GREEN BAY, WI (WTAQ) - An electric utility has chosen a site near Kaukauna for a proposed new power plant.  The Wisconsin Public Service Corporation said today (WED) it would seek to build a new plant at the current Fox Energy Center, where an existing unit burns natural gas to create electricity.  The utility said it would also seek bids from other companies for buying power instead of building a plant, depending on whether it's economical.  The utility says a new plant is needed by 2019.

OSHKOSH, WI (WTAQ) - An appeals court has denied a new trial for an Oshkosh man convicted of killing his mother's boyfriend.

In April 2009, 19-year-old Anthony Meyers stabbed Shon Potschaider to death. Meyers was convicted of first-degree reckless homicide and given a 30-year sentence.

Attorneys for Meyers argued that the evidence was insufficient to support the conviction and that his trial counsel rendered ineffective assistance. On Thursday, the appeals court disagreed.

GREEN BAY, WI (WTAQ) - UW-Green Bay Chancellor Tom Harden says this year will be his last.

He announced in a campus e-mail Wednesday that he'll step down next August, after five years in the post.

Harden said the time is right for a transition to something new. He and his wife plan to stay in Green Bay -- where he'll help with campus fundraising, and a possible return to teaching in 2015.

Harden said he made the announcement now, so school officials can conduct a national search for his replacement. He hopes a new person can come on board in time for the start of next fall's classes.

Harden has spent about 35 years in higher education. Before coming to Green Bay, he was the president of Clayton State near Atlanta for nine years. He was also an instructor at Northern Kentucky in electronics, hydraulics, and industrial technology.

UW-Green Bay has close to 6,500 students.

USS Milwaukee chirstened Wednesday, year prior to going live

MARINETTE, WI (WTAQ) - It was christened Wednesday, but it will be another year before the Navy puts the new USS Milwaukee into service.

Marinette Marine CEO Chuck Goddard said boat it constructed still needs to pass a series of tests and trials -- and it will be shipped to the Navy in 12 months.

Still, the company called the ship's completion a satisfying event. It was observed with the usual breaking of a champagne bottle across its hull, which pushed the boat sideways into the Menominee River.

The USS Milwaukee took two-and-a-half years to build. It's a cutting edge littoral combat ship, with the ability to conduct water combat close to enemy shores with a smaller number of crew members.

It's the fifth boat named in honor of Wisconsin's largest city. Governor Scott Walker, who spoke at the ceremony, said it honored Milwaukee while showing, "the exemplary workmanship of Marinette Marine."

Walker said it was a symbol of the commitment to national security.

Court sets bond for fatal hit-run driver at $100,000

APPLETON, WI (WTAQ) - A man charged in a fatal hit-and-run crash in Appleton had his bond set at $100,000 Friday.

20-year-old James Erdmann Jr. of Poy Sippi is accused of striking 61-year-old bicyclist Robert Joosten with his vehicle last month.

Erdmann's attorney petitioned for a lower amount, suggesting $5,000 cash.

"He did surrender himself once he discovered police were looking for him, he has a traffic history, he has no criminal history," Attorney Ray Edelstein told FOX 11. According to Outagamie County prosecutor Melinda Tempelis, Erdmann had received nine tickets over the past two years for driving with a suspended license.

She added Erdmann did not stop to check on Joosten the night of last month's crash, and that if he had, Joosten might be alive.

"Because of Mr. Erdmann's lack of response or stopping or summoning law enforcement or emergency personnel they were not able to, perhaps, treat him more quickly," Tempelis explained, according to FOX 11.

The prosecutor said on the night of the alleged hit and run, November 9th, Erdmann was talking to a female acquaintance on the phone. That woman told police during their conversation Erdmann said he thought he hit someone. Later the woman told police Ermann said the person he hit was still moving as he drove away and he wanted to hurry to leave the area, before the police got involved.

The court commissioner decided $100,000 bond would be appropriate, because he said the suspect is a flight risk and danger to the public.

Erdmann is due back in court next month and faces up to 25 years in prison if he is convicted.

Oshkosh police investigate stolen Salvation Army kettle

OSHKOSH, WI (WTAQ) - Oshkosh police are searching for the suspect behind the theft of a Salvation Army red kettle.

According to surveillance pictures, a man grabbed a cart from an Oshkosh Walmart and headed outside to the Salvation Army booth. Authorities say the kettle was locked in the booth, but the suspect broke the handle off the kettle.

Officer Joe Nichols says police don't know how much money was in the kettle when it was stolen. But he says they know there were witnesses to the crime.

"We're sure somebody saw him, somebody saw something going on, the same time he is walking out of the store there are a couple customers walking in," Officer Nichols told FOX 11.

Captain Don Karl with the Salvation Army of Oshkosh says what troubles him most about the theft was that if the suspect was in trouble and needed some assistance, Karl says all he had to do was stop in and ask.

"Sit them down and just ask them what provoked you to do that? Was it out of anger or was it out of desperation or need? If it was out of need come on and see us," Karl told FOX 11.

According to police, the suspect is a white man. He was wearing a blue jacket, possibly a North Face brand with the hood up. He was also wearing blue gloves and jeans, with white tennis shoes.

Anyone with information is asked to call Oshkosh police at (920) 236-5700. Anonymous tips can be left with Crime Stoppers by phone at (920) 231-8477, by text-messaging IGOTYA and the information to 274637, or online.

GREEN BAY, WI (WTAQ) - Snow is falling across Green Bay and the Fox Valley, as this storm system continues to make its way north Sunday morning.

FOX 11 Meteorologist Doug Higgins says the snow will be moderate to heavy Sunday morning, but by the afternoon the snow will become lighter. Those flakes will continue Sunday night into Monday.

With winds gusting to 30 MPH out of the north-northeast, blowing and drifting snow will complicate already difficult travel conditions.

The forecast calls for most areas to get 6"-8" of snow. To the northwest of the Fox Valley amounts will be less, closer to 3-5".

Alice will have an impact on the Packers-Steelers game today. Though the heavy snow will fall before the game, light snow showers are still possible during the game. Fans will need to bundle up with a game time temperature around 24 degrees and those strong winds will create a wind chill in the low teens.
