Recycling truck accident kills one person

TOWN OF FREEDOM, WI (WTAQ) - Authorities in Outagamie County say a man was killed in an accident involving a recycling truck.

Officials say the man was collecting recycling Wednesday morning in the town of Freedom. A person out walking saw the truck with its driver's side door open.

That person looked inside and saw the man in distress. It's unclear where in the truck the victim was found.

No one else was involved. Authorities are working to identify the victim by notifying relatives.

Anonymous $25M gift given to Lawrence University

APPLETON, WI (WTAQ) - Officials at Lawrence University have announced that the school has received an anonymous $25 million gift.

It's the largest in Lawrence history, and will be used to establish an endowed scholarship to help meet the financial need for future students. President Mark Burstein says it's a dollar-for-dollar matching gift that will result in a new $50 million in additional endowment to support scholarships.

“A gift this size will truly change lives. We are humbled by the donor’s generosity,” Burstein said in a statement. “This gift and subsequent matching support will further enhance Lawrence’s role as a catalyst for social mobility. The magnitude of a $25 million gift is really immeasurable, but we know it will impact generations of students from across the country and around the world. The students who benefit from this gift will go on to make a difference in their home communities. That will be the ultimate dividend of this gift.”

School officials say that based on the average financial aid package for the 2014-15 academic year, the endowment draw from this gift will allow Lawrence to offer financial aid awards that meet the full institutionally demonstrated financial need of at least 50 students each year in perpetuity.

Reported bear sighting on Green Bay's westside

Green Bay, WI, (WTAQ) - Green Bay police say they've had success tracking a bear, first spotted along Shawano Avenue, between Military and Fisk on the city's west side.  

Police say neighbors reported it earlier this morning.  No injuries reported, although morning traffic in the area was disrupted for a time.

Police and the DNR will attempt to move the animal.

 

Manitowoc man gets plea deal for fatal road rage incident

MANITOWOC, WI (WTAQ) - A Manitowoc man has been convicted of starting a road rage chase that ended with a fatal hit-and-run crash.

23-year-old Shawn Lischka struck a plea deal with prosecutors. He pleaded no contest to two felony charges of causing death and injury by hit-and-run, plus a misdemeanor count of negligent driving. Three other felony counts, including negligent homicide and reckless endangerment, were dropped.

Lischka will be sentenced 2 days before Thanksgiving.

19-year-old Eric Neuman of Two Rivers died in the road rage incident last November. Officials said Neuman and 3 other men went to a Manitowoc factory, apparently to settle a score with Lischka.

Police said a fight did not break out at the plant, but Lischka left to chase the 4 who were in Neuman's pickup truck.

Police said Lischka sideswiped the truck and kept going. The truck hit a guard rail and stopped.

A 16-year-old boy suffered minor injuries. Two others in the truck were not hurt.

Tricia Phillips gets 30 year prison term for killing boyfriend

GREEN BAY, WI (WTAQ) - A Green Bay area woman will spend 30 years in prison for killing her boyfriend.

44-year-old Tricia Phillips of Howard will also spend 15 years under extended supervision once she gets out.

Phillips escaped a possible life prison term, when she struck a plea deal and pled no contest in Brown County to a reduced charge of second-degree reckless homicide in the death of David Rosenberg. He died 13 months ago after the couple fought at a home in Howard.

Phillips was also convicted of aggravated battery.

Phillips claimed that Rosenberg choked her, and she shot him in self defense. Prosecutors said there were nothing to indicate a struggle.

WWII veteran receives Purple Heart after 70 years

OSHKOSH, WI (WTAQ) - It took 70 years, but a World War II veteran from Waupun has finally received the Purple Heart award he expected to get.

89-year-old Army Staff Sergeant Fred Zurbuchen was honored in a surprise ceremony Thursday at the EAA Museum in Oshkosh.

Zurbuchen was in his late teens when he was wounded as a B-17 gunner while flying on a mission over Germany.

Media reports said a fire destroyed the paperwork that would have given Zurbuchen his Purple Heart award years earlier.

The EAA's Chris Henry met the soldier earlier this year, and set out to complete the process for granting the Purple Heart.

Zurbuchen thought he was being invited to see a display at the museum when he was greeted with his military honors. He said he was the last survivor of his crew.

Report: Fewer new homes are being built in Wisconsin metro areas

MILWAUKEE (WTAQ) - Fewer new homes are being built this year in Wisconsin's five largest metros.

MTD Marketing Services said 287 building permits were issued last month for new one and two-family houses in the Milwaukee, Madison, Racine-Kenosha, Fox Valley, and Green Bay-Door County areas.

That's almost 100 fewer permits than what was issued in August of 2013. For the year as whole, homebuilding permits are down almost 6 percent in the five metros.

The Wisconsin trend is similar to what's taking place nationally. Experts blame shaky consumer confidence due to turbulence in world affairs -- plus an economy that's not totally back on its feet after the Great Recession.

Jim Collar of MTD Services says most of Wisconsin's new homes are for specific buyers, instead of speculation.

UPDATE: Three armed robbery suspects sought in Green Bay

GREEN BAY, WI (WTAQ) - Police in Green Bay say three suspects broke into an east side home Saturday afternoon.

It took place at a home near the corner of Eastman and Newtols around 2 p.m.

Police say the homeowner told them the 3 African-American men came in through an open garage door, pulled a gun on her and demanded money. The suspects got away with an undetermined amount of cash.

Authorities believe the suspects fled the area in a vehicle. Green Bay Police have not released further details, because they say they don't want to risk the integrity of their investigation.

Missing Oconto County man found

OCONTO COUNTY, WI (WTAQ) - An 84-year-old man suffering from the early stages of dementia reported missing in Oconto County has been found safe.

A Silver Alert was issued for Burt Whitlow. Sheriff’s say Whitlow’s wife last saw her husband around 10 p.m. Sunday when she went to bed.

Their home is near the intersection of highways 141 and County I.

He was found safe Monday night. 

Green Bay firefighters respond to paper mill fire

GREEN BAY, WI (WTAQ) - Green Bay Metro fire officials say no one was hurt after a fire at Procter & Gamble in Green Bay Monday.

Crews from several departments were called around 11:31 a.m. to the paper plant on Eastman Avenue.

Officials say the fire started in machine #11 and then spread to the walls and duct work.

Battalion Chief Mark Plate tells FOX 11 the blaze was a challenge to put out.

“There are so many nooks and crannies and it was inside the vent, which is hard to get to, so it just took our crews a long time to get to where the fire actually was,” Plate said.

Firefighters were on scene dealing with hot spots for about 3 hours.

Suspect in Green Bay knife attack sought

GREEN BAY, WI (WTAQ) - Green Bay police are searching for the man who allegedly assaulted another man with a knife Monday afternoon.

Officers responded to the 900 block of S. Oakland Avenue on the city's west side just before 1:30 p.m. A 37-year-old man left his residence and found another man trying to open his car doors. The man confronted the would-be burglar, who pulled a knife and swung at the victim, cutting his arm.

Police say the victim then punched the other man, who ran off heading east on 6th Street.

The suspect is described as a Hispanic man in his early 20s, around 5'8" or 5'9", between 160-170 pounds, with brown hair. He was wearing a black hooded sweatshirt and black shorts.

Ex-Bay Port teacher has court hearing delayed

GREEN BAY, WI (WTAQ) - Christopher Wieber had his court hearing delayed Tuesday to determine if he will stand trial on charges of sexual assault of a student and child enticement.

The 32-year-old former Bay Port High School teacher is accused of having an inappropriate relationship with a 16-year-old female student he taught last fall.

Investigators say Wieber kissed the girl on the lips, and touched her chest over her clothes.

On Tuesday, Wieber told the judge he still needs to find an attorney. A hearing was set for next week to determine whether Wieber qualifies for a public defender.

The Brown County Sheriff's Department does not believe there are any other possible victims in the case.

Appleton council member looking to get rid of military armored truck

APPLETON, WI (WTAQ) - An Appleton alderwoman is asking for information about what it would cost to get rid of an armored truck donated by the military.

An ongoing national debate about the use of military-style SWAT vehicles by local law enforcement agencies has brought attention to the matter.

Appleton Police partnered with the Outagamie County Sheriff’s Department to accept the armored vehicle through a national program.

Alderwoman Polly Dalton says she isn’t against the police department having it in its arsenal.

Appleton’s safety and licensing committee will discuss the issue at a Thursday meeting.

Packers fans getting more accommodations from airlines

ASHWAUBENON, WI (WTAQ) - Packers fans traveling to and from Green Bay for home games will now have an easier time.

Officials at Austin Straubel International Airport say both Delta and United Airlines have made some changes for home game weekends.

United has added a flight to its regular schedule and adjusted departure times on the day following each home game to include 4 departures before 10 a.m. Delta Airlines is now using larger planes which will increase seating capacity by 50 percent.

Airport leaders say these changes will help meet demand for travel into and out of Green Bay for games the Packers play at Lambeau Field.

Green Bay police warn about rental scams

GREEN BAY, WI (WTAQ) - Police in Green Bay are warning the public after getting several complaints about scammers posing as rental agencies or property owners who are duplicating ads.

"Basically these individuals, or scammers, are trying to scam you out of some money," says Green Bay Police Department Lt. Chad Ramos. "This could happen in the newspaper, it could happen on a Craigslist, on the Internet, it could happen in a variety of places."

The scammers, when contacted, typically give excuses for not being able to meet in person. They try to close the deal as quickly as possible, email a lease that appears to be valid and offer to mail the keys as soon as they receive money.

Those who do meet renters in person often demand cash, usually wired or sent in a form that is not easily tracked. Sometimes, the fake landlords meet at vacant or foreclosed properties and present them as available for rent. In this case, police suggest talking with neighbors, since they often know the background of the property. Internet searches can also be helpful and often turn up evidence of duplicate listings, police say. Also, if a house has a “for sale” sign in the front yard and it is supposedly being offered for rent, that is another red flag.

Police further suggest these tips:

  • Don’t agree to anything until after you are shown the property
  • Request to meet at their rental office when closing the deal
  • NEVER wire money or provide prepaid card account information
  • Emails filled with spelling and grammatical errors are usually a sign of fraud
  • If it seems too good to be true, it probably is
  • If the person is in an unusual hurry to close the deal, beware
  • Call the number on the realtor sign and ask to speak with the listing agent
  • Never give out personal information – social security, bank account, or credit card numbers

Police say to call them if you suspect you are a victim of this type of scheme.


UPDATE: Pair of Green Bay police squad cars involved in crash

GREEN BAY, WI (WTAQ) - A pair of Green Bay police squad cars are involved in a crash on the Mason Street Bridge.

It happened around 2:50 p.m. Tuesday as the officers were responding to a separate crash at Shawano Avenue and Oneida Street.

Traffic is now moving again on the Mason Street Bridge following slowdowns due to the crash for about 90 minutes.

Green Bay Police Department Lt. Tom Buchmann tells FOX 11 the officers’ injuries are minor.

GB Police: No injuries after semi truck crash

GREEN BAY, WI (WTAQ) - Authorities in Green Bay say no one was hurt after a semi truck slammed into a light pole.

The crash happened at the corner of Main Street and Webster Avenue around 8 p.m. Tuesday.

According to police, the driver was trying to make a right turn, but the breaks on the truck locked up and the driver lost control. The light pole was knocked over.

The truck company will likely have to pay for the repair costs, police say.

Animal rights group plans return to Wisconsin; hasn't filed formal complaint

GREEN BAY, WI (WTAQ) - It's been over a month since an animal rights group made their case that St. Patrick Catholic Church in Stephensville broke animal cruelty and child neglect laws with their pig wrestling fundraiser.

Reached by phone on Tuesday, SHARK President Steve Hindi said they're still getting their legal ducks in a row.

"We are in the process of some legal work, but there's a lot that's going on there as far as researching and all this kind of thing, but that effort we said it would be underway, it is but nothing's been filed yet," said Hindi.

In August, Hindi's group called SHARK (SHowing Animals Respect and Kindness) unveiled video footage where they document the numerous allegations of animal cruelty and child neglect.

Hindi says it shouldn't be incumbent upon them alone to act.

"I wish that citizens throughout the area and the state would get in touch with their authorities and say, listen this is not what we're about, this is wrong and we even have laws against it," said Hindi.

He also has not heard back from the Catholic Diocese of Green Bay, after delivering their materials and even offering cash to change the annual event in Stephensville.

"We're continuing to work with the parish, we actually have a meeting scheduled on Thursday," said Diocese communications director Justine Lodl on Tuesday. Lodl added that they would handle any sort of action with the parish alone.

Hindi says his group is expected to return to Wisconsin in the next couple of weeks to protest.

We're getting closer to another big concert at Lambeau Field

Green Bay, WI (WTAQ) - The Green Bay and Brown County Stadium District Board approved working with P-M-I Entertainment Group and the Packers to schedule a concert for June 20th.

PMI President Ken Wachter won't say who would be coming...

At issue is the 10 percent tax that the stadium district board puts on events. 

An announcement could come next month, with tickets to go on sale before Christmas.
