Spike In Robberies Brings A Warning

0

GREEN BAY, WI (WTAQ-WLUK) - Authorities in Northeast Wisconsin are asking business owners and employees to be vigilant as the area has seen an increase of similar robberies recently.

The Brown County Sheriff's Office says it has had eight robberies reported in December at the following businesses:

Dec. 5: Cousins Subs, 2583 W. Mason Street

Dec. 10: Subway, 1641 Commanche Ave (Ashwaubenon)

Dec. 11: Shell Gas Station, 841 Main Ave (De Pere)

Dec. 11: Dollar General, 1152 S. Military Ave

Dec. 18: Burger King, 1005 S. Military Ave

Dec. 21: Subway, 1007 W. Mason Street

Dec. 26: Hardees, 2611 W. Mason Street

Dec. 27: Subway, 2265 University Avenue

In all of the robberies, the suspect's description is male, wearing dark clothing and a mask covering his face and showing a knife. No one was injured in the robberies.

On Dec. 27, the Dollar General on W. Wisconsin Avenue in Appleton was robbed.

No one was injured but the suspect was armed with a knife.

The suspect in that robbery is described as a man in his late teens or early twenties, approximately 5'8'' to 5'10'' tall with a slim to average build. The suspect was wearing a dark-colored jacket and a dark-colored hat at the time of the robbery.

Authorities say it's important for employees to take note of their surroundings. If someone looks out of place or you sense suspicious activity, do not hesitate to report to police right away.

Kate Mann with the Oshkosh Police department told FOX 11,

"We saw the similarities and what was happening up north so we wanted to try to get ahead of it and make people aware and hopefully it doesn't happen here in Oshkosh."

The department is talking to local businesses and passing flyers out with robbery prevention and safety tips.

"So what we're telling people is to be a good witness, try to keep yourself safe, don't try to be a hero and attack the person. If they're demanding money, just give them what they want."

Officers say pay attention to details including the suspects clothing, voice, and what direction they go when the leave.

After a robbery, Jason Weber with the Fox Crossing Police Department, says staff and customers should not compare descriptions about the suspects and details of the event.

"Keep these details to yourself just so that we're not jumbling all these details together, because somebody is bound to pick up something another person didn't."

Weber said suspects often target stores that have posters blocking the windows because outsiders won't be able to see inside.

"You want to be able to limit that so you can see who's coming in and conversely so the people outside can kind of see what's going on."

Officials encourage businesses to invest in good security cameras, having at least one at eye level near an exit door.

They also recommend stores have at least 2 employees on shift during closing hours of a business.

New Housing Options Coming In 2018

LITTLE CHUTE, WI (WTAQ-WLUK) - For years the land along Cherryvale Avenue in Little Chute stood empty while it's surrounding areas slowly developed.

The Village of Little Chute Administrator James Fenlon tells FOX 11, that's no longer the case.

"So early in 2017, a developer had approached the village about purchasing 30 acres of a privately held piece of property."

The project will cost approximately $23 million. The large apartment complex will have about 290 units.

It will be located to the north of Evergreen Drive and east of French Road.

Felton sees a lot of potential in that area.

"It's north of where HWY 441 and I-41 meets so there's a lot of activity there, and if you have those kinds of traffic patterns. People want to live near major interstates that are easy to transport themselves."

Fenlon said because the project is outside of the tax incremental district, the village is providing little incentives for the development.

"So, there's really no big buy on the village per say, it's a big investment on the developer."

He adds most importantly, the project will add rooftops to those who need it.

"The Fox Valley in general is deficient in multi and single-family housing stocks."

According to the US Department of Housing and Urban Development, the total demand for rental units in the Fox Cities is more than 2,000. However, more than 400 units are currently under construction.

The units under construction are expected to meet a portion of the rental housing demand.

"I think in the long run we'll see possibly more commercial growth or mixed used development in that area, providing more demands of services that these residents are going to want and need," Fenlon said.

Fenlon adds that the village already saw growth over the past few years through similar projects.

Construction is expected to begin in the coming months and continue for 2 years.

Village staff will be meeting with developers next week to begin working on site utilities and street construction.

Thompson done as Packers GM

Green Bay Packers President and Chief Operating Officer Mark Murphy has reportedly made the biggest football decision of his tenure, moving General Manager Ted Thompson to a new role with the organization, launching the first search for a Packer GM since 2005.

The NFL Network's Ian Rappaport was the first to report the move, confirmed by other outlets late Monday afternoon.

Thompson was hired by then President Bob Harlan in 2005, removing the GM responsibilities from Head Coach Mike Sherman.

Thompson fired Sherman at the end of 2005 and hired Mike McCarthy.

Within five years, that tandem won Super Bowl XLV in Arlington, Texas, when the Packers defeated the Pittsburgh Steelers 31-25.

Green Bay won six NFC North Division titles and reached the Conference Championship game four times under Thompson's watch, winning just one.

He drafted Aaron Rodgers with his first number one pick in 2005 and Rodgers has gone on to win two NFL Most Valuable Player awards and was the Super Bowl MVP in 2010.

With the Packers stumbling to a 7-9 record this season when Rodgers broke his collarbone in mid-October, the team missed the playoffs for the first time in nine years.

Thompson is under contract through the 2019 draft and it's not clear what his role will be with the team, most likely as a personnel consultant.

Murphy has several in-house candidates to consider as Thompson's replacement.  Beginning with the son of Thompson's mentor, Ron Wolf.  Eliot Wolf, the team's Director of Football Operations has had several interviews with other NFL teams for open GM jobs over the past three seasons.   Brian Gutenkunst is the team's Director of Player Personnel and Russ Ball is the Vice-President of Football Administration/Player Finance.

Change is occuring below the team's personnel department as McCarthy has released at least three defensive assistants, including long-time defensive coordinator Dom Capers.  Defensive line coach Mike Trgovac and assistant linebacker coach Scott McCurley have also been let go.

Packers Shake Things Up, Capers and Ted Thompson Among Those Out

GREEN BAY, WI (WTAQ) - The NFL is reporting that Packers General Manager Ted Thompson will be taking a new role with the organization.

Multiple reports indicate that the Packers will begin a new GM search, and reorganization in the front office will take place.

The news comes hours after it was announced by the NFL that the Packers fired Defensive Coordinator Dom Capers.

Two additional defensive coaches were also fired Monday.

The team fired Inside Linebackers coach Scott McCurley and Defensive Line Coach Mike Trgovac.

The NFL is reporting Brian Guteknust, Eliot Wolf and Russ Ball as possible internal candidates.

Sales Tax Hike Now In Place

GREEN BAY, WI (WTAQ-WLUK) - A half of one percent sales tax imposed by Brown County went into effect with the start of the new year.

In May the Brown County board approved the tax for a 72-month period beginning Jan. 1, 2018. The added half percent brings the total sales tax in Brown County up to 5.5%.

The tax boost is estimated to collect $147 million over six years, with the money earmarked to support various community expenses including road/infrastructure improvements, the jail, a new expo center, the museum, libraries and county parks.

Breakdown of how the half percent county tax collection is to be allocated for county projects

$60 Million Roads/Infrastructure

$20 Million Jail/Mental Health Facilities

$20 Million Libraries

$15 Million Expo Hall Renovation

$10 Million Public Safety/Morgue

$10 Million Resch Center Maintenance Fund

$6 Million Parks/Fairgrounds

$5 Million STEM Innovation Center

$1 Million Neville Public Museum

Green Bay's Cory Nicklaus tells FOX 11....

"I guess it's good for infrastructure because we definitly need some of the potholes filled in Green Bay. So if it goes toward that I guess I don't mind paying the extra half percent."

Nicklaus doesn't think the added tax will prevent people from heading out to the stores and restaurants.

All but seven counties in the state now have the added half percent sales tax--five of those counties are in Northeast Wisconsin. Calumet County though is set to add the tax in April.

Business owners say collecting the added tax is made simple with more sophisticated technology used to operate cash registers. In many cases a computer program only requires a couple key strokes to add the tax.

"I'm not sure anyone will even notice," said Steve Liebert, owner of Bosse's newsstand in downtown Green Bay.

Ringing in the new year with an added tax though didn't sit well with everyone.

Lisa Bishop of Green Bay told FOX 11 even though the amount is small it's still another tax taking money out of her pocket.

"It's unfortunate to hear we have to pay a little extra every day."

Brown County shoppers are familiar with an added half percent sales tax. From 2000 to 2015 an added half percent sales tax was imposed to pay for Lambeau Field renovations done in 2003.

That tax paid for $300 million in renovations.

Cold Weather Doesn't Stop Polar Plungers

JACKSONPORT, WI (WTAQ-WLUK) - Whether for the first time like Patty Davenport of Oneida....

"It was our brilliant idea."

Or the 10th year in a row like 81-year-old Bob Frey of Kenosha....

"This year we're lucky, we got the sun and the sun helps you out."

Jacksonport's annual Polar Bear Plunge brought hundreds to the Lakeshore Monday. Some there to watch, while others tested their physical and mental ability by jumping into an icy Lake Michigan.

Frey tells FOX 11...

"I know people think you're crazy when you do this, but haven't you done anything crazy in your life?"

"Why not? It's my 35th birthday might as well jump in the water with my best friends," Davenport told FOX 11.

Joe Jarosh, who helps organize the event, says this year's freezing temperatures topped a new record.

"The water temperature was 32 degrees. The air temperature was one degree which set a new record, our old record was two degrees, so we have a new record low 1 degree."

Something Frey says worked to their advantage...

"The water was actually warmer than the air temperature, it was fun getting in the water."

Event organizers say there were around 200 participants at this year's polar plunge.

This is the 32nd year of the event.

Fans React To Packers Changes

ASHWAUBENON, WI (WTAQ-WLUK) - Packers fans at Anduzzi’s on Holmgren Way on Monday night were happy to hear the team is making some big personnel changes.

“I think it's probably for the better.”

Joe Demp of Ashwaubenon tells FOX 11...

“Dom Capers definitely had to go.”

Terry Holterman of Green Bay agrees....“Too many holes in the defense. You could just march right down the field and never stop anybody.”

While most Packers fans are happy to see changes on the defense, the move of Ted Thompson from general manager is a little more bittersweet for some.

“Ted Thompson, I was surprised to hear that actually,’ said Terry Eckers of Green Bay.

“I thought it might happen, but I didn't think it would happen this quickly.”

“I don't think Ted Thompson is bad at his position, but I definitely think the Packers could use somebody different and some new blood,” said Demp.

New blood might not be the case. Some fans are listening to the early reports that Thompson's replacement could come from within the team.

“I don't know who they'd want to replace him with,” said Eckers. “Everyone is talking Elliot Wolf, but I don't know. There might be other guys out there too.”

Holterman says a new GM could mean other changes too....

“If they get a new GM in there and he's talking Elliot Wolf, that would be great, but then a question you always have with a new GM is they like to hire their own people, so where does that leave McCarthy? Does he want to have his own head coach?”

Fans say they aren't sure what else could happen. They just hope whatever changes are made lead to a more successful season in 2018.

Brown County Faces Suit For Alleged Illegal Taxation

0
0

BROWN COUNTY, WI (WTAQ)- The Wisconsin Institute for Law and Liberty has filed a lawsuit against Brown County, over a new sales tax that they say violates state law.

The new half percent sales tax took effect on January 1st.

The lawsuit is on behalf of the Brown County Taxpayers Association and Brown County resident Frank Bennett, both listed as Plaintiffs. Brown County and Secretary of the Wisconsin Department of Revenue is listed as a Defendant.

Back in May, the Brown County Board of Supervisors approved an ordinance for a 0.5% sales tax to fund $147 million dollars in spending on County infrastructure and construction projects.

Based on numbers from the County budget, the tax will raise over $22 million and spend nearly $18 million in 2018 alone.

Wisconsin law states that a tax like that can only be used to reduce the existing property tax levy by the County.

Brown County’s Sales Tax is not being used to reduce property tax levy, but is being used to evade the County’s “levy limit”, and is void and unenforceable. According to WILL.

To support that, WILL claims numbers show that Brown County’s levy in 2017 was $86, 661,972.00 and is $91, 115,007 in 2018. WILL states that Brown County can only raise its levy $4, 453, 035 for new spending, and cannot raise its levy limits, so it can’t enact a separate tax to do so.

In 2006, Wisconsin enacted tax levy limits, stating that political subdivisions, including Counties, can’t increase tax levies in any year by a percentage that exceeds their “valuation factor” based on growth.

The statute states that a county’s levy is fixed and can only grow if the county has a net growth in property values from new construction.

Of the 72 counties in Wisconsin, all but eight have Sales and Use Taxes. WILL states that those taxes in those counties could also be illegal if they were not used to reduce the counties’ property tax lexy.

. Jacque feels that he has gotten results on many issues important to his constituents, and said running for the Senate Seat allows him to serve a greater number of his neighbors.

He feels his track record in the assembly has been successful

"Bills can die in the State Senate if you don't have a lot of support there, and that is where I feel that I have been succesful in moving things through the State Assembly."

Jacque says is election results and endorsements show that he is ready for the next step.

"It is going to be a challenge, but one that I think I am up to. I have shown that I am willing to put in the work."

Murphy: Thompson's Move Was Mutual

GREEN BAY, WI (WTAQ)- Green Bay Packers CEO and President Mark Murphy explained his reasoning for a change in the front office, moving Ted Thompson from General Manager to Senior Advisor of Football Operations after thirteen years in the position.

Murphy said the search for a new General Manager is underway and that the Packers hired a search firm to aid, adding the ultimate decision on the hire will be his.

"We want to move quickly, but we also want to make sure we get the right person. I am really confident, that with the right person, we can win Super Bowls in the near future."

Murphy said despite some reports, the decision for the transition was mutual.

"It was a decision that we made jointly, looking a number of different options. He and I talked about different options, but kept coming back to that he is a scout at heart and that is what he loves to do. In my mind, I feel it is a decision that will be best for the organization and for Ted."

Murphy did not indicate exactly what he is looking for in a new GM, but did say that in his mind, it is an attractive job that should bring in many candidates.

"We have many internal candidates that we will take a look at" he said.

There are four possibilities already employed.  Russ Ball, the Vice-President of Football Administration/Player Finance; Eliot Wolf the Director of Football Operations; Brian Gutenkunst, the Director of Player Personnel and Alonzo Highsmith, the Senior Personnel Executive.

Murphy said he will also explore options from around the league.

He also stated that Mike McCarthy received a contract extension through 2019

"He will be our coach" Murphy stated.

Murphy said he is aware of outside critcism how how Thompson avoided free agents and his draft and develop strategy. He said he would not have critera for the new GM in that regard.

"That will be up to the new GM. There are many ways to win in this league."

While Murphy said he was disappointed in the season, he denied that his hand was forced by the Board of Directors to make the move away from Ted Thompson.

FOND DU LAC COUNTY, WI (WTAQ) - A New Year's Eve Party turned tragic on Lake Winnebago.

Sheriff Officials say Lindsey Klima was attending a New Years Eve Party at an ice shanty on Lake Winnebago, when she left to smoke a cigarette.

"At about 4:40 we received a call from friends and family that were concerned and looking for an individual."

Captain Ryan Waldschmidt of the Fond Du Lac County Sheriff's Office said friends and family did not realize that she was missing.

"They had each thought that she had stayed with somebody else, and it took most of the day to realize that she was nowhere to be found."

Waldschmidt said they believe that the 27-year old fell and froze with windchills listed at minus 20.

He said they believe she was also injured in the process.

"We suspect if she may have sustained an injury crawling up the rocks on to shore, and that might have hindered her ability to walk on shore.

Waldschmidt say they believe alcohol played a factor.

"We don't know how much she had to drink, the toxicology reports will show us that."

Waldschmidt says it's common for people to host parties on the ice during this time of the year, and foul play is not suspected.

Shawano Kids Swim To Help A Coach

SHAWANO, WI (WTAQ)- A group of kids in Shawano is finding a way to make a difference for a group of people and one special coach.

After finding out their former coach Walberto Colon experienced Hurricane Maria in Puerto Rico first hand, members of the Shawano Swim Club recently completed a lap swim pledge drive to raise money for hurricane relief.

"It hit their hearts and our swim family. They all love Walberto and his family and they all wanted to do whatever they could do to help."

Tess Hendricks, President of the Shawano Stingrays said that came in the form of swimmng laps.

29 swimmers collected pledges for each lap swam in a 90 minute period.

For some, it was jump in the pool and see what they could do.

For Gabi Bukoski, Hendricks daughter, it wasn't her first rodeo, and she set her goals high.

"I got 90 last year so I wanted to do 100 laps this year. I did not want to set it too much higher than 90 because I wanted to make sure I got it."

Hendricks put that goal into perspective.

"99 laps is three miles, so you can imagine that if they do that, there muscles hurt and legs hurt, and they are really tired when it is done."

Bukoski did reach her goal and then some. She finished with the most laps, but it came with a price worth fighting for.

"At first I felt like I was going to die and then when I had five laps left, I was thinking, maybe I can just finish."

Walberto Colon has been associated with the swim club for years, and returned from Puerto Rico before the challenge, and much even gave the swimmers a surprise.

"Walberto himself jumped in the pool and decided to swim with these kids" Hendricks said. "To see the look of excitement on the kids faces was the best part of this whole thing."

"I was really surprised because I did not think he was going to come" Bukoski said.

Colon said he was touched by the efforts that kids put forward.

"It's happy for me to see that they care for me and that is a very good feeling" he said.

Colon said the experience of being inside a hurricane is too difficult to explain.

"During the hurricane it was 18 hours of over 100 miles per hour wind.

Colon, who has always been known for keeping a positive attitude may surprise people with feelings about the experience.

"I don't consider it a tragedy for me, it was meant to happen. You do realize that you do not have any control and we think we have control all the time, that is not true" he said. "I hope these kids learned they can make a difference in the world and not just look to help me."

Hendricks said the lap swim offers multiple lessons. Along with helping someone in need, it also is a good training for the upcomming season, especially for the younger and less experienced kids.

"A lot of kids surprise themselves."

In the end, the group of 29 swimmers swam over 15 hundred laps in 90 minutes, and the donations for the cause are still being collected and counted.

Hendricks said they raised more than two thousand dollars

Vehicle Traffic On The Big Lake

OSHKOSH, WI (WTAQ-WLUK) - The deep freeze in Northeast Wisconsin means conditions are optimal for making ice on area lakes.

Truck traffic is moving on Lake Winnebago in Oshkosh. Vehicle bridges were installed Tuesday afternoon.

With temperatures in the single digits, crews from the Otter Street Fishing Club in Oshkosh were building bridges.

Don Herman tells FOX 11 on average there are about 12-16 inches of ice on Lake Winnebago.

"We normally put the bridges out somewhere around January 12th, or the 15th. So we're a couple weeks ahead. And I think everybody's happy."

A 75-foot long steel structure is designed to allow vehicles to travel safely across a crack in the Lake Winnebago ice.

Herman says a crack usually forms close to the Merrit Avenue landing, but this year, the line is three quarters of a mile off shore.

"It just cracks at the weakest point, is where it does. It's got to flex somewhere."

Otter Street Fishing Club installed an earlier bridge on Monday.

By Tuesday afternoon, dozens of vehicles were out and about on the giant sheet of ice near Oshhosh.

"I don't think there's a lot of people fishing right now, with sub-zero weather, but maybe. There's some die-hards that go out," said Herman.

"It's a little brutal. But once you're set up, and in a shack, it's not too bad. Coming and going is the hard part. But once you're inside, it's nice," said Arik Kohman.

Kohman says this is the first time he's been out this year.

"The fishing's pretty good. I got into some perch, and some walleyes. I didn't keep anything, but I'll be back tomorrow."

Back to the bridges, the five-ton Otter Street pick-up truck crept across the newly installed span. The fishing club will likely have to move the bridges as conditions change throughout the season.

On Saturday, The Otter Street Fishing Club plans to meet up across the lake, with The Quinney Fishing club, to install a tree line.

Vehicles use that line as a guide when crossing the lake.
