Flooding Worries On The Rise

SHIOCTON, WI (WTAQ-WLUK) - As Blizzard Evelyn's snow melts, Waupaca County is preparing for potential flooding.

The county's emergency management office has declared a flood emergency for the Wolf River downstream of New London, beginning at 8 Monday morning.

The flood emergency means a slow-no-wake order will be in effect on the river. The slow-no-wake order covers boats operating within 500 feet of any permanent building.

Upstream in Outagamie County, the boat launch in Shiocton was packed Friday afternoon.

Gary Polum of Shawano tells FOX 11 it's tough fishing.

“The water is really cold, a lot of ice coming out of the marshes, floating down. The fish are there, but the water is so cold they're tough to catch.”

To those on the Wolf in Shiocton, the effect Blizzard Evelyn had on fishing seems to outweigh what it might mean in melting and water levels.

“Warmer it gets, quicker it's going to melt, quicker the river is going to rise,” said Butch Bunnell, Shiocton’s retired police chief.

Shiocton residents aren't just used to it. They say they're ready for it.

“We don't call it flooding,” said Bunnell. “We call it high water.”

The National Weather Service projects the river will reach minor flood stage early next week and rise to moderate late in the week.

Bunnell says they haven't seen anything to be concerned about yet.

“We've got a lot of room yet, but I understand there is a lot of snow up north yet.”

While it's natural to assume last week's blizzard would increase the annual water rise, Bunnell says people should remember there are other factors too.

“Did we have a dry fall last year? Will that water be absorbed into the land, because it was dry this spring, Mother Nature has her own way.”

If some of the fishermen had it their way, the snow might actually melt faster.

“It's not helping fish any,” said Polum.

“That's for sure. Look how messed up your landings are. There is no place to park. It's not good. It needs to melt soon. “

So far, Outagamie County has not issued any sort of advisory for the Wolf in Shiocton.


Storm Drain Patrol In Full Force

GREEN BAY, WI (WTAQ) - With temperatures finally starting to warm up in Northeast Wisconsin, a lot of the snow left behind by last weekend's blizzard will be melting.

With the melting snow, the Green Bay Department of Public Works is hoping to clear roughly 15,000 storm drains around the city to avoid potential flooding.

Along with removing snow and ice around the drains, the department is also clearing the snow in parking spots around the downtown area.

Crews have also spent a majority of the week picking up and dumping the snow in remote areas.

During this time of year, the department is usually doing its spring yard waste removal or road maintenance.

Steve Grenier, the department's director, said crews will not begin their spring projects until they are finished clearing all of the snow.

Earth Day Events Throughout the Weekend

NEENAH, WI (WTAQ-WLUK) - The 49th Earth Day will be Sunday, but Friday marked some observances to begin the festivities.

In Neenah for example, a trash pick-up near the Miron Construction headquarters as well as a "Trash to Treasure" competition was held.

Students from Northeast Wisconsin Technical College created artwork from recycled materials.

Services manager Chad Pingle tells FOX 11 they believe they make a difference in the student's lives.

"When we reach out to the students to participate in a program like this, we are trying to incentivize or promote that they do something that's a little bit different and creative to enhance that community connection with the students."

More events throughout the area will take place Saturday and Sunday.

Earth Day has a strong Wisconsin connection.

Former governor and U.S. Senator Gaylord Nelson is considered to be the founder of Earth Day in 1970.

Heavy Snow Leaves Arena Damage

ASHWAUBENON,WI (WTAQ) - Heavy snow that slid from the dome of the Brown County Arena crashed through the roof of the inner lobby connected to the arena, and a nearby conference room.

PMI Entertainment Group public relations director Terry Charles says the incident happened Saturday.

The Brown County Sheriff's Office says there is a hole, approximately 50-by-20 feet left from snow falling through the roof of the inner lobby.

The Resch Center warns people to stay away from the barricaded area, as more of the heavy snow may continue to slide off of the dome.

No one was injured.

Search Is On For Robbery Suspects

APPLETON, WI (WTAQ) - Appleton police continue the search for three men after a pharmacy was robbed Friday night around 11:30.

Officials say a large amount of prescription drugs were taken from the CVS Pharmacy on the 700 block of W. Wisconsin Avenue.

Officials say three men held employees at gunpoint.

They were seen in what police believe to be a white Chevy Impala.

Investigation Into Kayaker Death

OUTAGAMIE COUNTY, WI (WTAQ) - The Outagamie County Sheriff's Office found an Appleton man dead Saturday, along the Embarrass River.

Deputies say the man was reported missing after he went kayaking Friday and never came home.

Officials searched boat landings along the Embarrass River, north of Shiocton.

With help from an aircraft, the Department of Natural Resources found the man and his kayak a mile and a half north of where he parked his car.

Fire Sweeps Through Home

TWO RIVERS, WI (WTAQ) - Heavy flames and smoke coming from the second floor of a bedroom window.

That's what Two Rivers firefighters saw when they arrived at a home on 27th Street Saturday afternoon.

Officials say the call came in 13 minutes before 3 p.m. and officials managed to put the fire out quickly.

Firefighters were on scene for an hour and say those inside the home got out before officials arrived.

No one was hurt.

The fire department says the fire started in a bedroom on the second floor.

The fire caused an estimated $75,000-worth of damage.

It's All Happening At The Zoo

SUAMICO, WI (WTAQ-WLUK) - Earth day is today, and the NEW Zoo couldn't help but celebrate a little early.A celebration of earth and animals was held at the zoo Saturday.

Visitors of all ages were invited to join in on Earth Day activity stations.

This year the zoo focused on the affects of one-time-use plastics.

Operations manager Patricia Jelen tells FOX 11 the zoo is taking extra measures to keep the earth clean.

"We're actually becoming a drop off point for plastic film which a lot of recycling places don't take so it's just to reuse and to recycle as much as you can," she said.

Some conservation efforts include going green in parts of the zoo.


Public Works Prepares For Next Phase

GREEN BAY, WI (WTAQ)- It was a busy week for Green Bay Public Works, but they are not done yet.

Director of Operations Chris Pirlot says despite working around the clock, there is one area of snow that they have not gotten to yet.

"We are still clearing out public sidewalks. We are way behind on private sidewalk complaints."

He says the rate that the snow has been melting has been good to prevent flooding, but that could change this week.

"I can guarantee you that we are going to be back in and we are going to have tractors or whatever to make sure that we get that water flowing and into the storm sewers."

He said the fact that temperatures keep getting colder at night, could result in potholes, but that is not a focus unless they troublesome.

"We have been concentrating on the snow removal, so if there are really big potholes, we are going to deal with them."

At this time, normal springtime projects like spring cleanup and road projects have been put on hold.

 

Cabin Fever Breakout

DE PERE, WI (WTAQ-WLUK) - After a record-breaking snowstorm in mid- April temperatures in Northeast Wisconsin finally started to warm up over the weekend.

The change in weather brought people like Aaron Nelson out to the Fox River in De Pere for a bike ride.

He tells FOX 11 it's something he'd been waiting to do all spring.

"Oh it's great, having everyone out on the trail and enjoying the water is fantastic."

Nelson said that didn't stop him and his wife from getting out to enjoy the snow.

"We were surprised to be snowed in, in April. We had some fun snow shoeing but we preferred today.".

The same could also be said for those who spent their Sunday at the Bay Beach Wildlife Sanctuary in Green Bay for Earth Day.

Lori Bankson, a curator at the sanctuary, says it's been busy.

"We kept holding out hope because this is our earth and we put up with everything they're going to give us and we are just really happy that we have the sunshine and the melting and we could celebrate today."

Many children and their families spent their day learning about wildlife and the importance of keeping the earth clean and healthy.

Suspicious Death Under Investigation

MANITOWOC COUNTY, WI (WTAQ) - Authorities in Manitowoc County say they are investigating the cause of a 7-year-old boy's death.

On April 20th, deputies say they were called to the Holy Family Memorial Medical Center around 4:00 p.m. for an unresponsive juvenile.

Investigators say the boy was taken to the facility by an adult family member.

The boy, identified as Ethan Hauschultz, was pronounced dead at 9:22 p.m.

Investigators say they are looking into a residence in the Town of Newton where the incident originated.

An autopsy is scheduled for Monday.

Student In Custody Following School Threat

PESHTIGO, WI (WTAQ) - A Peshtigo School district student made a threat to shoot up the high school on social media Sunday.

He was interviewed and then arrested by Peshtigo Police.

The school district and Peshtigo Police say there's is no longer a threat associated with this incident.

While saddened to get the news, District Superintendent Kim Eparvier says, unfortunately, it's a sign of the times.

"I don't think any community today is safe and free from any type of threat."

Peshtigo High School student Delaney Johnson says she was a little nervous at first.

"I was pretty concerned, I took it pretty seriously. But, I came to school and everything seemed to be alright, there were police officers here."

Eparvier says he contacted police right away when he found out about the threat.

"When we were made aware of that situation we obviously wanted to make sure that the student was in custody."

But even with the quick arrest and the added police presence at the school, Delaney Johnson says noticed attendance was down.

"Less students than normal in my first hour classes, and then some even left during first hour because they felt unsafe."

Charges against the student are being referred to the Marinette County Juvenile Court service.

NE Wisconsin schools from communities large and small have been the targets of similar threats of violence.

Most have turned out to be kids playing a joke or looking for attention.

Eparvier says it might be time for school districts, parents, police, and lawmakers to get together and come up with a unified response and punishment that reflects the seriousness of this action.

Missing Kayaker Identified

SHIOCTON, WI (WTAQ) - A man whose body was found along the Embarrass River over the weekend, has been identified as 47-year-old Charles "Nate" McBride of Appleton.

McBride was reported missing on Friday.

Police say he went kayaking, and never came home. 

The body was found over the weekend, north of Shiocton.

Autopsy results are still pending.

Police Investigate School Burglaries

OSHKOSH, WI (WTAQ)- Oshkosh Police are investigating a pair of burglaries that occurred at Merrill Middle/Elementary School on two different days. 

Police say the first burglary occurred on Tuesday, April 17 and the second on Saturday, April 21st.

Police say they believe that they are looking for the same suspect in both.

Multiple Arrests Made In Joint Effort

GREEN BAY, WI (WTAQ)- A collaborative effort resulted in ten arrests in Northeast Wisconsin on Friday.

Fond Du Lac County Sheriff's Office, Dodge County Sheriff's Office and Waupun Police combined efforts for 76 traffic stops, 84 warnings, 18 citations and 13 K9 deployments. 

Of those arrested, 3 were taken in for Operating with a Restricted Controlled Substance, 2 were arrested for bail jumping, one arrest each for operating while intoxicated, felony possession of THC, possession of drug paraphernalia, carry a concealed weapon and operating after revocation.


Packers Bring The Green

GREEN BAY, WI (WTAQ-WLUK)- The Green Bay Packers helped hand out trees for the annual "First Down for Trees" program. 

Monday was the 8th annual event.

444 trees were donated to Brown County communities this year. 

17 communities in Brown County benefited.

The trees were provided by three nurseries.

"It's a great way to reduce carbon in the environment and that's something that is increasingly important so for the packers to be involved in this way in the community it's pretty unique for us and really fulfilling," said Packers public affairs director, Aaron Popkey.

Over the eight years, more than 4,700 trees have been distributed.

Money For Farmers In Need

GREEN BAY, WI (WTAQ-WLUK)-The Wisconsin-based American Dairy Coalition is looking to help farmers affected by the recent blizzard.

The Wisconsin-based American Dairy Coalition is asking those who sustained damage from last week's blizzard to contact its Farm Service Agency office immediately.

The goal is to pull together some money from state or federal resources.

The damage reports will help estimate the losses on a county-by-county-basis.

Totals will be given to Governor Scott Walker for consideration.

“Time is of the essence,” said Laurie Fischer, ADC chief executive officer. “Whether they are facing collapsed structures, lost milk production, high insurance deductibles, animal losses or other situations, farmers need to get their damages on the record with their local FSA office. Just one phone call could have a big impact down the road."

Woman Accused Of Killing Step-Dad

MANITOWOC, WI (WTAQ-WLUK)- Charges could be filed for a suspicious death in Manitowoc County.

24-year-old Felicia Kuehnl is in custody for allegedly shooting and killing her step-father 49-year-old Randy Loze.

Police Captain David Vorpahl says the call came in from Vorpahl's ex-wife after she heard a confession.

"The suspect came to the relative's house, and disclosed that she shot Mr. Loze."

Vorpahl said Kuehnl then led officers on a chase.

"Miss Kuehnl then left the house at a high rate of speed, driving Mr. Loze's 2006 Dodge Charger."

After a two-mile chase that lasted four minutes, Kuehnl was taken into custody.

The chase ended near N. 10th Street and Maritime Drive.

She is facing charges of fleeing an officer and will likely be charged with homicide later this week.

On April 20, police were called to a residence at 903 S. 11th Street for a report of a shooting.

"Officers walked into the residence and identified the deceased male later identified as Randy Loze."

Police say Loze was pronounced dead at the scene from a single gunshot wound to the head.

Vorpahl says at this time, the motive for the shooting is unknown.

Court commissinoer, Patricia Koppa, set a bond at $1,000 cash for the potential fleeing charge.

At this time, Kuehnl remains in custody on a probation hold.

Kuehnl's defense attorney says she expects to raise the issue of Kuehnl's mental competency.

 

Mother Wants Justice In Child's Death

MANITOWOC, WI (WTAQ)- The mother of a Manitowoc County boy who died suspiciously is looking for answers.

Andrea Everett said she was contacted by law enforcement last week, telling her that her son, 7-year-old Ethan Hauschultz, was taken to an Emergency room, and the situation was not looking good, but it is unknown what happened. 

"I was picked up at work by a Sheriff and they told me that Ethan had been taken to the emergency room and that it was not good."

"When I got there, Ethan did not have a heartbeat, his temperature was 23 degrees and they worked on him for five hours, giving him CPR at the time and still couldn't get a heartbeat. There was no brain activity," Everett told Fox 11.

Ethan died later that evening, and now Everett says it is time to get some answers.

"I want justice for my son. The person responsible should go to jail for a very long time. Nobody has gotten arrested. I mean my child died for no reason whatsoever."

Investigators are looking into a residence in the Town of Newton where the incident originated.

An autopsy was performed on Monday.

Repairs Needed For Brown County Arena

ASHWAUBENON, WI (WTAQ)- Repairs will be needed after snow damaged roofs at the Brown County Arena.

Snow from the dome came crashing down, onto a roof, causing lots of damage and questions. 

"We are hoping that construction crews can get in within the next day or so to begin the clean-up and determine what has to be done."

Terry Charles of PMI Entertainment Group says the roof over a conference room and a lobby were damaged.

Many employees that work in those areas started their work week at home or at an alternative office.

"We have not lost our internet service or email, so we have been able to that remotely." 

Charles says for the most part they have been able to function okay.

The Greater Green Bay Convention and Visitors Bureau staff worked Monday from the Tundra Lodge.

Depending on the repair plans, some events that were scheduled for the arena may need to be moved to the Resch Center.

"We have the cornhole tournament and a dart tournament in May. If we can't get to work in the Brown County Arena, then some of those things can shift over to the Resch Center if need be."

The building is in its final years of existence, so it is unknown what the repair plan will be.

Charles says they have snow slide off the dome for the last fifty years, but this was too much and too heavy.
