Kimberly Clark Bill at Standstill

MADISON, WI (WTAQ-WLUK) - A bill that aims to keep Kimberly Clark from cutting nearly 600 jobs in Northeast Wisconsin is at a standstill.

The Senate on Tuesday did not consider the up to $115-million dollar package, which has already passed in the Assembly.

Republican Senator Roger Roth says they want to hear from Kimberly Clark before acting.

"We're pulling this bill back, just to give Kimberly Clark time to go through their process. Let us know if this is something that they would need."

Roth likens this to another deal that got the green light in the Legislature.

"In the terms, much like Foxconn, it would allow for a payroll tax credit up to 17% of wages that are paid."

Democratic Senator Dave Hansen says passing the bill would set a dangerous precedent.  

"We've opened the door, any company that is thinking of leaving now. What are they going to ask for, the same? What is it? 17% or whatever."

Hansen says he and his Democratic colleagues would've preferred going a different route.

"We had a bill for Kimberly Clark that we brought out.  The governor heard we were doing it. It is a revolving loan, interest free loan, to try to keep people open, like Appleton Coated."

Republican leaders say a special session could be called if Kimberly Clark says it approves of the offer. 


Police: Gun Used in Shooting Recovered

OUTAGAMIE COUNTY, WI (WTAQ) - The Outagamie County Sheriff's Dive Team has recovered from the Fox River a gun, which authorities believe was used in a March 15 shooting incident outside an Appleton apartment complex. 

A witness said they saw the gun being thrown from a vehicle near Lawe Street. 

As part of the investigation, Appleton Police is looking to speak with 25-year-old Demetrius Reed. 

Two other men have already been arrested.

New Effort To Fight Drug Deaths

OSHKOSH, WI (WTAQ-WLUK) - Multiple groups in Winnebago County have one goal: To find out what's driving overdose deaths in the community.

"We really want to know what's going on and we want to target our strategies and resources in ways that are going to be effective. So we have a lot of guesses but we don't necessarily know."

Stephanie Glydenvand, with the Winnebago County Health Department, tells FOX 11 while the project is being organized by the department, its strength comes from the more than 25 partner agencies.

Mallory O'Brien with the Medical College said each agency will review overdose fatality cases and then come up with recommendations during their monthly meetings.

"We'll look at it all together and look at what could we have done differently, what could we do better together to actually change the outcomes of these events."

Winnebago County is one of the six counties in the state selected to receive $25,000 for a year from the federal government.

Three more counties will be selected next year.

"We looked at rates, we looked at numbers to make the decision on which sites would be selected," explained O'Brien.

According to the Winnebago County Health Department, in 2013 there were 14 overdose deaths. In 2017, overdose deaths went up to 31.

Kim Maki with the county coroner's office said half the deaths are related to opiates.

"There is no specific demographic really and that's something I'm really looking forward to with this review team.".

Maki said right now, there are still a lot of questions but the new project will hopefully bring answers.

The other counties receiving money are the state's most populous counties: Milwaukee and Dane, plus La Crosse, Kenosha and Sauk.

Tribe Talks Drug Issues

ONEIDA, WI (WTAQ-WLUK) - Oneida tribal leaders discussed their concerns with the federal government's interior secretary, Ryan Zinke, Tuesday.

Tribal members noted the importance of education and treatment of opioid related issues.

Zinke tells FOX 11 the government's planned approach is to attack what he calls the heart of the issue by arresting drug dealers.

"We have a task force that we are coordinating with the tribes and the tribal police to go after the heart of the issue, which is the drug dealers. It's a partnership, they're a sovereign nation. But what we can do internally is support community rehabilitation center and make sure we have a drug task force all working together to combat opioids."

Currently the tribe receives approximately $1 million from the Bureau of Indian Affairs to administer opioid programs.

School Threat Suspect Appears in Court

DOOR COUNTY, WI (WTAQ) - A 17-year-old Fish Creek boy charged with one felony count of Making a Terrorist Threat makes a Wednesday appearance in Door County court. 

The judge says more time is needed to review Juan Jauregui's mental evaluation.

Jauregui is accused of making a social media threat against Gibraltar High School last fall.

Prosecutors say Jauregui posted a picture on Snapchat of him holding a gun with the caption "don't go to school today."

Jauregui reportedly admitted to the crime, telling officers it was meant to be a joke.

Gibraltar Schools were put on lockdown until Jauregui was taken into custody at his mother's house.

Fire Damages Apartment Complex

GREEN BAY, WI (WTAQ-WLUK) - A Green Bay apartment fire has caused roughly $100,000 in damage.

Crews responded to a blaze at a two-story, 28-unit apartment building at 2681 Humboldt Road on Wednesday morning.

Firefighters found fire in the wall and ceiling space of a first-floor unit, with crews quickly opening the walls and extinguishing the blaze.

All residents safely escaped the building, but four people have been displaced.

The Red Cross is helping those folks.

Man Sentenced for Shooting Friend

WAUPACA COUNTY, WI (WTAQ) - An 18-year-old New London man will spend ten years in prison for accidentally fatally shooting his friend last July.

Investigators say Austin Hovarter told them he didn't know the gun was loaded when he pointed it at Jacob Peglow and pulled the trigger.

Hovarter will also spend ten years under extended supervision, must speak annually at a hunter's safety course, and must submit a weekly $16 check to a memorial fund for Peglow.

Praise for School Safety Plan

GREEN BAY, WI (WTAQ) - Praise for the school safety plan that was approved Tuesday by the Wisconsin Senate.

Green Bay Police Chief Andrew Smith says he's glad the measure allows for increasing law enforcement presence in schools and lets each school district decide how they want to use funding to make security upgrades.

"It means that the school districts get to decide what's best for their school districts, so I couldn't be happier because let's face it, the safety of our children in school has to be of paramount importance."

The Green Bay Area Public School District has issued a statement voicing its support for Governor Scott Walker's plan, which is expected to be considered by the Assembly on Thursday.


Fake Gun Found in Classroom

SEYMOUR, WI (WTAQ) - Charges are pending against two Seymour Schools students after police say a fake gun was found in a Middle School/High School classroom. 

Reports of a weapon brought on campus prompted an educational lockdown in the building.

Superintendent Laurie Asher says a student tipped off the high school around noon.

"It was reported that it was believed to be a firearm."

Asher says the educational lockdown allowed students to stay in class and stay safe during the investigation.

"It is just an opportunity for when we have a possible unsafe situation at our schools, to give us a chance to investigate."

Authorities say students were released from the school at 3 pm in a slow and organized fashion. Students were not allowed to stop at their locker before leaving the building.

An investigation into the matter continued after students were released.

Classes are expected to resume on Thursday.

Signs of Spring in Shawano County

SHAWANO COUNTY, WI (WTAQ-WLUK) - A sign of spring is visible in Shawano County. 

Sandhill Cranes have returned to the Navarino Wildlife Center, but Director Tim Ewing notes they were late, typically arriving closer to March 10.

"With the temperatures, they're not getting as warm during the day, so melt off is coming a little bit slower. The ground is still pretty hard."

Ewing says the cranes can be found in the fields during the day but retreat to the nearby wetlands area at night.

"With the flowages being frozen, that does give predators a little bit of an opportunity to get out on the ice."

He notes the area is also seeing Tundra Swans.

"They've been kind of off to the south yet around Shiocton, and along the Wolf River, and a couple of wetlands down there that are starting to open up. They're going all the way up to the Arctic Circle, so they can only move as far as where there's open water."

Ewing expects there could be 5,000 cranes in the area by next month. 

Shawano School Board Addresses Safety

SHAWANO, WI (WTAQ)- Shawano School Board says the time is now to act on school safety.

District Administrator Gary Cumberland says he is in favor of utilizing money that would be allocated under Governor Walker's school safety plan, but there is no time better than the present when it comes to safety.   

"We can't wait for the state to make decisions on what they are going to do with this money. We just have to make decisions that are right."  

The issue was brought up during the last school board meeting.   

One of the board members said he was asked by a constituant about what the School District is going to ensure safety, but was not sure how to answer that.  

The board decided to have the District Safety Coordinator make a presentation at one of their next meetings.  

Shawano Schools have made multiple school safety advancements, and money has never been an issue.  

Cumberland said grant money would be great, but it needs to be used well.  

"When it comes to safety, we are going to find a way to make it happen."  

Cumberland added that the district puts safety first, and tries to do what they can to set up proper procedures to preventing and reacting to threat, but it is a process that always needs to be looked at.  

"If there is a person crazy enough to want to come into a school and shoot people, they will find a way no matter what we do. They will find a way to do it because they are crazy."  

He says other incidents nation wide brings up issues that they need to look at.    

Staff in the district train in the ALICE method, a series of reactionary steps when a threat takes place.  

The District has a Safety Coordinator and also has a district wide Safety committee that includes emergency staff and law enforcement that meets monthly.  

The school board felt it would be best to have the Safety Coordinator attend one of their next meetings to discuss what the school currently has in place. Cumberland said it will also help them determine how to best utilize the money that may be soon made available by the Governor.  

"But not just pay for it because it is a cool thing to have, it is going to have to be a necessity. We are going to do everything in our power to protect our students and make sure that they are safe."  

Cumberland says money is not and never should be a reason to sacrifice safety.

 

Kiel School Shooting Rumor Not Validated

KIEL, WI (WTAQ) - Police in Kiel responded to a school shooting rumor on Tuesday, but are having trouble finding creditable information.  

Chief Dave Funkhouser said he was disappointed to learn that multiple people in the heard a rumor about a possible school shooting that would take place at the school on Friday, but nobody reported it.  

"When we spoke to people, students and even adults had heard about this for at least a few days, but nobody had taken the initiative to tell law enforcement."  

The rumor was threatening action that would take place Friday.  

"What was frustrating for us was that we heard them say that they knew why were wanting to talk to them. They knew why we asked them to come to the police department."  

Only one individual who heard the rumor took the time to tell police.  

"This individual said he asked if anyone had told the police, and when they all said no, he immediately drove to the police department."    

Funkhouser said too many people try to evaluate the importance of information that they come across, but instead, they should report it.  

"You are not bothering us, and please do bother us. It is our job."  

He said there are many reasons why people tend to withhold information.  

"You may lose a friend, but you may save a life."  

Police say their initial investigation did not show any evidence to validate the rumors,  but police plan to have additional officers at the school on Friday.

Ducking Pellets On The Campaign Trail

GREEN BAY, WI (WTAQ-WLUK) - While out campaigning, alderman Chris Wery tells FOX 11 he heard a loud noise, followed by a pain in his back.

"I felt it in my back, like somebody had thrown a rock at me.”

He says it happened on the corner of Liberty and S. Oneida Street, Saturday afternoon.

"I think it was just random, but again somebody could have gotten hurt. You hit them in the wrong place, in the eye. I don't care if it's a pellet or BB.

He says he believes the shots came from a person in a passing vehicle.

Police say they don't believe Wery was targeted.

"There is a big question mark in the type of car, and the actually number of individuals in it."

Green Bay Police Chief Andrew Smith says his department has been dealing with other BB related incidents.

He says most of the calls are for property damage, "We don't have any indication that they shot at any body, the people that were taken into custody."

Smith added arrests have been made regarding the property damage, and does not believe this latest incident is related,.

"This is an isolated incident, it appears to be as such, if we get more calls like this of course, we'll add those to the investigation."

Wery says he's relieved the incident didn't result in anyone being seriously injured.

"An elderly person, a kid, could have caught them in the face or the eye."

WPS Decides It's Going To The Birds

GREEN BAY, WI (WTAQ) - Spring is here and the peregrine falcons have returned to Wisconsin Public Service's nest boxes.

WPS is featuring an uninterrupted live stream of the nests.

Peregrine falcons were threatened by extinction. That's when WPS decided to step in.

The nest boxes are a part of the energy provider's recovery efforts, which they have been working on since 1993.

They saw the first of the birds hatch just three years later.

Since then 92 falcons have hatched in the WPS nest boxes, and that number is expected to grow as two eggs are already laid in the J.P Pulliam power plant nest box.

This April WPS will offer a "Name the Chicks" constest for elementary and middle school students to name a peregrine chick.

High Speed Chase On I-41

FOND DU LAC, WI (WTAQ) - Police say a driver led Fond du Lac County sheriff's deputies on a high speed chase, and now they are looking for that person.

It started around 1:30 this morning (Thursday) in the Town of Eldorado.

Deputies tried pulling the driver over because the license plate didn't match the vehicle.

But the driver kept going north on I-41, reaching speeds of 115 miles per hour.

The chase covered more than 12 miles.

The Wisconsin State Patrol was involved.

The pursuit was stopped after the vehicle exited at 9th Avenue in Oshkosh.

The vehicle is a silver Dodge Magnum with the license plate N3667W.

Police Captain Joins School Safety Discussion

APPLETON, WI (WTAQ) - An Appleton Police captain weighs in on the national school safety discussion. 

When it comes to the best way to thwart a plan to wreak havoc in a school, Captain Todd Freeman tells WTAQ's Mid-Morning News "it's about the trust that when somebody has information to share that he or she feels at risk for sharing, that they trust their local police department to bring that information forward." 

Locally this past week, there was also a school threat in Kiel and a fake gun found in a Seymour classroom.

In both cases, students reported the concern.

"Perhaps the message is getting through that things that kids learned about or speculated or had a funny feeling about, perhaps now they feel comfortable because of that work on relationships (with police) bringing that (information) forward."

Freeman also stresses the importance of helping people with mental health concerns.

"As we're learning about last month's tragedy in Florida, (there were) what appears to be many missed opportunities.  It's as good as the people making the decisions (are at) working with the information they have." 

Local authorities reportedly ignored countless mental health concerns regarding alleged Florida school shooter Nikolas Cruz, who is charged with killing 17 people during a February 14 shooting rampage at Marjory Stoneman Douglas High School in Parkland, Florida.

Cars Stolen in Fox Valley

OSHKOSH, WI (WTAQ) - Two cars have been reported stolen in Oshkosh. 

Following the Thursday morning thefts, police say they're looking for a black Toyota 4Runner (plate: 585-WSJ) and a black VW Jetta (plate: 706-SPR). 

Both cars were left unlocked, with the keys in the ignition. 

Students Facing Charges for Weapons Incident

SEYMOUR, WI (WTAQ) - Four 16-year-old boys are facing charges following a Wednesday incident at Seymour Schools.

A student informed staff that there might be a gun in the high school.

The building was put on an educational lockdown for roughly three hours.

Police received additional information after students were dismissed, finding a pellet gun in a classroom.

School Business Manager Pete Kempen says "the weapon had the appearance of a real handgun and would have been indistinguishable from an authentic gun, except under close scrutiny."

Investigators say no threats were made to any students or staffers. 

Police Chief Richard Buntrock says something positive could come from this scary situation.

"Lessons learned in the real activity are always the best practices to learn from."

Things were back to normal at the school on Thursday.

Bellin Sticking With Jordy

GREEN BAY, WI (WTAQ)- A Green Bay health care provider Is not ready to say goodbye to Jordy Nelson.

Nelson was recently cut by the Packers and soon after, signed by the Oakland Raiders.

He may no longer be part of the Packer organization, but Bellin Health says for now, Jordy is still part of their team.

"We wanted to continue to have a relationship with a man who stood for things that are really right."

Bellin Health Chief Marketing Development Officer Tom Arndt says Jordy was used mostly to bring awareness of men's health and even had a physical named after him that patients requested.

"We use Jordy in ways to bring awareness to men's health," Arndt said. "Jordy just connected with people, men and women."

He said they even came up with a "Jordy Nelson Physical" that men requested from their doctors.

 

Nelson was normally pictured in his uniform, but Arndt says now they will portray him in a different way.

"We will use him in his civilian clothes and tack on stories about how his knee is holding up."

Nelson suffered a season ending ACL injury in 2015.

Arndt says they normally cut ties when players leave teams, but said Jordy represents them in a way that is difficult to find.

Charges Filed In Appleton Shooting

APPLETON, WI (WTAQ)- Charges have been filed against three Appleton men in connection with a March 15 shooting incident outside an Appleton apartment complex. 

32-year-old David Hall is facing attempted first-degree intentional homicide, fleeing and officer and possession of a firearm as a convicted felon. 

Hall's half-brother, 24-year-old Terry Hooks, is facing charges for criminal damage, disorderly conduct and resisting arrest.

25-year-old Demetrius Reed is charged with disorderly conduct.

Police say an argument between Hooks and Reed took place, with a physical fight breaking out.

Investigators say Hall pulled a gun and fired shots.

According to the report, the bullets went into a nearby apartment, but nobody was injured.

Hall and Hooks reportedly drove off at a high rate of speed. 

A witness reported seeing someone throw a gun into the Fox River from a vehicle on the S. Lawe Street bridge.  The firearm has since been retrieved, with testing ordered to confirm it is the one involved in the shooting.

The vehicle Hall and Hooks were driving in was stopped soon after, with both men being arrested.   

If convicted on all counts, Hall faces more than 230 years in prison.

Hooks faces eight years in prison, if convicted on all counts.

If convicted, Reed could face up three months in prison.
