MANITOWOC, WI (WTAQ) - A baseball field in Manitowoc has been damaged by fireworks that were lit on the diamond.

Burn marks are visible on the Miracle League of the Lakeshore's Dewey Street Park in Manitowoc.

"Coaches and myself and parents have cleaned up the fireworks that were scattered across the outfield (for roughly 40 minutes before a game that was scheduled for Thursday).  I have also tried to wipe away the black marks.  I have to try another bout of it to see if we can get any more of it off."

Laura Ziemer is the league's commissioner and discusses how this might have happened.

"The only way they could have accessed it is going over the fence.  It's a locked gate."

Ziemer has some positive news for players.

"We will be able to have all of our games and practices that happen.  The park won't have to be shut down for any reason."

The league serves children, ages 4-19, with physical or intellectual disabilities.

SHEBOYGAN COUNTY, WI (WTAQ) - Sheboygan County Sheriff's officials say the 37 dogs recovered from a former Town of Wilson kennel are on the mend.

However, during a Friday press conference, Captain Cory Roeseller said it would still be awhile until the animals are fully recovered.

Officers seized the dogs last week, following an animal welfare investigation.

Roseller notes what officers encountered during the investigation.

"Also on the property were two large chest freezers. Located inside these chest freezers we located the decaying carcasses of 31 to 40 dogs. The freezer also appeared to not have been functioning for a long period of time."

In addition, a woman who got a dog from the kennel several years ago says the animal was malnourished, underweight and anti-social.

BROWN COUNTY, WI (WTAQ) - A 33-year-old Green Bay woman has been accused of beating her daughter.

Autumn Gofoe faces two felony Child Abuse counts and one misdemeanor count of Disorderly Conduct.

On May 23, Gofoe allegedly became angry when she looked in her daughter's backpack and found a cell phone that she wasn't supposed to have.

Gofoe reportedly hit her daughter in the face while swearing and belittling her, punched her in the face, and kicked her repeatedly until the girl blacked out.

Prosecutors say Gofoe then tried to kick her daughter out of the house, telling her to pack only the clothes she bought herself.

Gofoe drove her daughter to multiple friends' houses.

When each stop resulted in no answer or being told the daughter could not stay, Gofoe drove them back home.

Once there, Gofoe took the girl's cell phone, recorded a video, and posted it to social media.

Fellow students brought that video to the attention of Ashwaubenon High School staff the next day.

On the same day the video was discovered, Gofoe allegedly showed up at the school, saying she wanted to shadow her daughter for the day.

When told she could not, Gofoe reportedly created a loud disturbance in the school office before leaving.

Talks of Rebuilding Fuel Pipeline

APPLETON, WI (WTAQ) - One state lawmaker is looking to rebuild a fuel pipeline that used to serve Northeast Wisconsin.

Senator Roger Roth (R-Appleton) is looking at the 110-mile West Shore pipeline, which runs from Milwaukee to Green Bay.

"We have to have a long-term solution.  To me, I see that as rebuilding the pipeline that we have."

The West Shore Pipe Line Company closed the line in June 2016 after it was determined extensive repairs were needed to fix it.

For the past year, trucks have been used to bring fuel to the area.

Roth believes rebuilding that line is better than constructing an entirely new one, which he says could cost up to $200,000,000.

Erin Roth is with the American Petroleum Institute.

"Whether it's new construction or a rebuild like the West Shore, you will have landowners and environmentalists opposed to fossil fuels making some protests against it."

He says building a brand new pipeline could take up to two years and would require multiple permits being approved.

Senator Roth says he will meet with West Shore this coming week.

Housing Authority Busy Making Fraud Collections

BROWN COUNTY, WI (WTAQ) - One Brown County department has already exceeded the amount it budgeted for fraud collections this year.

Robyn Hallet is the county's Housing Authority administrator and notes the fraud comes from participants in the Housing Choice Voucher Program.

"We've already, as of May, met our goal for the entire year of the amount of money that we budgeted to be able to recoup."

She says that figure is north of $90,000.

Hallet notes the county started more actively pursuing claims in 2007.

"The total recovered was $859,000.  We've had a total of 571 cases."

Hallet explains reasons these cases have been pursued in small claims court, or through the DA's office in more serious instances.

"One of the most common ones is unreported household members.  We have a regulation that families cannot have additional people staying with them for more than 14 consecutive days or more than 30 days in a year's time.  Also, moving without notifying us in advance, failing to comply with income or household change requirements, failure to provide us with required documentation."

The Housing Choice Voucher program is a federal effort that assists low-income families, the elderly, and disabled persons in finding decent housing.  It is managed by local public housing authorities.

Participants are allowed to choose what private rental unit they would like to live in, with income determining how much of the rent is covered by the government.

Once a small-claims judgement is entered, former program paricipants are barred nationwide from re-entering the program until that judgement is satisfied.

SUAMICO, WI (WTAQ) - Officials say two people died in a Suamico house fire late Sunday night.

Firefighters from the Howard and Suamico Fire Departments were called to 1602 Woodsdale Avenue around midnight.

Both of the victims tried to make it out of the house. One was found outside and the other near a door.

Fire Chief Todd Noe notes "The medical examiner came and took custody of the bodies to do their portion of the investigation.  At this point, I do not have confirmation on names or ages of the two victims."

The home is a total loss. Part of the roof collapsed.

"At this point, we're still trying to clean up the fire scene itself and get our stuff back together.  The Brown County Fire Investigative Team and the state Fire Marshal is handling the investigation at this point.  We did call them in after we found two deceased persons.  Per state code, we have to notify the Fire Marshal's office.  They came in and took over the investigation."

About 50 firefighters battled the blaze.

No word yet on the fire's cause or origin, but investigators have started the process of piecing together what happend.

"The fire is still under investigation.  However, nothing at this point looks suspicious."
