Norovirus Continues On UWO Campus.

OSHKOSH, WI (WTAQ) - According to an email sent to UW-Oshkosh students Tuesday morning, 218 people self-reported norovirus-like symptoms over the previous 48 hours.

Symptoms include vomiting, diarrhea and abdominal pain.

Cases on campus were first reported last week.

University leaders say the illness can last as long as 48 hours, and people are still contagious for another 48 hours.

The university says the number of cases is "not alarming" and "within expectations" of a norovirus outbreak.

UW-Oshkosh officials recommend the following tips to prevent the spread of the illness:

Disinfect high-touch objects like your computer keyboard, telephone receiver, cellphone, etc. frequently.

Make sure all disinfectants explicitly state that they are effective against norovirus. Many disinfectants you get from the store are not effective against norovirus.

Disinfectants are available through residence life and custodial services.

Wash your hands frequently with soap and water for at least 20 seconds. Hand sanitizer is not effective against the norovirus.

If you witness vomiting, call 424-3466 for clean up.

If you are ill with norovirus-like symptoms, stay home until your symptoms have completely resolved for 48 hours.

Those who have experienced symptoms are asked to fill out the university's norovirus self-reporting form.


Investigation Into Shots Fired Continues

FOND DU LAC, WI (WTAQ) - No one was hurt when shots were fired late Monday night in Fond du Lac.

The first report was in the 500 block of Fourth Street. Police found shell casings from a handgun, but no property damage.

That report just before 10:30.

Assistant Police Chief Steve Thiry says over the next hour they got 15 more reports of shots fired in the central part of theCity.

“I think we had 15 other calls of reports of gun shots and it is uncertain as to whether or not they were one incident just heardthroughout the City or there were multiple other incidents. But we did respond to each one of those complaints and did check the areas.”

Thiry says officers found no shell casings or property damage in those areas.

“The only information we have of a possible suspect vehicle is that it may be a dark-colored passenger car, but anybody that has any information that can help us out giving us information as to who or why this occurred last night they can contact Detective Steve Kaufman. he is the lead for this investigation.”

They do have a vehicle description from the first incident on Fourth Street.

Daughter's Disbelief: "We Still Don't Have Answers"

BROWN COUNTY, WI (WTAQ) - The $17,000 reward for information that leads to a woman who went missing from her Brown County home has been extended through May 14. 

Victoria Prokopovitz was last seen at her 5118 Kunish Road home in the Town of Pittsfield on the night of April 25, 2013.

Marsha Lortiz is her daughter.

"It's kind of disbelief that we are still here five years later, and we still don't have answers."

Loritz assumes something bad happened, saying her mother would have contacted them otherwise. 

"Every scenario crosses your mind, whether you want it to or not.  Every time you try to think about it, you can't come up with an answer for any of them.  It just brings more questions.  It doesn't bring any comfort."

Lortiz says it was a shock when she heard the following day what had happened. 

"That day was like any other day.  There was no sign that something could happen or would happen."

Despite all of that, Loritz says "we have to hold onto hope.  That's all we have right now.  Every time we reissue the reward, we're hoping the person who maybe knows something will see it that time, and we might get our answers."

Bill Addresses Troubled Youth Prison

MADISON, WI (WTAQ) - A bill has been crafted to close Wisconsin's troubled youth prison.

The State Assembly's measure calls for shutting down the existing location in Irma by mid-2020.

Serious offenders would move to new or expanded state facilities, while counties would house the rest in new or retrofitted facilities.

The bill's fate in the Senate remains unclear.

Federal investigators have spent the past few years looking into allegations of inmate abuse at the current facility.  

Police Pursuit Ends Goes Interstate

GREEN BAY, WI (WTAQ) - Officers are looking for a 29-year-old Green Bay man who they say kept them busy Tuesday.

Green Bay Police Captain Kevin Warych says David Teller Junior was involved in "a domestic situation where we're recommending charges for Strangulation, two counts of misdemeanor Battery, two counts of Disorderly Conduct, and Knowingly Fleeing an Officer," with further crimes being committed when officers located him.

"They tried to get him to surrender, but he chose to resist and then lead the officers on a vehicle pursuit through the city, and later onto I-41."

Warych notes officers eventually terminated the pursuit, but not before a pair of vehicles were affected.

"Mr. Teller had rammed their squad cars in an effort to get away."

The captain says the behavior did not come as a surprise.

"He had fled from an officer on a previous day in reference to another situation."

Further details have not been released.

Paczki For Everyone In Pulaski

PULASKI, WI (WTAQ)- Paczki Day was once again exciting for one Pulaski bakery.

Thousands of delicious polish pastries, accordion music and plenty of conversation while waiting in line, made of Paczki Day at Smurawa's Bakery in Pulaski.

Those who spent part of their Tuesday waiting in line at Smurawa's Bakery say they were doing it for more than just a delicious pastry.

 "It's really about celebrating the season and the day."  

Doreen Cooney of Howard was one of hundreds of customers that turned out to choose from 17 flavors of Paczki.    

She says she has stopped in for the past 10 years for the experience.  

"I think that it is just fun. The atmosphere is just fun with the music, and you get to give someone the Paczkis after you buy them."  

For management, they take what happened Tuesday, and get ready to put together next years Paczki Day plans. Owner Greg Smurawa says that includes ideas for new flavors.  

"We kind of look to see which ones are the most popular and which sold well."  

Smurawa says one that did not sell well, may get axed out of next year's plans, and they are starting to come up with some replacement ideas.  

Smurawa says last year they sold 36,000 and every year seems to go up.   

"It takes a lot of work, a lot of organization and a lot of dedication from employees, but it is worth it in the end. We just want to make sure that everyone who stops in gets their Paczki."  

Smurawa said Raspberry and Prune were once again the favorites this year. This was the 19th year that the Pulaski bakery has offered a successful Paczki Day.

 

Step Forward for Shipyard Project

GREEN BAY, WI (WTAQ-WLUK) - The Bullfrogs may no longer be in play, but plans for Green Bay's Shipyard project are taking a step forward.

The city's redevelopment authority has approved spending $10,000 of neighborhood enhancement funds to revise the project proposal.

Mayor Jim Schmitt says "we're not giving up on the concepts.  We're not going to give up on concerts. We're not going to give up on sports.”

The city council passed a $13.5 million dollar plan in December for an outdoor events center that included waterfront and parking improvements. The owners of the Bullfrogs were going to pay $5.5 million dollars of that, mostly through a 20-year lease with the city.

Kevin Vonck is the city's economic development director.

“I think without that lease, we'll either have to look for a new tenant who can provide a lease or a source of income.  If not, we'll have to look at some options for what type of facility and what cost we could build down there.”

Vonck says they're looking at the possibility of hosting a soccer, football, lacrosse, or rugby team at the revised stadium.

"There is some burgeoning leagues who have shown some interest in maybe having a team in Wisconsin or in Green Bay. We just kind of want to circle around and see what opportunities there might be for these types of franchises to land up here.”

Alderman David Nenning voted against the project in December, saying he wants to see a thorough plan for the entire South Broadway area.

"The key is attracting good business development and good investment from private businesses."

City leaders claim private businesses who were originally tied to the project, like Anduzzi's and Festival Foods, are still interested in the area.

The city's goal is to finalize a revised proposal within the next three months.  

Green Bay Woman In Packer Hall of Fame

ASHWAUBENON, WI (WTAQ)-  A Green Bay woman is the newest member of the Packers Fan Hall of Fame.

The announcement of Marquerite "Mugs" Bachhuber's victory in fan voting was made by Packers CEO and President Mark Murphy.  

Mugs was nominated by her daughter and said this was unexpected.  

"I'm 87-years old, and I have loved the Green Bay Packers my whole life. It's astonishing to think that this is happening to me."  

Bachhuber was awarded the prize package at Lambeau Field Tuesday.  

While she did her best to attend Packer games, she said the desire to have a large family, limited her chances of going to many games.  

"I had eight kids in ten years so I was a wee bit busy" she said. "I really did not miss a game on TV or on radio."  

Bachhuber receives four club seats to a 2018 Packers home game, a $500 Packers Pro Shop gift certificate, a trip for two to a 2018 Packers road game and a one-year subscription to Packers Plus.   She resides with other Packer fans at Woodside Manor in Green Bay. She said Packer fans are one of a kind.  

"It is just wonderful, it is positive and it is good."  

Bachhuber says her favorite Packer is Aaron Rodgers because he is a good example to the younger generation.

 


Reading, Writing, Longer School Days

APPLETON, WI (WTAQ-WLUK) - The Appleton Area School District says its elementary schools' schedules could change as soon as the next school year.

While academic requirements are an important part of a school day, the district says learning must go beyond that.

Assistant superintendent Nan Bunnow telling FOX 11.....

"Not only do we have academics but we also have the social, emotional learning. We have the fine arts, we have physical education and all the other things that come into making an elementary school an elementary school."

Elementary School days within the district are currently around seven hours with time set aside for lunch and recess.

Bunnow says the traditional schedule is so compact, it's difficult to meet the needs of all students.

"Just a lot of additional time needed for students, that are gifted and need additional support that way, or students that need an additional boost."

Bunnow said the district will start a research project within the next month to try up come up with a schedule that best fits the needs of its students.

She says that could include extending the school day, or adding days onto the year.

"Really we haven't taken anything off the table; we really want to look at everything and see how it fits us in Appleton, so we certainly have not closed any doors."

The research project will also include feedback from parents. FOX 11 spoke with some parents about what they would hope to see.

Jerry Noto said, "They'll play around in recess but there's nothing really being taught about staying active, it's all video games now, so if they would push that that would make a big change, I think it would teach the kids a lot."

Malyssa Square said, "I just think it'd be more helpful if they taught right from wrong lessons even starting in first grade because some kids don't learn life lessons at home."

No decisions will be made until the research results are returned.

The School Board expects to receive the results at its April meeting.

Sturgeon Spearing Record Setter

OSHKOSH, WI (WTAQ) - The sturgeon spearing season on lakes Poygan, Winneconne and Butte des Morts is over after four days.

With 11 adult females speared on those three lakes Tuesday, spearers hit the 100 percent harvest cap, which triggers an immediate closure of the season.

Wisconsin Department of Natural Resources sturgeon biologist Ryan Koenigs says the decision on closing the season "came down to the wire."

If between two and ten adult females had been speared, the season would have extended another day on the upriver lakes.

"At 1:50 (p.m.), we were still sitting on 10 adult females, but the 11th adult female was registered at Critter’s at 1:55 resulting in a complete season closure."

The final number of sturgeon speared on the upriver lakes was 297, two more than in the 2017 season.

Meanwhile, Tuesday's take of 42 sturgeon on Lake Winnebago included a new standard for fish length.

Kyle Jenkins speared an 84.5-inch, 143.7-pound adult female, the longest sturgeon ever speared in the state.

The fish was about 70 pounds lighter than the heaviest sturgeon speared on the lake, a 212.2-pound fish taken in 2010. That sturgeon measured 84.2 inches.

Jenkins registered his sturgeon at Jerry's Bar in Oshkosh.

In all, 229 sturgeon have been speared on Lake Winnebago this year. The season ends Feb. 25 unless harvest caps are met.

Police: Lock Up In Manitowoc

MANITOWOC, WI (WTAQ)- Police in Manitowoc are asking residents to lock homes, garages and vehicles after receiving multiple reports of burglaries in last two weeks.

In that time, Police say three vehicles were stolen, and in each case, the vehicle was left unlocked with keys inside.

The burglaries have been occurring on both the North and South side of the city.

Police say anybody who notices anything suspicious should report it.

Callers with information leading to the arrest of the persons responsible for this burglary could become eligible to receive a reward of up to $1000.00 or more by calling Crime Stoppers at (920) 683-4466. Callers may remain anonymous if they choose.

Teacher Resigns Amid Allegations

APPLETON, WI (WTAQ) - An Appleton teacher has resigned amid allegations that he pushed a student during an argument.

The school board accepted the East High School teacher's resignation at Monday's meeting.

Investigators say the incident happened in the school's weight room on the morning of January 23, claiming the 48-year-old educator physically grabbed and pushed the student during a verbal argument.

Faculty reported the alleged incident shortly after it happened.

The student was not injured.  

District leaders say a substitute is in place, with the now-resigned teacher having initally been put on leave.

Fatal Crash in Door County

DOOR COUNTY, WI (WTAQ) - One person has died in a fatal Door County crash.

Sheriff's officials say they were called to Lime Kiln Road in the Town of Gardner around 4:30 pm Tuesday.

Emergency responders say they found a badly-damaged vehicle in an area of brush off the road.

Investigators believe the westbound vehicle went off the road, crashing into a ditch on its south side.

The vehicle reportedly struck a utility pole, resulting in low-hanging wires.

The victim, whose name had not been released at last word, was airlifted to the hospital, where he died several hours later.

Speed is believed to have played a role in the crash.  

Top WI Cities for Singles Ranked

GREEN BAY, WI (WTAQ) - A new ranking looks at the best Wisconsin cities to be single in this Valentine's Day.

Self-described 'info-tainment' company Home Snacks Spokesman Nick Johnson says two Northeast Wisconsin cities place highly on their list, with Oshkosh coming in at number four and Green Bay ranking eighth.

Johnson explains the metrics.

"A lot of people in the area that are younger, that are probably not hitched already.  You're going to get mostly college towns or towns near colleges.  Closer to 50-50 in terms of the male-female population."

He says those qualities showed in the city that topped the list.

"Madison is the best place to go if you want to meet new people, especially single people.  Obviously, it's a college town so you're going to have a lot of younger people."

Johnson notes West Allis and Whitewater round out the top three.

On the other end of the spectrum, Suamico ranks as the second worst place in the state for singles, trailing only Brookfield. 

According to Johnson, the places that are bad for singles tend to share some characteristics.   

"It's going to be places where it's probably a lot of older people, probably out in the country, where there's a lot of people that are married, that have kids."

Dealing with Active Shooter at Church

GREEN BAY, WI (WTAQ) - A chance to learn about how to handle an active shooter situation in a church setting. 

NWTC is holding a House of Worship Safety and Security Awareness Conference, which Training Officer Jason Weber says will cover a variety of elements of the horrific event. 

"Detection, deterrence, what to do in the event that something happens, and then conversely: how do we overcome that.  We'll look at case studies of some recent events, crisis communication, how do we address that hostile person, how do we form a church security team."

Weber notes the most important thing that someone can do in any active shooter situation.

"Be aware of your surroundings, and that's going to help you with your options of run, hide, or fight."

He says it's important for ushers or greeters at churches to pay attention to what's going on and react to anything that appears to be suspicious.

Weber explains one of the biggest mistakes people can make.

"They want to deny.  They don't want to believe that what is happening, is happening.  You've gotta recognize that very quick."

Book Selected for Group Reading Program

APPLETON, WI (WTAQ-WLUK) - A book has been selected for this year's 'Fox Cities Reads' program.

The Fox Cities Book Festival has chosen Ruta Sepetys' "Salt to the Sea" for its One Book, One Community reading initiative.

The book is set in 1945, during World War II.

Menasha Public Library's Joe Bongers says reading as a group has an even greater impact than reading by yourself.

"When you take that next step and you not only read but you get together and discuss a book with other people who have a different perspective, different background than you do, it's that much more transformative.  It can really bring people together."

Readers will have a chance to meet the author on April 12-13.

Sturgeon Spearing Season Moving Slowly

LAKE WINNEBAGO (WTAQ) - The sturgeon spearing season on Lake Winnebago continues to move slowly.

DNR officials say 24 fish were speared Wednesday, bringing the total to 253.

The season is expected to last the full 16 days, which would mean a February 25 end date.

Sturgeon spearing ended Tuesday on the upriver lakes.

Green Bay Surgical Robot Is First In Wisconsin

GREEN BAY, WI (WTAQ)- HSHS St. Vincent Hospital is the first Wisconsin hospital to launch a new state-of-the-art robot to help perform minimally-invasive back and neck surgery.

The ExcelciusGPS was first used in Green Bay earlier this month. The 1 million dollar robot is designed to assist surgeons with complex spinal fusions.

"It's like having an extra arm and an extra set of eyes" says Prevea Neurosurgeon Dr. Hoon Choi. 

The process starts with a 3D image of the spinal fusion patient and with the doctor laying out a simple on a computer monitor. 

"You can plan precise trajectories, and you can use the robotic arm to line it up with the trajectory that you planned."

That plan includes size of screw to be used and precise location.

"It would be like trying to get a seed out of a grapefruit. If you have an exray of where the seed is and you can set up for the arm to move directly over the seed, you can go in one time, without having to make a large cut."

Dr. Choi says a smaller incision means less blood loss.

"By loosing blood, you have to do a transfusion which is very risky."

Dr. Choi said it is also more cost effective when it comes to accuracy. 

"You use less parts if you know exactly where you are going because it takes just one pass."

While the technology is new, there could be unforseen technology issues, but Dr. Choi says that does not mean the traditional way can't still be used.

"If all fails, we can still get the job done with a scissors, stick and a knife."

Dr. Choi compared that to a GPS system for you car. If it stops working, most people can still get to where they are going, but with the GPS, you can see your exact route and exact destination time before even getting there.

With the machine positioned next to the surgeon in the operating room, the two work together with surgeon operating the instruments and the robot guiding the direction, depth and angle of the surgeon's hands. 

Advanced, robotic surgery systems have been in use at HSHS St. Vincent Hospital since 2007. 

Couple's Reason to Celebrate Valentine's Day

FREEDOM, WI (WTAQ) - A Freedom couple spends Valentine's Day 2018 in a much better place than they were one year prior.

While Randy Guerts is still battling stage four prostate cancer, his wife Sally has learned she's beaten her stage two breast cancer.

"Never in my life did I think this would happen to us both, but I just stayed positive," said Sally.

After a close friend passed away of cancer last year, the Guerts' decided they needed to start living life, taking a trip to Hawaii.

"He said that's it. Within a month he had the trip booked, and we were in Hawaii," said Sally.

The Guerts' say this Valentine's Day, they are just happy to have each other.

No Suspect For Two Shawano Robberies

SHAWANO, WI (WTAQ)- Two recent armed robberies in Shawano are still unsolved.

Police Chief Dan Mauel said they are still investigating to see if armed robberies at Maurices and Tractor Supply in the last few weeks are connected.

"Descriptions are very similar. We have not ruled out that they are not connected."

"Mauel said it may just be a coincedence. 

"It's concerning because if it is the same person, a lot of times they are more likely to committ another offense."

He says he understands the community may be feeling concerned, but safety is the most important. He says while the suspect's face was not visible in both occurrences, there is still information they can acquire.

"What they are wearing, what color their eyes are, hair color or how tall and you can judge that by compairing it to how tall you are."

Chief Mauel says anyone who sees anything that does not look right should not be afraid to contact police and should expect a response.

"It would be something that makes you take a second look and you think that's wierd. Then you look closer and say, that's really wierd. That is when I would say it is good to call."

Mauel said businesses should still be taking all safety precautions, especially at closing time.
