HOWARD, WI (WTAQ) - Brown County sheriff's officials said crews responded to a fire on the 1500 block of Pinecrest Road just after midnight, Sunday.

The Brown County Sheriff's Office and nine fire departments responded, including dozens of firefighters. The fire chief said multiple units responded because fire crews did not have access to a water source.

A barn and other farm-related buildings were destroyed in the fire, according to Don Phillips, the Village of Howard Fire Department chief.

Officials said there were reports of animals inside the barn, but their status is unclear. The owner said some of the swine on his property may have died in the fire, and he has not located some of his cattle.

The farm owner told WLUK, he and his daughter are safe and unharmed.

Sheriff's officials said the American Red Cross is assisting with this incident.

GREEN BAY, WI (WTAQ) - A women's march was held in downtown Green Bay Saturday.

The group started on the City Deck and then marched on Main Street.

Participants say the event is a women's march but everyone was welcome.

Both men and children were involved in today's procession.

Demonstrators say the march is their way of having a say in today's political world.

They hope the act will send a message to America's new president, Donald Trump.

"This is people wanting to say that what's happening with our new president is not okay. The disrespect for all different people, including women. The disrespect for public education is not okay, and things that he said yesterday were just offensive to so many people, and so that's why we're here," said Kristi Zahn, demonstrator.

Similar marches have been held across the state and country.

As of Saturday, President Trump has not talked about the marches.

Lawmaker Looks to Change Violent Sex Offender Placement Law

UNDATED, (WTAQ) - State Representative Michael Schraa (SCH-RAH) says he's hoping to introduce legislation this session, which prohibits judges from placing violent sex offenders in counties other than the offender's county of origin.

Schraa says they need to better define Wisconsin Act 156 by changing the language so it's not open to interpretation.

"You know we can't continue to have this problem in our districts and it will start spreading all over the place and I know I have other colleagues that have concerns," Schraa said.

The process of changing the law will not be a simple process.

"It's a heavy lift. You know all the intricacies regarding the counties and the towns. It's not going to be just a quick we're going to change this word or that word."

Schraa says in the past, it's been an issue in the Town of Eldorado, which is in his district.

The bill will be a collaborative effort with other lawmakers.

Schraa hopes to bring the legislation to the floor by this fall.

New Police Headquarters Development

GREEN BAY, WI (WTAQ) - Progress and talks continue as the Green Bay Police Department works with the city council on securing a site for a new headquarters.

The force has outgrown the outdated building along S. Adams Street downtown.

Captain John Laux say Alderman Joe Moore has been a big supporter of the effort.

"It went to council earlier. It seemed to kind of stall a little bit. Joe Moore, grabbed it and said 'hey, bring it back to finance, we'll look at these concerns the council has.' One of the concerns that was brought up was, is there an existing building? Do we need to go with a brand new parcel? Where are we going to find the land? So, right now it's kind of in that flux area, where they're trying to decide what to do to move forward," said Laux.

Besides the added space needed in a new facility, the department is looking to be more community friendly.

"We're looking to be inviting. We'd like to add community rooms, access to computers. My vision is to have this inviting lobby where maybe a daycare or a grade school will want to spend a field trip to come down and see the history of the city, history of the police department, fire department, all in this big inviting lobby," Laux explained.

As for a timeline, Laux says he hopes to be bonding for money for site acquisition by the fall.

A project of this size, with a building approximately 100,000 square feet or more, could take around 3 1/2 years to complete.

The price tag is estimated at $34 million dollars.

Packers Fans Down...But Not Out

GREEN BAY, WI (WTAQ-WLUK) - Fans at the Titletown Tap room in downtown Green Bay went into Sunday's NFC Championship game confident in what the Packers could do.

Fans liked the way Aaron Rodgers was connecting with his receivers and they were glad to see Jordy Nelson back on the field making plays.

But unfortunately there were too many miscues, and fans placed some blame on the defense for not being able to hold the Falcons in check.

But the fans speaking to WLUK remain proud of the team, and believe they'll come back better next year.

"It's hard not to look forward to next year, we finished the season on such a strong note obviously this isn't the way you want to end a season but we were 4 and 6 at one point to get to where we are today is a huge accomplishment in itself," said Bradley Zastrow.

"I think we have a lot to look forward to I mean they made it to the NFC Championship gram so I think we have a lot to look forward to next year. I'm excited," said Cole Nygard.

"I think we come back healthier, stronger I think were going to do great next season Really looking forward to it," said Colton Weisner.

Even when the Packers were down 24 to nothing at half time, plenty of Packers fans believed the team could come back but it just wasn't meant to be.

GREEN BAY, WI (WTAQ) - According to GasBuddy, drivers in the Green Bay area were paying an average of $2.36 per gallon at the pump as of Sunday, a 1.6-cent drop from a week earlier.

In the Appleton area, the fall was even more pronounced, as the average price was down 2.7 cents to $2.25.

Analysts are keeping an eye on the policies of newly inaugurated President Donald Trump to see what impact they will have on gas prices.

Gregg Laskoski is a senior petroleum analyst for GasBuddy

"One of the first announcements made by the new Administration was its 'America First Energy Plan' which states that 'Producing more energy is in America's national security interest.' It said: 'President Trump is committed to achieving energy independence from the (Organization of Petroleum Exporting Countries) cartel and any nations hostile to our interests. At the same time, we will work with our (Persian) Gulf allies to develop a positive energy relationship as part of our antiterrorism strategy. While it's too soon to speculate what such a plan might mean in the long term for prices at the pump, for now we expect another week of nominal decreases in retail gas prices."

Laskoski added. "Refineries are unloading winter-blend gasoline at 'fire sale' prices."

The national average price was $2.30 per gallon as of Sunday, 3.2 cents lower than a week earlier.

FOND DU LAC, WI (WTAQ) - Dennis Brantner will be re-tried for the 1990 murder of Berit Beck, a judge ruled Monday.

Brantner's first trial last summer ended with a hung jury.

The defense had asked for a ruling that there wasn't enough evidence to warrant a re-trial, but Judge Robert Wirtz denied the motion.

Defense attorney Craig Powell removed himself from the case Monday. Another attorney will be assigned.

The next hearing will be a status conference Feb. 20. No trial date has been set.

Brantner was charged with first-degree murder in the death of Berit Beck. Beck was traveling from her home in Sturtevant to Appleton for a work seminar when she disappeared. Her van was found a few days later, and her body was later found in a ditch in Fond du Lac County.

Authorities who re-examined the cold case say they matched fingerprints on evidence recovered from Beck's van to Brantner.

APPLETON, WI (WTAQ-WLUK) - A man wanted on a nearly decade old homicide charge in Outagamie County has been arrested in New York, near the U.S.-Canadian border.

Manish Patel disappeared in late 2007 after posting his bond.

Prosecutors say Patel put an abortion pill in his girlfriend's drink, causing her to miscarry.

Charges were filed in Outagamie County in Nov. of 2007. Patel is facing several counts, including 1st degree intentional homicide of an unborn child and 2nd degree recklessly endangering safety.

Authorities began looking for Patel after he did not show for a mandatory meeting at the Outagamie County Day Report Center.

Agents with the U.S. Border Patrol stopped the car Patel was driving in on January 20th in Malone, New York.

Authorities say the vehicle was stopped in connection to a separate investigation.

Investigators say Patel had a fraudulent passport that had expired in December of 2016. Border agents say Patel pulled them aside, and told them his real identity.

Patel is being held in New York for possible federal immigration charges.

Offensive Flag Leads To Threats

OSHKOSH, WI (WTAQ-WLUK) - The photo of the Nazi flag being flown in Oshkosh, has been shared thousands of times on social media.

But now a person, who did not fly the flag, says she's being threatened.

Rosangela Diaz telling WLUK she, her husband and four children no longer feel safe in their Oshkosh home.

"There's people across the world who are threatening us"

She says her car has already been vandalized. The threats are even more violent.

"Sending bombs to the house, to burn down the whole house. I had a couple people threaten to send anthrax in the mail."

According to Diaz, this is because her neighbors hung up a Nazi flag.

Diaz lives in the front of the duplex, the neighbor at the back.

A photo of the flag with Diaz's address was posted to Facebook over the weekend. Diaz says she did not even see the flag until she saw the Facebook post.

The property owner is Grant Schwab who released a statement: "Schwab Properties shares the community's outrage at this unprecedented display. We do not condone this tenant's actions or share this tenant's beliefs in any way."

The landlord says the tenant chose to take down the flag before being asked to do so.

Now Diaz is begging people to leave her family alone.

"I'm terribly concerned about the safety of my kids"

Diaz said the landlord has promised to move her family if another location becomes available.

Oshkosh's city manager declined to comment on the story.

Multi-Million Dollar Request For Schools Is A Go

GREEN BAY, WI (WTAQ-WLUK) - A week after holding a public input session, the Green Bay Board of Education quickly agreed on the referendum questions it wants to present to voters in April.

Brenda Warren, the school board president, spoke to WLUK.

“I think this really represents a needs-based referendum as opposed to adding things that people would look at as luxury items”

The first referendum question is for $68.25 million. $25.8 million would be used to rebuild Baird Elementary School, increasing its capacity by 204 students.

Another $19.5 million would be used to add classrooms to Eisenhower, Martin, Red Smith, Sullivan, and Danz schools.

The rest of the money would go to new, secured entrances at 7 other schools: Doty, Jackson, Jefferson, Keller, King, Wequiock, and Wilder.

Five other schools, Webster, Washington, East High, Edison, and John Dewey Academy of Learning would also receive renovations.

“At this particular moment, we can handle the space needs that we have, by just adding onto the schools,” said Warren.

The second referendum question asks taxpayers if the school board can exceed its revenue limit by $16.5 million each year for the next ten years.

Without this referendum question passing, Warren says the district would likely have to make $18 million in cuts to this year's budget.

“We've been cutting for so many years that there just isn't anything left to cut that doesn't impact class sizes and programs for our students”

“We do see that there are necessities that need to go in,” said Richard Parins, a member of the Brown County Taxpayers Association.

However, Parins says his organization needs more details before it takes an official stance on the referendum requests.

“We will try to give our take on whether we think all of the money is being spent importantly or only parts of it,” said Parins.

District leaders say expiring debt means the referendum requests will not raise the tax rate.

The district plans to hold informational sessions over the next two months to answer any questions voters might have.
