Cooling shelters open in Outagamie County

OUTAGAMIE COUNTY, WI (WTAQ) - As the temperatures rise to above 90 degrees this week, authorities in Outagamie County have released a list of cooling shelters.

When it's that hot, emergency management officials say fans are not effective in cooling air to reduce the chance of heat stroke or heat exhaustion.

WTAQ given special access to Lambeau Field's south end zone expansion

GREEN BAY, WI (WTAQ) - Construction workers are putting the final touches on the Lambeau Field south end zone expansion that adds 7,000 seats to the historic stadium. 

WTAQ got special look at the expansion Monday. 

Crews are expected to finish up work this week on the new addition that involves nine levels of new viewing areas, suites, seats, restrooms and concession areas. 

A sellout Packers home game will now be attended by roughly 80,000 people, 4th highest for capacity in the NFL. 

There are more than 270 new urinals and stalls for family, women and men’s restrooms throughout the expansion. There are 30 new concession areas, 20 of which are fixed structures while the remaining ten will be portable.

Every morning for the rest of this week, starting Tuesday, WTAQ will have a new online video featuring sections of the expansion. 

Tuesday:  The 400 Level which features the Miller Lite Party Lounge and Deck, as well as a group seating area for games.

Wednesday: The 500 Level features the Terrace Suites

Thursday:  The 600 & 700 Levels feature general seating, viewing platforms, along with concession areas and restrooms. 

Friday:  The 800 and 900 Levels features the Champions Club along with the South End Zone Viewing Deck area, which is the highest point in Green Bay.

Green Bay saggy pants ban proposal gets shot down

GREEN BAY, WI (WTAQ) - A Green Bay committee has overwhelmingly denied a proposal to ban saggy pants in the downtown. 

The city attorney said it would be unconstitutional, police say it would be tough to enforce, and citizens felt it would send the wrong message about the city. 

Alderman David Boyce made the proposal.  

Several residents spoke out against the proposal at the Protection and Welfare Committee meeting Monday night including Jeffery House, an African American, who felt it would lead to racial profiling. 

A prime example of that came from the 65-year-old Boyce himself, who implied House sagged his pants.

“How do you feel yourself when you do stuff like that,” Boyce asked, before he was interrupted by House, who told him he doesn’t dress like that and pointed out that his pants fit. 

Boyce told a story of how he was assaulted by someone with saggy pants.

In the end, he actually joined the rest of the committee to deny his proposal.

Boyce says he didn't want an ordinance but to get a discussion going about the issue in downtown.

House fire in Outagamie County

TOWN OF NICHOLS, WI (WTAQ) - An overnight fire destroys a home in Outagamie County.

Fire crews were called to a home on Highway 187 in the Town of Nichols around 11:30 p.m. Monday.

Officials say everyone was able to get out of the home and there were no injuries.

Crews from five different departments responded to the scene. 

The home is considered a total loss.

Heat advisories issued for parts of Wisconsin

EAU CLAIRE, WI (WTAQ) - The National Weather Service has issued heat advisories from now until 9 p.m. Thursday for the Eau Claire region in western Wisconsin – and until 7 on Friday night for about the southern third of the state including La Crosse and Sheboygan.

Forecasters say the heat index could hit 105 in the advisory areas.

The entire state is predicted to have hot weather at least into Friday, with highs with mostly in the 90’s each day and the 80’s in the north.

Thunderstorms are in the forecast for Wednesday and Thursday. The heaviest storms are predicted for Thursday, but it’s too early to tell if we’ll get severe weather.

By noon Tuesday, it was already 92 in La Crosse and 91 in Boscobel. La Crosse had the highest heat index during the lunch hour, with 98.

In Wausau, 8 libraries have been designated as cooling center. Wausau public works officials are telling their outdoor workers to stay hydrated, pace themselves, and take breaks. 

Body found in Lake Michigan is man reported missing three weeks ago

SHEBOYGAN, WI (WTAQ) - The body of a man found in Lake Michigan Monday is that of man reported missing nearly three weeks ago. 

Sheboygan Police identified the man as 39-year-old Brian Behrensprung from Sheboygan. 

Police say he was last seen June 25th

Autopsy results found that no foul play is suspected.

Behrensprung body was found Monday about a mile from shore near Blue Harbor Resort.  A recreational boater reported finding a suspicious object floating around 10 a.m.

The Water Safety Unit later determined it was human remains. 


Green Bay Packers break profit, revenue records for 2013

GREEN BAY, WI (WTAQ) - Green keeps rolling into the coffers of the Green Bay Packers.

The team set new franchise records for total revenue, profit from operations and net income for fiscal year 2013. 

The Packers collected $308.1 million in total revenue for the year ending March 31, 2013. That's up from 2012 where they made $302 million. For FY 2013, the team made $54.3 million in profit from operations, up from $43 million the year before. They had a net income of $43.1 million, up from $42.7 million from 2012.

"We're the only NFC team to make the playoffs each of the past four years and the support of our fans, including new shareholders, have been really helpful," says Packers President and CEO Mark Murphy. "Being in the second full year of the new collective bargaining agreement also has allowed us to shore up sponsorships both league-wide and locally."

National revenue, which includes network television deals and Nike, brought in $179.9 million in 2013, which is up from $171.6 million in 2012. 

But local revenue fell more than 2 percent, from $130.4 million in 2012 to $128.2 million this past year. Murphy says Pro Shop revenue and tourism dropped from its peak during the Packers Super Bowl XL season of 2010.

Total expenses dropped to $253.8 million in fiscal year 2013, from $259 million the year before. Murphy expects that number to rise in the coming year with the contract extensions given to quarterback Aaron Rodgers and linebacker Clay Matthews.

Murphy, however, expects revenue to increase this year with the new south end zone seating. He says that should bring in an additional $12 million.

The Cabela's store in Ashwaubenon, which opens next week, is also expected to increase revenues. The Packers own the land, and much of the land in between the store and Lambeau Field. 

Murphy also says a big concern is the overall fan experience. He says the team is working on getting Wi-Fi all over Lambeau Field, while continuing to work with wireless phone providers on improving signal strength. Verizon has been upgraded, with AT&T expected to be on-board for the upcoming season.

It's the latest in a series of upgrades with fans in mind. New video boards and sound system upgrades have been a part of the improvements over the past few years. 

"We have to make the game day experience unique," says Murphy.

10 year prison term for Denmark man in fraud, arson case

GREEN BAY, WI (WTAQ) - A federal judge has sentenced a Denmark man to 10 years in prison for an insurance fraud case.

Green Bay federal judge William Griesbach also ordered Matthew Lemberger to pay over $779,000 in restitution, according to online court records.

According to the complaint, in 2010, Lemberger and two others intentionally set fire to Lemberger's business -- Cronos Global -- to collect insurance money. Documents also show Lemberger offered to kill the spouse of one of the co-conspirators instead of paying that person but that count was dropped. 

Lemberger was also implicated by authorities for the 2006 arson at his Manitowoc home, which was made to look like a hate crime.

However, the statute of limitations expired and he was not charged in that case.

Overnight burglary investigation in New London

NEW LONDON, WI (WTAQ) - Police in New London have released photos of an overnight burglary.

Cops say it happened in the 500 block of East Quincy Street just before 4 a.m. Tuesday.

The suspect may have a tattoo on his right arm. No further description was given.

Police are not saying how the burglar got into the building or what, if anything, was taken.

No drunk driving arrests for OWI task force, 1st for the year

GREEN BAY, WI (WTAQ) - For the first time this year, the Brown County OWI Task Force didn’t arrest anyone for drunk driving. 

More than 40 traffic stops were made over this past weekend’s deployment, and none were cited or arrested for intoxication. 

Other traffic citations were issued. 

Regional Program Manager for the Wisconsin State Patrol Mike Panosh says it tells them that the message is getting out and what they are doing is working. 

On average in Brown County, one in ten traffic stops leads to a drunk driving arrest.  This year, more than 1,100 stops have been made with 115 OWI arrests. 

Panosh points out another success; overall traffic fatalities are down significantly since 2010, the year before the OWI task force started.  That year saw nearly 30 deaths on the roads, compared to just four so far this year. 

Two Rivers overrun by seagulls, officials start scare tactics

TWO RIVERS, WI (WTAQ) - A vacant warehouse in Two Rivers is being overrun by an estimated 4,000 seagulls and city officials have begun "humane harassment" tactics to scare them away.

Fireworks and laser light have been used to make the birds uncomfortable.

The birds nested a couple months ago, and officials tried oiling their eggs in an attempt to prevent them hatching.

That was supposed to make the birds move on, but that hasn't worked out yet.

Rock USA prepares for extreme heat, humidity

OSHKOSH, WI (WTAQ) - The heat and humidity has now become a greater concern for Rock USA organizers.

Depending on the headliner, between 20,000 and 40,000 come to the annual event that kicks-off  Wednesday.

Attendees are being told to stay hydrated.

They can bring in a sealed bottle of water that can be refilled at various water stations.

With conditions right for heat exhaustion, cooling stations and a misting station has been set-up.

Rock USA runs Wednesday through Saturday at Ford Festival Park in Oshkosh. 

Outagamie Co. committee okays mattress recycling pilot program

APPLETON, WI (WTAQ) - An Outagamie County committee has given initial approval for a one-year pilot program to recycle old mattresses and box springs. 

The county Solid Waste Department estimates around 200 mattresses are brought into the facility on a monthly basis. 

A newly established mattress recycling firm, Midwest Mattress Recovery, would collect and recycle the discarded beds, which are up to 90 percent recyclable. 

The program would be voluntary and cost $10 per item in order to cover the costs of a fee from the company and supplies. 

The Outagamie County Finance Committee recommended the pilot program Tuesday night.  The county board has the final vote. 


Downtown Green Bay is IDA's "Downtown of the Month"

GREEN BAY, WI (WTAQ) - An international organization is recognizing Green Bay’s downtown as July’s downtown of the Month. 

The International Downtown Association chose Green Bay because of its revitalization. 

Just over the past couple years; more than $150 million of new development is either in the works or coming down the pipe. 

The $12 million CityDeck along the Fox River got the organization’s attention along with a long list of events during the summer. 

In 2005, Downtown Green Bay, Inc. and Olde Main Street, Inc. organized 16 event days.  In 2013, event days numbered more than 70. 

Three Lake Michigan shipwrecks added to Nat'l Register of Historic Places

KEWAUNEE, WI (WTAQ) - Three shipwrecks in Lake Michigan have been added to the National Register of Historic Places.

They include the Australasia near Door County, the America near Kewaunee County, and the EMBA in Milwaukee County.

The Australasia was the largest wooden vessel on the Great Lakes when it started on fire in 1896 and sank soon afterward.

Shipbuilders have examined all three wrecks to get lessons on various construction techniques.

The EMBA was a self-unloading barge. Officials say it still provides lessons on how to adapt self-unloading technology to conditions on the Great Lakes. 

Heat wave continues throughout Wisconsin

SULLIVAN, WI (WTAQ) - It’s not as hot as a year ago, but it’s still plenty hot in Wisconsin.

The state headquarters of the National Weather Service in Sullivan recorded a heat index of 108 Tuesday – the stickiest in the Badger State for the second day in a row.

The misery index from the temperature and humidity reached 105 in La Crosse and Grant counties, and near Oak Creek.

The state DNR did not have any air quality alerts issued for Wednesday morning. An ozone advisory expired at 1 a.m. for Milwaukee area counties along Lake Michigan. Milwaukee’s high Tuesday was 93 – five degrees cooler than the same day a year ago, believe it or not.

Thunderstorms occasionally interrupt the seething heat, but they don’t do much to cool things down.

Green Bay had 47 mile an hour winds late Tuesday afternoon.

More storms are possible throughout the state Wednesday, with heat indices of up to 105 in southern and central areas. Earlier, forecasters said Thursday would be the heaviest day for thunderstorms. Now, it appears those storms could be limited to northern Wisconsin.

A major cool down is predicted for Friday in the north, and the rest of the state on Saturday – when highs might not get out of the 60’s in some places. 

WPS records near-record energy usage Tuesday

GREEN BAY, WI (WTAQ) - It may not be as steamy as a year ago, but at least one Wisconsin utility is close to an all-time record for electric use.

The Wisconsin Public Service Corporation recorded a peak usage of 2,324 megawatts at 2 p.m. Tuesday, as temperatures soared into the 90’s and more folks cranked up their air conditions.

The peak was 101 megawatts away from the utility’s all-time record of 2,425 megawatts set on this day in 2006.

WPS is based in Green Bay and serves customers in northeast and north central Wisconsin.

Spokesman Kerry Spees said WPS customers should not worry about running out of power. He said the utility made some recent improvements to its infrastructure, and more than enough power will be available.

The current heat wave is due to end on Friday. And by Saturday, some parts of Wisconsin won’t get out of the 60’s.

For now, though, the oven’s still going. It was 84 in Milwaukee at 8 a.m. with a heat index already hitting 90. That was the state’s warm spot.

Forecasters expect heat indices of 105 Wednesday in parts of southern Wisconsin. 

Highway worker injured in Howard from hit and run incident

HOWARD, WI (WTAQ) - A highway worker was injured after a hit and run incident Wednesday in Howard. 

A Brown County Highway Maintenance worker got out of his truck to pick up a paint can in the lane of traffic on North Packerland Drive, just south of Highway 29. 

A witness stopped to help the worker. 

Brown County Sheriff's is investigating the incident as a hit and run case.  The only description of the run vehicle is a gray colored car.  Sheriff’s officials continue to investigate and gather witness information and video leads. 

The highway worker was transported to the hospital with non-life threatening injuries.
