Dog Attack Under Investigation

GREEN BAY, WI (WTAQ) - Green Bay police continue to investigate after two dogs attacked a mom and her 15-month-old son Monday.

Police officers responded to the 1100 block of Reber Street after a mother was walking with her child in a stroller. Two pit bulls then attacked the pair.

"Investigators are going to speak with the dog owner, witnesses, all the neighbors who saw this occur to try and understand where the dogs came from and how the dogs were let out of the house," says Capt. Kevin Warych of the Green Bay Police Department.

Warych confirms that the dog's owner has pointed to someone she believes let them out.

"She has provided information to investigators, but I can't release that information just in the mere fact we have to interview that person to determine that person's involvement," Warych says. "As of right now it's just another name in the police report that we have to question that person's involvement."

Officers said a neighbor jumped in to help, and added it could have been much worse had he not intervened. The toddler is recovering from serious, but non-life-threatening injuries at a Milwaukee hospital.

"Obviously the key focus is how those dogs got out from their house and animals running at large is against a city ordinance and the investigation will determine if it's a municipal forfeiture or criminal charge based on the incident," adds Warych.


ACT 10...Still A Hot Topic

MADISON, WI (WTAQ) - A conservative organization has released a new study on Act 10 and its effects on teachers in Wisconsin.

The Wisconsin Institute for Law and Liberty looked at the effects of Act 10 five years after it became law.

WILL vice president of policy CJ Szafir....

“We heard that Act 10 would gut the public school system and bring in all these inexperienced teachersWe concluded for a variety of factors for the education workforce that Act 10 did not cause the education workforce to change significantly.”

The WILL study found that while teacher salaries have declined since Act 10 was implemented, it’s not clear if that was solely due to Act 10.

The signature legislation of Governor Scott Walker’s first term reduced union rights for most public employees, including teachers.

Wisconsin Education Association Council President Betsy Kippers fired off a statement.

“This so-called report is mere propaganda bought and paid for by the same groups that pushed nearly $1 billion in cuts to our neighborhood public schools over the past five years. Clearly the authors of this report are more concerned with fixing the numbers to create a virtual reality than they are about our students — and they certainly haven’t spent any time in public schools to see reality for themselves.”

More Fox River Development

ASHWAUBENON, WI (WTAQ) - Another housing developer is looking to capitalize on prime river-front land.

Manseau Flats, a 78-unit high-end apartment complex is being proposed for Marina Circle in Ashwaubenon, which is just north of Highway 172.

Mike Aubinger is the Ashwaubenon Village President.

"We're trying to reclaim that area as much as possible to use it for living and working and doing other things"

With a price-tag of $8 million dollars, Manseau Flats would be a mix of one and two bedroom units. The average rent would be about $1,300 a month.

Ryan Bedford is with Bedford Development.

"We've looked at, and looked at, and looked at it for the last couple years and we finally decided the rents were going in the right direction and we should pull the trigger"

Bedford Development wants to break ground on the project in April. That would be just a few months after another high-end apartment project is expected to be ready.

The $20 million Metreau Apartments in downtown Green Bay plans to be ready for its first tenants in November.

The goal is for Manseau Flats to be rent ready in late spring or early summer of 2018.

The project still needs village board approval.

No Plans To Run

HOWARD, WI (WTAQ) - His name has been mentioned in the discussion about a possible challenge to Donald Trump for the Republican party's presidential nomination....but Wisconsin Governor Scott Walker isn't pushing the idea.

Walker was in Howard this week for a meeting with constituents.

A report in the Green Bay Press-Gazette says while Walker's name is being mentioned on cable news, the Governor isn't taking the bait.

CNN is reporting the Governor is "intrigued" by the idea of allowing his name to be placed in nomination at the GOP convention next month.

But Walker says if he runs for anything in the next couple of years it will potentially be for re-election to a 3rd term in 2018.

And a decision on that isn't imminent.

Walker says that decision won't come until after the elections this fall and then after the next state budget is done.

The Governor was in Howard as part of a "listening tour" that will include about 90 locations across Wisconsin by the end of the year.

Beefed Up Security At The State Fair

WEST ALLIS, WI (WTAQ) - Plan on spending a little longer in line to get into the Wisconsin State Fair and Summerfest.

Metal detectors are being added for extra security for the first time for both events.

Officials say the extra effort might slow things down at the entry gate, but it's being down as a security enhancement.

Additional cameras also will be added throughout the fairgrounds, allowing security to have more than 200 vantage points during the State Fair.

State Fair officials made the announcement they will use metal detectors yesterday, following the same proclamation by Summerfest earlier this month.

Road Rage In A City Park

MANITOWOC, WI (WTAQ) - A fight over a woman led to a huge disturbance in a Manitowoc park last night.

Police say two men were arguing about the woman at the basketball courts in Washington Park.

They broke up the fight, but one of the men, a 38 year old came back to the park in his vehicle and tried to hit people near the courts.

Several people had to jump on picnic tables to get out of the way.

No one was injured.

Police say the man was arrested when he returned to the park.

He faces a charge of recklessly endangering safety.

A 20 year old man who was involved in the initial argument, was cited for disorderly conduct.

One Dead In Appleton Fire

APPLETON, WI (WTAQ) - One person died in a fire Wednesday morning at a multi-unit housing complex..

Appleton Police Sgt Dave Lund says the fire call came in just after 6 a.m. in the 500 block of N. Division Street.

One person was discovered inside the facility....and another person was transported to the hospital.

The state fire marshal will assist with the investigation.

More details on the fire are expected to be released later today.

 

UPDATE: Man, Child Killed in I-41 Crash

FOND DU LAC, WI (WTAQ) - Authorities say two people were killed and three others hospitalized after a multi-vehicle crash in Fond du Lac Wednesday.

Officials from Fond du Lac Fire Rescue were called to the scene on the northbound side of Interstate 41 near Highway 23 at 11:46 a.m. 

"We got a vehicle that wound up being rear-ended into a semi unit," says Wisconsin State Patrol Captain Tony Burrell. 

In a release, officials say a 2014 Chevrolet Cruze driven by a 23-year-old Neenah woman slowed to stop behind a semi-tractor trailer and was hit from behind by a 1996 Jeep Grand Cherokee driven by a 32-year-old North Fond du Lac man. The Jeep forced the Cruze into the semi.

Drivers of the Cruze and the Jeep were taken to St. Agnes Hospital with non-life threatening injuries. The passenger in the Jeep, a 35-year-old Eldorado man, was flown to Theda Clark Medical Center with serious injuries.

Two passengers in the Cruze, a 26-year-old David Michael Button of Neenah and a 8-year-old child, were pronounced dead at the scene. 

The driver of the semi was not hurt.

Fond du Lac Fire Chief Peter O'Leary says paramedics had to go over the fence on the frontage road to get to the victims.

"They actually hopped the fence and then whenever other units came, then we cut the fence apart so that we could access them," explains O'Leary. "We ultimately had vehicles both on I-41 and Pioneer Road for patient access and scene control."

The northbound lanes of I-41 reopened to traffic just after 3 p.m.


Vehicle Slams into Kaukauna Store

KAUKAUNA, WI (WTAQ) - No one was hurt after a vehicle slams into a Kaukauna business on Wednesday morning.

Police say it happened at the Dollar General Store, 1102 Lawe Street, at 10:30 a.m. No one was inside the store at the time.

The vehicle crashed into the front wall of the building, pushing into the bathroom. It caused an estimated $8,000 worth of damage.

Due to a language barrier, police say they were unable to determine the cause of the crash from the driver.

"Lunch with Morty"

GREEN BAY, WI (WTAQ) - It's not every day you can enjoy lunch with a moose but starting Thursday you can.

It's the debut of "Lunch with Morty" in the parking lot at 1263 Main Street from 11 a.m. until 1 p.m.

The event is put on by Olde Main Street Inc. and is free to the public.

Brehanna Skaletski is with the organization and says you're invited every Thursday through August 25th.

"We'll have picnic tables out there so, it will be a great opportunity to come out and have many different choices to pick from and then enjoy your lunch in an urban setting."

Food trucks from Skaliwagon, Eggroll Plus, Greek Boy's Gyro, Coffee Bar, and Thibby's Ice Cream will be on hand, rotating every other week with Peace, Love & BBQ, Taqueria Malanado's, and ZoZo's Kitchen.

The Morty the Moose Mural was created by local artist Matt Bero and was implemented by the "Art on Main" program, a public art program created to enhance the Olde Main Street District.

This lunches will show appreciation of the artwork and promote pedestrian traffic throughout the district.

This is the first year for the event.

More Patrols to Monitor Juvenile Crowds

GREEN BAY, WI (WTAQ) - Green Bay police say several people were taken into custody Tuesday on the CityDeck after a large gathering of juveniles led to rumors of a fight. 

Capt. Kevin Warych says they saw a Facebook posting which prompted their strong response.

"We had problems with kids hanging out on CityDeck in the summer of 2015, so when we got this information we realized that maybe this was related to something that happened last summer," says Warych. "In response, we deployed some resources to make sure that peace and order are kept."

Warych says they often look to social media for things which could get out of hand.

"As a result of this incident, we're going to increase our police presence on CityDeck and other venues in the city where we know kids tend to congregate," Warych says.

That includes all city parks to coincide with their "Safe Park Initiative" so that kids can go there and have a good time. Warych also encourages parents to monitor their kids social media use, to avoid having their child face serious consequences because of a gathering like this.

Warych says the ages of those involved Tuesday night ranged from 12 to 20-years-old.

'No Funny Business': Man Accused in Carjacking

GREEN BAY, WI (WTAQ) - A man currently behind bars in Illinois is accused of carjacking a man in Brown County back in 2013.

24-year-old Akiel W. Davis-Rodgers is charged with felony counts of armed robbery with threat of force, armed carjacking and false imprisonment.

According to the criminal complaint, the victim went to the De Pere Police Department back in August 2013 to complain about a robbery. 

The victim told police that earlier in the day, he had stopped at a gas station at the intersection of Highway 41 and County Highway S. He allegedly went inside the station to buy something, and when he came out he say a red minivan parked next to him.

Officers were told by the victim that he saw a man standing outside of the van and looked to be searching for someone. When the man spoke, "He had sort of a Jamaican style accent."

The man went up to him and asked if he had a spare tire he could use. The victim said yes and they looked at the spare tire and both realized it was too small for the van. Afterward, the man asked if he could use the victim's cell phone and he obliged.

He appeared to make a call but there was no conversation, according to the complaint. The man then asked the victim if he would give him, "A ride to the next town." The victim said yes and the stranger drove his van around the back of the station and parked it. 

The man gets in the vehicle and they drive onto Highway 41 heading north towards De Pere. While driving, the stranger appeared to be trying to make small talk. The victim gets off at the Scheuring Road exit and the stranger asked if he could be, "Dropped off at the next gas station near the intersection." 

At that point, the complaint states, the stranger allegedly removes a knife from his right side pants pocket. It was described as a crescent shaped knife with two blades. After showing the knife, the stranger directed the victim to get back on the highway.

The victim told the man he needed to go through the roundabout and the man replied, "No funny business." They drove north on Highway 41 and the man kept saying, "Keep driving until I tell you to stop."

The stranger allegedly grabbed the victim's cell phone and tried, "To look at Maps on it." He told the victim that, "As long as he cooperated he would not be hurt."

The complaint states that the man kept saying he was, "Trying to get to Milwaukee because his daughter had been kidnapped and he could not go to the police." 

However, the route the armed stranger forced the victim to drive included Highway 41, I-43, Highway 172 and then to Riverside Drive and onto Highway 57. They drove south on Highway 57 and the stranger then told the victim to find a road and turn around.

The vehicle turned onto Midway Road and they drove that for a while. Then, the stranger told the victim to stop the car and get out. The victim allegedly saw the stranger get into the driver seat and drive off back towards Highway 57.

Early the next morning, a Fond du Lac County Sheriff's deputy was southbound on Highway 41 just south of County Highway N when he saw a vehicle parked off the side of the road. The deputy stopped behind the vehicle and ran the plate.

The vehicle wasn't occupied and it came back registered to the victim and had been reported stolen from the City of De Pere.

A Brown County Sheriff's Department detective spoke with several law enforcement agencies and came up with a suspect name Akiel Davis-Rodgers. About a week later, he brought a photo lineup to the carjacking victim and he selected the photo of Davis-Rodgers.

On June 10, 2016, Davis-Rodgers was jailed at the Pinckneyville Correctional Center on a contempt of court/disobey order.

Davis-Rodgers is due back in Brown County Circuit Court on July 5 for a status conference. If convicted of all charges, Davis-Rodgers faces up to 86 years in prison.

Gas Slowdown In Green Bay

GREEN BAY, WI (WTAQ) - Fuel won't be flowing anytime soon through the lone pipeline serving Green Bay and Northeast Wisconsin.

Illinois-based West Shore Pipe Line Company said Wednesday that it's considering rebuilding the aging, repair-plagued line north of Milwaukee.

In a statement to the Milwaukee Journal-Sentinel, company officials say they're working on how to supply the Green Bay area with gas and diesel fuel in the meantime.

The pipeline initially closed back on March 10 for repairs and inspections, but it hasn't reopened.

That prompted Governor Walker to declare an energy emergency to allow tanker truck drivers to work overtime to get fuel up to Titletown.

That declaration has already been extended twice.

Missing Teen: Police Need Help

CLINTONVILLE, WI (WTAQ) - Clintonville Police are asking the community for help in finding a 16-year-old boy missing since yesterday.

Police say Austin Arnold was last seen by his parents around 12:00 p.m. on Tuesday.

He was reported missing on Wednesday at 12:30 p.m.

Officers say they conducted searches of areas where his cell phone was last pinged and Austin was not found.

If anyone has any information on Austin's whereabouts, please contact the Clintonville Police Department at (715) 823-3117.

NE Wisconsin Deals With Dirty Water

LUXEMBURG, WI (WTAQ) - A public meeting is set to discuss recommendations on how to protect groundwater in three Northeast Wisconsin counties.

The meeting, focusing on groundwater issues in Kewaunee, Door and Brown County, will be tonight from 6:00 pm - 8:00 pm at the Kewaunee County Fairgrounds Expo Center, 623 Third St., Luxemburg.

Prior to the meeting, officials released the Kewaunee County groundwater workgroup report.

That report lists the problems found during a lengthy study of environmental issues in the area that impact groundwater.

Representatives from the Wisconsin DNR and the U.S. Environmental Protection Agency will be on hand at the meeting to answer residents' questions.


Fire Sweeps Through Algoma Marina

ALGOMA, WI (WTAQ) - An overnight fire damaged several boats at the Algoma Marina.

Officials say it happened just before midnight Wednesday when they got a call that there was a boat fire at the Algoma marina.

Three boats sank and two have extensive damage. It's not known how many other boats have minor damage.

Firefighters faced some difficulties because the wind helped the fire spread to other boats. However, they were able to move some of the boats to try and keep the damage to a minimal.

Algoma Fire Chief Tom Ackerman says based on the video a bystander shot, they believe they know which boat the fire started on.

There's a lot of fuel in the water, so barriers have been put up.

DNR and Coast Guard are sending units to help with the cleanup.

There's no word on what caused the fire.

Ackerman says the marina will probably be closed the remainder of the day.

They hope to open by Friday and into the weekend but there is also damage on some of the docks.

Officer Involved Shooting

WAUWATOSA, WI (WTAQ) - A man is dead after an officer involved shooting in Wauwatosa.

Officials say around 3 o'clock this morning (Thursday) , a Wauwatosa Police Officer was investigating a suspicious vehicle at a park.

The officer saw a person inside with a handgun.

Officials say the officer feared for his safety, and shot the man, who was killed.

For now a perimeter has been set up around the park.

An investigation into the shooting, both internally and likely the state Department Of Justice, will begin immediately.

Online Sex Predator Arrested

OSHKOSH, WI (WTAQ) - Police in Oshkosh say a 29-year-old Horicon man has been arrested after arranging to meet a 14-year-old girl who was actually an investigator.

The Oshkosh Police Department investigator chatted online with the man, who traveled to Oshkosh Wednesday night to meet the girl for sex and also to allegedly sell her marijuana.

The man was arrested on charges of using a computer to facilitate a child sex crime and possessing with intent to deliver marijuana.

Police say the investigation is ongoing and no further information is being released at this time.

Authorities say this is a great example for parents to monitor your children's computer and phone usage and to educate your children on the dangers of the internet and social media. This incident is just one of the many that occur each day throughout the U.S., police say.

Zippin Pippin Down 2 Weeks

GREEN BAY, WI (WTAQ) - Green Bay city officials say the Zippin Pippin will be closed for at least two weeks following Monday's malfunction which injured three people.

In a statement Thursday, the cars from the Bay Beach Amusement Park ride are being shipped to the manufacturer in Philadelphia for inspection and recertification.

No cause for the incident was given after a train returning to the station didn't stop and slammed into another train. None of the injuries were serious.

State inspectors have been on scene this week. A state spokesman told FOX 11 the work continues but there is no estimate for the conclusion of its investigation.

'Bit of a Headache': Analyst on Pipeline Shutdown

UNDATED (WTAQ) - Don't expect much change in what you're paying at the pump.

That's the word from GasBuddy.com Senior Petroleum Analyst Patrick DeHaan in the wake of the indefinite shutdown of the lone fuel pipeline serving northeast Wisconsin.

"Companies have already scrambled to go down to Milwaukee and acquire gasoline," DeHaan says. "So far there hasn't really been a major impact on Green Bay's gas prices."

Prices in the Green Bay area on Thursday averaged $2.486 per gallon, which GasBuddy listed as stable.

But what does this mean for the supply for the region?

"It's a bit of a headache because a pipeline is not easily replaced by trucks, pipeline capacity is much higher than dozens and dozens of trucks," DeHaan says. "That could be troublesome for small stations, but the big stations in Wisconsin this is probably something they're working around."

In a statement received by WTAQ on Wednesday night, West Shore Pipe Line Company of Illinois said:

"At West Shore Pipe Line Company (WSPL), the safety of the communities we serve is a top priority. During the past several months, the Company has conducted a diligent integrity inspection and extensive testing of its pipeline that runs from Granville Station, north of Milwaukee, to Green Bay, Wisconsin (L254). After a thorough analysis, the Company has decided to suspend service on the line until further notice. WSPL is currently evaluating alternatives for rebuilding the line. The Company has begun working on a long term supply plan for the Green Bay market area and will be communicating with our customers and governmental agencies on potential options. When we have more information concerning next steps, we will make an announcement."

How long this pipeline will remain out of service is not yet known, as is predicting the future when it comes to refinery issues caused by disruptions like severe weather. That great unknown for DeHaan is what will entice fuel watchers intrigued.

"The longer there's no major pipeline that serves Green Bay, perhaps more risk to gas prices in the days ahead if there's not enough trucking capacity to meet demand for gasoline in Green Bay, " says DeHaan. "If the supply balance tips to where demand is outpacing supply on a regular basis there could be some shortages in the Green Bay area."

For now, DeHaan feels drivers don't need to worry about opening up their wallets much more than they normally would.

In a statement Thursday, Wisconsin State Rep. John Macco (R-Ledgeview) agreed with the decision to close the pipeline.

"This is a great example of a conscientious company acting not because of government force, but because of care for the environment, community and economy," said Rep. Macco. "I applaud the leaders of West Shore Pipeline Company for taking necessary steps to replace the aging pipeline and create a stable system for petroleum for years to come."
