Green Bay man pleads not guilty in drunken crash that injured cop

GREEN BAY, WI (WTAQ) - A Green Bay man plead not guilty today to five felony charges after crashing into a police squad car at 96 miles per hour while drunk. 

25-year-old Ryan Rivard appeared in Brown County Court for an arraignment hearing. 

The crash seriously injured officer Tracy Liska. Court documents show Liska suffered a broken collar bone, broken ribs, and a punctured lung in the crash.

She was pulling out of a parking lot at the Kwik Trip in the 900 block of Lombardi Ave. near Lambeau Field. 

Rivard is facing several felony charges including Injury by Intoxicated Use of a Vehicle, 1st Degree Reckless Injury and 4th Offense OWI.


Appleton police talk with person of interest in fatal hit and run

APPLETON, WI (WTAQ) - Community tips have led Appleton Police to identify a person of interest in connection with a fatal hit and run last weekend. 

Police say they received tips about both the male and the red dual wheel pick-up truck that is suspected to be the vehicle that struck and killed 61-year-old Robert Joosten.

Investigators have spoken with the male and identified the truck. 

No arrest was made and the investigation continues. 

Joosten was killed after being hit while riding his bicycle around 1 a.m. last Saturday at the intersection of Wisconsin Avenue and Ballard Road.

Man, 71, killed after colliding with semi-trailer in Sheboygan Co

GREENBUSH, WI (WTAQ) - A 72-year-old Glenbeulah man is dead after the SUV he was driving crashed into a semi-trailer in Sheboygan County. 

Authorities were notified of a crash along County Highway A north of Ridge Rd., in the Town of Greenbush shortly after 6 p.m. Friday. 

The Sheboygan County Sheriff’s Office says the victim collided with the semi-trailer backing up.  The SUV was wedged beneath the trailer. 

The driver of the SUV died as a result of injuries from the crash.  

The crash is under investigation and name of the victim will be released Saturday after family is notified. 

Grand Chute apartment building fire displaces 6

GRAND CHUTE, WI (WTAQ) - A Friday evening fire displaced six residents at a Grand Chute apartment building. 

The Grand Chute Fire Department says smoke and flames were visible from an outside patio door of one unit when they arrived around 6 p.m. in the 3100 block of Fourth Street. 

Crews were able to knock down the flames within about 45 minutes of the call. 

Another seven apartments suffered moderate smoke and water damage. 

Walmart's final design plan could be a smaller store for downtown

GREEN BAY, WI (WTAQ) - Walmart will be presenting their final design plans for a downtown Green Bay store on Tuesday. 

Green Bay Mayor Jim Schmitt says Walmart officials will be back on Tuesday for more talks. 

Schmitt and Walmart representatives met more than three weeks ago to talk about design plans for a controversial 150,000 sq/ft store along North Broadway. 

"They're coming back with their final design plans this week," Schmitt told Fox 11.

Unnamed sources indicated that Walmart could be coming back with a smaller design, but would still be more than 100,000 sq/ft. 

Mayor Schmitt says he's unsure what Walmart representatives will say when he meets with them Tuesday.

"They have their goals and objectives, and we do too, and hopefully we can marry those two," he said.

Schmitt expressed his concerns about the proposed site, saying the big box store would not be the right fit for the district. Schmitt is open to a smaller store. 

Walmart has been adamant about the downtown store having the capabilities of selling both groceries and general merchandise.

The 15-acre site is part of the old Larsen cannery buildings and is owned by the business advocacy group On Broadway, Inc. The property was purchased using a loan through the city.

A six-member board of city and Broadway stakeholders known as the Larsen Green Governing Board makes the decision on the property. They have yet to see any final design plans.

The Broadway district is a business improvement district in the city. The BID Board of Directors met this past week and after a lengthy discussion took no official position on the proposed Walmart store. 

A couple weeks ago, Schmitt invited and showed representatives from Whole Foods, a national high end grocery store and sells natural and organic food, a handful of locations around the city where they could locate a store. Those sites included the downtown site that Walmart has a purchase option on.   

Police investigate attempted burglary in Grand Chute

GRAND CHUTE, WI (WTAQ) - Grand Chute police are investigate a report of a burglary at the Hollywood Cinema Saturday morning.

Cops arrived just after 9 a.m. and found there was forced entry into the building. Authorities discovered that two suspects had attempted to break into the office area, that from watching surveillance video.

Officials say the two suspects were unsuccessful and did not leave the building with any property.

The movie theater was shut down for a few hours so officers could process the evidence.

One dead, two injured after head-on crash in Hobart

HOBART, WI (WTAQ) - A man killed in a two-vehicle crash on Highway 29 in Brown County was identified Monday as 22-year-old Shane Lambert of Green Bay. 

Authorities continue to investigate the crash, which occurred Sunday on Highway 29 in Hobart. 

Officials said a westbound vehicle in which Lambert was a passenger crossed a median ditch on the four-lane expressway, and collided head-on with an oncoming vehicle. 

The driver of the westbound car was seriously injured. The other driver escaped with minor injuries.

Authorities said speed and alcohol appeared to be factors in the crash.

Green Bay Packers shellshocked in 27-13 loss to the New York Giants

EAST RUTHERFORD, NJ (WTAQ) - Defensive struggles early and offensive missteps late helped the New York Giants to a 27-13 win over the Green Bay Packers at Met Life Stadium Sunday.

Packers quarterback Scott Tolzien threw three interceptions, including one by Giants defensive lineman Jason Pierre-Paul that was returned 24 yards for a touchdown in the 4th Quarter.

Giants quarterback Eli Manning threw for 279 yards and a touchdown, 26 yards to wide receiver Rueben Randle that put New York up 7-0 in the first quarter.

The Giants (4-6) have won four straight.

The Packers (5-5) struggled in the ground game, rushing for just 55 yards as a team.

UPDATE: Some power outages remain after Sunday's storms

GREEN BAY, WI (WTAQ) - Over 1,100 electric customers in Wisconsin were without power at mid-day, as strong winds continue to blow across parts of the state. 

The Wisconsin Public Service utility had almost 940 customers in the dark as of 11 a.m. 70 percent of those were in the Eagle River and Boulder Junction areas. 

We Energies about 160 customers out -- 16 in the Rhinelander area, and the rest in the Milwaukee region. 

Wisconsin Power and Light had about 40 customers out in south central areas, and Xcel Energy had around 20 customers without power in the Eau Claire region. 

Racine had the strongest wind gusts in Wisconsin late Monday morning, at 45 miles an hour. Gusts were reaching the 20's and 30's elsewhere in the state. 

The far north had snow flurries, while the far south had partly sunny skies in some spots. Most of Wisconsin was cloudy just before the noon hour. 

Clearing skies were expected later Monday afternoon, with overnight lows falling into the 20's.

Statue unveiled honoring New Holstein police officer killed in crash

NEW HOLSTEIN, WI (WTAQ) - A new statue has been unveiled to honor a New Holstein police officer killed in an off-duty traffic crash. 

Andrew Hoefler died 17 months ago, when his vehicle collided with a car going the wrong way on Highway 57 east of Kiel in Manitowoc County. The other driver survived the crash, which is still being investigated by the State Patrol. 

The 22-year-old Hoefler had served on the New Holstein Police Department for almost two years when the crash took place. 

A large crowd looked on Sunday when New Holstein Police officials and the Lakeshore Tech Color Guard held a ceremony at the new statue. 

Chief Brian Reedy said Hoefler always volunteered to do things. Friends said Hoefler touched a lot of people through his service.

Conflict zone refugees about to relocate to Fox Valley

APPLETON, WI (WTAQ) - Starting in January, about 75 refugees will be re-settled from international battle zones to the much more peaceful Fox Valley. 

The non-profit group World Relief Fox Valley is helping obtain health screenings, housing, and integration assistance for refugees from the Congo, Myanmar, and Iraq. 

The group also plans to help the refugees find jobs which match their skills. 

Kathy Flores, Appleton's diversity coordinator, tells the Post-Crescent that her office will work with churches and other religious institutions to prepare for the refugees' arrival.

The first refugees are expected to arrive in January. The re-settlement effort is in its third year. 

So far, almost 175 people have participated, mostly Burmese refugees.

Construction trailer tips over on Lake Butte des Morts Causeway

OSHKOSH, WI (WTAQ) - Traffic is moving again on Highway 41 in Winnebago County after a construction trailer tipped over Monday morning.

Officials say it happened before 10:30 a.m. in the southbound lanes of the Lake Butte des Morts Causeway.

Two lanes were shut down for nearly an hour-and-a-half.

No other information is being released at this time.

Jeffrey Wickman will stand trial in Green Bay homicide

GREEN BAY, WI (WTAQ) - A trial has been ordered for a man charged in a homicde on Ashland Avenue back in May.

Jeffrey Wickman is charged with the strangulation death of Daniel Kuehl inside his home.

Wickman is currently being held at the state's Dodge Correctional Institution on unrelated matters.

His arraignment is set for December 20.

Not guilty plea entered for Tricia Phillips in boyfriend's murder

GREEN BAY, WI (WTAQ) - A woman charged with killing her boyfriend at a Howard apartment complex has pleaded not guilty.

According to a criminal complaint, Tricia Phillips told police she shot David Rosenberg in the head after he choked her during an argument at Northern Pines Apartments. The argument stemmed from Phillips telling Rosenberg she believed she was pregnant.

But the complaint goes on to show that Phillips talked to a neighbor the night before, and was upset because she thought Rosenberg was lying about talking to his ex-wife.

Phillips is due back in court November 25.

Green Bay Mayor Schmitt set to meet with Walmart officials Tuesday

GREEN BAY, WI (WTAQ) - For the second time, officials with Walmart are expected to meet with Green Bay Mayor Jim Schmitt about plans for a store in downtown's Broadway District.

Walmart has expressed interest in constructing a 150,000 square foot store on part of the site of the former Larsen cannery. 

Last month, Schmitt took several Walmart officials around the city to show them alternative sites to build that large format store.

Those sites include two on Velp Avenue and one on Ashland Avenue, both blocks from the Broadway District site.

“I think a grocery store is a top priority,” said Schmitt. “It has been and we're going to deliver on that, but a superstore I'm not sure is the right thing for the Broadway District or our downtown.”

Walmart is trying to sell its idea to downtown neighbors. A company pamphlet is arriving in mailboxes. It states a Walmart would lower taxes, improve property values, and add 300 jobs.

The meeting between Walmart and the city is expected to happen Tuesday morning. 


Kyle Buckles sentenced for high-speed chase through Northeast Wisconsin

GREEN BAY, WI (WTAQ) - A man convicted of stealing a car and leading police on a high-speed chase on Highway 41 has learned his fate.

In Brown County court Monday, Kyle Buckles was sentenced to 10 years in prison, along with 10 years extended supervision for the July 7, 2012 chase through Oconto and Brown counties.

Buckles stole a car, rammed another vehicle and continued on, eventually ending up in Brown County. That's where a sheriff's deputy lost control of his car during the chase, crossed the median and struck another vehicle. That driver, a Milwaukee woman, suffered serious injuries.

Judge Tammy Jo Hock made it a point to read a blow-by-blow account of the incident, saying it was necessary for the "complete and total disregard" for others Buckles showed. 

Four years in prison for Drew Christensen in Oconto Co. arsons

OCONTO, WI (WTAQ) - A man from Suring has learned his punishment for starting another pair of fires.

A week after he was sentenced to 15 years in prison for arson stemming from federal charges and a house fire in Marinette County, Drew Christensen was given another four years behind bars Monday.

This was for setting fires at a seasonal home and a garage in Oconto County. Investigators say Christensen admitted to setting those blazes.

He had been a member of the Brazeau Fire Department for nearly six years. 

CO problems force evacuation of De Pere apartment complex

DE PERE, WI (WTAQ) - Some De Pere residents were forced from their homes after high levels of carbon monoxide were discovered Monday night.

De Pere Fire officials were called around 9 p.m. to 1746 Burgoyne Court, where they evacuated everyone for about an hour.

High levels of carbon monoxide were found throughout the apartment complex. A heating unit separate from the living area was the source of the carbon monoxide.

Six people were evaluated on scene for carbon monoxide exposure. Two people were taken to the hospital.

Charges filed against 18 people in Forest County drug bust

CRANDON, WI (WTAQ) - Authorities in Forest County have charged eighteen people in connection with a six-month-long drug investigation.

With the help of confidential informants, Forest County sheriff's investigators were able to purchase cocaine, marijuana and prescription drugs from residents, along with some of the suppliers from outside the county.

The arrests include five made during a November 13 raid in the town of Nashville. Three people are still being sought.

Those charged in the case are:

  • Steven C. Poler, 22, of Crandon
  • Laurie A. Olds, 51, of Crandon
  • Kyler A. Williams, 20, of Crandon

  • Ahshoni M. Daniels, 31, of Crandon

  • Jodie A. Burnett, 54, of Crandon
  • Dominic A. Bellomy, 22, of Crandon
  • Rosemarie Curtiss, 60, of Crandon
  • David Curtiss, 58, of Crandon
  • Lynn M. Daniels, 19, of Crandon
  • Julie A. Basina, 50, of Milwaukee
  • Dwight E.C. Larock, 23, of Bonduel
  • Shawna L. Rachal, 19, of Bonduel

Another man was arrested but has not been formally charged in the case.

Authorities are still looking for Basina, Larock and Rachal.

Tax credits aims to help Green Bay manufacturer create jobs

GREEN BAY, WI (WTAQ) - The Wisconsin Economic Development Corporation has approved tax credits for a Green Bay company looking to add jobs.

Rol-Tech has been approved for $80,000 in tax credits to help pay for new laser engraving equipment. The manufacturer of rubber-coated rollers and other products is looking to spend between $850,000 and $1 million for the equipment.

The project is expected to add up to 24 jobs.

WEDC says the tax credits will be distributed each year based on the number of new full-time positions created over a three-year period.
