On July 19, police say the Milwaukee girl approached the victim on Appleton's north side and claimed her friends left her in the area. NEENAH, WI (WTAQ) - The parents of a missing Neenah man, along with police, are asking him or the public to come forward with information on his whereabouts.

Kyle Blohm was last seen August 8th and made his last known contact on August 12th.

Police right now don't suspect foul play, however the 22-year-old's family says it's odd for him to be gone this long without contacting anyone.

Below are two direct messages to Blohm. One from Blohm’s parents and the other from the Neenah Police Department:

Message from parents-

Kyle:

It has been 33 days since we’ve known you were okay. I know what you’re going through and the pressures that go along with it. I’m telling you that it’s normal and it’s understandable. Please send word to me that you are alive and in no danger. I love you more than anything and I’m concerned for your well-being. A lot of people are worried sick and just want to know you’re okay. Whatever we need to do to make things right for you, we will do with no questions. You can move back in with me and I will assist in caring for your beautiful daughter as much as I can. I spoke with your former boss and he says you can come back to work for him at the same wage you were getting at your last job. You can go back to school, if that’s what you want. Lots of people are lined up to help you get through this. I pray that this message finds you in good health and that you reach out to me to let me know you’re alive and well. If you still want time to figure things out, we will all back off. There is nothing to be ashamed of or embarrassed about. You did what you thought needed to be done.

Love,

Mom and Dad

Message from Neenah Police Department-

Kyle:

We hope you are okay and that your absence is fully of your own choosing. Until we know that for sure, we will continue to expend significant resources on your case.

It is not against the law for an adult to disappear, if that is what he or she wants to do. It is very painful for family and friends, of course. It also puts a burden on the investigating agency and the community as a whole. People feel less safe in Neenah when there is an unresolved missing person case like this. We plead with you to make contact with someone so we know you are okay. You can call the Police Department if you wish, or use any form of communication you are comfortable with. We do not need to know where you are. We just need to know you are safe.

Blohm is 6′ 1″, about 170 pounds with brown hair and green eyes.

He might be driving a red 1999 Ford Ranger pickup truck with Wisconsin plates.

If you have information on Blohm’s whereabouts, please contact the Neenah Police Department at (920) 886-6000.

OSHKOSH, WI (WTAQ) - Formal charges have been filed against a former Oshkosh school district paraprofessional in connection with an alleged sexual relationship with a 14-year-old boy.

Online court records indicate 26-year-old Lindsey Quednow is facing one count of repeated sexual assault of same child, 3 counts of child enticement, and child sexual exploitation.

The school district called police after teachers at a different school brought concerns to the district about how Quednow, a teacher's aide at Merrill Middle School, was treating a male student.

About 36 hours after the concerns were brought forward, the district fired Quednow. Police arrested her on Wednesday.

Police believe all of the sexual contact took place away from school in July and August.

Quednow is due in Winnebago County Circuit Court Friday afternoon.

2 Sturgeon Bay men charged in child porn investigation

STURGEON BAY, WI (WTAQ) - Authorities say two Sturgeon Bay men have been charged in connection with a child pornography case.

37-year-old Steven P. Link is facing a count of possessing child pornography and invasion of privacy. 26-year-old Kory C. Murphy is facing 2 counts of possessing child pornography.

Both men, who appeared in Door County court Monday, were arrested as part of an internet sex crimes investigation on September 5.

“The more we dig into this, the bigger it gets,” Sturgeon Bay Police Capt. Dan Brinkman tells FOX 11.

Court documents reveal police traced a child pornography video to an Internet address that belongs to Link.

“The hard drives that we’re looking at, we have to preview, there’s a voluminous number of images,” said Brinkman. “This is going to take a long time.”

Police say they uncovered lewd pictures and videos in Link’s home and a downtown Sturgeon Bay business, Untitled Used and Rare Books.

The store is closed, for now. A sign on the front door says it’s because of a family emergency.

According to the criminal complaint, Link told police he had been secretly videotaping people in the restroom with a camera disguised as a smoke detector. Police found videos of girls and adult women in various stages of undress using the bookstore’s bathroom.

Investigators say its unclear how many victims there might be, but that people, especially vacationers, need to know about this case and come forward.

“We would like to identify the individuals that may have been in the store,” said Brinkman. “Used the bathroom, or may have actually been in the lower unit or the lower basement where there were also cameras set up.”

Court documents say police also found two pornographic images of young girls in Murphy’s possession. Murphy sublets the apartment he lives in from Link. Murphy’s attorney says his client is innocent and maintains he had no knowledge of the alleged files in question.

“It’s not bogus, these are serious, significant charges, and my client takes them significantly,” Brett Reetz told FOX 11. “The fact that it’s child pornography is offensive to everybody and nobody any less than my client.”

Both men are due back in court next month.

GREEN BAY, WI (WTAQ) - The ribbon has been cut on the new $85 million headquarters for Schreiber Foods in downtown Green Bay.

The 260,000 square foot building at the corner of Washington and Main streets, in the former site of the Washington Commons, took 22 months to build. It's a five-story building that centralizes Schreiber's corporate operations.

“That’s exactly what we need for Green Bay,” Green Bay Mayor Jim Schmitt tells FOX 11. “It’s great for our image, great for our future.”

Schmitt said his city’s downtown will continue to grow after Schreiber picked the site.

“It just showed that they believe in the downtown, they believe in the city, they believe in our talent pool, and I think that that has led to many other things in the last few years and many more to come,” he said.

Mike Haddad, Schreiber’s CEO and president, said the building has some extra space inside so the company can add more employees in the future.

“You know, we’re an international company so we built it for plenty of growth,” said Haddad.

Haddad said about 580 people currently work in the building. It can fit up to 800 employees.

As Schreiber adds more jobs, it stands to get some money from the state. Governor Scott Walker says the Wisconsin Economic Development Corporation will provide up to $4.5 million in tax credits.

Schreiber Foods, one of the largest dairy companies in the world, was founded in Green Bay nearly 70 years ago. It also has plants in Richland Center and West Bend.

DPI: Most Wisconsin school districts meet, exceed expectations

MADISON, WI (WTAQ) - All but two percent of Wisconsin's 424 school districts met or exceeded the state's achievement expectations during the last school year.

The state released its annual report cards for public schools this morning, and 88 percent of individual schools met or surpassed their expectations.

It's the third year the Department of Public Instruction has issued report cards for each building, and the second year for districts as a whole. They're evaluated by their math and reading scores in statewide tests -- student growth -- getting students ready for college and careers -- and reducing racial and ethnic achievement gaps.

In a YouTube message, state Superintendent Tony Evers said the report cards are not meant to punish low-performing schools. He said the goals are to get weaker schools to improve, and the strongest schools to share their best practices with others.

9 districts and 116 schools earned the top rating. The Milwaukee district was the only one which failed to meet the state's expectations.

Gov. Walker defends drug test plan for some government assistance adults

$

ASHWAUBENON, WI (WTAQ) - Governor Scott Walker is defending his plan to make working-age adults pass drug tests before they can get unemployment and food stamp benefits.

At campaign stops in the Green Bay area Monday, the Republican Walker said it's "really about compassion." He said it's not about making it harder to get public aid, it's about making it easier to go look for a job -- with the help of state-funded training if necessary.

The drug tests for aid recipients is part of Walker's overall goals for a second term he's seeking in November against Democrat Mary Burke. The governor also wants to freeze tuition at technical colleges for the first time, after lawmakers forced the UW to do the same a year ago.

His plan also includes more state income tax cuts.

The drug tests were also proposed in 2011 and were later struck down. Critics say the requirement would violate federal law, but Walker disagrees. He said it would only apply to childless, able-bodied adults which he says is not the type of penalty that resulted in a similar law in Florida being found unconstitutional.
