House fire in Denmark

DENMARK, WI (WTAQ) - Fire heavily damages a home in Denmark.

Crews say the fire broke out around 4 a.m. Monday on County Highway V.

Residents inside the home were woken up by popping noises and were able to get out safely.

Authorities say the house is a total loss.

Officials will start to search for a cause once all hotspots are put out.


Two teens arrested after chase with Green Bay police

GREEN BAY, WI (WTAQ) - Two teenagers who led Green Bay police on a chase Saturday night have been arrested.

Police say they were called around 9 p.m. to the 2200 block of Imperial Lane for a suspicious vehicle report.

That vehicle fled from officers when they arrived.

After a short chase, the suspect vehicle crashed into the curb near the intersection of Bellevue Street and Juniper Drive, disabling the vehicle.

The suspects then tried to run away, but were later caught with the help of a police K-9.Authorities say the suspects are two 17-year-old males. The driver is charged with fleeing an officer and obstructing an officer. The passenger is charged with obstructing an officer.

Hot, humid weather expected to start this week

GREEN BAY, WI (WTAQ) - Summer-like weather is returning to Wisconsin this week, at least for a couple days.

The National Weather Service says the mercury will hit 90 degrees in parts of the Badger State Tuesday and Wednesday, before a sizable cool down is expected on Thursday.

The current warm-up began during the weekend.

Highs Sunday were about normal for mid-August, ranging from 77 degrees at Manitowoc and Cumberland to 86 in Waupaca.

A cold front is expected to move through Wisconsin on Wednesday afternoon. It’s expected to bring showers and thunderstorms that day, and leave cooler readings behind.

Highs Thursday and Friday are projected to be in the 70’s and low 80’s. 

Oshkosh police arrest two men in armed robbery

OSHKOSH, WI (WTAQ) - Police in Oshkosh say two people have been arrested following an armed robbery over the weekend.

Authorities say they were called to the Marathon Gas Station, 1320 Oshkosh Ave., at 7:30 p.m. Sunday.

Police say a man with a blue scarf entered the station with a handgun and demanded money. He left with an undisclosed amount of money in a red Ford Taurus.

Cops spotted a vehicle matching that description at South Eagle St. and West 2nd Ave. a short time later. 

After a traffic stop, police arrested a 54-year-old man on one count of armed robbery and first-offense OWI. A 19-year-old man was also taken into custody on one count of party to the crime of armed robbery.

The gun, money and other evidence was recovered inside that Ford Taurus.

 

Woman arrested after stabbing husband in Oshkosh

OSHKOSH, WI (WTAQ) - Oshkosh police say a woman is arrested for allegedly stabbing her husband during a domestic dispute.

Police were called to a home in the 900 block of Greenwood Court around 6 p.m. Friday.

A 40-year-old woman was arrested on charges of first-degree recklessly endangering safety, substantial battery domestic violence, and disorderly conduct domestic violence after she allegedly used a kitchen knife to stab her husband in the arm.

The 47-year-old man was treated at Aurora Medical Center.

Four children inside the home were not hurt.

Police recovered the kitchen knife they believe was used in the attack.

Green Bay woman arrested for 4th OWI with 4 kids in vehicle

MANITOWOC COUNTY, WI (WTAQ) - A woman from Green Bay is under arrest after being stopped for drunk driving with four kids inside her vehicle.

The 27-year-old woman was pulled over Sunday night on I-43 at Highway Z in Manitowoc County, according to the Wisconsin State Patrol.

Police say four kids, ages 2, 5, 8 and 9 were inside the SUV at the time. Two of them were not properly buckled in.

The driver was arrested for 4th offense OWI.

Family members arrived to pick up the children, and police aren't saying what their relation is to the driver.

Neenah dog sitter attacked by dogs, neighbors pull her to safety

NEENAH, WI (WTAQ) - A Neenah dog sitter was viciously attacked by the two dogs she was taking care of over the weekend.

The 32-year-old woman was employed by Never Home Alone Pet Sitting and had to undergo surgery for significant bite injuries to her legs.

The victim arrived at a home in the 1300 block of Meadow Lane to take care for two English Bull Terriers that were owned by a 32-year-old Neenah woman. 

While taking care of the dogs they began to bite her legs. 

While screaming and fending off the dogs, the victim was able to grab onto a wooden fence in the yard.  The adjacent neighbors came over and were able to pull her over the fence to safety. 

One female neighbor punched one the dogs to try to get it to release its grip from the victim. 

Police Chief Kevin Wilkinson commended the neighbors for their heroic acts.  Wilkinson says they saved the victim from something that could have been much worse possibly even death.

Both dogs were tranquilized and taken to the Neenah Animal Shelter on a ten-day quarantine. 

Neenah Police are seeking a declaration of “Prohibited Dangerous Animal” for both dogs.  It would require the dogs be removed from the city, or be put down. 

Man dies after head on collision with dump truck

ELLINGTON, WI (WTAQ) - A Monday morning head on collision in Outagamie County leaves one man dead.

Sheriff’s say the driver of a pick-up truck, a 34-year-old Appleton man, was killed after his vehicle crossed the centerline and collided head on with a dump truck.

It happened around 8:30 a.m. on State Highway 76 and County Road S in the Town of Ellington. 

The dump truck driver received minor injuries. 

The victim’s identity is not being released until family can be notified. 


Outagamie Co. Executive calls for independent review of emergency response for storms

Outagamie County Executive Tom Nelson is calling for an independent review of the county’s emergency response and management. 

The request for an inquiry comes in the midst of a critical audit of the August 7th tornadoes that found Emergency Management should have sounded the emergency sirens that night. 

Nelson says the most essential and critical service is providing public safety. 

The county has declared four emergencies in just over two years. 

Nelson says the county excels in response and coordination with local municipalities, but questions remain on county policy and procedure on the activation of sirens and maintenance of infrastructure. 

The county board meets tonight to discuss possible disciplinary actions for the failure to activate the sirens for the August 7th storm that spawned five tornadoes. 

Details emerge about Howard domestic homicide, bond set for woman at $100K

HOWARD, WI (WTAQ) - Bond was set at $100,000 Monday for a 42-year-old Howard woman accused of shooting her boyfriend in the head over weekend. 

Tricia Phillps was booked into the Brown County Jail on charges of second-degree intentional homicide, but the DA increased the charge to First Degreee Intentional Homicide.

Phillips was dating the victim, 46-year-old David Rosenberg, for about six months.  Phillips claims after telling him she thought she might be pregnant, he started choking her on the bed.  He stopped and Phillips says she grabbed her 9 millimeter handgun from her dresser and fired one shot in the head.

Phillips claimed the victims had never laid a hand on her before and was usually very nice.  She also points out Rosenberg's size, saying he was a "big guy" weighing about 260 pounds.

The autopsy report says the victim was shot through the ear lobes. 

An emotional Crystal Williquette, the victim’s niece, thought Phillips should remain behind bars.

“I don’t feel that’s it’s fair to put a price on someone’s life, she should remain behind bars.”  Williquette would later claim that Phillips took her uncle’s life in cold blood.  The criminal complaint says the victim talked with her neighbor the night before the shooting.

Phillips told the neighbor that she was mad at Dave and that he lied about still talking with his ex-wife.  The neighbor stated that Phillips was going to give him an ultimatum, and said “something’s going down tonight.”

The domestic shooting happened at the Northern Pines Apartment Complex at 2014 Memorial Drive in Howard around 4:15 a.m. Saturday. 

Neenah Walmart shooter charged, was upset over victim's new position

NEENAH, WI (WTAQ) - A Greenville woman accused of shooting her Walmart co-worker in the stomach last week was charged Monday. 

46-year-old Justine Boyd is facing attempted first-degree intentional homicide. 

According to the criminal complaint, she was arrested at work with two hand guns and several rounds of ammunition in her pockets and hand bag. 

Boyd allegedly shot 56-year-old Sharon Goffard because she was upset that Goffard was moved to an easier cash register position inside the liquor section of the Winneconne Avenue store. 

Goffard was found shot behind her register.  “It appears to be, from all evidence I’ve seen, an isolated incident between these two regarding what looks like a dispute over positions at the Walmart,” said Winnebago County Deputy District Attorney Scott Ceman.

Boyd apparently returned to her own register after the shooting and resumed working.  Boyd's appearance before a court commissioner Monday was postponed until Tuesday, so she could apply for a court appointed attorney. 

The district attorney’s office is seeking a $1 million bond.

16 year old stabbed in the back, Green Bay PD investigating

GREEN BAY, WI (WTAQ) - Green Bay police are investigating a stabbing at a duplex. 

The call comes in Monday around 10:30 p.m. 

Police and an ambulance showing up at the corner of Howard Street and South Chestnut Avenue. The victim is described as a 16 year old male. 

Follow up investigation led police to the 1200 block of Western Avenue where an 18 year old male was taken into custody and booked into jail.

Green Bay Police investigate shots fired

GREEN BAY, (WTAQ) - Green Police investigating an overnight report of shots fired from a vehicle.

The call to the 300 block of North Oakland Avenue comes in just before midnight.  

When officers arrived the vehicle was gone, but they found spent shell casings and discovered a number of bullet holes in a house that was the apparent target of the shooting.

There were no injuries reported. 

Ashwaubenon man arrested after chase, standoff

ASHWAUBENON, WI (WTAQ) - Authorities in Ashwaubenon say a chase and a standoff had them tied up for hours Monday night.

Public Safety and Brown County Sheriff's deputies showed up at an apartment complex at 1189 Cormier Road at 5:35 p.m. hoping to take 21-year-old Justin Grunwald into custody on a felony warrant.

When officers arrived, Grunwald took off and led them on a chase. Grunwald eventually returned to his apartment and barricaded himself inside.

Officials were able to get a search warrant and entered Grunwald's apartment. Police took him into custody, however they say Grunwald did suffer a few dog bites from a K-9.

The incident ended around 10:45 p.m.

Ashwaubenon Police are requesting Grunwald face additional charges of Resisting an Officer and Failure to Comply With Officers Attempting to Take a Person Into Custody.

Little Chute woman will spend year in jail for fatal texting and driving accident

APPLETON, WI (WTAQ) - A Little Chute woman will spend the next year in jail after running over and killing a bicyclist in Kimberly last summer. 

PaKou Xiong was texting while driving when she killed Jim Weiss along Kimberly Avenue. 

She was sentenced Tuesday after pleading no contest to charges of homicide by negligent use of a motor vehicle. 

Xiong apparently swerved and hit Weiss during the early morning hours on a late July night. 

Weiss’s bicycle has proper reflectors and lights. 

Upon her release, Xiong will spend five years on probation where she will not be able to drive without approval or have a cell phone. She will also be required to spend 100 hours on community service ever year. She will have to wear prison orange and a pin to memorial Weiss. 


Teacher evaluation program gets good marks from four schools

NEENAH, WI (WTAQ) - Public school officials in east central Wisconsin said they were generally happy with a test program that evaluates teachers in part by how their students achieve.

Schools in Neenah, Green Lake, Ripon, and Winneconne are among those testing an evaluation system that will be required in all Wisconsin schools by the fall of 2014.

The pilot program was set up the Cooperative Educational Service Agency in Oshkosh, which provides services to dozens of local schools in eastern Wisconsin.

Green Lake district administrator Ken Bates says teachers are more involved, because they participate in setting the goals they hope to achieve. The evaluations look at how teachers are meeting those goals.

Winneconne administrator Peggy Larson said teachers were anxious about the program at first – but many now call it a good learning experience.

The state’s teacher evaluation system was created in part to get a waiver from the federal No Child Left Behind Act – which local school leaders said was too rigid with the standards that schools were required to meet. 

Outagamie Co. Emergency Management official resigned before tornadoes hit

APPLETON, WI (WTAQ) - Outagamie County’s Deputy Director of Emergency Management resigned nearly two weeks before the August 7th storms in the Fox Valley area. 

Steven Hansel handed in his letter of resignation on July 25th.

Outagamie County Executive Tom Nelson spokesperson Larry Abitz confirmed Hansel resigned on that date. 

Contrary to an earlier news report, Hansel's resignation did not occur in the aftermath of a critical audit that found the agency did not follow county policy in activating the emergency sirens during the storm that spawned five tornadoes.

Hansel actually warned the county's Public Safety Committee earlier this year about the lack of a back-up plan for the operation of sirens and maintenance. 

Hansel worked with the department for three years. 

Teen arrested for stealing boat in Two Rivers

TWO RIVERS, WI (WTAQ) - A 16-year-old teenage boy is in police custody for allegedly stealing a boat from a marina in Two Rivers.

The U.S. Coast Guard says around 9 a.m. Tuesday morning the teen was seen in the boat at the Sea Gull Marina and was questioned by man who owned a boat that was docked next door.

The male teen started up the boat and took off.

The U.S. Guard found the boat near the harbor entrance, took the teen into custody and towed the boat back to the marina

$250,000 bond set for Justine Boyd

OSHKOSH, WI (WTAQ) - Bond has been set for a Walmart cashier accused of shooting a co-worker last week.

A judge set a $250,000 cash bond for 46-year-old Justine Boyd. Boyd is facing a charge of attempted first-degree intentional homicide where a preliminary hearing is set for next week.

Authorities say Boyd shot 56-year-old Sharon Goffard in the stomach. A criminal complaint indicates Boyd was apparently upset that Goffard got an easier job at the Neenah Walmart store.

Goffard remains in critical condition at Theda Clark Medical Center.

Recent area crimes highlight problem of domestic violence

GREEN BAY, WI (WTAQ) - In the wake of two domestic violence related crimes in northeast Wisconsin this week, victim advocates say it highlights the need for people to know about available resources.

"We're often reminded that domestic violence is not a one-gender crime," says Golden House Executive Director Karen Faulkner. "Violence can happen in any relationship fraught with domestic issues."

43-year-old Tricia Phillips is charged with first-degree intentional homicide after fatally shooting her boyfriend, 46-year-old David Rosenberg in a Howard apartment. A criminal complaint states that Phillips shot Rosenberg after he began choking her following an argument.

In Oshkosh, a 40-year-old woman was arrested Friday night for allegedly stabbing her husband in the arm after a domestic dispute.

Faulkner says many more incidents of domestic violence go un-noticed if they don't make the news. But the message that help is available needs to be in the headlines.

"In any situation where people feel unsafe in their home or in their relationship, what we really try to encourage is people come in and talk to an advocate and develop a safety plan," says Faulkner. "We want to help people think through all the different options available to them."

Faulkner says that includes the need for shelter, legal remedies or small things to get them help quickly.

If you know of someone who's in trouble, but are unsure of how to help, Faulkner recommends just talking to them.

"It is uncomfortable to say something, but often making a comment and just reminding people that you're there to listen if they need someone to listen," says Faulkner. "And that you know of resources in the community where there are advocates available to them. Let them know you're around and available for them can make the difference in someone speaking up about the violence that's happening in their life."
