Teachers Helping Kids with Cancer

GREEN BAY, WI (WTAQ-WLUK) - Three staff members at Green Bay's Franklin Middle School get their heads shaved for a good cause.

More than $2,000 has been raised for St. Baldrick's Foundation, which helps children with cancer.

That cause is close to the heart of teacher Heather Zelzer.

"My mother was diagnosed with stage four lung cancer, and I had to experience her cutting off her hair, and I thought to support her I would do that, and I decided to do it in school so that kids see compassion, that we're a community and that we have to support one another."

In addition, students made signs, wrote letters, and colored pictures for people battling cancer.


Homicide Victim's Family Pleads for Help

BROWN COUNTY, WI (WTAQ) - The investigation into a Bellevue homicide continues.

Brown County Sheriff's officials are looking into the August 2016 shooting of 52-year-old Suzette Langlois. It happened at her home in the 3000 block of Manitowoc Road.

Sergeant Brian Slinger says "we have a solid list of people that we are working on.  We do have other names of people that we are looking at more closely.  I would definitely say there are a couple that are higher on the list than others."

Slinger is joined at Thursday's press conference by Langlois' daughter Nicole Dixon. 

"My sister is expecting her first baby.  I'm getting married.  It's all things that she should be here for that she is not, at somebody else's expense.  We're fairly confident that there are people out there that know (what happened).  We're just encouraging anyone to come forward with anything that might help."

Slinger believes the shooting may have resulted from a drug debt one of Langlois' associates owed.

He encourages anyone with information to come forward, no matter the circumstances.

"My ultimately goal is to find justice for Suzette and to find justice for her family and friends.  If someone comes forward with information, I'm not going to use anything against them." 

Slinger notes they continue to follow leads and evidence, noting no 'real breakthrough' has been made.

Body Recovered from River

GREEN BAY, WI (WTAQ) - A planned operation leads to a body being recovered from the East River in Green Bay.  

"(Thursday) was a safe day for divers to go down and search the bottom with our sonar to look for any missing people that have been reported."

Police Captain Kevin Warych says they found the man's body around 1 pm Thursday. 

"Investigators were unable to identify the body, other than it being a male, due to an extreme amount of silt on the body.  Based on the amount of silt and the condition of the body, it was in the water for an extended period of time.  At this point in the investigation, we don't suspect foul play.  The body was clothed, and there were no visible injuries."

The body has been turned over to the Brown County Medical Examiner for identification.

Apartment Building Burned Down

BEAVER DAM, WI (WTAQ) - The Beaver Dam apartment building where last week's explosion occurred has been burned down.

The March 5 blast claimed the life of 28-year-old Benjamin Morrow, who police believe was making bombs when chemicals accidentally detonated.

The fire burned chemicals that officials say could not be removed because of their volatility.

About 20 area fire departments, with a total of at least 100 firefighters, assisted with the burn.

Two Arrested Following Gunshots

APPLETON, WI (WTAQ) - Two people have been arrested following a Thursday afternoon disturbance at an Appleton apartment complex. 

Police responded to a shots fired call in the 500 block of West Schindler Place at 2:12 pm.  Multiple callers say a disturbance outside the building escalated into gunshots.

Witnesses say several vehicles fled the scene at high rates of speed, with the occupants of one throwing an item into the Fox River.  At last word, the Outagamie County Sheriff's Dive Team was working to recover that item.    

That vehicle was located in the city's downtown, with the two occupants taken into custody around 2:30 pm and the vehicle impounded.

No injuries have been reported.

Former Officer Expected to Enter Guilty Plea

GREEN BAY, WI (WTAQ) - A former Menominee tribal police officer has reportedly agreed to plead guilty to having inappropriate social media contact with a teenage girl. 

Prosecutors say Basil O'Kimosh sent explicit photographs to a 15-year-old, unsuccessfully trying to get her to do the same. 

A hearing to finalize the deal, which has him pleading to one count and having the other one dropped, is set for Friday. 

The plea deal reportedly calls for O'Kimosh spending 15 years in prison, which is the minimum amount of time the count carries.  He could have faced up to 30 years behind bars.   

Teen Sexting Debate

OSHKOSH, WI (WTAQ) - Oshkosh city council voted unanimously Tuesday to pass an ordinance dealing with minors sharing illicit photos.

Under the current state, law teens who share nude photos can be charged with child pornography, which can land them on the sex offender registry.

The new ordinance passed in Oshkosh will allow to police to write the teens tickets and send them to a program for first-time offenders.

The Winnebago County District Attorney and the Oshkosh Police Department are behind the measure.

Body Pulled from River Identified

GREEN BAY, WI (WTAQ) - The body pulled Thursday from the East River in Green Bay has been identified.

Police say it is the body of 25-year-old Ryan Riebe of Green Bay, who was reported missing on December 24.

Investigators believe Riebe walked on the river on the night of December 22 but did not make it across.

Officers unsuccessfully used sonar that day to search for the body, saying conditions kept the dive team from entering the water.

After searching the river throughout the month of March, divers located an area of interest on Thursday.

APPLETON, WI (WTAQ) - Appleton Police believe they've arrested the person responsible for firing multiple rounds outside an apartment complex Thursday

Officers say 32-year-old David Hall of Appleton shot at a man who was engaged in a physical altercation with the shooter's half-brother. 

Investigators say Hall fled the scene at a high rate of speed, being arrested during a traffic stop along with 24-year-old Terry Hooks.    

The Outagamie County Sheriff's dive team continues to search the Fox River for a weapon that is believed to have been thrown from Hall and Hooks' vehicle.  

Officer Convicted of Child Sex Crime

GREEN BAY, WI (WTAQ) - A former Menominee tribal police officer has been convicted of having inappropriate social media contact with a teenage girl.

Prosecutors say Basil O'Kimosh sent illicit photographs to the 15-year-old, unsuccessfully trying to get her to do the same.

The plea deal that has been agreed to by both parties calls for O'Kimosh to be given 15 years in prison at his June 11 sentencing.

GREEN BAY, WI (WTAQ) - The body recovered from the East River in Green Bay on Thursday has been identified. 

Officials say it is 25-year-old Ryan Riebe of Green Bay, who was reported missing on December 24. 

Green Bay Police's dive team found the body during a planned operation to look for any missing persons.  

"We start at the point where the complainant makes the call.  Then, we try to match it up with any evidence that we have on scene.  Then, we just pick locations in the river."

Captain Kevin Warych notes they look for locations where the conditions are safe for their dive team.

Warych explains what equipment the divers are given.

"They are in dry suits.  They don't feel the water, they just feel the temperature.  They have facemasks that allow them to breathe and allow them to talk from underneath the water to people on the (surface).  Air tanks, they have surface-supplied air."

He notes being on the dive team requires a special set of skills.

"Dive in black water, maintain direction, know which way is up and which way is down, and be conscious of all of what's on the bottom (of the body of water) which you can't see."

Warych notes the recovery efforts are necessary to provide closure for loved ones of the person whose body is found.

Officers Urge Holiday Safety

GREEN BAY, WI (WTAQ) - As people prepare to celebrate St. Patrick's Day on Saturday, law enforcement is urging that it be done responsibly. 

Green Bay Police Captain Kevin Warych has advice for those who plan on drinking. 

"We want people to have a plan.  We encourage people to have a designated driver, to use Uber, Lyft, or a city cab."

Warych notes "the police department will be deploying the OWI Task Force and the saturation patrol, so we're going to have several additional officers on the roads who are looking for drunk drivers."

Many area law enforcement agencies report seeing an increased amount of OWI arrests on St. Patrick's Day weekend.  

Goal Reached to Launch K9 Program

SEYMOUR, WI (WTAQ) - The Seymour Police Department has surpassed its funding goal to launch its K9 program.

Nearly $97,000 has been collected, above the $90,000 target.

Chief Richard Buntrock explains the reasoning for getting the department's first-ever K9.

"Do some networking with our school children, do searches in the school and out in the community as well, and for traffic stops when we encounter drugs." 

Buntrock says Officer Brett Stauber will be the one to work with the K9.

"My sergeant and Officer Stauber are going to be going down to Kansas in the first part of May.  They'll be doing what they call the 'pairing' with Officer Stauber's personality and a dog that they feel would work well with him."

Buntrock says the goal is to wrap up training in September.

Vandalism on University Campus

OSHKOSH, WI (WTAQ-WLUK) - A building on the UW-Oshkosh campus has been tagged with graffiti.

University police say the graffiti is on the Webster Residence Hall building.

It was noticed and then painted over on Friday morning.

"The first word that's written on there is a guy born in the 1960s and lived until 1988 and he was a graffiti artist in Manhattan and had some pretty good followers.  In fact, I think one of his pieces sold last year for $110-million dollars.

UW-Oshkosh Police Captain Chris Tarmann says they're still trying to figure out who's responsible.

"We're looking through the area. We're trying to figure out the information, but we're still in the early stages of that and then, you know, just normal transitioning throughout the area we can just look at that.  We have to look at connecting that with the footage."

Tarmann says there's no estimate on the removal cost.

Fan Pays Tribute to Nelson

GREEN BAY, WI (WTAQ) - A Green Bay Packers fan finds a unique way to say goodbye to departing wide receiver Jordy Nelson.

Outside Lambeau Field, Brian Neubauer spends Friday dressed in a minion costume, the same one he's worn to games for the past four seasons.

"We love Jordy and this is the only way I could think to say goodbye to him -- pay tribute to the man.  We're gonna miss him. We love him."

Nelson was released earlier this week, signing a two-year deal with the Oakland Raiders on Thursday.


One Dead in Single-Vehicle Crash

HUSTISFORD, WI (WTAQ) - One person has died in a Saturday night crash in Dodge County.

Sheriff's officials say it happened around 6 pm on Highway E, south of Perch Road.

Investigators believe the driver of a pickup truck lost control, hitting an embankment and causing the vehicle to overturn.

There were no passengers in the truck.

The man's identity had not been revealed, at last word.

Man Injured in House Fire

SHEBOYGAN, WI (WTAQ) - One man has suffered burns to his head and hands following a Saturday night fire at his Sheboygan home.

It happened around 5:30 pm in the 800 block of Jackson Avenue.

Sheboygan Fire says downed, live electrical wires and notable amounts of materials in both the home and yard presented challenges.

Alliant Energy shut down power lines in the area.

No word on how the fire started, at last word.

Neighboring houses sustained heat damage.

Police: Parade Candy May Be Tainted

NEW LONDON, WI (WTAQ) - Parents are urged to check any candy their children received at Saturday's New Dublin parade in New London.

Police officials say they received some information through social media that the candy might be tainted, but they could not confirm that at last word.

Anyone with suspicious candy from the parade is asked to call the police department at 920-982-8505 and hand the suspicious items over to officers.

Busy Construction Year in NE WI

GREEN BAY, WI (WTAQ) - The state Department of Transportation has scheduled 26 construction projects for the 11-county Northeast Wisconsin region in 2018.

One of the largest projects deals with a five-mile stretch of US 41, from Lineville Road to Norfield Road in Suamico.

"Not only are we resurfacing about five miles from County B to Lineville, but we're also redoing the entire intersection at County B and US 41."

The DOT's Mark Kantola says a long-term, southbound lane closure from Highway B to Norfield is set to last until late May. 

After that, Kantola says drivers will get some relief.

"If you're heading north, you're going to cross over into the southbound lanes and use one of the lanes there, while southbound (drivers) use on of their two lanes.  At a different time, we'll cross over to having (motorists drive) on three lanes northbound and one lane southbound."

Kantola notes a couple other major projects in Brown County.

"In Green Bay, we have the big Fox River Bridge painting, the bridge over 172.  We've also got a resurfacing heading out to Kewaunee County."

In the Fox Valley, Kantola notes the 441 Tri-County expansion is scheduled to wrap up. 

"They're going to have those new flyover ramps open by the end of the year.  We're going to have the new diverging diamond open down in Appleton by this fall."

Benefit For A Group That Helps Injured Cops

ASHWAUBENON, WI (WTAQ-WLUK) - A benefit in Ashwaubenon on Sunday, welcomed a public safety officer back to full duty, less than six months after a life-threatening injury.

People could enjoy a pizza and wing buffet, raffle baskets and live entertainment.

On July 22, 2017 while directing traffic, Officer Brian Murphy was hit by a vehicle on Highway 41.

His injuries included brain trauma and severe leg fractures.

Murphy spent 17 days in the hospital and was out of work for four months.

Many came together to help in his recovery.

Heidi Murphy is Brian Murphy's wife tells FOX 11 WILEORC made a big difference for them.

"There's a lot of things that go into being injured in the line of duty, a lot of resources are needed so WILEORC really helps to make sure that financial resources are being met, counseling referrals, just really banding together to help the family in a time of need."

Money from the event will be donated to the "Wisconsin Injured Law Enforcement Officers Resource Council."
