Brown County Board approves zip lines, climbing wall for reforestation camp

GREEN BAY, WI (WTAQ) - The Brown County Board of Supervisors is signing off on a $500,000 adventure park across from the NEW Zoo in the reforestation camp in Suamico.

The board approved the park that includes a ropes-challenge course, a rock climbing wall and a pair of zip lines. The dual zip lines would run across the tree tops starting from the reforestation camp’s fire tower near the zoo entrance.

The $500,000 would come from the county’s budget surplus according to Brown County Executive Troy Streckenbach.

A day at the proposed park would likely cost about $20, and include admission to the NEW Zoo.

Part of the attraction could open this fall, but organizers say a full opening isn’t expected until the spring of 2014.


Oshkosh hospital closing unit due to layoffs

OSHKOSH, WI (WTAQ) - An Oshkosh hospital is the latest to drop one of its treatment units, after its parent firm announced up to 250 layoffs throughout its health system.

Mercy Medical Center of Oshkosh plans to close its sub-acute care unit a week from Friday.

It helps serves patients who are recovering from major problems like strokes and surgeries.

Ministry Health Care says it’s working with other local groups to provide short-term rehab services.

Company officials in Marshfield said the same thing last week, when St. Joseph’s Hospital announced that it would close its drug and alcohol rehab program which serves 1,000 patients a year.

Ministry Health Care announced its impending layoffs almost a month ago for its 15 hospitals and 47 clinics in Wisconsin and eastern Minnesota. They blamed declines in the numbers of patients, due to higher deductibles for health insurance.

The firm also said the federal budget sequester reduced its Medicare revenues by $10 million.

One injured in Highway 41 crash

LITTLE CHUTE, WI (WTAQ) - A crash in the Little Chute area Thursday morning sends one person to the hospital.

Authorities say one person suffered neck and back injuries in the crash on Highway 41 at Vandenbroek Road.

The crash shut down the northbound left lane for a time, but it is now back open.

 

Developer announces $15M proposal for Clarion Hotel, after vote delayed on different deal

GREEN BAY, WI (WTAQ) - A St. Joseph, Michigan based real estate developer is putting together a development proposal for the downtown Green Bay Clarion Hotel. 

The city bought the hotel in March, as part of the KI Convention Center expansion and arranged a deal to sell it and ensure renovations totaling $6.7 million. 

But the city council delayed a vote on the deal Tuesday after another developer came in last week. They were not able to meet with city leaders and alderman until Tuesday during the day. 

Edgewater Resources LLC partner and director of hotel operations Ed Vandenack says "the city is undervaluing this project as a whole".  Edgewater is says they are preparing to make an early July pitch involving an investment between $10 and $15 million. 

The Clarion Hotel that has been on the market for five years. The past year it has been in receivership, a type of bankruptcy. 

The city didn’t publicly except bids on the project.  They only talked with the current management company, American Hospitality Management about taking over the hotel. 

The deal they arranged between the two parties would secure an estimated $500,000 in airspace rights for the convention center expansion at the price of $150,000, the difference in the selling price and what the city paid for the hotel. 

Sheboygan teen found guilty for helping to kill friend's great grandmother

SHEBOYGAN, WI (WTAQ) - A 14-year-old Sheboygan teen has been found guilty of helping to kill his friend’s great grandmother with a hatchet and a hammer. 

The jury spent barely an hour deliberating the fate of Nathen Paape. 

Testimony wrapped up Wednesday and the jury was handed his fate Thursday afternoon. 

Paape was found guilty of being party to first degree intentional homicide. 

14-year-old Antonio Barbeau, the victim’s great grandson allegedly plotted the robbery and murder of 78-year-old Barbara Olson. She was found bludgeoned to death in her home last September. 

Barbeau already plead guilty to charges and is awaiting sentencing. 

Green Bay police release video of masked robber with shotgun

GREEN BAY, WI (WTAQ) - Two robberies in Green Bay that were just a block and days apart in early May are connected. 

Police released video surveillance of a man who walked in around 11 p.m. at both locations with a shotgun and bandana covering his face. 

The Pick and Roll Gas Station in the 2000 block of Main Street was robbed. Days later the, La Juadalupana Two, a Mexican grocery store was hit. 

 

Brown Co. Library Board wants Outagamie Co. to pay outstanding bill

GREEN BAY, WI (WTAQ) - Members on the Brown County Library Board still want libraries in Outagamie County to pay a $33,000 bill.

On Thursday, the board approved having Brown County's staff attorney try to collect the money. Board President Kathy Pletcher says the attorney will send a letter to either Outagamie County Executive Tom Nelson or the Corporate Council asking that the bill be paid.

The Brown County Library Board issued the bill for services it says it provided to Outagamie County residents.

Earlier this year, libraries in Outagamie County temporarily stopped serving Brown County residents because of the bill.

Heavy rain, storms possible Friday continuing soggy trend in northern Wisconsin

LAC DU FLAMBEAU, WI (WTAQ) - Northern Wisconsin has been pounded by a series of heavy rain storms over the last day.

1.8 inches fell near Lac du Flambeau and 1.4 inches fell near Presque Isle, both in Vilas County.

The National Weather Service issued small-stream flood advisories until nine this morning for all or parts of Douglas, Bayfield, Ashland, Iron, Sawyer, Price, and Washburn counties.

A severe thunderstorm warning was posted until 5:15 a.m. in Dunn and Barron counties and parts of St. Croix and Polk counties.

New Richmond had 51 mile an hour winds around 4:15 a.m.

Grantsburg got tennis ball-sized hail Thursday evening. Some trees and power lines went down near Hawkins in Rusk County.

A low pressure system is making its presence known in the Badger State, after a warm front pushed the mercury in the 80’s Thursday.

Rain and possible thunderstorms are in the statewide forecast for Friday, with the warm temperatures to continue.

A chance of rain is possible through the weekend, and into next week.

GREEN BAY, WI (WTAQ) - This first day of Summer could be a stormy one.

Earlier Friday, a threat of severe storms came and went. But it could return later in the day.

FOX 11 reports there's a chance for showers and thunderstorms this morning followed by some breaks in the clouds and high temperatures will reach 85.

Scattered showers and thunderstorms are expected later this afternoon and into the overnight hours.  Some of these storms may be strong or severe with the main threat being damaging wind and large hail. 

It'll be a humid and warm night with lows only dropping to near 70.

Kewaunee plant's future to be discussed at public meeting

TOWN OF CARLTON, WI (WTAQ) - The future of the shuttered Kewaunee nuclear power plant will be the focus of an upcoming public meeting.

The meeting was called by the federal Nuclear Regulatory Commission. NRC officials say representatives of Dominion Energy Kewaunee, which owns the Kewaunee Power Station, will also attend.

NRC staff members plan to present the results of the plant's 2012 annual assessment, along with the plan for transitioning to the decommissioning phase.

The NRC says the Kewaunee plant operated safely overall in 2012; however, at the end of the year, the agency says it found one apparent violation in the area of emergency preparedness that had not been resolved.

The Kewaunee Power Station shut down last month. After being unable to find a buyer for the plant, company leaders cited low energy prices in the Midwest and the plant’s isolation from other plants as factors in the closure. The closure put more than 600 people out of work.

The meeting is set for 7 to 9 p.m. June 25 at the Carlton town hall, N1296 Town Hall Road.

Seat backs, pads will be allowed at Lambeau Field

GREEN BAY, WI (WTAQ) - The Green Bay Packers say fans will be allowed to bring in seat backs and seat pads to Lambeau Field.

The NFL unveiled new security policies last week for all 32 stadiums that banned seat cushions and cracked down on bags size and type.

On Friday, Packers officials clarified the new rules for seat cushions and bags.

Seat pads and the traditional bleacher seating with backs, will continue to be allowed.  But seat cushions that have pockets or concealable areas will not be. The seat pads and seat backs have to be of solid construction.

Packers Head of Security Doug Collins says they are looking into increasing seat back rentals at Lambeau.

Fans will be limited on bag options; basically the bag has to be transparent and no larger than 12 inches by 6 inches by 12 inches. 

Women may also bring small clutch purses, but cannot be any larger than a hand. Backpacks, fanny packs and larger bags are not allowed.

Loose blankets, binoculars and cameras are allowed, but custom bags for those items will not be. 

There will also be a special entry gate next to the ticket window for fans whose medical needs require larger carry-ins. All fans with medical devices in larger bags will need to enter there.

UPDATE: Green Bay Police arrest 2 after west side incident

GREEN BAY, WI (WTAQ) - Police in Green Bay say they've arrested two people while continuing to investigate a report of possbile shots fired on the city's west side.

Cops were called to the area of 142 N. Ashland Avenue around 2:30 a.m. for a report of a possible gun shot. Officers had received information that a possible suspect was inside that address.

Officers had called in the SWAT team to help, while they made several attempts to get people to exit the home.

Eventually, police made contact with 2 residents and took them into custody.

23-year-old Joseph Tynan was arrested on charges of possession of a firearm by a felon, receiving stolen property, possession of marijuana and possession of drug paraphernalia.

A search warrant was obtained and officers found a handgun in the attic, which was reported stolen in 2012.

21-year-old Erica Kaufman was also arrested on charges of possession of marijuana and possession of drug paraphernalia.

The stretch of Ashland from Dousman to Shawano was shut down from 2:30 to 7:30 a.m. while authorities were on scene.

Green Bay Police say community service interns will be going around the neighborhood to let residents know what happened.

Lightning strike causes fire at Howard home

HOWARD, WI (WTAQ) - Strong storms caused a rude awakening for a Howard family Friday morning.

Lightning struck the back of their home on Keystone Court. One woman and four kids were inside at the time, but no one was hurt.

The strike led to one child being knocked out of bed, and a fire to start.

"When we arrived there was smoke and flames visible near the rear of the home - obviously a lightning strike," Howard firefighter Don Phillips told FOX 11.

Fire officials say there was significant damage to the roof of the home. They estimate the damage to be around $25,000.

Oshkosh police arrest one, seek others in reckless driving incident

OSHKOSH, WI (WTAQ) - Police in Oshkosh have arrested a man and are searching for others after a reckless driving incident.

It happened around 9:30 p.m. Thursday in the area of West 6th Avenue.

Police got numerous calls of three vehicles crashing into each other.

Oshkosh police say at one point, a 20-year-old man pulled out a BB gun and aimed it at the other two vehicles. Police say there was a 20-year-old woman inside the man's car, along with two children ages 1 and 6 in the back seat.

The man was arrested for having the gun and disorderly conduct.

Oshkosh police are still looking for the drivers and occupants of the two other vehicles. One of the vehicles is dark gray in color. The other is black or blue colored.

Brian Cooper was charged with two counts of first degree intentional homicide and third degree sexual assault. 

The jury deliberated for more than 14 hours over two days but was unable to come to a unanimous verdict on the murder charges. 

A note from the jury described one dissenting juror who was withdrawn from the process. 

Cooper allegedly strangled his six-month pregnant girlfriend in a fit of rage after a night of drinking at a wedding reception.

Cooper wanted to rekindle their relationship but 21-year-old Alisha Bromfield did not want to. 

Bromfield baby was not Cooper’s.   

After strangling Bromfield, he had sex with her corpse. 

When he awoke the in the morning, Cooper realized what he did and made attempts to end his own life before turning himself in.


Le Griffon expedition ends without official identification

FAIRPORT, MI (WTAQ) - The mystery of a sunken 17th century ship remains after a week-long expedition in Fairport, Michigan.

In September 1679, French explorer Robert La Salle's Griffon disappeared after leaving Washington Island.

After officially starting his search 32 years ago, Steve Libert says he isn’t giving up his dream of finding the long lost Griffon.

“Michele L’Hour told me that next year he will come back with his French team along with the American team and we will find it,” Libert told FOX 11.

Libert doesn’t plan to wait for French archeologists before resuming his search for Le Griffon. He says he could be back out on Lake Michigan as early as next week.

“Nobody wants to quit,” Tommy Gouin of Great Lakes Diving & Salvage tells FOX 11.

“The key mission of this project is to look at this general area and make that determination, is the site of Le Griffon or not?” Ken Vrana, the project’s manager, told FOX 11.

The exploration team was able to recover a key artifact during its week long expedition. Scientists believe it is a centuries old bowsprit, possibly part of Le Griffon.

“We’ve taken measures,” said Eric Reith, a French archeologist. “We recorded all the characteristics of this piece to interpret and to connect this timber with the wreckage of the Griffon.”

The French archaeologists say they need more evidence to identify Le Griffon. The scientists flew back to France on Friday, but hope to return next summer.

“The piece that we do know we have, there’s no question in my mind that it’s extremely old and if it is 300 years old, there’s only one vessel that it can be and that’s the Griffon,” said Libert.

Libert has plans to move from Virginia to Michigan, to live here year round. He figures why not, he is already here a lot anyway trying to find the elusive Griffon.

Green Bay Packaging to start construction of $95M expansion

ASHWAUBENON, WI (WTAQ) - Green Bay Packaging is starting an estimated $95 million expansion at an Ashwaubenon location.   

The company’s Coated Label Products Division will double in size at its South Ridge Road plant with the addition of 300,000 square feet of space. 

Construction is expected to start in mid-to-late July according to the Green Bay Press-Gazette. It will be operational by the first quarter of 2015. 

The Coated Label Products Division employs around 280 people. Green Bay Packing senior Vice President Martin Olson says the project will not create new jobs, but it will ensure existing jobs remain. 

The project includes new production equipment which will replace some equipment that is three decades old. The addition will also expand warehouse space, and includes an automated storage and retrieval system. 

The project is eligible for nearly $2 million in tax credits from the Wisconsin Economic Development Corporation and the Village of Ashwaubenon has committed $1 million in funds from the tax-increment financing district.

Green Bay police officer injured in drunk driving crash

GREEN BAY, WI (WTAQ) - A drunk driving crash leaves a Green Bay police officer injured.

It happened near the corner of E. Mason Street and Bellevue Street just after 4:30 a.m. Sunday.

The 23-year-old driver failed to stop at the intersection and struck the police car.

The police officer was treated for minor injures and has been released.

Police plan to charge the driver with an OWI.

The accident is still under investigation.

Head-on crash injures two in Waupaca County

TOWN OF MUKWA, WI (WTAQ) - Two people are hurt following a head-on crash in Waupaca County.

Sheriff's officials say it happened around 8:20 p.m. Friday on Highway 45 south of Manske Road in the Town of Mukwa.

Investigators say a northbound vehicle driven by a 48-year-old Bear Creek man crossed the center line. He struck a southbound vehicle driven by a 56-year-old Sussex man.

The man driving the northbound vehicle was taken by Theda Star helicopter to Neenah. The other driver was taken to New London Family Medical Center by ambulance.

Alcohol was not believed to be a factor. Officials say the man driving the northbound vehicle was not wearing a seat belt.

UPDATE: 2nd person dead after train vs pedestrian crashes

APPLETON, WI (WTAQ) - Two men are dead after being struck by trains in Appleton and Oshkosh.  Just over 12-hours separated their deaths. 

Appleton police say a 64-year-old man is dead after he was struck by a train around 1:30 a.m. Monday at Pacific and Durkee. 

Authorities say the man was lying on the tracks. 

The conductor for the 120-car train spotted him, blew the whistle, but he didn't move. He was dragged about 300 feet. 

An investigation is ongoing.

Later in the day, Oshkosh police report a man was dead after a train vs. pedestrian crash that happened around 1:45 p.m. Monday. 

Oshkosh Police say the man was dead upon arrival near E. Custer Ave and Broad St.    

The name or age of the man is not known yet. 

Police are investigating the circumstances into his death and why he was on the tracks.
