Police Investigate Stabbing, Make 2 Arrests

TWO RIVERS, WI (WTAQ) - Two people were stabbed Monday night, and one of them was arrested, as was another woman.

Two Rivers police say they were called to a home on the city's south side just after 7:30.

A 23-year-old Two Rivers man and a 29-year-old Manitowoc man had been stabbed.

They were taken to the hospital, where they were treated and released.

Then, the Two Rivers man was arrested for armed robbery and a probation hold.

A 30-year-old Two Rivers woman was also arrested for robbery with use of force.

Investigators say the robbery may have been drug-related.


Efforts to Combat Rat Problem

GREEN BAY, WI (WTAQ) - Green Bay officials plan to step up efforts in combating the city's rat problem

Neighborhood Development Manager Bill Paape says targeted sweeps will begin in the spring. 

"Looking for conditions that are conducive for rats, such as food, water, shelter, and harborage areas."

Paape says they're going to start passing out educational information to residents once the calendar turns, so they can get a headstart on anything that might need to be done before the professionals the city plans to partner with are called.

"Our trapping is just going to be on our public-owned or city-owned properties.  The trapping that the citizens are going to have to do is going to have to be on their own accord on their prviate property."

He notes the sweeps will target known hotspots, specificially in an area on the city's west side.

"Broadway (Street), all the way up to Lombardi (Avenue), over to South Military (Avenue), and then over to Velp (Avenue)."

Pappe explains the extent of the problem, noting an increased amount of calls in 2017.

"Some habitats have been disturbed, and new areas are seeing them.  The last few winters maybe being a little bit milder, and the conditions were probably a little bit more conducive."

He says there's no timeline for how long the sweeps will take.  

Training Exercise Will Be Close To The Real Deal

OSHKOSH, WI (WTAQ) - UW-Oshkosh will soon be the site of a mock emergency training.

Oshkosh emergency crews are going all in on a full-scale active shooter training exercise at the Kolf Sports Center.

"The importance of a full-scale versus a table top drill is that full-scale is in real speed."

Oshkosh Police Sergeant Todd Wrage said doing response to a mock emergency is the best way to see where they are at in preparation for a real event.

"That is one of the perks behind this is to find out limitations and to learn the lessons when there is no real penalty"

Wrage says they chose a campus shooter scenario because their have been cases of active shooters on campus recently.

 

"We are trying to keep up with trends in terroism and active shooter response."

This training will include quite a few people including police, fire, ambulance and hospitals

"We are looking at 60 to 70 people directly involved, and that does not include the hospitals or incident command."

Wrage said people in the area should not be alarmed if the scene looks like a real emergency, and should also stay clear of the area while the training is taking place.

The training will begin at 9am at the UW-Oshkosh Kolf Sports Center.

Council Considering Major Downtown Projects

APPLETON, WI (WTAQ-WLUK) - Appleton's City Council is expected to vote Tuesday night on two major downtown projects. 

The first item is consideration of a development agreement for a new, $49.5-million dollar U.S. Venture headquarters on the bluff site that overlooks the Fox River, which is in the downtown's south side.

It will reportedly consist of multiple floors above a multi-level underground parking garage.  

The developer would build the roughly $25-million dollar garage, but the city would own it and rent space to U.S. Venture. The city would also provide $8-million dollars in TIF funds for the project.

U.S. Venture has reportedly been granted $20-million dollars in tax credits from WEDC and would guarantee the city annual tax payments of at least $1.1-million dollars

The other is consideration of remodeling the Irving Zuelke Building to include new apartments.

The facility would include:

  • Floors 11 and 12 will be redeveloped into five (5), two-story luxury apartments with an average of 1,951 square feet.
  • Floor 10 would be redeveloped into five (5) market rate apartments with an average 975 square feet.
  • Floors 4 - 9 would be redeveloped into office (4,690 sq. ft.) and will target full or half floor tenants.
  • Floor 3 would be redeveloped into office (4,110 sq. ft.) targeting full or half floor tenants.
  • The Mezzanine may be redeveloped into commercial space at about 3,955 square feet.
  • The first floor would be a total of 3,080 square feet of retail.

 

That $15-million dollar effort would see the city contributing more than $2-million dollars in TIF funds.

City officials say action is required before Congress makes changes to the tax law. 

The bluff site location used to house a church and banquet facility.  A plan to construct a new library on that land has been rejected. 

Tuesday's council meeting starts at 7 pm at City Hall, 100 North Appleton Street. 

Investigators: Teacher Injured by Students' Actions

SUAMICO, WI (WTAQ) - A Bay Port High School teacher is recovering from injuries after slipping on steps that students sprayed with cooking oil. 

Investigators say it happened Friday afternoon, with all students involved being juveniles. 

Those responsible could face discipline from both the school and the Brown County Sheriff's Office.

No further details about the incident have been released, with the investigation ongoing.   

Man Sentenced for Injuring Infant

WINNEBAGO COUNTY, WI (WTAQ) - A 21-year-old Oshkosh man will spend six months in jail for inflicting multiple injuries on his two-month-old daughter. 

Prosecutors say Richard Root told them stress and a lack of sleep caused him to 'snap,' grabbing the baby around the chest and shaking her while she was crying. 

The child suffered nine broken ribs, a broken arm, and a broken leg.

Root has also been placed on probation for seven years.  

Man Charged in FDL Shooting

FOND DU LAC COUNTY, WI (WTAQ) - Bond has been set at $1-million dollars for a 32-year-old Fond du Lac man charged in a November shooting.

Antino Jones reportedly shot a man in the abdomen after the two got into an argument at a bar.

Court records indicate that Jones pointed a gun at the victim, but it wouldn't fire.  He then reportedly chased down the victim, firing three times.  

Jones claims that he was responding to being hit with a baseball bat and being called racial slurs.

He allegedly admitted to firing 'two or three rounds' from his firearm and for carrying a gun for protection, despite being prohibited from doing so as a convicted felon.

Jones faces felony charges of Attempted First Degree Intentional Homicide (x2), First Degree Recklessly Endangering Safety (x3), Possession of a Firearm as a Convicted Felon (x2), First Degree Reckless Injury, Aggravated Battery with the Intent of Causing Great Bodily Harm, and Endangering Safety through the Reckless Use of a Firearm, as well as misdemeanor counts of Resisting/Obstructing an Officer and Discharging a Firearm Within 100 Yards of a Building.   

A preliminary hearing has been set for January 18.  

Rodgers Season Over, Packers Place QB Back On IR

GREEN BAY, WI (WTAQ)- The Green Bay Packers have placed Aaron Rodgers on Injured Reserve for the second time this season. 

The decision announced Tuesday afternoon.

Fans did not have to wait long after the Packers were officially eliminated to learn if Rodgers would finish the season or not.

The Packers also re-signed Joe Callahan on Tuesday. 

It's unknown how the quarterback situation between Hundley and Callahan will play out for the remaining two games. 


Conviction in Fatal House Fire

BROWN COUNTY, WI (WTAQ) - A 49-year-old Oneida woman has been convicted of felony murder. 

Prosecutors believe Roni Anderson purposely started the June 2015 fire that killed an 89-year-old Hobart man in his home. 

 

A trial was scheduled to begin January 5, but the no contest plea takes that off the calendar.  

Anderson will be sentenced in March.  

Large Donation Highlights Salvation Army Christmas Toy Drive

ASHWAUBENON, WI (WTAQ)- The Salvation Army is preparing to spread some holiday cheer after a large donation.

Shopko Hall in Green Bay looks like Santa's workshop. Much of that is thanks to toys collected by the Green Bay Metro Fire Department.

"If you were standing here in the middle of our toy shop, you would see toys around you everywhere."

Nan Pahl of the Salvation Army said she was taken back by the bags and boxes that the fire department brought in.

Over 12,000 toys were collected by the Green Bay Metro Fire Department.

Chad Decker of the fire department says it was their biggest year yet.

"To be able to come in and make a difference for people who may not have been able to have a Christmas without us, that is a pretty amazing feeling. This is my favorite day of the year."

To help collect toys, Decker said they planned multiple events. 

"This year we adding seven evening parades through seven of our fire districts. We had Santa and I have to tell you, people donated a lot."

Brown County families in need, who registered will have the chance to shop on Wednesday or Thursday.

Pahl says all registered families will get two toys per child, stocking stuffers and a family board game.

"All the toys are sorted by age and by gender so that we know we are going to have enough for each child who is registered."

Registered families in need will get to shop for the donated toys.

Brown County residents who are in need, but have not registered, can still register by Wednesday at the Salvation Army.

Trial Ordered in 12th OWI Case

OUTAGAMIE COUNTY, WI (WTAQ) - A 53-year-old Green Bay man is heading to trial on charges that he drove drunk for a 12th time.

Patrick Schober has waived his preliminary hearing, having been stopped in Appleton last week for reportedly driving without his lights on.

An arraignment date was not immediately announced.

Local Student Receives Music Gift

APPLETON, WI (WTAQ) - A 16-year-old Freedom High School student has been awarded with a music scholarship.

Tundraland has given Olivia Harn the award, which comes with a free electric guitar and a year of free music lessons.

Harn says she had to quit her school's band after her family encountered some financial troubles.

"It means a lot to me, especially because I was under a lot of stress and music, it's the same with drawing too, it's just a form of letting me get feelings out."

Harn will perform at next year's Mile of Music festival in Appleton.

Granary Decision Delayed Again

STURGEON BAY, WI (WTAQ) - Still no resolution on what will be done with Sturgeon Bay's granary building

City Administrator Josh VanLieshout reacts to alderpersons Laurel Hauser and Barbara Allmann walking out of Tuesday's meeting. 

"I'm still digesting what happened but ultimately, the council could not act on whether or not to award a contract to raze or to dismantle the grain elevator, because we did not have a quorum." 

The city's fire chief has called for the granary to be razed, citing safety concerns.

But the Historical Society, including President Christie Weber, wants to save and renovate the facility, having collected $1.5-million dollars.

"I'm very proud of the council women to be trying at least to stop the perpetual litigation and save a historic building for the state of Wisconsin."

After four failed attempts in two weeks, the council is now expected to consider the matter on January 2.

Full Sail For Shipyard Project

GREEN BAY, WI (WTAQ-WLUK) - After two years of discussion, Green Bay’s city council approved the Shipyard proposal Tuesday night.

But work still needs to be done with the private developers before we see any type of ground breaking.

With little public discussion among themselves, Green Bay’s city council voted 8 to 3 to give the green light.

Mayor Jim Schmitt tells Fox 11 this could be a game-changer for the city.

“People are going to be talking about this night very much into the future.”

The outdoor event center, concert hall, and Anduzzi’s restaurant is proposed for downtown property on the Fox River, which has been empty for 30 years. The 17-acre property is next to the Mason Street Bridge.

Will Peters, who lives near the proposed site, is excited about the possibilities for his neighborhood.

“This project, the Shipyard, is already spurring thoughts and dreams of taking my kids down there to catch a game, grab a bite to eat, maybe do some fishing or just go down and hang out.”

The price tag for the stadium, along with waterfront and parking improvements is $13.5 million. The city would pay $12 million of that.

If all goes according to plan, no taxpayer money would be used.

Instead, the city would use a stadium lease agreement and tax revenue from new development to pay off a bank loan.

“I thought there was way too much uncertainty to approve what we did tonight,” said Alderman David Nennig, one of the three ‘no’ votes.

Nennig is concerned there isn’t enough private money committed to the Shipyard and taxpayers could end up paying back the bank loan.

“The only thing that we had certainty in those development agreements was for the Skogen indoor entertainment center.”.

City staff says Anduzzi’s hasn’t been fully on board with the development agreements, but are confident another restaurant could replace Anduzzi’s if it decides to walk away from the Shipyard.

“It’s up to them now if they don’t like the deal,” said Schmitt. “We’re where we need to be, it’s where we can be, and we’re just hopeful we can bring everything together by the end of the year.”

That includes Festival Foods President and CEO Mark Skogen’s concert hall.

Skogen has said he is still considering an Ashwaubenon site for his part of the Shipyard.

Before the vote, the city released several letters of interest in other property in the Shipyard area.

Breakthrough Fuel says it would like to build its new headquarters in the area if the stadium is built.

Two developers also say they’d build housing projects if the Shipyard moves ahead.

The goal is to have the Shipyard ready for spring 2019.

All Systems Go For Major Downtown Development

APPLETON, WI (WTAQ-WLUK) - U.S. Venture will build a new, $49.5 million headquarters on the "bluff site" overlooking the Fox River on the south side of Appleton's downtown.

The location -- which had been home to a church and banquet facility -- was once considered for a new library, but that plan was rejected.

On Tuesday night, 11 Appleton city council members voted to approve to build the new U.S. Venture headquarters, with one council member abstaining from the vote.

Trinity Lutheran Church and Michiel's Banquet hall will need to be knocked down to make way for U.S. Venture.

WEDC estimates the project could indirectly generate more than 200 additional jobs in the region.

And, the council is asked to approve a deal for a remodeling of the Irving Zuelke Building, to include new apartments.

“We’re thrilled that U.S. Venture has chosen to locate its headquarters here in downtown Appleton. We have been working on this development for some time and this will be a great addition to our downtown that will spur other developments in the near future,” said Mayor Tim Hanna.

“This agreement is a first step that is necessary to be approved prior to a federal tax reform bill expected to be signed into law tomorrow.”

The documents for the U.S. Venture project say “The new office building will consist of multiple floors, above a multi-level underground parking garage.”

The developer, Hoffman, would build the parking garage, expected to cost up to $25 million, but the city would own it, and rent spaces to U.S. Venture. The city would also provide $8 million for the project through TIF funds.

U.S. Venture has been granted $20 million in tax credits from WEDC, according to the documents.

U.S. Venture would guarantee the city annual tax payments of at least $1,157,750.

“This is a minimum valuation guaranty to ensure that the Project Area generates tax increment sufficient to fund the City Investment,” the document states

The city and U.S. Venture had to move fast on this vote Tuesday before federal tax reform is possibly signed Wednesday.

That's because the grants U.S. Venture got from the state could be heavily taxed under the new law.

President and CEO John Schmidt told FOX 11 this will bring the local workforce under one roof and allow the company to attract top talent.

"Absolutely. We believe that this building is gonna allow us to be very attractive to the younger workforce."

The thought is that younger workers want to be downtown and have access to amenities the area can provide.

Mayor Tim Hanna tells Fox 11 this will be a great move for the city, making downtown more vibrant.

"That's the kind of business that we wanna work with, that we want here as an anchor in our downtown and knowing that I've described this project as kind of the cork in the bottle and now that cork's been taken out and I think we're gonna see all sorts of things follow."

Hanna also says this is just the first development, more will follow.

"It's creating a market, right? It's creating a market that density creates a market for other businesses to feed off of and I think that's what we're gonna see happen."

And Schmidt says the move will allow U.S. Venture, which markets and distributes oil and natural gas, to create more jobs.

"Today we have about 350 people working in the Appleton area. We're building the building to host up to 780 people. Our goal is to fill that building."

Now that the first hurdle is over, Schmidt said the design phase is next. He estimated the design will take about a year, with groundbreaking to come shortly after that.

U.S. Venture had just moved into its new facility in Kimberly in 2010.

Schmidt says the decision to move was tough, but necessary to provide for the growing business.


Investigators Waiting For A Break In The Case

BELLEVUE, WI (WTAQ) - Brown County is asking residents for help in identifying a home burglary suspect caught on surveillance video.

Deputies say on Dec. 15, they received two reports of home burglaries in the village of Bellevue.

Both of the robbery incidents, one in the 2100 block of Bluebill Street and the other in 2400 block of Van Lake Court, happened while the occupants were not home.

In one of the homes, a suspect was caught on surveillance video.

It is not known if the two burglaries are related.

Arrests in Weekend Armed Robbery

MANITOWOC, WI (WTAQ) - Two teenagers have been arrested in connection with a weekend armed robbery  in Manitowoc.

Investigators say the 15 and 16 year olds are in custody, with a third suspect still at large.

Officers believe the trio broke into a home in the 700 block of South 15th Street late Sunday night.

One robber reportedly pointed a gun at a resident, while another stole a gaming console and other items.

Christmas Comes Early in Green Bay

GREEN BAY, WI (WTAQ) - Members of the Green Bay Police Department spent part of their Wednesday bringing Christmas to those in need. 

Officers passed out 50 'blessing bags' as part of the 'Light of Christmas' initiative. 

When it comes to who gets the bags, Captain Kevin Warych says it "really comes down to the discretion of the officer, who they meet, listen to the stories."

The bags include various winter clothing items, and were accompanied by gift cards to local stores and restaurants. 

Officer Barb Gerarden was passing out bags at the Micah Center.

"It's a blessing to be a part of this.  A lot of people struggle around Christmas.  It's not always happy for everyone.  It's nice to build on the relationships with the community."

After receiving his bag, Kevin was asked if he feels efforts like this strengthens relations with law enforcement.

"It does, because you seem them around town helping people out, and they're also here helping us, when we don't always have family around to help us through this time of year."

Nelson appreciated the gesture as well.

"It's kind of a motivational thing.  You know, giving people hope.  Especially the situation that a lot of us are in, hope is a big thing."  

The Appleton, De Pere, Kaukauna, and Oshkosh police departments also took part in the program.

For Green Bay, this was their second year participating, having passed out 50 bags last year.

Tax Credits Helping Fund Greenville Facility

GREENVILLE, WI (WTAQ) - State tax credits will help fund a new 54,000 square foot laundry and maintenance facility in the Fox Valley. 

Governor Scott Walker has announced that the Wisconsin Economic Development Corporation will give $575,000 for Cintas Corp's new Greenville location.

"I congratulate Cintas on its expansion and applaud the company’s decision to grow in Wisconsin.  Cintas is a global leader in its industry, and we look forward to its continued success in Greenville, as well as its eight other Wisconsin locations.” 

The Greenville facility is located near Highway 15 and Highway CB.

 

The project is expected to create about 60 jobs.  Construction is underway and should wrap up within a year.  

Cintas is the first company to be part of the township's new 250-acre tax incremental financing district.

Conviction in Fatal Crash

OUTAGAMIE COUNTY, WI (WTAQ) - A 19-year-old Seymour man has been convicted in connection with a fatal Oneida crash.

Blake Doxtator has pleaded no contest to felony counts of Homicide by Negligent Operation of a Vehicle and First Degree Recklessly Endangering Safety in connection with the October 2016 accident.

Prosecutors say Doxtator was driving recklessly when he lost control of the vehicle, killing his 13-year-old passenger. 

Doxtator will be sentenced February 26.
