Homicide Suspect Competent To Stand Trail

MANITOWOC, WI (WTAQ) - A judge has ruled the man accused of causing the death of an 8-week-old child is competent to stand trial.

22 year old Matthew Brown-Edwards is charged with first-degree reckless homicide for the January 17th injuries suffered by the child of his girlfriend.

His attorney has questioned if Brown-Edwards was mentally fit to understand the proceedings and take part in his own defense.

After two psychiatric reviews, Judge Mark Rohrer ruled this week that he is.

A preliminary hearing is scheduled for June 6th.

According to police, paramedics were called to a Two Rivers home on January 17th for an injured child.

The baby was eventually taken to a Milwaukee hospital, where the child died four days later.

The cars derailed due to flooding. 

Crews were called out around 2:00 a.m. as part of the trestle was washed away.

Meth Material Found During Persuit

KAUKAUNA, WI (WTAQ)- Police in Kaukauna say they found hazardous meth-making material as they were trying to locate a shoplifting suspect in a wooded area Thursday. 

The pursuit led them to Konkopat Trail. 

Officer took the suspect into custody, and the hazmat team was called in to clean the area.

Police were originally called to the Piggly Wiggly on East Ann Street Thursday morning. They say they arrived to see employees and a citizen attempting to detain a man.

Due to the danger of the materials, the Wisconsin Department of Criminal Investigations clandestine lab team was called to properly process and clean the scene.

A 28-year-old Oshkosh man was arrested due to an outstanding warrant, police say.

The case remains under investigation.

High Waters, More Rules

NORTHEAST WI, (WTAQ)- High waters have led to concerns on the Fox River. 

Green Lake and Outagamie County have both declared slow-no wake zones. 

Boaters will not be able to go any faster than slow-no-wake while traveling within 500 feet of any permanent building.

Brillion police were urging parents not to let their kids walk home from school in areas where roads are flooded.

SHAWANO COUNTY (WTAQ-WLUK) -The countdown is on.

The 2018 inland sports fishing season begins Saturday.

But with the late spring, having open water may be a luxury in some areas.

But that's not the case on Shawano Lake.

The sound of waves lapping on the northern shore of Shawano Lake Friday morning was just what parks officials wanted to hear.

"Well, the ice just went out on Tuesday. We're getting open water. So, I don't see any more ice out here at all. So yeah, boating should be fine this weekend," said Keith Marquardt, Shawano County Parks Director.

In addition to the boat launch, Marquardt says the 100-site campground is ready to go.

"Everything's turned on. Shower houses, bathhouses are all on. Water and electricity in all the campsites. So we are gearing up. We've got a lot of calls in the last couple days from people wanting to do some camping. And hopefully, it will be a good year," he said.

Now that the Shawano Lake ice is officially gone, the big question is how is the fishing? Hacker's Bait Shop put away their ice fishing inventory about three weeks ago. Now, they're officially geared up for opening day.

"The Tuffy line. That's a great walleye bait, one of the best," said Stan Vertz, Hacker's Bait Shop Owner.

Vertz stocked up on minnows worms, and other lures commonly used in open water fishing.

"I think opening day if some of them walleye are done spawning, they're going to be hungry. So I think it's going to be a good opening day for walleye. It's going to be a good opening day for perch," he said.

Vertz says it's also a time to catch up with friends.

"A lot of people come up from Appleton, and all over. and sit and drink coffee, with me, and buy stuff. It's a good time," he said.

And while work continues on Shawano Lake, Marquardt says, at least there's no ice.

"And I'm glad it's gone. Yeah, it will be nice when we get some warm weather, and it stays warm," he said.

Six Displaced After Fire

GREEN BAY, WI (WTAQ)- Green Bay Metro Fire responded to a house fire late Friday night in the 100 block of Cleveland Street.

The fire was contained to the first floor of the building.

One person was taken to the hospital for smoke inhalation.

The cause of the fire is under investigation, but it is estimated to have caused around $75,000 worth of damage.

A total of six people, four adults and two children were displaced.

The Red Cross is assisting the family.

Good News For Tourism

ASHWAUBENON, WI (WTAQ)- Wisconsin tourism saw a three percent increase in the last year.

Milwaukee, Dane and Sauk Counties continue to lead the state in tourism spending, but Brown County has grown quite a bit in the last year.

Governor Scott Walker was in Ashwaubenon as part of a tour to share the good news on tourism dollars Friday.

"We are up to $20.6 billion that's the economic impact of tourism and that's the highest we've seen. Almost up 40 percent from when we started in office, " said Governor Walker during a visit in Ashwaubenon Friday. Walker also said the increase in tourism is creating more jobs than ever before.

Visitors spent $671 million dollars in Brown County last year, an increase of five percent from the year before.

The NEW Zoo, Botanical Garden, Railroad Museum, Heritage Hill, Bay Beach and Lambeau Field are some of the top places that tourist spend their money.

Brad Toll with the Greater Green Bay Convention and Visitors Bureau says tourism dollars have gone up.

"In Brown County visitors spent around $671 million in 2017, which is up five percent from the year before," said Troll. "All of our attractions are very popular as well.

Visitors spent $671 million dollars in Brown County last year, an increase of five percent from the year before. The NEW Zoo, Botanical Garden, Railroad Museum, Heritage Hill, Bay Beach and Lambeau Field are some of the top places that tourist spend their money.

Tourism is also creating more jobs then before.

 


1 Dead In Two County Chase

ELMHURST (WTAQ) - A Green Bay woman has died after crashing her vehicle during a high speed chase Saturday evening.

Wisconsin State Patrol says 35-year-old Stacy King led law enforcement on a chase from Shawano County to Langlade County before crashing on Highway 45 and Old 26 Road in Elmhurst.

The vehicle was reported reaching speeds of 91 mph before rolling over and crashing.

A 36-year-old from Antigo was the passenger in the vehicle, and was flown to the hospital with life threatening injuries.

WINNEBAGO COUNTY (WTAQ) - High waters have prompted Emergency Management in Winnebago County to issue slow-no-wake restrictions.

The water is being reported high in areas along the Wolf RIver, Little Lake Butte des Morts, Lake Butte des Morts, Lake Winnebago and the Fox River.

Winnebago County Emergency Management says slowing down protects property owners along waters and boaters, due to the fact that some docks are not visable.

Oconto County Crash Turns Fatal

ABRAMS (WTAQ) - A Green Bay man has died from injuries suffered in a three-vehicle crash in Oconto County.

Oconto County Sheriff's Department was called out to the Highway 41 and County D, just after 9:00 p.m Saturday.

Officials say a vehicle was parked on the side of road and had its emergency flashers on.

The driver of that vehicle had a flat tire and was waiting for help.

A vehicle rear-ended the the parked vehcile, and was then hit by an SUV.

A 39-year-old Green Bay man was reported dead.

Towers Plans Still Up In The Air

STURGEON BAY, WI (WTAQ)- The future of an observation tower at Potawatomi State Park remains unknown.  

The public learned more about why a historical observation tower had to be closed for good.  

Missy Vanlanduyt, Section Chief for the DNR Park and Rec Management says it came down to decaying wood, and unsafe conditions.  

"They had recommended to us that we close the tower and that none of the wood elements be used in any structural capacity."  

While no plans are set in stone, the DNR is hoping to rebuild or provide a better option that what they had before.  

"Folks are saddened by the removal of it, as are we, but folks are looking forward to some future opportunities there."  

She says they are looking at replacement options, but nothing is set in stone.  

"The possible future opportunity for observation towers or observation platforms or areas is yet to be determined."  

The area is boarded off right now. Climbing on the tower could result in a citation.   The 75-foot tower was completed in 1932.                

Safe Ride Home Program About To Begin

GREEN BAY, WI (WTAQ-WLUK) - As a bartender, Brandi Hibbard tells FOX 11 bar close can be a challenging time.

"It's a mess sometimes, but we try to keep everyone safe, I offer a SafeRide to everyone I see who shouldn't be driving."

A new bus route coming to the Green Bay area is hoping to get more people home safely.

It's called the 'Another Way.'

"There's going to be three buses, running three routes, north, south, and east route. They're going to go to tavern league taverns," explained Don Mjelde, Brown County Tavern League President.

The organization is working in partnership with 'Another Way' Entertainment, which is spearheading the project.

Mjelde tells FOX 11 the way it works is people can show up to the 45 to 60 participating bars, pay $1 for a ride or $5 for the night.

"No matter where you are it will loop around, buses will run 45 minutes to an hour in a loop."

Mjelde says the system will also have an APP, which tracks each bus location.

He says the buses with run Friday-Saturday from 7 p.m. to 1 a.m.

"So, 1. a.m. wherever you end up, it's going to be a bar that uses the SafeRide program. Where we would pay for your ride home."

Mjelde says the model, follows a similar system being in used in Oshkosh.

"I'm excited to see this work in a big area like this. Where people are going to be able to be more proactive in drinking and being responsible on the roads."

For bartenders, like Hibbard, she says it's allowing another way, to help cut down on drinking and driving.

"Come out have a good time, and get home safely."

The shuttle bus system is set to launch June 1.

Noisy Skies Part Of Training Exercise

GREEN BAY, WI (WTAQ) - If you see and hear F-16 fighter jets in the Green Bay and Fox Valley area, it's because of training.

The 115th Fighter Wing of the Wisconsin Air National Guard says it will be conducting evening training flights Monday through Thursday of this week.

The Jets will be taking off and landing until 10 p.m.

"Training flights normally take place during daylight hours, but pilots and maintenance personnel are required to conduct nighttime operations as a part of their overall readiness. Pilots will follow flight paths designed to minimize noise to area residents," said the 115th Fighter Wing of the Wisconsin Air National Guard.

Girl Scouts Take On Long Term Project

BRILLION, WI (WTAQ-WLUK) - The Girl Scouts of Brillion and Reedsville took on a new task to help those in need.

The group unveiled its new Blessings Box Sunday, something they've been working on for more than a year.

Taylor Viestenz is a part of that troop and tells FOX 11 she's excited to do something for other.

"We're putting like shampoo and little products and stuff that won't expire quickly into the blessings box so poor people or people who really need it can come here and take it when they really need it.

While the girls came up with the idea Jill Hill a Leader for the troop said a donation from a company in the community helped make it possible.

"When they closed, the Brillion Iron Works Union donated a generous amount to us and we decided we wanted to give back to the community with this blessings box."

Hill calls it a long-term commitment for the kids.

"I think it's great. It has been a lot of work over the last year or two and when we came up with the idea we really wanted it to be girl centered and something that continued on for years."

Brillion mayor Gary Dieter came out to Sunday's ceremony to show his support for the scouts and said it's touching to see them doing something so impactful to help others.

"Oh, I think it's great for the community and caring and sharing and doing something for the less fortunate. It's good to see the community come together to do something for the less fortunate."

The Blessing Box will be located outside of the Econo Foods grocery store in Brillion, they also plan to collect donations to keep the box filled.


Bay Beach Opens For The Season

GREEN BAY, WI (WTAQ-WLUK) - Some call it the official start of summer. Green Bay's Bay Beach Amusement Park is open again.

Among the hundreds of people at the park for opening day Saturday, one couple who stood out most.

Breann Hogan and her husband Ross decided the amusement park would be the perfect place to tie the knot.

She says visiting the park is one of her favorite childhood memories.

Hogan described her wedding as taking a trip down memory lane and was happy to surprise her wedding party with rides on the roller coasters.

As for those who came to enjoy the day at the park, rides and food were at the top of the list.

But before the park opens, there's plenty of work to do.

Bay Beach park manager Jason Arnoldi says preparation started as early as last summer, an entire year in advance.

Arnoldi tells Fox 11 it's great to see Bay Beach grow, and continue to draw in people of all ages.

"It's been really cool to, as a Green Bay native, be a part of that and see this place grow and become even more of a gem for everybody. It can really be a great place for generations to come".

For now, the park is open on weekends. Every day hours begin in June.

School Fundraising Tradition Continues

APPLETON, WI (WTAQ-WLUK) - It was all about food and community building at St. Francis Xavier Catholic School in Appleton Sunday.

The 46th annual International Food Fair featured nine different booths run by parents and volunteers.

Classes prepared the food, there was a book sale and students help run some of the events. Some of the dishes included German, Asian and American food.

More than 100 volunteers helped make the event happen.

Bob Biebel, Xavier Catholic Schools vice-president for advancement, tells FOX 11 some volunteers have been helping for years.

"They really commit to making this event wonderful. And they do it year after year. They pass it down from one generation to the next, from family to family. It's just an amazing outpouring of community support.

The event helps raise money for the schools.

Organizers say it takes about a year to plan it all.

No Break At The Pump, And A Warning

Green Bay, WI (WTAQ) - It's getting more expensive to drive in Northeast Wisconsin.

According to GasBuddy, the average price of a gallon of gas in the Green Bay area was $2.64 on Sunday, 3.5 cents higher than a week earlier.

In the Appleton area, the jump at the pump was 1.5 cents to $2.60.

"The rise in gas prices has slowed substantially in the last week in some places, with 15 states seeing gas prices move lower versus last week," Patrick DeHaan, head of petroleum analysis for GasBuddy, said in a news release.

"While we may not be out of the woods yet, especially with President (Donald) Trump mulling over the Iran nuclear deal, it's possible we're very close. Much will depend on his decision on the subject. Killing the deal may inflict more pain on motorists as it may lead to sanctions placed on Iran and their oil production, which would likely push oil prices higher. With summer gasoline now phased in and reaching motorists gas tanks across the country, it is no longer an active issue pushing prices up. Oil's moves and possible moves will likely be the key catalyst behind changes at the pump in the weeks ahead as summer driving season soon gets underway. Motorists should expect the national average to drift around in the upper $2 per gallon range for much of the summer."

The national average fell .9 cents to $2.80 last week.

Charges Filed In Death Of Child

GREEN BAY, WI (WTAQ-WLUK) - A mother and her boyfriend have been charged in connection with the death a 15-month-old child.

Sarah Kairys was charged with neglecting a child -- consequence is death and child abuse -- failing to prevent bodily harm. She is scheduled to appear in court Monday afternoon.

Juan Maravilla was charged with first-degree reckless homicide, and physical abuse of a child -- repeated acts causing death. An arrest warrant has been issued for his arrest.

According to the criminal complaint:

Police responded to St. Mary’s Hospital on May 25, 2017, for a deceased child who had been brought in by her parents. The girl was covered in bruises. Kairys originally told police the child had fallen down the stairs.

Upon subsequent questioning, Maravilla described abuse that he said Kairys inflicted on the girl, including hitting her.

Days after the death, Kairys said she was suspicious of Maravilla because she noticed bruises on the girl, but Maravilla said the girl fell down. She said she did not see Maravilla physically harm the child, but in the days leading up to her death, the bruises were getting darker and the child walked with a limp.

Maravilla was questioned again, and this time admitted to his role in her death.

“'I smacked her up because I got mad, I just got mad and I accidentally hit her,” the complaint quotes him as saying. “I didn't mean for this (expletive), I didn't want her to go (die)…she died man, she's dead, I didn't want that.”

A person serving in the Brown County Jail with Maravilla told police he said he had kicked the baby in the head.

According to the autopsy, the child suffered multiple fractures -- including two ribs -- and injuries which resulted in a perforated bowel, leading to death.

GREEN BAY, WI (WTAQ)- Green Bay Police are investigating shots fired on the city's west side.

Officers were called to North Maple Avenue and Elmore Street just before noon.

Police say a fight started at a home on Elmore Street.

Investigators found a spent shell casing.

Schools in the area were locked down, but that has now been lifted.
