OSGC looking at new site for waste to energy facility on Oneida tribal land

ONIEDA, WI (WTAQ) - The operators of a proposed waste to energy facility in Green Bay who had their conditional use permit revoked last year are now looking at new spot to build on Oneida tribal land. 

The Oneida Division of Land Management held a public hearing this week to hear comments on a request from Oneida Seven Generations Corporations to rezone land and for a conditional use permit in Oneida. 

The project is being reportedly called the Water Circle Project and will be located near the Little Bear Center off Water Circle Place and Highway 54. 

The Oneida Land Commission will vote on rezoning the land and granting a conditional use permit at their February 11th meeting. 

The waste to energy project is estimated to be worth around more than $20 million. 

OSGC has attempted to build in three different spots that have not worked out; Howard, Ashwaubenon, and Green Bay. 

The city of Green Bay approved a conditional use permit, but pulled it more than 20 months later over misstatements about smoke stacks and emissions. 

OSGC sued, but a judge ruled against them. 

Lawyers stated during the hearing, that they would file another lawsuit seeking damages.  That figure is reported to be upwards of $5 million.  No word of a lawsuit is still being pursued. 

Calls to OSGC have not been returned in time for this story. 


Edison Middle School student disciplined for bringing toy gun to school

GREEN BAY, WI (WTAQ) - Green Bay public school district officials say a toy gun was found at Edison Middle School Wednesday.

Two female students alerted school officials that another student had a gun on a school bus.

District spokesperson Amanda Brooker says the school resource officer was immediately contacted and found out it was a toy gun.

The student in question was disciplined, although officials would not say what the discipline was.

The district says talk about the gun may have spread throughout the school day.

Later in the afternoon, police received a phone call from a parent who thought there was a gun on a bus dropping students off at their homes.

Police stopped the bus and found nothing.

Parents of Edison Middle School students will be receiving a message from the school's principal explaining the situation.

Neenah teen arrested for burning fellow student with Axe body spray and flame

NEENAH, WI (WTAQ) - A Neenah teenage boy was arrested last week after he made a mini flame thrower using an aerosol can and a lighter that burned another student. 

The 14-year-old is accused shooting a two-foot flame using Axe body spray in the boys lockers room at Shattuck Middle School. 

The victim’s right side of his head and face were burned.    

The teen told police he was aiming at the victim in an attempt to scare him.  

Several witnesses say the victim jumped out the way, but bumped into another student who pushed him back into the direction of the flame. 

Neenah police referred juvenile misdemeanor charges of disorderly conduct and negligent handling of burning materials. 

Donald Driver to call it quits

GREEN BAY, WI (WTAQ) - Perhaps the most beloved Green Bay Packers’ star of the last 20 years will retire next week.

The Packers announced Thursday morning that Donald Driver will call it a career during a ceremony in the Lambeau Field Atrium next Wednesday – which is the second anniversary of Green Bay’s last Super Bowl victory.

Driver will turn 38 on Saturday, after playing his entire 14-year career with the Pack.

He was just a footnote when he was drafted in the 7th round in 1999 from Alcorn State, and he only caught 37 passes in his first three seasons. But as the years went on, Driver became such a force in the Packers’ receiving corps that he ended up surpassing legends like Don Hutson.

Driver holds Green Bay’s all-time receiving record with 10,137 yards. He’s also first in catches with 743, and the number of 1,000-yard seasons with 7. Driver is 3rd behind Hutson and Sterling Sharpe with 61 touchdown catches.

Along the way, Driver endeared himself to even non-Packer fans with his infectious smile, friendly personality, contributions to charity, and the way he overcame a rough childhood in Texas. And Driver made millions of new fans a year ago when he won ABC’s “Dancing With the Stars.”

That prompted the Packers to bring him back for one more year – but time diminished his skills, and he only caught 8 passes in his final season.

This week, there were rumors that the Minnesota Vikings might be interested in Driver – but he has often mentioned that the Packers were the only team he ever really wanted to play for. 

Wind chill warnings for much of Wisconsin for tonight through noon Friday

GREEN BAY, WI (WTAQ) - The National Weather Service has issued wind chill warnings and advisories for most of Wisconsin from Thursday night through noon Friday.

Forecasters expect wind chills to hit 20 to 40-below zero throughout the Badger State. The Weather Service says Thursday night’s lows will drop to between 8 and 17-below – and it won’t get very much above zero Friday.

A slight warming trend is expected for the weekend, with highs in the teens along with a chance of light snow on Saturday and Sunday. Even warmer temperatures are due in Monday, with highs reaching the upper 20’s.

Meanwhile, folks are still digging out from Wednesday’s heavy snow – and totals continue to rise as the final numbers come in.

A station near Richland Center had the most, with 11.5 inches. Scandinavia and Coloma in central Wisconsin hit the 10 inch mark, along with New London near the Fox Valley. Hurley reported 10 inches Thursday morning, and the region was still getting lake effect snows.

Meanwhile, the Fox River in Kenosha County was over its flood stage Thursday morning at New Munster. Authorities say minor floods are expected, and a warning continues until further notice.

There’s also a flood warning for the Sheboygan River at Sheboygan. That river was also a couple inches above its flood stage late Thursday morning, with minor flooding predicted. 

Green Bay police arrest 3 teens for attempted home break-in

GREEN BAY, WI (WTAQ) - Police in Green Bay say they've arrested three teenagers for allegedly trying to break in to an east side home Wednesday morning.

Authorities say a homeowner in the 600 block of Sunnycrest Street heard her doorbell ring just before 10 a.m.

When she went to the door, she saw the three boys standing in front of the house, then walking around the side of the house. That's when she called police.

While waiting for officers to arrive, she heard a noise coming from a bedroom. She went to the room and saw one of the teens climbing in through a window that had been forced open. The teen was about halfway in when the homeowner yelled at him. He climbed back out and ran away. An officer who was arriving on the scene saw the teen running away, chased him through yards and eventually arrested him.

Other officers coming to help first made sure the homeowner was safe and no one else was in the house. An officer with a police dog then found tracks for the other teens and followed them. The two were arrested at the intersection of Menlo Park Road and Hillside Lane.

In questioning the teens, police discovered that one was skipping school, another was scheduled to be in school but left the building with permission and the third was on his lunch period.

Two of the boys are 15 and the other is 16. They were referred to juvenile authorities. Their names were not released.

Brian Cooper's double murder trial will have outside jury

STURGEON BAY, WI (WTAQ) - A man from Illinois charged with murdering a woman and her unborn child at a Door County resort was back in court Thursday.

The judge has decided that the jury for the April 8 trial for Brian Cooper will come from outside the county, but it will still be held in Sturgeon Bay.

Cooper pled not guilty by reason of mental disease or defect to fatally strangling Alisha Bromfield last August.

Authorities say the pair were visiting Door County for a wedding. Bromfield allegedly told Cooper she wanted to break off their relationship.

A judge ruled Cooper's statements are admissible at trial, along with a 911 call he made to authorities.

Town of Brillion man charged with child pornography

CHILTON, WI (WTAQ) - A Calumet County man is facing more than a dozen charges including sexual exploitation of a child and possessing child pornography.

Prosecutors say authorities raided Keith W. Hacek's town of Brillion home Monday.

According to the criminal complaint, the 43-year-old's computer and email account were associated with child pornography. Investigators discovered dozens of images of child porn on Hacek's computer hard drive.

In all, Hacek has been charged with 14 felony counts. He is due back in court Monday.


Preparing to host your Super Bowl party with easy recipes

GREEN BAY, WI (WTAQ) - As the hours tick down before Super Bowl Sunday, there are ways to help make your game day party great without tying you to the kitchen.

"I'm a big believer of making things ahead of time, don't do it all right before the game starts," says Amy Hanten, The Cooking Mom and host of FOX 11's Living With Amy.

One great recipe is this football-shaped cheese ball.

"Take a couple blocks of cream cheese, beat it together with cooked crumbled bacon, some shredded cheese, pimento, garlic, a few dashes of hot sauce and then shape it into a football," Hanten says that can be easily made the day before.

Another winning game day recipe, Hanten says, is this sausage and cheese chowder. It was featured in the New York Times and is something that can be made in your slow cooker.

Hanten also says to tell your guests specifically what to bring so you don't have multiple items. If you're going to someone's home for the Super Bowl, always bring something, whether it's a fancy dessert, craft beer or a nice bottle of wine.

Neenah 2nd teacher sends pictures of classes to prison inmate friend

NEENAH, WI (WTAQ) - Image your son or daughter’s picture in the hands of a prison inmate.  

A second grade Neenah teacher has resigned after sending pictures of her students to a friend in prison. 

Parents at Tullar Elementary School were sent a letter Thursday saying last week they were notified of a package that was sent to an inmate at a local correctional facility. 

The letter alleges that Tullar teacher Christina Peerenboom sent class pictures that contained student names. 

Correctional officers searched the inmate's cell and found four other class pictures with names. The letter also says the pictures were never viewed by other inmates. 

When the district found out, they removed Peerenboom from Tullar and she later resigned. 

Neenah School Board President Scott Thompson tells FOX 11 he isn't sure why Peerenboom sent the pictures or if she had any sort of malicious intent.

“Well the teacher was liked by the students in the class, was liked by the parents and other staff members at the school and being removed from the school, people were asking what the situation was,” said Thompson. “Anytime you expose little kids names, pictures and those kinds of things to someone in a correctional facility, we don't think that's appropriate behavior.”

Fox 11 reports that Neenah Police have been notified and so have the parents of the children involved.

Packers fans wait hours in sub-zero weather for Donald Driver tickets

GREEN BAY, WI (WTAQ) - Packers fans braved frigid cold temperatures overnight to get free tickets for Donald Driver's official retirement event Friday morning.

Cassie Schimek drove in from Wausau and was first in line.

"I arrived at 10 p.m. last night," said Schimek, who when asked why she would do that, replied,"It's worth it. He's just an extraordinary person on the field and off the field, things he does just amazes me and I just wanted to be here."

But it wasn't just Wisconsin Packers fans who showed up. Jeff and Amber Walker drove three-and-a-half hours from Iron River, Michigan, just to show their respects for number 80.

"He went from absolutely nothing, and living in a car to an all-star," said Jeff Walker. "He's pretty much the American dream."

It took about 15 minutes for the approximately 1,000 tickets to be given away, when the ticket office opened up at 9 a.m. About 100 people were turned away when they ran out.

Donald Driver's official retirement ceremony will take place Wednesday at 11 a.m. inside the Lambeau Field Atrium. 

Fans attending the event should enter through the Miller Lite Gate. Doors will open at 9:30 a.m.

Featured speakers include Packers President and CEO Mark Murphy and head coach Mike McCarthy.

Manitowoc Company reports strong jump in quarterly profits

MANITOWOC, WI (WTAQ) - The Manitowoc Company said its quarterly profits more than doubled from a year ago, thanks to a nearly 12 percent increase in its sales of construction cranes.

The firm reports a net income of $34.5 million from October through December. That’s 132 percent higher than the same quarter of 2011.

Earnings totaled 26 cents a share, much higher than the 11 cents from the year before.

A recovering U.S. economy was credited for the larger crane sales. They totaled $767 million, up from $687 million in the fourth quarter of the previous year.

CEO Glen Tellock said the Manitowoc County finished the year on a strong note. Its net income for the entire year jumped by 8.5 percent from 2011.

The firm released its figures late Thursday, after the stock markets closed. Manitowoc’s stock was up 24 cents on the day, at $17.60. 

Shots fired on Green Bay's east side; nobody hurt

GREEN BAY, WI (WTAQ) - Green Bay police say no one was injured after an overnight shooting on the city's east side.

Authorities get a call for a disturbance in an apartment building in the 2300 block of Pecan Street just before 1:00 a.m. Saturday.

Cops say someone had been shot at, but nobody was hurt.

One person was taken into custody.

Good samartian dies from injuries suffered in Bellevue crash

BELLEVUE, WI (WTAQ) - Brown County Sheriff's say one of the victims in a crash in the village of Bellevue last month has died.

The crash happened just after 12 a.m. Sunday on Highway 172 at the Lime Kiln Road overpass.

Two vehicles collided. That led to two people who witnesses the crash stopping to check on the victims inside an SUV.

Then a third vehicle, a minivan, slammed into the SUV, launching the two people off the overpass. They landed in the ditch. One suffered severe injuries, and the other suffered non-life threatening injuries.

Two people in the SUV and a passenger in the minivan suffered non-life-threatening injuries. Two other people involved in the initial crash were not hurt.

Officials expect to release the name of the victim Sunday morning.

UPDATE: Woman found dead in ice shanty died from CO poisoning

CALUMET COUNTY, WI (WTAQ) -  A woman found dead in an ice shanty on Lake Winnebago this Saturday died of carbon monoxide poisoning. 

That is the findings from the Fond du Lac County Medical Examiner. 

The woman was identified as 31-year-old Sara Meyer of Chilton. 

Meyer along with 37-year-old Travis Duchow were found unresponsive about a half-mile off Ecker Lakeland Drive around 4 p.m. Saturday. 

Duchow was hospitalized and released. 

The cause of the CO poisoning is unknown, but authorities are warning fishermen to use caution when heating their shanties.


Mixed information ahead of sturgeon spearing season from DNR

OSHKOSH, WI (WTAQ) - Recent mild temperatures mean conditions are dangerous on Lake Winnebago, less than a week before the start of the sturgeon spearing season.

Participants have already been scouting the ice conditions and water quality. Ice is said to be less than a foot thick in some areas.

Officials with the Wisconsin Department of Natural Resources say spearers have a chance of finding a record-breaking sturgeon in the season opening Saturday.

State agents say they have captured several fish bigger than the record 212-pounder during spring spawning assessments. They say they’re pretty sure there are some fish more than 250 pounds swimming in the lake.

Massive Antonov 124 lands at Austin Straubel Airport

ASHWAUBENON, WI (WTAQ) - The world's second largest aircraft made a big impression as it landed at Austin Straubel International Airport Saturday.

The Russian-made Antonov 124 was carrying gigantic cargo headed for Marinette Marine.

Just before noon, the largest aircraft ever to land in Green Bay touched down. Onlookers crowded around fences by Austin Straubel International Airport.

"It's just so cool to see the second largest aircraft in the world in Green Bay,” Nancy Macco, shivering, yet excited, told FOX 11. "It's pretty amazing, I'd love a ride in it, that's for sure!"

The Antonov 124 has a wingspan of 240 feet. It's 226 feet long and weighs nearly 200 tons.

"It's a very unique aircraft. It actually has two internal cranes inside the aircraft,” Alan Timmerman, CEO of Jet Air, told FOX 11.

Jet Air executives said they received a special request for the landing a few weeks ago.

"It's coming from Hahn, Germany. It's unloading cargo going up to Marinette. It's carrying a crew of 23 and 100 thousand pounds of cargo,” said Timmerman.

Defense contractor Lockheed Martin says this heavy cargo will be part of the USS Milwaukee, a Littoral Combat Ship being built at Marinette Marine.

The company tells FOX 11 these are parts that help with the ship's propulsion.

"We needed a 100 ton crane, they needed three semis to get all that onto a ramp at a TSA airport, and provide security all at the same time, which was an issue,” said Timmerman.

Before it could undergo the four hour unloading process, the Antonov 124's cargo had to be inspected by customs officials. They say it's unusual to see a shipment of this magnitude at this airport.

"Normally cargo in Green Bay comes via rail or ship on the ocean. Whether the cargo could have come in a big ship if the lake was open, that could be. But the cargo is too large to be put on the rail,” said Chad Shulfer.

After the parts are unloaded, the Antonov 124 will spend the night on the runway. Its crew will stay in a nearby hotel.

Sunday morning, it'll take off: Refueled with 45 thousand gallons of jet fuel.That's a cost of roughly $143,000.

"It's probably the biggest fuel order in the history of Green Bay,” said Timmerman.

Consolidation approved for Appleton Catholic Elementary schools

APPLETON, WI (WTAQ) - Appleton Catholic school officials called it a somber moment on Friday, when they voted to consolidate four elementary schools.

St. Bernadette parish's Early Childhood through fifth grade school, along with Catholic Central Elementary, received official word they will close and consolidate with two other schools starting the 2014-2015 school year.

"We've experienced a drop in enrollment in the last few years, and project a continued drop in enrollment," Rev. Donald Zuleger told FOX 11.

School officials say the data-driven changes come after years of work to create a more sustainable and vibrant Catholic school education in Appleton.

The Catholic school system's four elementary schools will consolidate into one, called St. Francis Xavier Elementary School.

Split into two campuses, St. Francis Xavier Elementary will be located at St. Pius X and St. Thomas More Elementary Schools.

School officials estimate it could save the school system about $400,000 in its first year.

"It's not primarily driven by finances, but financial sustainability of the system is obviously key," Ray DuBois, president of the Saint Francis Xavier Catholic School System, told FOX 11. "Every one of the eight parishes in Appleton are co-owners, co supporters of that single school. Whether it's physically located on 'Parish A' or 'Parish B,' in the grand scheme of things, that's irrelevant now."

The future elementary campuses are located on the city's north side.

One of the schools to be closed – St. Bernadette – is the only elementary school on the city's south side.

A fact that still concerns Zuleger.

"There's a big concern about that,” said Zuleger among parishioners. “It was brought up, quite explicitly, to the (school system) board and in the decision making process."

DuBois concedes that parents and students may face increased travel distances.

But the school system president says the increases are relative, no matter which parish schools were chosen to remain open.

DuBois says it's too early to say if teachers and other staff will lose their jobs in the consolidation.

That, and how the vacant school building will be used, will be studied in the near future.

The system will hold a public meeting on Tuesday to address questions the community may have. It will start at 6 p.m. at the Grand Meridian.

Attempted robbery suspect sought in Peshtigo

PESHTIGO, WI (WTAQ) - Police in Peshtigo are on the lookout for a suspect in an attempted pharmacy robbery.

Authorities say it happened Sunday morning at the Peshtigo Pharmacy on French Street.

Officials say a man entered the pharmacy with a kitchen knife and attempted to rob the store.

He wasn't able to get anything and escaped the pharmacy in an unknown direction.

Cops describe the suspect as a Caucasian man in his early to mid 20s, about 6'1" to 6'3" in height. Officials say he has a slightly stockier build and blond, curly hair. He was wearing a knit hat, a gray or dark blue jacket, sunglasses, jeans and work boots. The man was carrying a black backpack.

Police say they aren't able to comment on any injuries from the incident at this time.

Good Samaritan killed in Bellevue crash identified

BELLEVUE, WI (WTAQ) - The Brown County Sheriff's Department has identified the victim in a January 27 crash in the village of Bellevue.

Authorities say 26-year-old Andrew Steiner of Howard and another person witnessed a two-vehicle crash on Highway 172 near the Lime Kiln Road overpass just after 12 a.m.

Both men stopped to check of the victims inside an SUV. That's when a third vehicel, a minivan, crashed into the SUV, launching the two off the overpass. 

They landed in the ditch. Steiner suffered severe injuries, and the other suffered non-life threatening injuries.
