OSHKOSH, WI (WTAQ) - An Oshkosh man was formally charged Tuesday in the shooting death of his live-in girlfriend.

30-year-old Samson Gomoll is facing a count of first-degree intentional homicide with a domestic abuse modifier in the death of 42-year-old Stacey Strange.

According to the criminal complaint, a woman gave Strange a ride home around 1 a.m. Sunday to her home on W. 10th Avenue. Strange asked the woman to come inside with her because she was afraid of what Gomoll would do after the couple had been arguing.

The witness told police Gomoll accused Strange or her son of taking a magazine for his AK-47 rifle. Strange found the magazine to show that it was not missing.

Gomoll then told Strange to leave, but she replied by saying he was the one who should go since it was her apartment.

At that point, the witness said Gomoll pulled a handgun from under a pillow on the couch. Strange said to him, "You would seriously threaten me with a gun?" The witness said Gomoll then shot Strange 4 or 5 times.

Gomoll then allegedly turned the gun on the witness and told her to leave. She ran out of the apartment and told her boyfriend to call 911.

Police then located Gomoll around 11:45 a.m. in the Oshkosh neighborhood where his father lives, according to the complaint. Gomoll told officers he left the handgun in the apartment. Authorities went back and found a .45-caliber handgun and shell casings.

GREEN BAY, WI (WTAQ) - The Green Bay Area School District says it has a confirmed case of viral meningitis in a student at the Early Learning Center at 312 Victoria Street.

On Tuesday, district officials sent out notices to parents of students at the ELC, Danz, Sullivan and Eisenhower schools. While there is only the one confirmed case, they want to inform more parents due to the chance the student at the ELC has siblings at one of the other schools.

Cleaning crews were at the ELC Tuesday night, but the facility did not close.

Letters will also go home to all students in the district Wednesday to explain the difference between viral meningitis and the more serious bacterial meningitis.

Tuesday, officials in the Coleman School District canceled classes after an elementary school student was suspected of having viral meningitis.

Last week, a kindergarten student at Trinity Lutheran School in Green Bay died of complications from viral meningitis.

Major shakeup in store state workers

Madison, WI (WTAQ) - Four years after repealing most collective bargaining for Wisconsin's public workers, top Republican lawmakers want to overhaul the state's civil service system for 30,000 of them.

Backers say it safeguards against political patronage in hiring and firing state workers and helps the state keep up with the times, and with the coming crush of retiring baby boomers.

In one of Gov. Scott Walker's first actions after suspending his presidential campaign, he talked today (Wed) with two key Republican lawmakers about the proposal.

The bill would: eliminate the state's civil service exams, replacing it with a resume-based system for merit hiring; change rules for longtime employees to "bump" other workers out of jobs; and shorten by more than half the process for employees to appeal their dismissal or discipline.

The bill's authors are Sen. Roger Roth (R-Appleton) and Assembly Majority Leader Jim Steineke (R-Kaukauna).

Gov. Walker campaign fundraising letter violates Packers team policy

GREEN BAY, WI (WTAQ) - Governor Scott Walker's presidential campaign is in hot water with the Green Bay Packers.

FOX 11 reports that one of their fundraising campaign letters violated team policy on the use of the Packers name in promotional materials.

According to an email sent September 10, the campaign offered two 50-yard line tickets and transportation to the game in exchange for a donation.

The email reads, in part:

"On Monday, September 28 Wisconsin's own Green Bay Packers will be playing the Chiefs at historic Lambeau Field and I want you to be there with me.

There is no better place to catch the excitement of a professional football game and no more electric crowd than what you'll encounter at Lambeau Field. Our campaign is going to provide round trip transportation for you and a friend to Wisconsin for the game and give you two tickets on the 50 yard line.

Go ahead and chip in $4 or more for you and a friend to be automatically entered for the tickets.

I look forward to meeting you at Lambeau, Friend.

Scott Walker"

The Packers limit the use of their name in promotional and marketing efforts to its corporate partners, and occasionally grants permission for use of the team's name for charity events.

A team spokesman tells FOX 11 that the Packers didn't authorize this use, and called the campaign informing it of the policy.

The campaign has yet to publicly respond. Earlier this week, Governor Walker suspended his presidential campaign.

Brown County authorities continue search for Green Bay couple

GREEN BAY, WI (WTAQ) - Authorities in Brown County continue the search for a Green Bay man who cut off his electronic monitoring bracelet last Friday.

Tony Salmon is a convicted sex offender who is out on parole.

The Brown County Sheriff's Department believes the woman with Salmon could be in danger.

Nadine Crowley left willingly with Salmon. However, sheriff's officials say after speaking with the couple's family and friends they've heard enough to be concerned.

"We get both ends of it," Capt. David Konrath with the Brown County Sheriff's Department tells FOX 11. "We've got a very concerned mother who thinks she's been held against her will and maybe in danger to the other side of the fence, relatives of his that says he is fine and she is fine and they were at his house just recently."

Crowley's mother told investigators her daughter said she was nervous about Salmon's behavior the day before the couple left. Since then, Crowley has only made brief phone calls to family. They call those conversations suspicious and believes Salmon could be controlling her actions.

"I don't have any indication that he has harmed her in the past, but he has a history of domestic violence," said Konrath.

Salmon was charged with second degree sexual assault with use of force in 2002.

On Monday, someone posted from Crowley's Facebook account. It read 'Mom I am fine. I am an adult and i am actually having a good time. I'm on vacation. How embarrassing. I love you guys and see you all soon.'

Another post from Crowley's Facebook account came Thursday night reading, 'I don't understand why there's a nationwide manhunt for Tony. He's not a murderer and he's not with me so if you feel like talking my number is...."

Konrath says the best solution is for Crowley to go to any police department with her ID and have that agency call Brown County to verify she is safe. He says Salmon should turn himself in.

The sheriff's department says the couple could be anywhere at this point.

MAYVILLE, WI (WTAQ) - Two islands in Lake Michigan have been added to the Green Bay National Wildlife Refuge.

Officials say the additions of Rocky and St. Martin islands will expand the refuge by almost 1,300 acres.

The Nature Conservancy has owned the 10-acre Rocky Island since 1986, and it bought most of St. Martin Island in recent years.

Numerous types of birds that fly over the Great Lakes stop at both islands each spring and fall. St. Martin Island also houses 400 species of plants.

There are now five islands in the Green Bay Refuge, which is part of a group of facilities that include the Horicon Marsh.

The islands are part of the Grand Traverse chain that runs from Door County to the Garden Peninsula in lower Michigan.

GREEN BAY, WI (WTAQ) - An interesting twist in the search for a convicted sex offender and his girlfriend Brown County authorities have said could be in danger.

Nadine Crowley posted a video, along with a photo (see above), on her Facebook page Friday saying she left Green Bay willingly and doesn't know where Tony Salmon is.

Authorities say Salmon, a convicted sex offender on parole, cut off his electronic monitoring bracelet and fled the area last Friday.

A photo was also posted to the Facebook page of her posing in front of a car that appears to say "Police." In the video, she claims an officer took the photo.

"We've got a very concerned mother who thinks (Crowley has) been held against her will and maybe in danger to the other side of the fence, relatives of his that says he is fine and she is fine and they were at his house just recently," Capt. David Konrath of the Brown Co. Sheriff's Office said Thursday.

"I don't have any indication that he has harmed her in the past, but he has a history of domestic violence," said Konrath.

In 2002, Salmon was charged with second-degree sexual assault with use of force.

"Well again, we'd only be speculating," said Konrath when asked whether it's possible Salmon wrote the Facebook posts from Crowley's account.

Konrath says the best solution is for Crowley to go to any police department with her ID and have that agency call Brown County to verify she is safe. He says Salmon should turn himself in.

On Friday, a spokesman for the Brown County Sheriff's Department told WTAQ they are currently unaware that Crowley has gone to a police station anywhere.

APPLETON, WI (WTAQ) - After making comparisons with the pay checks for mayors in Brookfield, Green Bay, La Crosse, Manitowoc and Wausau, one member of Appleton's Board of Aldermen decided it was time for a pay cut.

A City Council committee has agreed, voting last week to cut the mayor's salary by $10,000, to $84,250 after the next election.

A full council vote could be taken October 7th.

Mayor Tim Hanna says the move sends the message to people living in Appleton that the City Council doesn't see value in the position of mayor.
