Mother of slain Kiel soldier testifies during Fort Hood shooter's sentencing hearing

FORT HOOD, TX (WTAQ) - Army Major Nidal Hasan rested his case Tuesday in the sentencing phase of his trial in the Fort Hood shooting massacre.

The 42-year-old Hasan did not testify, after victims’ relatives told military jurors about the grief he caused them.

Among those testifying was Jerri Krueger of Kiel. Her daughter Amy was one 13 people killed. Krueger said she lives with the loss every day. She recalled how frantic she was after hearing the initial bulletins about the massacre, desperately finding out if her daughter was okay.

Relatives were not allowed to condemn Hasan on the witness stand, or recommend his penalty. Some observers thought Hasan would testify about his previous comments that he committed the killings to protect Muslims in Afghanistan.

The sentencing hearing resumes Wednesday. Hasan could get life in prison – or he could become the first military member in 52 years to get the death penalty.

Russell Saeger of Mount Pleasant in Racine County was also killed at Fort Hood. Six Wisconsinites were among the 32 injured


Judge issues warrant for convicted bigamist

CHILTON, WI (WTAQ) - A judge in eastern Wisconsin has issued an arrest warrant for a convicted bigamist who skipped out on a court appearance Monday.

46-year-old Tim Swinea of Weston is facing forgery charges in Calumet County, after an ex-girlfriend told officers he took thousands of dollars from her company in a bad-check scheme.

A trial in that case is postponed. It was scheduled to begin next Wednesday in Chilton.

Swinea was released from the Marathon County Jail in Wausau on August 1st. That’s where he served four months for bigamy, after a former wife from Weston learned that he was also married at the time to a Missouri woman who had three of his kids.

Penny Schoenke of Menasha was the victim in the Calumet County case. She told Wausau Daily Herald Media that she met Swinea online – and she almost married him. 

11 public meetings set to deal with Obamacare questions

GREEN BAY, WI (WTAQ) - The state Insurance Commissioner’s office has scheduled 11 public meetings for next week, to answer questions about the Affordable Care Act.

Folks have been asking lots of questions about the federal insurance purchasing exchange that will start enrolling people on October 1st – with coverage to begin at the start of 2014.

The Insurance Commissioner’s office is holding town hall forums to explain the subject and provide unbiased information about consumers’ responsibilities.

Around 600,000 Wisconsinites are expected to need the exchange – 90,000 of whom are losing BadgerCare coverage when the program no longer serves childless adults above the poverty line.

The 90 minute forums will be held next Tuesday in Rhinelander, Wausau, Eau Claire, and La Crosse – next Wednesday in West Allis and Pewaukee – September 5th in Kenosha, Green Bay, and Appleton – and September 6th in Madison and the Manitowoc County community of Cleveland.

Owner, manager of Billy Goats Pub charged with food stamp fraud

GREEN BAY, WI (WTAQ) - The owner of the Billy Goats Pub in downtown Green Bay, along with a bar manager and employee, have been charged with food stamp fraud.

Owner Sue Long and bar manager Jodie Hanbeck are accused of buying electronic food benefit cards for cash and then using the Quest Cards to buy pizzas, chips and other food to give away for free to customers on Packers game days. 

According to the criminal complaint, the food benefit cards were generally purchased for $50 cash in return for $100 in food stamps. 

Long and Hanback are facing more than 4 felony charges and 28 misdemeanor charges.  A bartender, Victoria Cannon, is facing a felony and misdemeanor charge. 

Long says she thought she was helping people who needed money to get things they could not get unless they sold their food benefit cards.  She says she only recently found out that they were using the cash to buy alcohol and cigarettes. 

The city attorney’s office says Long has surrendered her liquor license and the bar is closed.  

Special sex offender residency review meeting Thursday

GREEN BAY, WI (WTAQ) - Residents of an east side Green Bay neighborhood are getting a second chance to speak out against a convicted sex offender moving in.

The city's Sex Offender Residency Board will hold a special meeting Thursday to reconsider the placement of Samuel Brandt. The 50-year-old Brandt was convicted in 2005 of sexually assaulting an 11-year-old girl.

Brandt wants to move into 471 S. Huron Road, which is his mother's house.

"The neighborhood felt that they did not get proper notification to comment on that particular application and their concerns," says board member Dean Gerondale, who requested this special meeting. "I felt that without the input of the community with it, that it deserved an opportunity to be heard so that the other board members could hear their concerns."

Gerondale adds it'll give others a chance to hear from Brandt, who was not present at the initial meeting.

This isn't an out of the ordinary situation. Gerondale says he's taken concerns about sex offender residency notification to the city attorney's office before.

"I said to them people aren't getting notice, because they have to be active participants to receive that notice. In other words, you either have to go to the city's website so often to see this, or they have to subscribe to the Press-Gazette," says Gerondale. "I told them that my feeling is that we should send a letter within a certain-block radius of someone being released so they have a true opportunity to know that person potentially could move into that neighborhood."

Gerondale says that the city attorney told him that, "we don't have to do that and that's good enough notice under the law."

He believes that the Brandt case is a prime example of the problem surrounding the protocol of sex offender releases.

The special meeting is open to the public and will be at 3:30 p.m. in Room 310 at City Hall, 100 N. Jefferson Street.

UPDATE: Highway 41 standoff in Oshkosh ends with suspects dead

OSHKOSH, WI (WTAQ) - A standoff with a pair of suspected robbers along Highway 41 north of Oshkosh came to an end after the suspects committed suicide. 

Winnebago County Sheriff's says it all began when a man with a gun walked in Paynes Point Liquor Store in Neenah just before 4 p.m. and stole cash and lottery tickets.

They suspects fled the scene in a vehicle, but were stopped by a deputy along Highway 41 south under the County Highway Y overpass. At that point, the armed suspects refused to exit their vehicle. 

Authorities surrounded the vehicle with guns drawn. 

Traffic was closed in both directions between Highway 76 to Highway 45 in Oshkosh. Roads, bridges and frontage roads around the scene were also closed. 

Winnebago County Sheriff's Capt. Mark Habeck said authorities heard two gunshots shortly after 6 p.m. and upon inspection of vehicle, the two suspects were dead.   

The standoff lasted around 90 minutes. 

Deputies said they are tried to make contact with the suspects and resolve the situation peacefully.

No shots were fired by law enforcement.

Northbound 41 reopen soon after the incident, but southbound 41 remain closed until around 9 p.m.

Walmart rumored to be considering downtown Green Bay location

GREEN BAY, WI (WTAQ) - A popular big box retailer could be coming to downtown Green Bay. 

Multiple sources have confirmed to WTAQ that Walmart is considering building a store in the Broadway District.

Investors have been in talks with On Broadway Inc., the managing organization for the city's business improvement district. 

A Walmart spokesperson says they have no plans for a new location in downtown Green Bay. 

WBAY reported late Wednesday night that Green Bay Mayor Jim Schmitt confirmed the rumor.  The location being looked at is an empty space that is part of the vacant Larson vegatable canning buildings.

The historic Larson canning buildings have a lot of proposed development right now. 

Titleetown Brewing Company is proposing an expansion that would include manufacturing and bottling operations. A second phase would include warehouse style apartments. 

 

 

Two teens arrested after multi-county police chase in Green Bay

GREEN BAY, WI (WTAQ) - Green Bay police say they've taken two teenagers in custody following a high-speed chase across much of Wisconsin.

Authorities say it started when the teens, ages 13 and 15, stole a vehilce near Abbotsford around 5 p.m. Wednesday.

A sheriff's deputy in Clark County saw the vehicle and pulled them over. But the boys fled, and even fired a rifle at officers.

Authorities lost track of the vehicle around the Lublin area in Taylor County.  Officials then say the teenage suspects stole a different vehicle and drove toward Green Bay.  Police say they arrested both of them around midnight.

No one was injured.

Officials have not released any other details.


Powerball jackpot grows to $142M; ticket sold in Green Bay wins $10,000

GREEN BAY, WI (WTAQ) - Nobody won the Powerball jackpot Wednesday night, so it goes up to $142 million for Saturday.

A ticket sold in Green Bay won $10,000 by matching four regular numbers plus the Powerball. Almost 13,400 Wisconsin players won smaller prizes.

Wednesday night’s numbers were 6, 7, 9, 19, and 32. The Powerball was 13.

The current jackpot is the sixth this year of $100 million or more. It has rolled over six times.

Saturday’s cash option is just under $79 million.

In Mega Millions, the top prize is at $77 million for the next drawing Friday night.

OSHKOSH, WI (WTAQ) - Winnebago County Sheriff's say the man found dead inside a car following Wednesday's standoff on Highway 41 does match the description of a liquor store robber.

Sheriff's say the clothes 29-year-old Randy Lamb was wearing and the gun he had matched those seen on video surveillance at Hank's Payne's Point Liquor in the Town of Vinland.

Lamb and 28-year-old Ashley Luka were found dead inside the car after a standoff that re-routed traffic for two hours in Oshkosh.

Sheriff's officials also say they recovered evidence from the robbery inside the car. The owner of the liquor store told FOX 11 Lamb got away with about $600.

The Winnebago County sheriff's department said both were also considered suspects in a burglary where jewelry was stolen from a home in the town of Vinland Tuesday.

Authorities confirm the vehicle did not belong to Lamb. Investigators also said while Luka was not a suspect in the liquor store robbery, she was a willing participant.

A preliminary autopsy report indicates Lamb and Luka both died from self-inflicted gunshot wounds.

The sheriff's office says no officers fired their weapons, although the investigation into the standoff and deaths has been turned over to the Oshkosh Police Department.

Downtown Green Bay Walmart store proposal expected in 30 days

GREEN BAY, WI (WTAQ) - Walmart is expected to make a proposal for a store in downtown Green Bay in the next 30 days. 

The big box retailer is in preliminary talks with the owners of the old Larson canning property in the Broadway District. 

On Broadway Executive Director Christopher Naumann said Walmart has signed an option to purchase the property.  Right now, they are vetting development proposals. 

"While we don't have a proposal yet, this is a concept that may come to us in the near future" Naumann said.

Naumann says Walmart approached them at the beginning of the year interested in the empty lot that is located between the old Larson vegetable canning factory buildings.

"There is not really that much to react to at this point, other than dealing with people's perceptions and prejudices with that particular brand coming to the district"  Naumann said. 

While nothing is known about this project, Walmart has around 250 smaller stores around the nation called Walmart Neighborhood Market.  It’s about a quarter size of a Supercenter that focuses mainly on groceries. 

During a public input session for downtown Green Bay's new master plan Thursday night, almost everyone was against Walmart coming to the area, despite knowing nothing about the project. 

Sex Offender Residency Board reverses decision, denies Samuel Brandt's appeal

GREEN BAY, WI (WTAQ) - For the first time, Green Bay’s Sex Offender Residency Board has reversed its decision to allow a child sex offender to live in the city.

Neighbors complained after the board approved in July 50-year-old Samuel Brandt’s appeal to move in with his parents at 471 South Huron Road.

The board voted to reconsider, then denied his request after hearing from a handful of neighbors who opposed Brandt’s request.   Many said they did not feel their families would be safe with Brandt living nearby.

His parents pleaded with the board, saying there is nothing to be afraid of and they would be there to support him. 

Brandt was recently released from prison after serving seven years for sexually assaulting in 11-year-old girl that he had personal ties with.

The biggest complaint from neighbors that led to the board's reconsideration was over the lack of notification of Brandt’s request to live in the area. 

The city has no proximity notification system.  

At the board’s last meeting, they recommended to the city council that a system be established.

Under city ordinance, around 95% of the city is off limits to sex offenders and have to appeal to the board to live in restricted areas. They take into consideration the offender's crime, circumstances, risk of offending again, the area's proximity to schools and kids play areas.

After the decision, Brandt says he will be homeless. 

Green Bay Packers drop pre-season finale 30-8 to Kansas City

KANSAS CITY (WTAQ) - The Green Bay Packers finished a 1-3 pre-season with a 30-8 loss at Kansas City Thursday night.

Packers’ corner Tramon Williams made an interception on the game’s first play, and Green Bay’s subsequent drive ended with a 48-yard field goal by Mason Crosby. Crosby also booted a 45-yarder in the second-quarter which made it 6-6 at the time.

The Chiefs were up 13-6 at the break before they outplayed the Pack in the second half, on a night when the coaches were more concerned about giving players on the bubble their final auditions.

Sam Barrington scored Green Bay’s only other points on defense, when he tackled Chiefs’ quarterback Tyler Bray in the end zone for a safety.

The Pack failed to score on offense, while Bray had three scoring passes for Kansas City. The Chiefs had 262 total yards to the Pack’s 218, as K.C. finished its exhibition schedule at 2-2.

Packers’ coach Mike McCarthy didn’t want to risk injury to quarterback Aaron Rodgers, so Vince Young started. He completed 14-of-30 passes for 144 yards. B.J. Coleman completed 2-of-7 for 19 yards and an interception.

Rookie Johnathan Franklin led Green Bay rushers with 23 yards on eight carries. Jeremy Ross caught 3 passes for 50 yards.

Safety Chris Banjo left in the first half with a hip injury, but he returned and had one of the Packers’ top performances on the night. He had a 14 yard sack near the end, along with a tackle-for-loss and a quarterback hit.

Banjo will find out Saturday if it was enough to make the team. NFL squads must reduce their rosters from 75 players to 53 by Saturday night. 

Winnebago County Executive Harris won't run for governor

OSHKOSH, WI (WTAQ) - Winnebago County Executive Mark Harris said Friday morning he would not run for Wisconsin governor next year – unless two other potential Democrats decide not to run.

In an e-mail to reporters, Harris said he couldn’t raise enough campaign money to, “bring the policy extremes of the current administration to an end.”

Wisconsin Democrats appear to be paving the way for former Trek Bicycle executive Mary Burke to run against Republican Governor Scott Walker next year. Party insiders reportedly favor Burke since she could spend a chunk of her own money on the race.

State Democratic Party chairman Mike Tate all but endorsed Burke this week, saying the former Doyle commerce secretary would probably win a primary. Tate also indicated that Democratic leaders don’t want to waste money on a primary, and be caught without enough cash next August to stay up with Walker’s already-large campaign war chest.

Burke has not said when she’ll decide on running. State Senate Democrat Kathleen Vinehout of Alma, who lost in last year’s Democratic recall primary for governor, says she’ll decide next year whether she’ll get in the race.

State Republican Party director Joe Fadness said Harris’ decision was not surprising. He said Democrats “hand picked” Burke long ago, and that she advocates, “the failed policies of the past.” 

Bellevue counterfeit money suspects sought

BELLEVUE, WI (WTAQ) - Brown County sheriff’s are looking for three people involved in allegedly using counterfeit money in Bellevue Aug. 13.

Authorities say one woman tried to use a counterfeit $100 bill at Target on Lime Kiln Rd. around 1:15 p.m. Investigators say the cashier refused to accept the bill.

The suspect is the person seen in the multi-colored dress in the photos above.

About 10 minutes later, another woman successfully used a fake $100 bill to make a $14.77 purchase. Store security told deputies the bill appeared to have been a $5 bill originally.

The suspect, wearing a denim vest and holding a light-colored purse, and her suspected accomplice can be seen in the photos above.

All three were seen leaving in the vehicle seen in the photo above.

Green Bay Packers must now make final roster decisions

GREEN BAY, WI (WTAQ) - Green Bay Packers coach Mike McCarthy said he would have liked the team to play better in the second half Thursday night, when the Packers lost their pre-season finale at Kansas City 30-8.

But the coach said he got what he came for – no new injuries his starters, and lots of film on all of his players. That film is being evaluated Friday at 1265 Lombardi Avenue. General manager Ted Thompson must decide by 5 p.m. Saturday which players to cut to get the Pack down to its regular season roster of 53.

Twenty-two players will have to be cut. After Thursday night’s game, McCarthy said Don Barclay won the starting job at right tackle over Marshall Newhouse. He also singled out defensive backs Chris Banjo and Micah Hyde for their solid play throughout the pre-season.

The Packer offense struggled again, as quarterbacks Vince Young and B.J. Coleman failed to produce any touchdowns while generating just 218 yards of total offense.

Starters Aaron Rodgers, Jermichael Finley, and Clay Matthews all sat out last night.

McCarthy said the Packers have geared their preparations for the start of the regular season a week from Sunday at San Francisco. For now, he says it’s a matter of making the necessary adjustments – and he vows to be fully ready when practices for the 49ers begin in earnest on Monday. 

Manitowoc man won't be charged in shooting death of his brother

MANITOWOC, WI (WTAQ) - The District Attorney’s office in Manitowoc County will not be pressing charges against a 62-year-old man who shot and killed his brother in July.

Robert Sullivan called 911 on July 23rd and told dispatchers he had just shot 65-year-old Carey Sullivan with a shotgun at close range. 

The shooting happened during a heated argument over control of their family’s estate.  It was the last argument of many the two brothers had over several years after their parents death.

Robert had been living at his deceased parents’ house for about seven years, and Carey had recently moved in. 

Police had numerous run-ins with the brothers because of disagreements and tensions appeared to be rising between the brothers. 

Investigators say Carey had a history of threatening and aggressive behavior, while Robert did not. 

Police had recommended first-degree intentional homicide charges, however the district attorney’s office has determined that the shooting was in self defense. 

Referee ends high school soccer match because of unruly fans

ALGOMA, WI (WTAQ) - Taunting fans ended a high school soccer game in Algoma Thursday night.

The Wisconsin Interscholastic Athletic Association says a group of Algoma fans were taunting and threatening a Manitowoc Roncalli player. 

The WIAA referee issued a warning to the fans, however the fans continued, and then the referee ended the game because of the disruption.

The game ended in a 1-1 tie.

Oneida tribe claims it overpaid $1M in property taxes on low-income properties

ONEIDA, WI (WTAQ) - The Oneida Tribe of Indians claims it overpaid more than one million dollars in property taxes for around 90 residential properties for low-income tribal members throughout Brown County. 

The tribe claims it was also giving the city of Green Bay payments in lieu of taxes totaling $400,000 since 1989 on the same properties. 

Closed doors talks have been happening since the beginning of the year when the double-payment issue came to light after the tribe’s housing authority was reorganized. 

The tribe is not pursuing a refund, but wants both the city and county to agree to make the properties tax-exempt from now on.

The Green Bay Press-Gazette reports that if the properties are taken off the tax rolls, it would mean a loss of $173,000 every year. 

The paper reports that city leaders say the issue could end up being fought in the courts. 

Motorcyclist dies after hitting cement barrier along US 41

HOWARD, WI (WTAQ) - A motorcyclist is dead after hitting a cement barrier at a high rate of speed along US 41 near Shawano Avenue late last night. 

Brown County Sheriff’s says the crash happened in Howard around 11:35 p.m. 

The man was ejected from the bike and it is believe he was then struck by several vehicles. 

The yet to be indentified male was pronounced dead on the scene. 

Northbound 41 was closed for about five hours from Mason to Velp as crash reconstruction specialists worked the scene.
