Woman charged in Manitowoc County child abuse case appears in court

MANITOWOC, WI (WTAQ) - The woman accused of beating and scalding her special needs child made her initial court appearance in Manitowoc County Monday.

31-year-old Ruthann Gneiser is charged with felony child abuse.

Last week, Gneiser's 5-year-old son was taken to a hospital with bruises on his back and scalding burns.

Authorities indicate Gneiser told them she was angry, and repeatedly hit the boy on his back. The child has Down syndrome.

Investigators say Gneiser filled the bath tub with hot water after the child defecated in his pants, and the boy sat in the scalding water. He was taken to Children's Hospital in Wauwatosa.

“It’s a very serious case,” Jacalyn LaBre, Manitowoc County’s district attorney, told FOX 11. “We look at all the information including the information from the doctors and physicians and try to handle it as appropriately as possible.”

“She wants to get her family back together as soon as possible and I’m confident we’re going to do that,” Gneiser's attorney Richard Hahn told FOX 11.

Gneiser is due back in court on Thursday to discuss the conditions of her bond. She is currently out on a $10,000 cash bond.

Work begins on international terminal at Austin Straubel Airport

ASHWAUBENON, WI (WTAQ) - With plans to welcome more international travelers, officials at Austin Straubel International Airport held a ceremony Monday to mark the start of construction for an international terminal.

Austin Straubel is the second airport in Wisconsin, along with Milwaukee's Mitchell International, that can receive and send flights outside the U.S.

Officials say the building where emergency response vehicles were kept will become the new international terminal. It plans to accommodate both private and corporate planes.

Airport Director Tom Miller says the new terminal will handle the growing number of international flights, “the new international arrivals terminal will provide a permanent facility for U.S. customs and border protection personnel and it meets safety and security requirements and will provide sufficient ramp space to give us room to accommodate the growing number of international flights.”

Miller says, on average, the airport receives one international flight every day.

Brown County manure spill closes part of road

WRIGHTSTOWN, WI (WTAQ) - Brown County Sheriff's say a manure spill has closed a portion of Blake Road in Wrightstown.

Deputies say a truck carrying about 6,000 gallons of liquid manure slipped and tipped over on Blake Road. It's unclear how much manure spilled, but the Wisconsin DNR is investigating.

The driver, who was trapped in the truck, was cut out of his seat belt by a passerby. That driver was taken to a hospital as a precaution.

Officials say Blake Road between Highway 96 and School Road is closed.

Authorities say the truck was registered to Triple Z Farm and that the driver is expected to be cited.

Daughter of Marinette Rep. John Nygren charged with drug possession

GREEN BAY, WI (WTAQ) - The daughter of Marinette Rep. John Nygren appeared in court Monday afternoon once again facing drug charges.

25-year-old Cassandra Nygren is facing 3 counts, including possessing narcotic drugs.

Nygren has previously struggled with heroin, including nearly dying of an overdose.

 

 

More information sought after Appleton crash

APPLETON, WI (WTAQ) - Police in Appleton say they're looking for more information about a single-vehicle crash Monday.

Authorities say it happened near the corner of Weiland Avenue and Laurie Street around 6 p.m.

Before the car struck a tree, the driver side-swiped a van and hit some mailboxes. Authorities believe speed was a factor in the crash, but they don't know how fast the car was going.

The driver suffered serious injuries and was the only person in the car.

Shawano County authorities warn of suspicious driver

TOWN OF MAPLE GROVE, WI (WTAQ) - Residents in Shawano County are being asked to watch out for a suspicious man who offered a boy a ride while he was walking home from Pulaski High School.

Sheriff's officials say it happened around 4:30 p.m. Monday in the area of Crest Drive and St. Augustine Road. A 16-year-old boy told authorities he was approached by a man driving a truck who asked him to take a ride.

The boy yelled at the driver and the truck drove off. When he arrived home a short time later, he saw the truck driving past the area again.

The truck is described as a newer dark blue extended cab Chevrolet Silverado. It had a large dream catcher hanging from the rear view mirror.

The driver is described as a heavy set man with short blond curly hair with a four inch curly beard. He’s about 40 to 45-years-old.

Wisconsin BBB "ShredFest" events this Saturday

APPLETON, WI (WTAQ) - If you have a lot of personal papers to be shredded, you can do it for free on Saturday.

The Better Business Bureau is sponsoring three "ShredFests" in Appleton, Madison, and West Allis.

It's meant to help people safely get rid of personal documents with things like account numbers, so they don't risk being targets for identity theft.

The BBB asks people to bring no more than three boxes of documents per vehicle. Another "ShredFest" is planned in Manitowoc on October 25th.

Similar shreddings took place in May, and officials said over 63,000 pounds of materials were cut up throughout the state.

Oshkosh Corporation gets $99M Marine Corps contract

OSHKOSH, WI (WTAQ) - The Oshkosh Corporation continues to get military business, even with U.S. involvement in the Middle East winding down.

Tuesday, the company announced a $99 million contract to refurbish extended-boom forklifts for the Marine Corps.

Oshkosh made the units originally.

The new contract also calls for 100 armored cabs and related replacement parts. The work will be performed over a five-year period at the company's plant in Oshkosh.

Mary Burke in Green Bay to fire up supporters

Green Bay, WI (WTAQ) - Five weeks from election day and Wisconsin Democrat candidate for Governor, Mary Burke, spends time today (TUE) firing up the troops in Green Bay. 

A tight race, if you believe the polls, and upcoming debates with Governor Scott Walker might make all the difference.  Burke says no pressure.

But the pushback on the revelation that some of Burke's economic plans for Wisconsin were lifted from other campaigns in other states continues. 

Burke says that's Governor Walker's attempt to distract your attention from his economic failures.

Walker-Burke debates are set for October 10th and October 17th.

Autopsies: Tuinstra, Daniels died of multiple gunshot wounds

BERLIN, WI (WTAQ) - Autopsies show that the two people killed Saturday night in Berlin died of multiple gunshot wounds.

28-year-olds Melissa Tuinstra and Justin Daniels were killed on Broadway in downtown Berlin.

In a news release Tuesday, Berlin Police Chief Dennis Plantz said, "Due to the placement of the gunshot wounds, this case is continuing to be investigated as a double homicide.”

BERLIN, WI (WTAQ) – Berlin police have made an arrest in a double homicide investigation. Police say they have arrested Nicholas Tuinstra on two counts of first degree homicide in connection with the deaths of Melissa Tuinstra and Justin Daniels.

They were found shot to death late Saturday night in the 200 block of Broadway Street in Berlin.

Police will hold a news conference Wednesday at 10 a.m.

According to online court records, Nicholas and Melissa Tuinstra filed for divorce last week.

Final report issued on Preble High School fire

Green Bay, WI (WTAQ) - The fire at Green Bay's Preble High School on August 8th is deemed to be “accidental in nature,” according to the 36-page report released today (WED).

The report repeats what fire officials previously said – rags being used on gym resurfacing were improperly stored. 

The start of school was delayed nearly two weeks, and extra time added to the remaining school days to make up for the lost time.  

Repairs continue in the gym where the fire started.  It's expected to re-open next month.

Estimated cost for the repairs is believed to be in the $7.5 million range, with the district's deductible at $25,000.

 

Man's death under investigation in Menasha

MENASHA, WI (WTAQ) - Menasha police are investigating the death of man that for the time being has been ruled suspicious.

Authorities got a report of a man lying in a driveway outside a home around 4:30 a.m. Wednesday.

Officers arrived and initially tried to perform CPR on the man. He was then taken to the hospital, where the 44-year-old was pronounced dead.

The death is being ruled suspicious until they can determine how the man died, according to investigators. Police say his age played a role in the decision to investigate further.

An autopsy will take place. Police have yet to release the man's name until family can be notified.

The PD says there was no obvious sign of violence that would lead them to believe the community is in danger.

Rodgers looks to stay hot against Minnesota

(WNFL)- Aaron Rodgers has caused more damage to the Vikings than any quarterback in Minnesota's history.  And the Green Bay Packers hope to continue that trend tomorrow night, when they play the Vikes at Lambeau Field. In 12 career starts against Minnesota, Rodgers has a passer rating of 116-point-eight -- the highest of any opposing quarterback in Minnesota's 54 seasons. Rodgers has completed 71-percent of his passes against the Viking defense for 33-hundred-82 yards, 27 touchdowns, and four interceptions. Minnesota only has one pick in its last seven games against the Pack.  That came in December of 2012, when Harrison Smith did the honors. One problem is that Minnesota has struggled at the corner position. But the Vikings see some hope at that spot, as second-year pro Xavier Rhodes is starting to jell. Last week against Atlanta, Rhodes held receiver Roddy White to just four catches in 14 attempts. Rhodes had a career-high four pass breakups in that game, to go with five tackles. He said it was one of his best games, and promises more to come. Obviously, the Packers hope it won't happen tomorrow night. 

UW Green Bay's Tenzer receives tennis award

(WNFL)- UW Green Bay senior Michael Tenzer is the Horizon League men's tennis player-of-the-week. He became the first Phoenix player to advance beyond the pre-qualifying stage at ITA All-American Championships in Tulsa during the weekend. Lauren Golick of Cleveland State was named the league's top women's tennis player.


DOT reminds drivers most car-deer crashes happen over next 2 months

MADISON, WI (WTAQ) - It's the mating season for deer -- and that means more of them will get in the way of drivers on Wisconsin highways.

The DOT says most car-deer crashes occur in October and November, when deer also try to get away from bow and arrow and gun hunters.

Last year, 8 people were killed in a total of 18,300-plus vehicle-deer crashes statewide.

Waukesha County had the most with 809. Dane County had 786 deer crashes in 2013, and Shawano County ranked third with 748.

Experts say drivers who see deer should slow down -- and they should honk their horns to discourage them and others from crossing roadways.

40 jobs eliminated at Shopko

GREEN BAY, WI (WTAQ) - Corporate officials at Shopko say layoffs are coming due to a reorganization of the firm.

On Wednesday, the company announced 40 people were fired after their jobs were eliminated. All levels and areas of the corporate office were affected.

Shopko officials say they will provide severance and outplacement services to those workers. 

The new plan will create increased flexibility that will more directly satisfy customers.

Appleton police looking for more info about crash

APPLETON, WI (WTAQ) - Police in Appleton say while they've received more information about a crash earlier this week, they are still unable to interview the driver.

The crash happened around 6 p.m. Monday near the intersection of Weiland Avenue and Laurie Street on the city's northwest side.  Authorities say before the car hit a tree, the driver side-swiped a van and hit some mailboxes. It hasn't been determined how fast the car was going.

The driver was the only person in the car. He was taken to the hospital with serious injuries but is expected to survive. Because of his medical condition, however, police have not been able to talk to him.

Police say they have received calls from several citizens who saw the car before the crash. Anyone who saw a black 1999 BMW 328i in the area Monday evening is asked to call Investigator Leitzinger at (920) 832-5541.

Oshkosh police warn residents of power company scam

OSHKOSH, WI (WTAQ) - Oshkosh police are investigating two recent incidents involving apparent imposters looking to get inside people's homes and yards.

Police were notified about a man who went to a house in the 800 block of N. Lark Street around 4 p.m. Tuesday. He claimed to be from the power company and told the homeowner there was power problems at a neighbor's house and he needed to get into the basement to check on the power.

While the homeowner was in the basement, the suspect went upstairs and stole jewelry and money from the house.

The impostor was described as about 5'8" with a medium build and a light to medium complexion. He was wearing a jacket and a baseball cap. He was driving a white pickup truck with some equipment in the bed.

Officers are still investigating a September 17 incident where someone claiming to be with the city told a homeowner he was there to cut down a tree.

Anyone with information is asked to call Oshkosh police at (920) 236-5700. Police also remind citizens to ask for an ID if someone comes to their home claiming to be a representative of a business. Call police if the person is suspicious.

Wisconsin Public Service worker scam investigated in Green Bay

GREEN BAY, WI (WTAQ) - Police in Green Bay are warning residents to be careful if they are approached by people claiming to be Wisconsin Public Service employees at their home.

A homeowner on the city's west side reported to authorities that two men went up to the home saying they were WPS employees around 11:30 a.m. Tuesday. Once inside, one of the men distracted the homeowner while the other one stole money.

After the men left, the homeowner found that the money was missing and called WPS. The utility confirmed that the men were impersonators.

Both are described as adults with a medium to large build. Both were wearing brown baseball caps, dark t-shirts and blue jeans. They also left in a white full-size truck with a flatbed and rails.

Legitimate WPS employees carry identification cards. If you’re in doubt, ask to see their identification cards or call WPS directly or the Green Bay Police Department.
