Howard trail dedicated to Cpl. Justin Ross

HOWARD, WI (WTAQ) - The family of a local fallen soldier are honoring him the best way they know how.

They dedicated a trail in memory of Corporal Justin Ross in his hometown of Howard Saturday.

Cpl. Ross was killed in the line of duty in Afghanistan in 2011. He served with the 428th Engineering Company as a combat engineer, doing route clearance.

On what would have been Ross's 25th birthday, his parents, Ron and Debra, along with his military brothers, paid homage to a life cut short. He paid the ultimate sacrifice in Afghanistan in 2011.

"You need things to do in order to deal with your grief. And so you do those things, but in the culmination it's joyous, but then your mind goes back to, oh yeah, why were we doing this," Ron Ross told FOX 11.

The Ross family says it kept busy making a trail, connecting several parks in the Village of Howard. They also commissioned a memorial statue in honor of Justin.

"We picked an eagle as a symbol of freedom," said Debra Ross.

"That's very beautiful. That just represents America right there, and that's who Justin was," Ross's friend Ret. Spc. Justin Lang told FOX 11.

The Ross family also hosted the "Lead with the Stache Dash" run.

"Our son, when he was deployed to Afghanistan, they pushed the button a little bit and grew mustaches," said Debra Ross.

Lightening up the somber situation with fake mustaches, just like Justin would have wanted.

From war games, to grounds for a war memorial - the Ross family says they're certain their son's spirit will dwell here long after these flags have flown.

The Ross family says it hopes to continue the Stache Dash every year on the Saturday after September 11th.

GREEN BAY, WI (WTAQ) - A Wisconsin company that makes loans to those who put up their cars as collateral has agreed to pay three-million dollars to settle a state lawsuit.

The state departments of Justice and Financial Institutions, and the Legal Aid Society of Milwaukee accused the Wisconsin Auto Title Loans company of adding extra costs to their loans, by enrolling borrowers into a motor club.

The lawsuit said the firm never told customers about the enrollment -- or else they said it was mandatory.

The firm also vows to extinguish all finance charges accrued on open accounts -- and to release all existing liens issued from 1999-through-2010.

Wisconsin Auto Title Loans has 22 locations throughout the state.

WIAA girls state basketball, volleyball remain at Resch Center through 2020

ASHWAUBENON, WI (WTAQ) - Wisconsin's high school girls' basketball and volleyball tournaments will stay at the Resch Center.

That's after the WIAA and PMI Entertainment agreed to a deal that runs through 2020.

"It culminates several months of very, very collegial work and efforts on the part of WIAA staff, PMI staff, the Stadium Board and Convention and Visitors Bureau staff here in Green Bay," says WIAA Executive Director Dave Anderson. "It was certainly influenced by the terrific reaction and response that we have always felt and enjoyed here at the Resch Center."

2011 was the first spring in the girls' basketball tournament's 38-year history the games were played outside of Madison.

"People who came here saw an atmosphere that was created for them. Every seat in the venue is a good seat," says WIAA Associate Director Deb Hauser. "Girls thrive off of excitement and emotion and noise, and when they heard, felt and sense that, they felt special. That then extended to their hotels."

Greater Green Bay Convention and Visitors Bureau President Brad Toll says both have a big economic impact, but it varies year-to-year.

"It depends on how many teams are traveling, how many teams are local, but March and November are two fantastic times of the year to have events like these," says Toll, who anticipates both tournaments combine for a little less than $4 million in yearly economic impact.

The girls' volleyball tournament has been held at the Resch Center for 10 years. This year's tournament is scheduled for November 7-9.

The girls' basketball tournament will be played March 20-22, 2014.

State Fire Marshal: Cause of Allouez apartment fire undetermined

ALLOUEZ, WI (WTAQ) - State fire investigators have released their final report on a fire that destroyed a 74-unit apartment complex in Allouez back in May.

The state fire marshal has determined the cause of fire at the Hilltop Place Apartments as undetermined.

The fire started in the basement near a swimming pool storage and supply room.

“As far as why it took so long, a lot of legalities and hold-ups, they have no notify everyone that had interest in the building before we could proceed”  Green Bay Metro Fire Lt. Nick Craig.

Craig says the process involved many insurance companies.

Craig says Green Bay Metro Fire will release their report Tuesday.

Last month, crews went back to the site to look at an area of the building to try and determine the cause of the fire.

“We went back with insurance investigators, some mechanical and electrical engineers that the insurance company had hired, to re-examine parts of the basement where we believed the fire started,” Craig said.

The fire displaced more than a 100 people.  Craig says a small number of them had renter’s insurance.

The apartment building stretched nearly two blocks and is currently being demolished.

GB City Council to debate homeless shelter request to increase capacity

GREEN BAY, WI (WTAQ) - The Green Bay City Council will debate Tuesday night whether or not to allow the St. John the Evangelist homeless shelter to help more people during the winter nights.

Last week, the Plan Commission recommended approval for an increase in the emergency shelter’s bed limit by 20 people for a total of 84 guests.

The shelter was cited in December for being over capacity.

The Plan Commission’s vote was swayed after hearing news about a daytime resource center for the homeless that was looking to sign a lease and open its doors possibly by October 1st

However, by the end of last week, the owner of the building decided not to move forward with a lease for New Visions. It would have been located in the Wisconsin Jobs Center building in downtown Green Bay.

The St. John's homeless shelter is part of the Catholic Diocese of Green Bay, who has maintained that they have been in compliance all along.

The conditional use permit, which was approved last September, includes an overflow plan that allows for 20 extra people. That plan was debated at length by the Plan Commission last year. But the city claims that’s not part of the permit.

The Diocese says it’s their mission to serve the homeless, and in the past have said they will not turn anyone away because of an arbitrary number.

Report: Hotel Northland renovation delayed due to financing issues

GREEN BAY, WI (WTAQ) - The start of the Hotel Northland renovation is being delayed.

Developer Frantz-Hobart was supposed to begin the $35 million project next month.

However, Green Bay Mayor Jim Schmitt tells FOX 11 that it will take longer for the doors to reopen after a closed door meeting with Frantz-Hobart.

"We want to make sure everything is connected and it's financed properly,” Schmitt told FOX 11.

The Iowa-based development team says it wants to turn the 90-year-old building where visiting NFL football teams stayed during the Vince Lombardi era from senior apartments into a 160-room boutique hotel.

But the developer says it still does not have all the financing it needs.

"We came to the conclusion that we still had some more work to do here in the near future. Hopefully, we'll have everything put together by November sometime,” said Jim Hobart.

Hobart would not say just how much they need to raise.

However, developers say they're looking to taxpayers for ways to help them out. Those include historic, state, and new market tax credits.

"They want to do it right. And to do it right, there's a complicated financing package. To do it right, it's so critical that we ensure the integrity of that building,” said Schmitt.

Also, Frantz-Hobart developers say they still haven't completed drawings of what the classic Green Bay landmark may look like.  Those plans may not be ready until next month.

"We did have some setbacks here and there but now I think we're on course,” said Hobart.

Developers tell FOX 11 that if everything stays to the current schedule, this new Hotel Northland building would be open in March of 2015. That's just as the renovations are set to finish on the KI Convention Center.

Frantz-Hobart bought the building from the city earlier this year for $3.1 million.

The 49-year-old Kuhns said she was literally 15 steps from entering the complex when people were running out and screaming "shooter, shooter."  She told WFRV-TV in Green Bay that once she realized the massacre was for real, she and other workers scrambled to safer ground.

MANITOWOC, WI (WTAQ) - A Chinese firm has pulled out of a joint agreement with the Manitowoc Company to establish a new construction crane business.

A restructuring of China's economy -- plus a sharp drop in the construction equipment market -- are why the Shantui Investment Company was dropping its plans for a joint venture with Manitowoc.

CEO Glen Tellock says the Manitowoc Company is disappointed with Shantui's decision. He had hoped the Chinese government would act faster to approve the proposed joint venture.

He said it would have created an enormous potential for both firms.

Now, Manitowoc plans to review its options with a current Chinese partner on the future of their truck and crane business in China.

MADISON, WI (WTAQ) - More of Wisconsin's public schools exceeded the state's performance expectations this year than last.

That's according to the second annual school report cards released Tuesday by the state Department of Public Instruction.

88 percent of the state's 1,910 individual schools met or exceeded the state's performance standards. That's 2 percent higher than a year ago.

Only 58 schools received the lowest possible rating, failing to meet expectations. That represents three percent of all public school buildings, down from 3.5 percent that were deficient a year ago.

Also, the state issued district-wide report cards for the first time.

All but 11 of Wisconsin's 424 public school systems met or exceeded expectations. The Milwaukee Public Schools was the only system failing to meet expectations.

State officials cautioned that year to year comparisons might not be possible for individual schools, because of new calculating methods in the new report cards.

Police say the driver of the SUV, a 53-year-old Appleton man, is cooperating with the investigation and no charges are expected to be filed.

According to the State Patrol, the driver was stopped at a red light. When the light turned green, he started out and crashed into the woman, who was trying to quickly cross the road against the red light.

Police say alcohol is not believed to be a factor.
