Police: Man Tried Luring Child in De Pere

DE PERE, WI (WTAQ) - Police in De Pere are asking for the public's help after a man allegedly tried luring a child into his vehicle.

Cops say the 2 kids were riding their bikes around 7 p.m. on Friday, May 20, in the 900 block of Suburban Drive when they were approached by a man.

The children says he tried to get one of them into his vehicle, but both got away safely.

He was driving a truck with a cap on the bed. 

The incident was reported to De Pere police on Monday, May 23. Anyone with information should call De Pere Police at (920) 339-4080.


Suicide Attempt at Outagamie County Jail

APPLETON, WI (WTAQ) - Sheriff's officials in Outagamie County say an inmate was rushed to the hospital following a suicide attempt.

Corrections officers found the 26-year-old man at 10:36 p.m. Wednesday during a routine check. Authorities say he tried to hang himself with a bedsheet while alone in his cell.

Jail employees provided medical care immediately, and paramedics were called in to help. The man had a pulse, but his breathing was labored.

Sheriff's officials say the man had been observed 16 minutes before the attempt.

The man was jailed May 17 on a probation hold. According to jail records, he had been booked into the jail 15 times since 2007.

Sheriff's officials did not know what the man's prognosis was and his name has not been released.

Oconto Woman Convicted of Dragging Dog to Death

OCONTO, WI (WTAQ) - An Oconto woman has pled no contest to killing a dog by dragging it behind her car for several miles.

In court Thursday, 28-year-old Jordan McDonald was convicted of mistreatment of animals causing death. Online court records indicate that McDonald will be sentenced on July 7.

According to the criminal complaint, McDonald got into an argument back on January 10, and when she left a home, the dog was tied to the vehicle. The person McDonald was arguing with called police, who pulled McDonald over. At that point, the dog was lying in the road still attached by a leash to the vehicle.

McDonald had denied knowing the dog was tied to the vehicle, according to the complaint, and accused the person who called police of tying to the vehicle.

Vehicle Thefts in De Pere

DE PERE, WI (WTAQ) - A series of thefts from vehicles overnight Tuesday into Wednesday are being investigated in De Pere.

Police say the thefts happened on the city's east side. 

Some of the vehicles involved had been left unlocked. Police are reminding drivers to lock the doors of vehicles left out overnight, take items out of vehicles at the end of the night and leave yard and garage lights on.

GREEN BAY, WI (WTAQ) - A video posted to Facebook showing a man being arrested by Green Bay police is drawing a response from the department.

Police have called a 12:30 news conference to discuss the video, which they confirm shows an officer making an arrest on a traffic stop at 5 p.m. Wednesday.

During the conference, Green Bay Police Chief Andrew Smith said the community police officer involved is David Van Erem and the person under arrest is 23-year-old Jesus Roberto Ramos Sanchez of Green Bay.  

The video shows an officer arresting a man; bystanders can be heard claiming the man has a broken bone and taking issue with the officer's treatment of the man.

The video had been viewed more than 53,000 times and shared more than 1,700 times as of around 11:50 a.m. Thursday.

Body Found Inside Car at Neenah Hospital

NEENAH, WI (WTAQ) - Authorities say a body found in a car parked at ThedaCare Regional Medical Center-Neenah was a man seeking medical assistance.

Officials say the 46-year-old Shawano County man arrived in the parking lot around 5:30 a.m. Thursday, according to hospital video. The man never gets out of his car.

Shortly after noon, a family member who was looking for the man found him in his car.

Manitowoc Dogs Allegedly Neglected by Woman

MANITOWOC, WI (WTAQ) - Charges have been referred by Manitowoc police against a woman after they found two neglected dogs.

Police say they were called to a home Wednesday in the 400 block of N. 5th Street. The owner was checking on his property and discovered that it appeared his tenant had not been there for a few weeks.

The landlord also found 2 dogs inside, and he took them out. The dogs had apparently not had enough food or water for some time, according to police.

Officers searched the property and said they found more evidence of animal neglect in the home.

When contacted by police, the 26-year-old woman told them she had moved out of the property temporarily and was living with her mother. The tenant's name has not been released.

Traffic Slowdowns Expected Over Holiday Weekend

UNDATED (WTAQ) - This Memorial Day weekend is going to be a busy one for those heading out on the roads.

Triple-A says over 755-thousand Wisconsinites are expected to travel for the upcoming holiday.

Mark Kantola is the regional communications director with the Wisconsin Department of Transportation and says there is the potential for slowdowns and backups on certain roadways in the area.

"The place travelers have to watch out for in northeast Wisconsin is I-41 and I-43 in Brown County and I-43 in Manitowoc County."

The slowdowns and backups are because of ramp and lane closures.

Most construction on major highway projects throughout the state will stop at 12 p.m. on Friday, May 27th and resume at 6 a.m. Tuesday, May 31st.

Kantola says even though you don't see workers within construction zones, it's still important to obey the marked speed limit.

"If it's a 70 mph speed limit normally and it's posted 55 (through a construction zone), you have to slow down to the 55 mph posted speed limit."

Bellin Run Celebrates 40th Anniversary Year

GREEN BAY, WI (WTAQ) - On the heels of last weekend's Cellcom Green Bay Marathon, runners are now preparing for the popular Bellin Run on June 11th.

It's a big milestone for the race as they're celebrating their 40th year.

Assistant Race Director Linda Maxwell says they are excited to hand out new goodies for runners and walkers.

"We are doing finishers medals for everyone in the 10k, in addition, all of our participants will get a tech shirt. The color is cool gray. It will have a front and back design signifying the anniversary year. The design on the back actually has 40 stars going around it and it's got a cool Olympic theme."

Music lovers are in for a treat too. This year's race soundtrack has been kicked up a notch. 

"Not only will we have our first music mile, where we have synchronized music throughout the first mile, but then we will have six bands throughout the course and Astor Park," says Maxwell.

She says you'll be running through the decades.

"So, we'll have our 70's band. We'll keep with our traditional island music and then we'll have an 80's band, a 90's band, and a 2000's band."

The course is the same as last year and will start and finish in front of the Bellin Hospital on Webster Avenue in Green Bay.

Maxwell says last year the race had 16,500 runners and walkers.

The Newest Piece Of Green Bay Police Equipment

GREEN BAY, WI (WTAQ) - The Green Bay Police Department is moving forward with purchasing 144 body cameras.

Police department leaders plan to meet next week to get the purchase process started.

Green Bay Police Captain Kevin Warych calls it a sign of the times.

"with change comes apprehensiveness...but institutional, people I think are welcoming"

Earlier this year, the city council approved spending $200,000 for the initial purchase of the cameras.

Bill Galvin is a Green Bay Alderman and a retired Green Bay cop.

"these are not a silver bullet to solve incidents where people question what police officers do. it's just one angle of, you know, what happened"

There are still more decisions to come. A policy needs to be put in place for when the cameras are rolling.

Some departments have the cameras roll throughout an officers' shift. Other departments across the country limit recording, because of the cost of storing the video.

OSHKOSH, WI (WTAQ) - Oshkosh police say the number-one complaint they get from residents each year is about speeders.

So the police are giving those citizens an opportunity to help put a stop to the problem.

Police teach volunteers, like Brandon Lorenz, to use a RADAR gun.

"there's streets that, you know, people turn into raceways....it's a hazard for them, speeding...but it's a hazrad for people that are actually trying to obey the speeding laws"

Volunteers are asked to periodically monitor for speeders in different city neighborhoods.

Officers Joe Nichols says it's a big help to the department

"they don't technically make a traffic stop, but what do is they gather the information on a sheet and that information is given to me"

Nichols contacts the drivers through the mail and gives them a written warning.

He sends out about 100 letters a year to the ledfoots.

The police department asks that volunteers watch for speeders for one hour a month, April through November.

Nichols says the program is in need of new volunteers. There will be another training this fall.

APPLETON, WI (WTAQ) - Appleton police say a woman has been arrested for allegedly killing her husband overnight.

Police say they were called around 3:40 a.m. Friday to a home in the 900 block of N. Durkee Street for a medical call. Officers arrived to find 35-year-old Chad Hafeman with, "injuries consistent with being stabbed."

Hafeman was rushed to a hospital where he was later pronounced dead. An autopsy has been scheduled for Friday.

Later in the day, police issued a statement confirming the arrest of Hafeman's 34-year-old wife, Tina. Police are recommending a charge of first-degree intentional homicide, but she has yet to be formally charged.

Appleton police say they are "confident this is an isolated incident" and believe there is no threat to the public.

Appleton East High School Band Plays A Big Gig

APPLETON, WI (WTAQ) - The band from Appleton East High School is headed to Washington D.C. this weekend.

They'll be playing in the National Memorial Day Parade.

Wisconsin Congressman, Reid Ribble, nominated the band to make the trip.

The students are also one of only two bands chosen to perform during the parade's opening ceremony.

The group has been practicing for weeks.

It will perform "The Battle Hymn of the Republic" and "On Wisconsin."

Band director, Margaret LaFleur, says she's proud of her students.

"It's a tremendous honor. The students have been working for months, every weekend, practicing. They've really poured their heart and soul into this" The students look wonderful, they sound wonderful. They just do a tremendous job."

The parade will start at 1:00 p.m. on Monday.

Neenah Armed Robbery Under Investigation

NEENAH, WI (WTAQ) - Neenah Police are investigating an armed robbery at a convenience store Thursday night.

The suspect entered the BP station at Commercial & Cecil streets, displayed a handgun, grabbed cash, and left, heading west. No one was injured.

Police searched the area but couldn't find the suspect. 

The suspect wore black clothing, a black mask without eyeholes, and latex gloves. He is described as about 6' tall, and 220 pounds.

FDL Woman Gets Life in Prison for Killing Husband

FOND DU LAC, WI (WTAQ) - A life prison term has been given to a Fond du Lac woman who killed her husband and dumped his body in Milwaukee.

39-year-old Eve Nance was convicted of murdering Timothy Nance back in January. Prosecutors argued she killed her husband over his infidelity. 

The naked body of Timothy Nance was found with two bullet wounds to the head in a wooded area on Thanksgiving 2013. 

Defense lawyers argued that Eve Nance never intended to kill her husband. They asked the judge to allow her to file to be released on extended supervision after serving 20 years in prison.

Fond du Lac County district attorney Eric Toney sought a life prison sentence with no chance for parole.

In addition to the life sentence, the judge sentenced Nance to 5 years for hiding the body. She is eligible to file for extended supervision after 25 years.

Meanwhile, her sister Tina Ewell is accused of helping hide Timothy Nance's body. Ewell is due in court for a hearing Friday afternoon.


Tommee Tippee Sippee Cups Recalled

UNDATED (WTAQ) - More than three million Tommee Tippee Sippee spill-proof cups were recalled Friday.

The Consumer Product Safety Commission says 5 types of cups that are recalled include: First Sips Transition cup, Trainer Sippee cup, Sippee cup (including Cute Quips), Sportee bottle and Insulated Swiggle/Sippee tumblers.

The CPSC says, "Only Tommee Tippee Sippee cups with a removable, one-piece white valve are included in this recall."

This comes after parents reported what looked like mold in their children's sippy cups a few months ago.

CPSC says consumers should "immediately stop using the recalled Sippee cups," and contact the parent company Mayborn for a free replacement.

De Pere's Annual "Celebration" Begins Saturday

DE PERE, WI (WTAQ) - Celebrate De Pere kicks off the Memorial Day weekend starting Saturday with plenty of activities for the whole family.

The fun starts at 11 a.m. in Voyager Park in East De Pere and goes through Monday at 5 p.m.

Jeff Tilkens is the entertainment director for the three day event and says it's just $5 to get in before 7p.m. and $10 after that. He says there's events for all age groups.

"We've got two stages of live entertainment running all weekend. Headlining we have Night Ranger on Saturday and Jana Kramer on Sunday night. We've got kids rides going all weekend. We've got a BMX stunt show Saturday at 2 p.m. and 5 p.m., kids’ entertainment, and tons of food and beverages."

Other events to check out are the Redneck Regatta on Saturday at 3 p.m. and fireworks later that night starting at 9:15 p.m.

"What's cool about the fireworks this year is the 360 pyrotechnics display. We're going to have some displays inside the park. So, the best place to see the fireworks is going to be in the parks in the bowl."

'Only Bad Habit I Have': Alleged Flasher Reveals History

GREEN BAY, WI (WTAQ) - A New London man accused of exposing himself to a child at an Ashwaubenon restaurant is due back in court Tuesday.

60-year-old Randolph Lill is facing charges of exposing genitals to a child and lewd/lascivious behavior - exposure. 

According to the criminal complaint, Ashwaubenon Public Safety was called to a restaurant around 7 p.m. on May 23. Employees told the officer that a man had just left, and they believed he was a man who had exposed himself in the past.

The restaurant's manager told the officer that she was aware of prior incidents involving Lill. He was wearing, "Frayed jean shorts, white shirt and baseball hat. He always had his leg wrapped in a bandage when he comes in."

Lill also allegedly doesn't wear any underwear under his shorts so, "He can expose himself easier." 

A girl also told the officer what she had seen, including what kind of vehicle the suspect drove.

The complaint goes on to include a written statement from Lill, which reads:

"While seated at a couple different areas in the restaurant, I exposed myself by spreading my legs, and allowing my genitalia to fall out of my shorts. I wasn't really trying too hard today, and I am unsure if anyone saw my genitalia. I did not get any sort of reaction from anyone today. After some time, I got bored and left.

I have a bad habit of exposing myself to women while in public. That is the only bad habit I have. I don't drink and drive, or hurt people. I feel I expose myself for several reasons, which include being frustrated with my girlfriend, being depressed, and the hot weather. I have probably exposed my genitalia to women 12 different times in 20 years. I usually try to expose women between the ages of 20 and 40. I'm not trying to hurt anyone, I just like it when someone pays attention to me. I have spent time in jail and prison for exposing my genitalia to women.

Even though I know better, it makes me feel good when I expose myself to women. When I get a good reaction, like a smile or a laugh, it makes me feel good. I think the spat I got into with my girlfriend yesterday caused me to expose myself today. I just needed to blow off some steam, and I thought it would feel good to get back at her."

Lill went on to admit that he knows he's not supposed to be at any fast food restaurants because of his probation, but he didn't consider this particular restaurant to be fast food.

Back on July 21, 2014, Lill was convicted of exposing genitals to a child as a repeater.

Randolph Lill will be in Brown County Circuit Court for his adjourned initial appearance. If convicted of both charges, Lill could get more than 10 years in prison.

Theft Suspect Dead, Appleton Cop Shot

APPLETON, WI (WTAQ) - An Appleton Police Department officer is hurt and a theft suspect is dead after a shooutout Friday night.

It happened just after 10:30 p.m. on Kensington Drive.

Police say the officer was shot after approaching the theft suspect, who matched the description from a recent retail theft nearby.

A bystander was also shot, and suffered serious injuries.

Kensington Drive had to be blocked off, between College Avenue and East Lourdes Drive.

Appleton Police say an outside agency will be called in to investigate the incident.

Possible Tornado Tears Through Fond Du Lac County Village

BRANDON, WI (WTAQ) - Officials say they cannot confirm whether a tornado touched down in the Village of Brandon in Fond du Lac County Friday afternoon.

A strong storm moved through the area, just south of Ripon.

The National Weather Service confirms there was a funnel cloud around 5:45 p.m. which damaged buildings, power lines and trees.

At least one Brandon School experienced wind damage causing a small section of shingles and roof to be lifted off. Repairs to the school will begin Saturday morning and classes are expected to resume Tuesday.

Roads leading into downtown were closed off while crews examined the damage.

"There was some downed power lines, trees, roofs taken off, partial roofs taken off"

The damage covers a four to six-block area, according to officials.

Lt. Michael Nolan is with the Fond du Lac County Sheriff's Office.

"There's several properties that are damaged. As of now, we have not been able to determine if it was a tornado"

No injuries have been reported.

The National Weather Services says it will be conducting a storm survey Saturday to determine whether it was a tornado or not.

There were no watches or warnings issued for the area prior.

The Red Cross is assisting residents.
