RDA approves plan for 85-unit mixed use downtown Green Bay development

GREEN BAY, WI (WTAQ) - Another big mixed use development could be in the works for downtown Green Bay along the Fox River. 

A developer out of Madison, T. Wall Enterprises is proposing a $9.75 million complex made up of 7,000 square feet of ground level retail, along with parking and 85 market rate apartments. 

The proposed site is at the corner of Washington and Main Street, right next to the Ray Nitschke Memorial Bridge.  The site is also across from construction of the new $50 million Schrieber corporate headquarters and global technology center and next to the Flats on the Fox apartments.

“The word is starting to get out that people want to live downtown” said Executive Director of Downtown Inc. Jeff Mirkes.

Rent would range from $550 to $950 a month, and would include one and two bedrooms apartments and studios.

The Green Bay Redevelopment Authority approved a planning agreement Tuesday for the firm that locks up the site until they come back with more solid plans over the summer. 

The developers are asking for “significant” tax increment financing from the city, but that figure won’t be known until later. 

T. Wall wants to break ground in August with construction ramping up in the fall.

Studies in the past focusing on the availability of downtown living show a shortfall of around 300 units. 

The city sought out T. Wall Enterprises to look at developing a six to seven story building at the old Admiral Flatley Park site.  The developer has 30-years of experience, mostly in office space in Dane County.  Over the last couple years, they have transitioned to residential. 

Back in January, Green Bay Redevelopment Authority approved a planning agreement to build an apartment complex with upwards of 100 units along the riverfront. Located next to the Nicolet Bank building and the Walnut Street Bridge, Eppstein Uhen is also looking at a six to seven story building with retail and office space. 


Tom Wick family speaks out on anniversary of unsolved murder

HOWARD, WI (WTAQ) - It’s been a year since and still no arrests in the shooting death of 43-year-old Thomas Wick who was found by a friend in his Howard home. 

Wick was the owner of Bayside Electric. 

Brown County Sheriff Capt. Jeff Sanborn says Thomas Wick’s death is anything but a “cold case”. 

Regular tips come in that they follow up on.  But physical evidence is still at the state crime lab, which Sanborn says is still the best path for resolve in this case. 

Sanborn says they also recently teamed up with the State Justice Department’s Division of Criminal Investigations who will bring an array of expertise to the case and fresh eyes.  

Sister in law, Leanne Wick says never thought a year would go by without an arrest. 

She says it makes her sick that the person who did this is still out there and believes they could do it again. 

Leanne also says she has complete faith that an arrest will be made and another year will not go by.  The case remains unsolved after a year, and Leanne says it has made it impossible to move on as they think about it every day. 

Leanne says they are starting a non-profit in Tom’s name and hope to offer another reward leading to information in an arrest. 

The family is renewing the call for someone to come forward with information.

Winter storm creating low visibility due to blowing, drifting snow

GREEN BAY, WI (WTAQ) - Another winter storm has arrived across the region, bringing blowing and drifting snow.

FOX 11 reports that snow and wind will continue through mid-day with temperatures reaching near freezing. Wind gusts up to 40 mph, with blowing and drifting snow, will create low visibility and slick driving conditions for the morning commute.

The snow will accumulate about 2-4" in the Fox Valley and the Green Bay area. 4-6" will be common through the lakeshore counties from Sturgeon Bay to Kewaunee.

From Manitowoc to Sheboygan counties, expect 6-10" today. Northwest of Shawano, snow totals will be less than 2".

Things calm down a bit on Thursday. We'll still see breezy conditions and highs in the low 30s, but only a few flurries will be left lingering.

Treacherous road conditions statewide due to winter storm

MANITOWOC, WI (WTAQ) - A motorist was killed in Walworth County, and folks in Sheboygan County are being urged not to drive at all, in the wake of a storm that has dumped more snow than expected.

Valders in Manitowoc County has had 10 inches, and Manitowoc had a foot of snow as of early Wednesday morning. And it was still coming down, with another 1-3 inches expected.

4-6" have fallen between Madison and Milwaukee. Parts of east central and south central Wisconsin had as little as two inches.

Authorities said the storm killed a car driver who slid into an oncoming milk truck. The trucker escaped injury. It happened late Tuesday morning as it was snowing west of Delavan on Highway 11. The road was closed for more than 3 hours.

Wednesday morning, a semi-truck crash closed a ramp between two Interstates at Milwaukee’s Mitchell freeway interchange, just before the city’s rush hour was to begin. And the state DOT said all of Sheboygan County’s highways were hazardous to blowing and drifting snow. The state officials were the ones to encourage folks there to stay home.

The National Weather Service said the snow would get lighter Wednesday, and taper off late  Wednesday night as a low-pressure system moves further east from the Upper Midwest.

Water main break forces Resurrection catholic school to close

Resurrection Catholic School says they will be closed.

Classes are scheduled to resume on Thursday.

Oshkosh police investigate armed robbery at Subway

OSHKOSH, WI (WTAQ) - Police in Oshkosh are investigating after a sandwich shop was robbed at knifepoint Wednesday.

Police say the robber walked into the Subway restaurant at 2326 Oregon Street around 10:45 a.m. She showed a knife and demanded money from the cashier.

The suspect took off with some money and ran away to the east on West 24th Avenue.

The robber is described as a woman in her early 20s, around 5-foot-1, with a slim build. She was carrying a pink purse.

Liquid 8, downtown Green Bay bar to surrender liquor license

GREEN BAY, WI (WTAQ) - The owner of a downtown Green Bay bar that has been called a longtime nuisance has agreed to voluntarily surrender her liquor license by the end of May. 

Liquid 8 is at the corner of Washington and Cherry Street. 

A Protection and Welfare Committee was scheduled for a quasi-judicial public hearing this evening, but that was cancelled. 

The city was arguing for permanent revocation. 

The city attorney’s office says there have been 16 major incidents over the past few years involving liquor law violations, operating after hours, underage drinking, and two stabbings. 

The most recent stabbing happened less than a month ago.Liquid 8 is now one of a handful of downtown troubled bars that have closed over the several years after police and city intervention, the FiveSix Ultra Lounge, Vicenzi’s , and The District also closed. 

Bay Beach looks to reel in the Sea Dragon for newest ride

GREEN BAY, WI (WTAQ) - The city of Green Bay is looking at adding another ride to Bay Beach Amusement Park. 

The city is in talks with a ride operator on the east coast for a classic swinging ship ride called the Sea Dragon. 

The ride is more than two decades old and would cost the park around $670,000. 

The ride holds around 50 people and park and recreation officials hope to have the ride up and running for the 2014 season.  However, arrival could be near the end of the of 2013 season. 

Ridership on the Sea Dragon is estimated between 300,000 and 350,000 in the first year. 

The ride would be paid for by the proceeds from Bay Beach, which has gained national attention and local fanfare since Zippin Pippin roller coaster was added in 2011.

The roller coaster was supposedly Elvis Presley’s favorite ride. 

Ridership during the first season of the Zippin Pippin was nearly 460,000.  The ride helped the park double total ridership and revenues across the park. 

Park officials also unveiled a new $11 million master plan for Bay Beach Wednesday night at the Park Committee meeting. 

Depending on park revenue generated and the fundraising efforts of the new established Friends of Bay Beach, there would be park improvements and a new ride every couple years for the next ten years.

Park officials say a vast majority of the 18 rides now go in circles but will look at rides go in other directions. 

City officials say the master plan timetable is now around 10 to 15 years instead of 25 years out because of the efforts of Friends of Bay Beach, which is pledging to raise $5 million for the amusement park.

Parks Director Dawne Cramer says the goal in all of this is to maintain ticket prices at 25 cents a piece. 


Waupaca police investigate attempted hotel robbery

WAUPACA, WI (WTAQ) - Police in Waupaca are investigating an attempted robbery of a hotel.

Authorities get the call just after 3 a.m. Thursday to the Grand Seasons Hotel at 110 Grand Seasons Drive.

Police say a female had gone up to the front desk and demanded money. She didn't show a weapon, but indicated she had a weapon.

The suspect is described as about 5'5" with a thin build. She had freckles on her face, which was covered with a brown scarf. The robber was wearing a black jacket with fake fur around the hood at the time.

Waupaca police are asking anyone with information to call them at (715) 258-4400. Anonymous tips can also be reported to Waupaca County Crime Stoppers at 1-888-258-9955, or by text-messaging “crimes” plus the tip to 274637.

Pope Benedict XVI honored by Catholic Diocese of Green Bay

GREEN BAY, WI (WTAQ) - A Mass of thanksgiving for Pope Benedict XVI was held Thursday by Bishop David Ricken of the Catholic Diocese of Green Bay.

It celebrated the final day of Benedict's papacy at St. Francis Xavier Cathedral in Green Bay.

Bishop Ricken held the Mass in celebration of the the last 8 years of Pope Benedict's ministry to the Roman Catholic Church and to pray for this time of transition in his life and the life of our Church.

Maintenance work resumes on Bayview Bridge Monday

STURGEON BAY, WI (WTAQ) - State transportation officials are telling drivers to plan for traffic delays in Sturgeon Bay starting on Monday.

That’s when maintenance work resumes on the historic Bayview Bridge on Highway 42-57 in the Door County seat.

The bridge will be closed to both vehicles and walkers while it gets structural steel repairs, improved machinery and electrical systems, a new paint job, and an overlay of the bridge’s deck and approaches.

The structure will remain closed until around the 4th of July.

Commuters are being told to use the city’s other bridge to cross the bay. Officials do not expect other services in the immediate area to be affected.

Allouez cigar lounge owner takes issue with Gov's smoker surcharge

ALLOUEZ, WI (WTAQ) - An Allouez cigar lounge and shop owner is taking issue with Governor Walker’s budget proposal for a $50 health insurance surcharge for public workers who smoke. 

Titletown Tobacco owner Luke Russell is a supporter of Walker but is asking the Governor to define who smokes; Is it someone who is a social smoker or regularly lights up, or someone who smokes a cigarette or cigar?

Russell believes Walker has lost his conservative backbone on this one.

Anti-smoking groups are against it, saying there is little scientific evidence that incentives or disincentives make people quit.

Walker’s administration says smokers cost a third more to insure than non-smokers.

Russell questions if this is a slippery slope and compares this to New York City and their ban on large sugary sodas.

The Affordable Health Care Act allows health insurance companies to charge a premium for smokers.

37-years later, man becomes Packers season ticket holder

SHELL LAKE, WI (WTAQ) - Scratch Brad Suave’s name off the most renowned list in sports. 

After 37-years of waiting, he’s now a Packers season ticket holder. 

He was nearly 20-years old back in August of 1976 when he put his name down on a whim while on a trip to Lambeau Field. 

Even then, he knew the list was long but knew you could will them to your family. 

Suave says he never forget and watched his number move up through the years of Packers triumph and losing seasons. 

Last year, he was number 15, and knew it was getting close. 

Suave got a letter this month.  A letter he almost tossed because it looked like a solicitation.  It was in fact a letter from the District User Fee in Green Bay, WI. 

Suave had to pay a one-time user fee of $4,200 plus the cost of the seven tickets, which is more than $2,000. 

The Shell Lake man lives four hours away, but couldn’t be happier with the seats.  Section 128, Row 41.  

The renowned Packers Season Ticket list has around 105,000 people’s name it.

Next on the list for Suave, become a team owner.

Siveny, Campbell back in Wisconsin to face charges

APPLETON, WI (WTAQ) - Two women have arrived back in Wisconsin to face charges in a 2007 murder case.

34-year-old Kandi Siveny and 38-year-old Rosie Campbell, both from Minnesota, are behind bars in Outagamie County. 

Last month, both women were arrested in Minnesota. Prosecutors say the women, along with Siveny's mother Dianna, are responsible for the death of Lara Plamann in 2007.

Plamann and Dianna Siveny were partners and shared a Greenville home. Plamann was found shot to death in a shed on the property. Prosecutors allege Dianna Siveny suspected Plamann of cheating on her. They also allege Campbell watched Kandi Siveny shoot Plamann.

Campbell and Kandi Siveny are due in Outagamie County court Friday afternoon. Dianna Siveny made her initial court appearance in February.

GOP Wis. Senate President proposes increase in school state aid

MADISON, WI (WTAQ) - Wisconsin’s GOP Senate president says public schools should get a little more state funding, without having to beg the voters for it.

Mike Ellis of Neenah said Friday he’ll propose a state budget amendment that would give schools $150 more per student in each of the next two years.

Governor Scott Walker proposed a slight increase in total state school aid – but he refused to increase the current school revenue limits.

The Republican Walker said he wanted to guard against increases in the local property taxes which help pay for public schools. If voters wanted to give the extra aid to the schools, they could approve referendums, just like they do now.

Ellis’s plan would raise local taxes by an extra $153-million over the two-year budget period – and by shifting budgeted funds, another $229-million could be generated for the schools.

Walker’s office has not commented on the idea.

Ellis told the AP that Senate Education Committee chair Luther Olsen supports the extra aid – and he’s asking other GOP lawmakers to endorse the change as well.


12 more charges for former Ripon College student who filmed girls in shower

FOND DU LAC, WI (WTAQ) - A former Ripon College student is now facing a dozen more charges for allegedly using his smart phone to record dorm room girls in the shower. 

19-year-old Demetrious Moll appeared in Fond du Lac County court Friday morning. 

Prosecutors amended the original two charges of Capturing an Image of Nudity, by added 12 more. 

A total of 17 videos were found, and investigators believe they were not shared on the internet.   

Moll used an access card to gain entry into the dorms after hours.  

Moll tells investigators he started recording the girls after breaking up with his girlfriend in the fall.  . 

Ashwaubenon jewelry store owner acquitted of 12 felony theft charges

ASHWAUBENON, WI (WTAQ) - The owner of the Diamond Store in Ashwaubenon has been acquired of all felony theft charges after a verdict came down late Friday during the weeklong trial. 

The Brown County District Attorney accused 43-year-old Tylre Kosmoski of giving a dozen people the run around on an estimated $100,000 in jewelry they left with him to sell. 

When the store closed in the summer of 2011, Kosmoski disappeared for about a week before being found by authorities. 

The defense claimed the victims' jewelry could have been taken by venders and store staff who cleared the shelves when the store closed.

Prosecutors presented evidence that Kosmoski needed money for a lavish lifestyle.

Busted gas line causes no injuries in Appleton

APPLETON, WI (WTAQ) - Fire crews were rushing to the downtown Appleton area Saturday night, but nobody was injured when a gas line was broken.

The Appleton Fire Department reports the gas pipe had broken off on the roof of the building in the 500 block of West College Avenue.

The alarm went out, but We Energies shut the gas meter off and repaired the break before the situation could get out of control.

Crews were said to be on the scene for about 90 minutes. It wasn’t known what might have caused the problem.

Manitowoc crash kills two men

MANITOWOC, WI (WTAQ) - A crash in Manitowoc early Sunday leaves two people dead.

Police say it happened around 2:45 a.m. on 9th and Huron streets.

Authorities say seven people and two vehicles were involved. Two men were killed.

One person was flown to an area hospital. His condition is unknown. Four others are being treated for non-life threatening injuries.

Officials say alcohol was a factor in the crash.

More information is expected to be released later Sunday.

Shawano County community mourns loss of family in Kentucky crash

PELLA, WI (WTAQ) - A small community in Shawano County are stunned after six residents were killed in a Kentucky highway crash.

It happened when police say a semi truck, following too closely, plowed into an SUV on Interstate 65 outside of Louisville, causing it to burst into flames.

That SUV was carrying eight people, all from the town of Pella. That’s south of Shawano.

The victims were James Gollnow, and his wife, Barbara, both 62; their 18-year-old daughter Sarina, a 92-year-old friend Marion Champnise, and foster children 10-year-old Gabriel Zumigand and 8-year-old Soledad Smith.

Two other foster children survived the crash, but were hospitalized with injuries.

"I was completely in shock. I wasn't expecting such a thing. I'd just been thinking about them that day,” Deb Rades told FOX 11.

Rades says she expected her neighbors, the Gollnows, to return home from a Florida vacation this weekend.

Instead, she got the news of this deadly SUV crash that killed six of the eight passengers.

"Sarina had posted on Facebook that she was heading back to Wisconsin. She seemed excited to be coming back but sad to be leaving Florida,” Rades recalled.

The Gollnows are originally from the Marion area. They'd lived in Florida for nearly a decade before moving back to the area.

Neighbors say Jim and Barb Gollnow moved to the house a few years back. And the laughter of the foster children they were helping to raise could always be heard through the neighborhood.

"Barb and Jim were very caring people. They were always taking in foster kids. They made a lot of difference in the kids they worked with. Barb really, really worked so the kids could have the best they could be given and receive the best help they needed,” said Rades.

Rades says she not only lived next door to the family, she'd also had several of their foster children in class at Marion Elementary, where she teaches first grade.

Rades says counselors will be on hand Monday at both Marion Elementary and Marion High School, where the children attended.

And as the adults in this community grieve, they say the toughest task will be explaining the loss to the youngest victims' classmates.

The reason for the crash is still unknown. However, officials say distracted driving is among the causes being investigated.
