Suspect In Drug Deal Gone Bad To Stand Trial

APPLETON, WI (WTAQ) - A 19-year-old Appleton man has been ordered to stand trial on murder charges. 

Trevor Teela is accused of fatally shooting Benjamin Graves during an argument about a drug deal in Grand Chute last month.

Police say Tella allegedly shot and killed Graves

Teela is scheduled to be arraigned next week.  

Elian Coronado, who is accused of drug deliver and possession of firearm, will also be in court next week.


No Utility Vehicles on County's Highways

MARINETTE COUNTY, WI (WTAQ) - ATVs and UTVs will not be allowed on Marinette County highways.

The county's highway committee voted Thursday to keep that policy in place, saying it could create a public safety issue.

Proponents of opening the roads, like Committee Chair Russ Bauer, say doing so could have brought financial benefits.

"If they're not here, they're somewhere, so why don't we bring them here? Let them buy gas, let them go to a station and get a tire fixed and let them go to a restaurant and let them go to hotels and let them go to campgrounds. That's tourism, that's sales tax and we just chased it away."

The sheriff has voiced support for the committee's decision.

Halloween Celebration for Special Needs Kids

DE PERE, WI (WTAQ) - Special needs children in Brown County got to celebrate Halloween a few days early on Thursday.

The Brown County United Way hosted the De Pere event, which gives the kids some experience trick or treating before the holiday arrives.

The United Way's Miranda Knudson says "this event is a really fun way for them to have the same trick or treating experience as other kids have, in a really controlled environment."

A variety of other Halloween-themed activities were also offered.  

Clintonville High School Gets Approval For LGBT Support

A Clintonville High School student who created, proposed and got approval for a LGBT support group at the the High School, is getting praise from her principal.

Despite being controversial topic, Clintonville High School Principal Lance Bagstad said Sophomore Mar Allen's actions to create a LBGT support group should be supported because it includes and supports other students.

"To know that they have a voice, rights that all other individuals in the communties have and that there is nothing to be ashamed of as far as what their beliefs and feelings are."

The school board supported the formation during their meeting this week. Bagstad said not approving the group would open the door to going against their non-discrimination policy, and although Clintonville is smaller, the group could still help students.

Bagstad said "A group like this supports another group of humans in this diverse world we live in. 

Bagstad said the idea for a LBGT group was met with very little opposition. He said the group does have a main purpose.

It's a support group for teens that in search of that support or for non LGBT students to show support for friends that may be part of that community.

The group is student ran, with an advisor to be in the room to oversee a group of students. 

The Clintonville School Board approved the idea with a unaminmous vote.

Bagstad said he was approched by Mar last spring.

The club has been registered with the Wisconsin and National GSA network.

Predicted Jump in Halloween Spending

ASHWAUBENON, WI (WTAQ) - Halloween spending is projected to total $9.1-billion dollars this year. 

That's according to the National Retail Federation, which predicts an increase from last year's $8.4-billion. 

Halloween Express Manager Todd Cloutier explains the typical trend at his Ashwaubenon store.

"Even though we're open eight weeks, early in the season it's a lot of props and decorations, because people are planning to decorate their house. As we get closer and closer to Halloween, they're looking at costumes and accessories and then right up to the last minute."

Cloutier says he's noticed a trend at the store.

"We're getting a lot of requests for clowns, either masks or makeup or costumes."

But Halloween Express shopper Ben Williams says he's going with something a bit off the beaten path.

"I'm going to be a Twister board. I don't know how. I'm going to put dots all around me and get a white shirt and hold up a little sign."

The retail federation expects superheroes, princesses, and animals will top the list of children's costumes.

Fellow shopper Dylan Clark says he's a lifelong Halloween enthusiast.

"As a child I loved trick-or-treating and candy and dressing up. I've always been into the scary point of it all."

According to the National Retail Federation, seven in ten Americans plan to celebrate Halloween.

Dispute Over The Fate Of A Historic Building

STURGEON BAY, WI (WTAQ-WLUK) - On the brink of being knocked down, an anonymous donor has offered $1.25 million to save and maintain Sturgeon Bay's Granary building.

But, safety concerns might trump the money when it comes to the historic structure's future.

Crime tape and safety barriers surround the Granary. Last week, the Sturgeon Bay Fire Department ordered it to be torn down within 30 days.

“I was shocked and appalled,” said Christie Weber, President of Sturgeon Bay Historical Society, tells FOX 11.

“It was the center of all commerce when we were based as an agricultural community.”

The removal decision is due to structural and health concerns.

Since the ruling, the Sturgeon Bay Historical Society has been searching for money to fix the issues and a way to challenge the fire department's decision.

On Thursday, an anonymous family answered one of those requests with the donation commitment.

“I was in tears, I am probably am now” said Kelly Catarozoli, who is a member of the historical society and Sturgeon Bay’s city council. “The generosity is amazing.”

While appreciative, Catarozoli says the historical society realizes the money might not be enough to save the building.

“I think some people just maybe don't have the vision to see what it could be restored.”

Fire Chief Tim Dietman stands by last week's raze and remove decision.

He believes the only chance of appeal is through the Wisconsin Department of Safety and Professional Services.

The land owner, which is the city, must make a hearing request.

“We have the money ready,” said Weber. “We have the contractors picked. We're ready to address the safety issues based on the city's engineering studies that they did just a few years ago.”

The historical society hopes the city council will vote for an appeal request at its meeting in two weeks.

The Granary building was added to the state's historic registry in August.

The historical society says it could be added to the national registry within the next few weeks.

Money Debate Over Exhibition Center

APPLETON, WI (WTAQ-WLUK) - The $31 million Fox Cities Exhibition Center is on pace to be complete in December.

Until now, Appleton has been putting money in to keep it going.

But now a plan is moving forward to secure loans and use hotel room tax dollars from ten Fox Cities communities to pay the loans off.

All ten communities need to sign off on that idea. Those communities all agreed on raising their room tax rates to do so back in 2015.

Appleton Mayor Tim Hanna tells FOX 11....

"If a number of us can agree in principle, then the rest of them are gonna feel pretty good."

The deal took some extra negotiating to get to this point.

That's because room tax dollars are already going toward the Fox Cities Performing Arts Center. That debt is about to paid in full -- with about $1.4 million left over.

Appleton planned to use $750,000 of that, to put toward the exhibition center loans.

Neenah Mayor Dean Kaufert and other municipality leaders thought the room tax commission should decide where that money goes.

Kaufert says they came to an agreement Thursday.

"We've agreed that the room tax commission is gonna make that decision, both on the $750,000 and the additional funds."

"I think the agreement is that the room tax commission is the right place for it, because they do have representatives from all ten communities." added Hanna.

He also says the financing plan is very complicated and changed several times.

"I probably should've done a better job of, once we got it nailed down, going back and circling back and talking with them."

In the end, the two mayors say they're happy with the plan.

"I think there's a level of trust, there's a level of respect amongst our communities. At the end of the day we all want what's best for the region." said Kaufert.

There is no set deadline for the ten communities to approve the financing agreement.

The room tax commission meets Monday afternoon at 3:00 at the Grand Chute town hall.

Highway Crash Claims A Life

SHAWANO, WI (WTAQ) - A fatal crash early this morning on Highway 22, between Shawano and Cecil. 

Police says at around 2:30 a.m. a vehicle crossed the center line and hit a milk truck.   

The driver of the vehicle, a 19-year-old man from Oconto Falls was killed. 

The 63-year-old milk truck driver from Marion wasn't injured.

The highway closed for several year hours while authorities investigated.  The road has since re-opened.


Study Shows Locks' Economic Potential

KAUKAUNA, WI (WTAQ) - An economic study of the Fox Locks has shed light on the 17-lock system's economic potential. 

It lays out four options pertaining to the two locks that are currently closed, Menasha and Rapide Croche.

Scenario one assumes both the Menasha lock and Rapid Croche lock remain closed, which is projected to yield a $42.9-million dollar economic output.

A second scenario involves the Menasha lock opening and a boat transfer station being built at the Rapide Croche lock, with a $210-million dollar projection.

Scenario three assumes the Menasha lock remains closed and has the boat transfer station being built at the Rapid Croche lock, coming in with a $167.7-million dollar projection.

The fourth scenario has the Fox River navigable through all 17 locks and calls for the construction of a Visitor Center at Appleton's Lock #3 near Lawe Street, giving a projected output of $290-million dollars.

The study was conducted by the UW-Oshkosh economics department.

Fox River Navigational System Authority Chairman Tim Rose expects a decision on the future of the Menasha lock, which has been closed since September 2015 to prevent the round goby from entering Lake Winnebago, in the near future.

"We're looking at different types of barriers that can be put in to keep the invasive species down river.  We'll have some answers to that probably within the next few weeks."

However, Rose expects the timeline will be much different on determining the course of action for the Rapide Croche lock, which has been restored but hasn't been navigable in more than 20 years, noting they ran into complications with their last plan.

"We thought it would cost somewhere around $3.8-million dollars, and it came in at almost $8-million dollars."

Rose explains the idea behind a potential new Visitor Center.

"It's going to be one floor of a five-story condominium building.  What we're trying to do is build an interactive operation." 

FRNSA says it would take a period of several years for any of these scenarios to play out fully.   

No Fires On Packer Billboards

BROWN COUNTY, WI (WTAQ)- A new billboard technology is concerning to some motorists. 

A fog that is displayed infront of two Green Bay Packer Associated Bank billboards looks like smoke, leaving many thinking the billboard is on fire.

Brown County Sheriff's Captain Dan Sandberg said "We were not aware of that, so our dispatch was sending officers to a system that was generating fog."

The volume of calls that the Brown County Sheriff has received in just one week, has led to the department having some concerns of their own.

Captain Dan Sandberg said it is always better to be safe than sorry, but since unnecessary emergency responses can put rescuers in danger and possibly take them away from real emergencies, it is better people know not to be alarmed in this case.

He says detailed calls can also help with that.

"Be aware of where you are on the highway, so you can give us very specific locations."

Captain Sandberg said they do have to respond to any scene they have any question about.

Two billboards are currently using this technology.

A Jordy Nelson billboard can be seen heading west on Highway 172 just before the GV exit.

A Randall Cobb billboard can be seen on Highway 29, heading east near the Brown/Shawano County line.

Both are a billboard for Associated Bank.

The fog machine is activated Friday through Sunday on weeks of Sunday Packer games. 

The foggers will be off this weekend with the Packers on bye.

Fire Destroys Garage and SUV

ALGOMA, WI (WLUK)- Firefighters were called to a garage fire on the 300 block of North Water Street Friday afternoon.

The garage was engulfed in flames and an SUV in the driveway was also on fire when crews arrived.

Officials say the homeowner was home, and was alerted by a neighbor of the fire. 

No injuries were reported, but the house and a neighboring house sustained heat damage.

Three Killed in Head-on Crash

TOWN OF GREEN BAY, WI (WTAQ) - Three people are dead following a two-vehicle crash in Brown County.

It happened Friday afternoon on Highway 57, just south of the Highway DK exit, in the Town of Green Bay.

Investigators believe a vehicle was traveling southbound in the northbound lane, when it struck a northbound vehicle head-on.

Officers say the 38-year-old Green Bay man driving the wrong way vehicle and two passengers in the other vehicle, 56 and 84-year-old Appleton women, all died.

The other driver has critical injuries.

Sheriff's officials say the stretch of road will be closed for an unknown amount of time as investigators are on scene.

Names of those involved are not expected to be released until Sunday.

Police: Arrest in Lawn Ornament Thefts

GREEN BAY, WI (WTAQ) - A woman has been arrested in connection with this summer's series of lawn ornament thefts in Green Bay. 

Police say a tip led them to the suspect, who is being held on an unrelated probation hold. 

Formal charges have not been filed.

Officers say a number of stolen items have been recovered.   

Police: Girl Fled Suspicious Man

TWO RIVERS, WI (WTAQ) - Two Rivers Police says an 11-year-old girl is safe after fleeing from a suspicious person Wednesday night.

Investigators say a gray-haired man in his 50's wearing a Chicago Bears stocking cap was sitting in a parked, light gray four-door sedan in the 1700 block of East Street, offering the girl candy.

 

The girl didn't answer, instead running away.

Officers were unable to find anyone matching the description.

Police Seek Missing Oshkosh Teen

OSHKOSH, WI (WTAQ) - Oshkosh Police is looking for a missing transgender teen. 

Investigators say 15-year-old Dwayne Doss was last seen leaving his home Sunday, wearing a grey sweater, jeans, and white shoes.

Doss is an African American who is described as 5'4", 150 pounds with black hair and brown eyes.

Oshkosh Police says Doss is known to wear women's clothing, sometimes going by the names Dontae, Dominique and Brittany. 

Officers believe he might be in the Milwaukee area.

Shawano County Investigates Laundromat Break-Ins

The Shawano County Sheriff's Department continues to investigate break-ins and thefts from area laundromats in Wittenberg, Cecil and Shawano. 

Officials say vending machines have been targeted, with money being removed. 

Sheriff Offiicials released video of a break-in at John's One Stop on Highway 47/55 North of Shawano on October 17. 

Sheriff deputies say a man forced entry into a video machine and removed a substanstial amount of currency.

Law Enfocement says the suspect is a white male with a brown or tan hooded sweatshirt.

The suspect was operating a teal or off-green two door vehicle.

Cops Checkout Shooting

GREEN BAY, WI (WTAQ) - A suspect is in custody after a shooting in Green Bay, according to the Green Bay Police Department.

A man told police that another man fired a gun at him around 11 last night (FRIDAY) at North Washington Street and Northland Avenue.

No one was injured and there was no property damage.

A short time later, officers found the suspect and took the gun.

Green Bay Police are asking anyone with information to call them at (920) 448-3208.

Highway Fatality Under Investigation

TOWN OF DAKOTA, WI (WTAQ) - Waushara County Sheriff's Office reporting one person is dead after a crash left a car on fire in a cornfield in the Town of Dakota.

Deputies say the crash happened on State Road 21 by County Road Y around 9:30 Friday night.

There was only one person in the car.

Cops Host Community Soccer Game

GREEN BAY (WLUK) -- The Green Bay Police Department hosted a community soccer game Saturday.

They partnered with a Green Bay Hispanic community for the event. 

Green Bay police officers and recruits from the NWTC police academy faced off against community members at Kennedy Park for a friendly scrimmage.

Lt. Steve Mahoney of the Green Bay Police Department. tells FOX 11 it's an important event so they can understand those in the community whom they serve.

"We organized this as a good community outreach event so people could see us as not always the police officer, that we're out there having fun with them as well."

Police says events like the soccer match are all part of the community outreach they hope to continue.

Viking House At UWGB

GREEN BAY, WI (WTAQ-WLUK) -- UW-Green Bay held a ribbon-cutting ceremony for it's newest addition, a one-of-a-kind Norwegian Viking house.

The home was donated by Owen and Elspeth Christianson.

The pair have been studying Scandinavia's Viking age for more than 40 years.

The pair hand built the replica home.

Heidi Sherman,UW-Green Bay associate professor of history, tells FOX 11.....

"They knew how to cook and farm and how to build things so we can relearn these skills that we've forgotten in the cyber age. It's one of the best ways to actually learn."

UWGB plans to use the home to teach students about the day-to-day experiences of 11th century Vikings.
