanted on a warrant from the state Department of Corrections.

Adams is described as 6-feet tall and 200 pounds. He has scars on his left hand and forearm.

He was last seen driving a light green 2006 Honda Element SUV, with Wisconsin license plate number 534-RYY.

Police think Adams might be staying at motels in the Green Bay and Fox Valley areas, and may be traveling to and from the Madison area.

Police say anyone who sees Adams should not accept any form of payment from him. Instead, call local law enforcement.

Anonymous tips may also be left with Crime Stoppers by sending a text message with the keyword GBTIP to 274637.

Cayer Charged in Hobart Killings

GREEN BAY, WI (WTAQ) - Formal charges have been filed against a man accused of killing his ex-girlfriend and her mom in Hobart.

26-year-old Jacob Cayer is facing two counts of first-degree intentional homicide, one count of attempted homicide, one count of burglary and 2 bail jumping counts.

Cayer appeared in Brown County Circuit Court on Friday. 

According to the criminal complaint, Cayer repeated stabbed 25-year-old Sabrina Teague and her mother, 63-year-old Heesun "Sunny" Teague to death. He's also accused of stabbing another man, who survived, inside a house earlier this month.

GREEN BAY, WI (WTAQ) - It was another record setting year financially for the Green Bay Packers.

The team released its annual financial report Friday, showing the Packers set new all-time records for total revenue, net income and profit from operations.

Packers President and CEO Mark Murphy says there are two factors he thinks of as to why they raked in more green.

"The continued success has been helpful for us," Murphy said to the media Friday. "As well as the popularity of, not only the Packers, but of the league."

The Packers in 2016 reported making $408.7 million in total revenue, comprised of $222.6 million in national revenue and $186.2 million in local revenue. That's up 8.4 percent from their adjusted 2015 numbers.

Total expenses for 2016 is listed at $333.7 million, down 1.2 percent from the year prior, leaving an operational profit of $75 million. That number is up 35.7 percent from 2015. Overall net income is listed as $48.9 million, up 67.8 percent from the $29.2 million last year.

"What's kind of been remarkable is the (Lambeau) tours have really been doing well," Murphy said, explaining the boom in the so-called Atrium businesses over the last year. "This past fiscal year we set a record with 175,000 people taking tours."

Team officials explained that the adjusted 2015 financial numbers represented a change in how the Packers decided to report visiting team share.

Looking ahead, Murphy says investing in the local community is something the Packers take seriously. One of those examples is the Titletown District, which will open next summer.

"I think what we're doing in Titletown could be the most impactful thing we've done since the major renovation was done in 2003," said Murphy.

Murphy added that next year, with a number of key players' contracts expiring, the Packers anticipate an increase in player cost.

Walker Speaks to Vets

GREEN BAY, WI (WTAQ) - Governor Walker making a stop in Green Bay Friday afternoon talking about everything from veteran's services to Britain's decision to leave the E-U.

Wisconsin's leader spoke at the AMVETS State Convention reiterating the importance of caring for our veterans.

"We're not going to rest, particularly those returning home from deployment recently is able to find a job and career they see fit upon their return home."

Walker says last year Wisconsin had one of the lowest unemployment rates for veterans in the country with an average of 3.6%.

The governor also spoke out on the historic decision of Britain leaving the European Union.

He says they are still going to be a key trading partner.

"We will still have a trading relationship with them regardless of whether they're in the E-U or not."

He says the U-K is one of our top trading partners along with Canada and Mexico.

Stealing Flowers in Appleton

APPLETON, WI (WTAQ) - Officials in Appleton want to know who's been stealing flowers from the planters in City Park.

The city's Department of Public Works says, so far, about 75 plants worth around $500 have been dug up

Initially, city workers replanted those that were stolen. But then the replacements disappeared, so the replanting stopped. Now, visitors to City Park see a sign next to the flower beds explaining the missing flowers and asking anyone with information to call Appleton police.

"At this point, we kind of missed the window of planting annuals. And we were halfway through the season," says Mike Michlig, the City of Appleton Forester. "We'll maintain these, keep watering them, keep them looking as good as we can."

The park does not have surveillance cameras, but officials are considering installing a trail camera to catch the flower thieves.

Anyone with information is asked to call the Appleton Police Department at (920) 832-5500.

Authorities say if someone does get caught, they could face theft charges.

GREEN BAY, WI (WTAQ) - Authorities in Green Bay say a woman who was the subject of a Silver Alert Saturday has been located.

Karen L. Moore has been found safe.

Authorities have issued a Silver Alert for a Green Bay woman who walked away from her residential facility.

65-year-old Karen L. Moore was last seen Saturday at 6:15 p.m. when police say she walked off from her home on Finger Road.

Moore's 5'2", 106 pounds and may have gotten on a city bus. She frequents the East Town Mall and a Dollar Tree store.

A Silver Alert is issued when a person who has gone missing is believed to have dementia or some other cognitive impairment.

Anyone who has seen Moore and has any information is asked to call Green Bay Police at (920) 448-3205.


Body of Missing Teen Found

CLINTONVILLE, WI (WTAQ) - Clintonville police say the body of a missing teen was found Saturday morning.

Officials say 16-year-old Austin Arnold was discovered in a wooded area on the north edge of the city around 11:14 a.m. 

Arnold was reported missing on Wednesday at 12:30 p.m. after he was last seen by his parents over 24 hours earlier.

Officers say they conducted searches of areas where his cell phone was last pinged.

The department also sent condolences to Arnold's family.

Motorcyclist Injured in Crash

CECIL, WI (WTAQ) - A minivan versus motorcycle crash sends the biker to the hospital on Friday.

According to the Shawano County Sheriff's Office, it happened at the intersection of Freeborn Street and Highway 22 in Cecil around 11:45 a.m.

The driver of the minivan failed to yield the right-of-way to the motorcyclist heading south on Highway 22, officials say.

The motorcyclist was wearing a helmet and the crash remains under investigation.

Tornado Warnings In The Night

GREEN BAY, WI (WTAQ) - Pre-dawn storms Sunday morning has the National Weather Service office in Ashwaubenon issuing a tornado warning for Brown and Outagamie County a little after 3 a. m..

Sirens going off and people told to seek shelter immediately.

Tom Helman is a NWS meteorologist.

"we started off with warnings and we started to see some signatures of a radar indicated possible tornado"

He says there was reported damage in the Bear Creek and Seymour area of Outagamie County, but no tornado confirmation.

The storm, which contained lots of rain, thunder and lightning, lost a little of its punch by the time it made it through Brown County and the warning was canceled.

Helman says the nighttime situations can be tricky for warnings and following the path of a tornado since there's not much a spotter can report in the dark.

"overnights can be tough because it's dark out, people are in bed. it's hard to get that information out in a timely manner...so we have to rely more on radar"

The stormy weather also has the folks at Wisconsin Public Service ready to go when it comes to power outages.

Lisa Prunty is with WPS.and says the prep work started Saturday afternoon.

"watching the weather as it hit, and we start to evaluate those heavy hit areas"

Power outages in Brown and Outagamie County kept to a minimum.

But thousands were in the dark for parts of the northwoods and north central Wisconsin.

Bicyclist Hit by Jeep

MANITOWOC, WI (WTAQ) - Police are investigating an overnight accident between a bicycle and a jeep in Manitowoc.

It happened on N. Rapids Road, south of Michigan Avenue, around 3:45 a.m. Sunday.

Officers say a Manitowoc man was riding his bike when he was hit by another Manitowoc man driving the jeep. The driver of the vehicle was cited for failure to yield the right of way.

The man on the bike suffered a broken ankle and some cuts. The three wheel bike has significant damage.

Grand Chute Fire Sunday

GRAND CHUTE, WI (WTAQ) - A fire Sunday morning has damaged a storage unit in the Town of Grand Chute.

Crews responded just after 6 a.m. to 1760 Prospect Court for the fire. Officials say the storage unit is mainly for mobile homes and campers.

Firefighters from several agencies were able to get the flames under control around 7 a.m.

No word yet on injuries, damage estimate or what may have sparked the blaze.
