Community Shoots Down School Improvement Plan

PESHTIGO, WI (WTAQ-WLUK) - For now, the decades-old middle and high school building in Peshtigo will stay as-is.

Mark Konrad says he's among those who voted no.

He tells FOX 11 the price-tag for the project is way too high.

"$32 million is a lot for a community of 1,500 people, the population of the students in that school has really not grown over the last 20 years."

The district had two questions on Tuesday's ballot.

Question one asked voters for $29.96 million to build a new middle and high school building.

55-percent of voters said "no." Question two, which also failed, asked for $950,000 for a new gym.

The district's previous referendum in 2016, asked voters for $33.9 million.

Peshtigo District Superintendent, Kim Eparvier, sent a statement stating in part....

"The question of "What's next for the district now that the referendum failed" is one that must be contemplated by our Board of Education and other stakeholders in the community."

Jim Koronkiewic, who is on the citizen's building committee, also commented...

"This shows that the Peshtigo community and surrounding School District taxpayers do not support advancing the educational infrastructure to keep pace with and promote economic development in the area."

Wendy Holmes voted in favor of the referendum, saying the school needs improvement.

"The kids need a new school, I think this one has seen better days, it's shabby, it definitely needs a lot of money to upgrade it."

District officials say they are not giving up on the project.

But there's currently no timeline of what exactly will be next for the project.


Deputies Investigate After Suspicious Fire

MORRISON, WI (WTAQ) - An investigation is underway after a house fire in Brown County.

The fire broke out just after 2:30 a.m this morning (Thursday) at 7085 County Highway W in the Town of Morrison.

Although there are no injuries or deaths, the Brown County Sheriff's Department says there was enough suspicion to call the Brown County Fire Investigation Team to investigate further.

Officials would not release any further details.

Explosives Lab Found In Beaver Dam Apartment

BEAVER DAM, WI (Wisconsin Radio Network) - Unsealed court records show investigators found potential homemade bombs and white supremacist literature in 28-year-old Benjamin Morrow's apartment after the March explosion.

The blast killed Morrow, and damaged the apartment building, which was deliberately burned down to destroy the potentially explosive material.

The explosion permanently displaced more than a dozen other residents.

 

Suspicious Incident In Appleton

APPLETON, WI (WTAQ)- Police responded to an apartment building on E. Bradford Avenue and N. Union Street Thursday afternoon.

Officers put up crime scene tape while they investigate a suspicious incident. 

Police are investigating a red stain that was found on the side of a car while it was parked overnight on the street.

Mercury Marine Expansion Underway

FOND DU LAC, WI (WTAQ_WLUK)- Ground was broken on Mercury Marine's new expansion.

The project will create a two-story facility for office space.

The facility will be to study noise, vibration and harshness characteristics, with the goal of ensuring a quiet engine for consumers.

 

Officials say they are not planning on adding more jobs to the area at this time, but it may be something that they will look at in the future.

"Right now there is not a direct increase in employment, but with our increased facilities it will definitely be an opportunity to grow our number of engineers to employ here," said Tim Reid, vice president of product development told Fox 11.

This is the third major expansion at Mercury Marine in 18 months.

Packers Making Annual Meeting Special

ASHWAUBENON, WI (WTAQ)- The Green Bay Packers are including their annual shareholder's meeting with a series of events in July.

The meeting will be on July 25 at 7:00 pm at Lambeau Field.

Marking the 100th season of Packers football, the meeting will coincide with training camp and other events planned.

The rest of the details are expected to be released next week.

Outagamie County Keys In On Work Zone Safety

OUTAGAMIE COUNTY, WI (WTAQ-WLUK)- Outagamie County officials are asking drivers and workers to pay attention when encountering road construction sites as National Work Zone Awareness Week starts Monday.

The state reported more than 2,700 work and construction zone accidents in Wisconsin last year.

Outagamie County highway commissioner Dean Steingraber says much of that is due to distracted driving. 

"We have really found out over the years that yes, our guys are in danger out there working and really unprotected, but the people getting hurt and killed are the people driving the cars and we think it's everyone's responsibility, our workers, and the drivers to be aware," Steingraber said.

With the construction season getting underway in Wisconsin, county officials are asking both drivers and workers to be aware of their surroundings.

This year, drivers in Outagamie County will see more construction projects at night.   National Work Zone Awareness Week kicks off Monday in the state.

Wednesday, April 11 is being recognized statewide as “Go Orange Day.” Residents can show support by wearing orange and using #OrangeForSafety in social media. 

New Charges For Hit and Run

GREEN BAY, WI (WTAQ)- Charges have been amended for a man accused of a fatal hit-and-run crash with a man riding a bike in Green Bay.

Barry Watters was originally charged with hit and run causing great bodily harm.

After the victim Russel Owen died from the injuries, those charges were changed to homicide by vehicle while using a controlled substance, homicide by intoxicated use of a vehicle and hit and run resulting in death.

Thursday's hearing did not take place because Watters has asked for a new attorney. 

Barry Watters was allegedly driving the SUV which struck and killed Russel Owen on Green Bay’s west side on March 25.

Police reported that they found marijuana and prescription medication in the vehicle.

A passenger in the vehicle, Ramon Novoa, is also charged with a misdemeanor for not aiding Owen or reporting the incident.


Body Pulled From Fox River

DE PERE, WI (WTAQ)- De Pere police say they consider a man found dead on the shore of the Fox River suspicious.

A coroner says it is believed the man was in the water for nearly 12 hours.

Police say they were able to identify the man but only released that he is in his 50's.

They also indicated that the man had prior run-ins with law enforcement.

Arrest Made For Child Porn

GREEN BAY, WI (WTAQ)- A New Franken man is in custody for sharing naked pictures of Northeast Wisconsin women online.

41-year old Jason Pristelski was arrested after being lured by investigators during an undercover online sex sting.

Officials say he thought he was meeting up with a 15-year-old girl for sex, but met up with authorities.

"This is another case where we were doing an investigation online, and he did respond to an online chat," Chief Deputy Todd Delain said. 

Investigators discovered that Pristelski was being given naked pictures of adult women, but were sharing those without consent.

Delain says they have identified six female victims, but there may be more.

"We don't know, we are still going through all the forensic evidence," said Lieutenant Jim Valley.

"Adults may have consensually sent images to him, however, he may have shared that information without their knowledge."

Investigators also located over 70,000 child pornography images on his cellphone.

Valley says that is alarming.

"Someone willing to do that in our community and have access to kids in our community, one thing could lead to another and that puts our children in danger."

Pristelski has been charged with child pornography and child enticement.

Charges for distributing naked photos without consent are likely coming.

Anyone who may have sent nude pictures to Pristelski is asked to contact Lieutenant Valley.

Shawano Officials Hope To Send Message

SHAWANO, WI (WTAQ) - A message in the snow is driving police and administration in Shawano to send their own message.

School threats will not be tolerated.

For the second time in two weeks, Shawano Schools were notified of a school shooting threat.

"They made a big sign in the snow with their feet," Shawano Police Chief Dan Mauel said.The message "I go shoot up school"  was found on the ground in a park. The threat comes a week after the first threat was located.

Mauel said he does not believe they are connected.

"They are similar in what the message is. The only difference is that we don't have any idea when that first message was written on the picnic table. This one was stamped in the snow, so we know that it probably happened within the last 24 hours."

Two threats in two weeks is a Deja vu that Superintendent Gary Cumberland is not happy to relive. He says serious or not, the threats are nothing he will tolerate.

"We have to put an end to it by finding whoever is doing this, and say here is what happens when you do those things, and make sure people are aware of it."

Mauel said that is exactly what the police intend to do.

"We need to bring to justice whoever did this. If we can do that, and there are some severe consequences, hopefully, it will deter everybody else.

Chief Mauel said they had officers in and outside of schools, and while many were nervous, he said he also noticed many parents were happy to see them.

"People that do these type of things, that what they look for is to instill fear, to have fun, or they think it's cool. When that stuff does not happen, they don't win."

However, Cumberland says he knows that the staff and law enforcement are trained and prepared to keep everyone safe, but people are getting the wrong message about the district, and that is also damaging.

"School is like a symbol of our community, and when things like this happen, it makes our community look bad. Today I had four phone calls from companies trying to sell us stuff to keep us safe. The perception is out there. It makes it look like what in the heck is going on in Shawano?"

After a school shooting threat last week, Shawano Superintendent Gary Cumberland thought the worse was over, but a second threat found in the snow at a park on Wednesday is leaving him frustrated.

"This is a form of domestic terrorism. They are causing fear, but I don't think they realize what can happen to them once they are caught."

Cumberland has alerted staff to keep an ear out for conversations in the hallway and report what they hear. 

Shawano Police will continue to be present at the schools, and will also continue to investigate the threats.

De Pere Bridge Discussed

DE PERE, WI (WTAQ)- Representative Andre Jacque met with Wisconsin Department of Transportation Secretary Dave Ross on Thursday to discuss the proposed Southern Bridge in De Pere.

"Since I have been in High School, it has been a need for the community."

The representative says it is important to De Pere for multiple reasons.

"The strain within traffic and also the need to serve the industrial parks on the southern end of the city."

Jacque said the uncertainty of not having the bridge has led to the loss of economic development.

"(That is) In terms of projects that they had to turn down or projects that could have come to the city."

 

Multiple elected officials were also in attendance.

"I think we were pretty well heard today, and hopefully it is a step forward as we look towards the next state budget process."

Jacque said the idea has been kicked around for a while and he would like to see it take form during the next session.

Ice Shoves Still On The Move

DOOR COUNTY, WI (WTAQ-WLUK) - High winds on the frozen waters of Green Bay are leaving some people on the eastern shoreline with a mess of ice.....and a lot of property damage.

Blocks and blocks of ice as far as the eye can see piled up on the Door County shoreline just north of Dykesville.

Ron Renard tells WLUK he saw it happen Saturday morning.

"I was reading my paper up on my recliner here, and all of a sudden, I noticed my chair was shifting. And I looked, and there it was, going up, going up, going up, going up, going up. And all of a sudden, it stopped."

He says the ice destroyed the wooden deck on his neighbor's cottage and broke the front window too.

"There's a lot of ice here. If you go that way, there's a lot more yet."

Renard says he had no damage to his property, but the ice mangled a dock nearby.

Renard's other neighbor lost a building to the shoves.

"This guy here, last Saturday he said I'm going to fix my shed up here. He worked all day on that shed there, and by nightfall, that's what it looks like."

And to the north, shoves overlooked the Sturgeon Bay Shipping Channel near Cabot's Point.

"It kind of self-compounds, and rides up on top of itself right tight to the shoreline."

JJ Malvitz, Professional Ice Fishing Guide, says the steep shorelines, and blustery winds combine to push the blocks high in the air.

"It's really cool just the shape of the ice, but then also the color of the ice. You have those deep aqua colors. Those turquoise colors, all kind of combine to really form a nice visual appearance up here."

Meanwhile, Renard says this is the worst damage in at least 10 years.

"Well, it will go back to spring eventually, but I don't know when. Got to get some warm weather you know."

It may not be the last time we see the formations.

Experts say there is still a lot of ice on the waters of Green Bay.

If we get more wind and some precipitation, more blocks could shove ashore.

One Man Dead, Police Say Suspect In Custody

OSHKOSH, WI (WTAQ-WLUK) - One man is dead and another is injured after a stabbing this morning in Oshkosh.

The incident happened in the 500 block of Mt. Vernon Street shortly after 2 a.m.

An 18-year-old man was pronounced dead at the scene after sustaining multiple stab wounds.

A second victim, also an 18-year-old man, was taken to the hospital with multiple stab wounds and is in intensive care, according to Oshkosh Police Officer Kate Mann.

A 3rd person, a 17 year old believed to be the suspect, is in custody.

Oshkosh Police provided a limited description of the suspect:

"Oshkosh Police are looking for a suspect involved with the stabbings who is described as a light skin black male who is approximately 18-20 years of age. The suspect was last seen wearing dark colored pants, no shirt or shoes. The suspect may have sustained a stab wound and he may be in need of medical assistance. Local hospitals have been notified."

Neighbor To The Rescue

KAUKAUNA, WI (WTAQ)- Quick thinking by a Kaukauna man, saved his neighbor's home.

Fire crews were called out to a Fieldstone Court for a van that was on fire near a home.

Officials say the neighbor notified the homeowner and even used his own vehicle, and a towing system to pull the other vehicle away from the home.

The van is considered a total loss, but the house was saved, and no injuries were reported.


Police Searching For Injured Person

APPLETON, WI (WTAQ)- Appleton Police are searching for an injured person that they believe is connected to blood found on, and nearby a vehicle Thursday.

Officers were called to East Bradford Avenue after a neighbor noticed the blood on the driver's side of the vehicle and on the ground.

Witnesses told police that there was a disturbance on Wednesday night, and said two white vehicles left the area.

Overnight Cigarette Robbery

APPLETON, WI (WTAQ)- A Citgo in Appleton was robbed early Friday morning.

Police say the incident happened around 3:30 a.m on North Richmond Street.

Cigarettes and cigars were reported stolen.

Footage shows the suspect broke the glass door to get in and also shows the suspect leaving the building.

Traffic cameras helped determine that the suspect traveled near N. Alvin Street.

Airport Goes Blue For Autism

GREENVILLE (WTAQ-WLUK) - Appleton International Airport will appear blue every night this month, supporting Autism Awareness Month.

They will also be hosting "Wings for Autism" giving children with autism, the chance to go through the motions of taking a flight to a destination. 

Officials say these events are a helpful process for children with autism and help them get familiar with the steps that are taken if they are going to fly somewhere. 

"People living with autism want to be included: they want to have friends, they want to have a job, they want to live independently, they want to be loved and have relationships just like any other human being," said Shannon Knall, chair of Autism Speaks Wisconsin tells Fox 11.

Officials with Autism Speaks Wisconsin say they hope by spreading awareness, more parents and children will seek help to understand autism and learn how to function in the world.

Longer Wait Expected For Sturgeon Spawn

GREEN BAY, WI (WTAQ)- The cold weather in April will likely delay the start of a highly anticipated event.

This time of year, many are excited to see the Sturgeon participate in their annual spawn, but DNR Biologist Ryan Koenigs says the wait is going to be longer this year.

"We have close to 20 degrees of water warming that has to take place before the sturgeon are going to be active, so it is going to be awhile.

Koenigs says the water has to be in the 50's and right now it is about 30 to 35 degrees.

The annual event usually gets underway mid-April, but Koenigs says that will not happen this year, and for now, the watch is on hold.

"The normal spawning is normally around April 15 to May 1, but this year, I don't see it being until late April and into May."

Shiocton, New London, and Shawano are popular places to view the Sturgeon once they arrive.

 

 

Chief Deputy To Run For Sheriff

BROWN COUNTY, WI (WTAQ)- After seven years as Chief Deputy in Brown County, Todd Delain announced his plans to take the next step.

"Today, I am pleased to announce my candidacy for Sheriff of Brown County."

Delain said school safety, drugs, and jail overcrowding are some of the issues he would focus on.

"My education, my years of experience, my work ethic and my dedication to the community in which I grew up, has prepared me for the challenge."

Delain was joined by Sheriff John Gossage, and former Sheriff's Dennis Kocken, Tom Hinz, Mike Donart and Leon Pieschek, who all stood behind Delain and endorsed him. 

To have their endorsement is important because I know that they would not support me if they did not have the confidence in me."

"I vow to continue to build upon the legacy of all the previous Sheriff's."

Delain has been Chief Deputy since 2011.
