BROWN COUNTY, WI (WTAQ) - Residents throughout Northeast Wisconsin are being warned to watch out for scammers.

The Brown County Sheriff's Office and Ashwaubenon Public Safety are both warning of scams.

Sheriff's officials say they've received several reports of people getting telephone calls where the person has threatened to harm them or their families if they do not purchase large amounts of iTunes cards.

In some cases, they say people have received calls or voicemails from scammers who claim to be a hit man or say they will hire a hit man if the purchase is not made.

Ashwaubenon authorities say they've received several reports of scammers claiming to be with the IRS or a legitimate company.

The scammers have been known to generate real phone numbers and caller ID information.

In both cases, authorities urge people not to give any money or personal information to the scammer.  Anyone who believes they are in danger should call local law enforcement.

As Facebook continues to grow, one local Sheriff has started using it with a large outreach goal in mind.

Reaching hundreds at a time, Shawano County Sheriff Adam Bieber plans to go Live on Facebook monthly.

"It just gives me another arena, and it is pretty well received."

The goal is to share information, answer questions, and is also an effort to get the community involved.

"You can have dialoug with people, they can ask questions, and you can reply to them live."

Bieber said many of his posts get shared by hundreds at a time, but not all agree it is the right thing to do.

Some other members of law enforcement say being too transparent makes it hard for law enforcenemet to do their job.

Bieber says getting the community involved his how he views successful policing, and it is his goal moving forward.

"I don't want to blow their cases, but I truly believe the public can help us. They want to be involved and want this information."

Bieber says his posts usually get hundreds of shares and views, and pointed to an example of one photo he posted.

"We even posted a photo that went viral, and has been viewed by over 3 million people, and even people in Japan saw it."

Bieber said that was a photo of a car seat that was in a car that was totaled in an accident. The photo shows the child car seats without any damage, showing the importance they have for young children's safety.

"I am very proactive, and it goes with our philosophay which is "We are the Public and the Public are the Police."

Bieber says while many disagree with sharing so much information the way Shawano County does, it has led to quite a bit of positive responses.

"Whenever I am out I hear about our Facebook page, and people who interview for jobs with our department want to work for us because they like what we do and how we communicate."

The Sheriff says he will remain an open book, and says he believes people need to be in the loop so they can protect themselves and their families.

In his first video, the Sheriff talked how to protect your dogs from being poisoned, protecting your property with security, and traffic issues in the county.

APPLETON, WI (WTAQ) - One Northeast Wisconsin municipality has been ranked among the best places to live in the United States.

A new Wall Street 24/7 release places Appleton 48th on its top 50 list.

While this is the first time the city made this particular ranking, Appleton Communications Coordinator Chad Doran notes they've been honored by other publications in the past.

"We've been everything from best place to live, best place to raise a family, best place for kids."

The Wall Street study cites Appleton's housing costs, quality of schools, and the high concentration of restaurants, bars, and entertainment opportunities.

"We have all of those amenities that big cities have, but we still have that small town feel that people are really looking for."

Doran feels other recent efforts the city has made also helped them earn the distinction.

"We're improving our parks.  We've done renovations to Erb Park.  Jones Park is undergoing renovations.  Memorial Park is going to be undergoing renovations.  Kind of providing the basics and the services that people expect."

Doran explains how the city can benefit from the recognition.

"Just being on these lists that get shared across the country really puts Appleton out there and makes us a destination that people really want to come to."

The only other Wisconsin city to make the list is Waukesha, which came in at #36.

Police Advice: 'Lock Your Doors'

OSHKOSH, WI (WTAQ-WLUK) - A nightmare for one Oshkosh resident, as she slept in her home.

"In that case, female party woke up to a male lying on top of her, tried to sexually assault her, she was able to fight him off, and he fled the scene," explained Sgt. Todd Wrage of Oshkosh Police.

Wrage tells FOX 11 a couple hours later, just a block away another woman also reported, being startled by a man in her home.

"She was awoken by a man standing next to her bed, and he fled, when she woke up."

Authorities say it happened early Saturday, at a home in the 600 block of Scott Avenue, the other in the 800 block of Wisconsin Street.

Both near the UW-Oshkosh Campus.

Wrage says police believe the assaults involve the same person.

He says the crimes also have another similarity, the doors to the homes were left unlocked.

"It starts with security, in the home, making sure windows are locked, doors are secured, and locked so that somebody can't just walk right in."

The crimes come just a month after UW- Oshkosh Police, reported multiple thefts, and sexual assaults on campus.

"I don't think there's an uptick, it's just the demographics," explained Wrage.

Wrage says it's not uncommon for criminals to target college campuses.

He says, it's why they stress the importance of locking your doors, and to never walk alone, especially at night.

"Here we have a house, where we have 8 to 10 college aged females living, so it's a concentrated population, which draws those predators to those areas."

Anyone with any information is being encouraged to call the Oshkosh Police Department at 920-236-5700.

Local Official Gets Statewide Title

APPLETON, WI (WTAQ) - The new League of Wisconsin Municipalities president comes from the Fox Valley.

Appleton Mayor Tim Hanna was elected to the post at the League’s recent annual conference.

Hanna will lead a body that serves Wisconsin cities and villages by providing advocacy, training, and legal services.

For the 2017-18 year, the League’s legislative agenda focuses on transportation aid and infrastructure, economic development, and working to ensure property taxes aren’t shifted to residential and small business owners.

He says one of his personal goals is getting more local officials from around the state involved in what's going on in Madison.

"To prevent us from having to react to things that are being done to us and be more proactive on things that can help not just Appleton but all cities and villages across Wisconsin.  We want them to be more informed about what's happening in the state so when changes are being contemplated for incorporated municipalities that we can count on them to talk to their state legislators."

The mayor believes that could lead to long-term economic solutions that benefit municipalities.

"No one wants to take the long view of what mix of revenues and what mix of taxes work best for the state, for local governments, and for the people."

Hanna has served as Appleton’s mayor since 1996.  He is also the secretary/treasurer of the Local Government Institute of Wisconsin and serves on the Wisconsin Urban Alliance’s executive committee.

Due to that involvement with other state organizations, Hanna says he's already been going down to Madison about twice per month in recent years.

Hanna says this new role won't take him away from his responsibilities in Appleton, noting there is only one way his travel schedule would change.

"If the Legislature gets active in some issues, I may have to go down a little bit more often to either promote or try to delay the action that they would be working on."

Hanna's term is set to expire in October 2018.

The Bird Watching Game Begins

NAVARINO, WI (WTAQ)- As warmer temperatures start to go away, so do the birds.

Many view that as a true sign of the start of winter cold, but others look at it as a chance to master a challenge.

Migration season is underway, that means many eyes will be on the skies in the next few weeks. Tim Ewing, Naturalist at the Navarino Nature Center says it is a special time of year for a group of people known as Birders.

While bird watching is a common occurrence, it has also become like a sport.

"You have the hunters that go out to try to get the animal that they want, and Birders simply go out to see how many different types of birds they can see in a given year."

There are no winners or losers, but bird migration season means the bird watching game is on.

"Birders can get really really competitive, and some just have going out and watching for birds."

Ewing says "Birding" is like hunting with your eyes. Many come out to the Navarino Nature Center to observe the migration.

With leaves starting to fall more often, bird watchers will have an easier time seeing the migration.

ASHWAUBENON, WI (WTAQ)- Ashwaubenon Public Safety is warning the community of phone scams with the goal of obtaining money in various ways.

It's nothing new, but criminals continue to find ways to trick victims to pay money over the phone, but it's all a scam, according to Ashwaubenon Public Safety Captain Jody Crocker.

"If you don't owe somebody money, you don't owe them money. Don't fall for the scam."

Crocker said if you owe someone money, you should know about it, and an unexpected call usually is a red flag that you should hang up.

Scammers are posing as utility companies, the IRS or even the police department.

Crocker says they will ask for payments in forms of prepaid Visa, a green dot card, PayPal accounts or I-Tune accounts, but legitimate companies will never request money thay way.

He says citizens need to be on the lookout for scam calls with the ultimate intention of getting into victims pocketbook. He adds tatics of saying money is owed, services will be disconnected or physical harm will be done if money is not paid, are being used.

"They ask for money, tell you that you have a warrent, or tell you that you are in debt."

He adds the reason the scam calls keep happening is because people keep talking with the criminals.

" Basically they are going to give up and just give them the money just to get them off of their back. We don't want them to do that."

Crocker says by hanging up right away, it lets the scammer know that you have caught on.

He adds it is important to report that call to law enforcement.

Brown County Sheriff's Department also reported people getting calls from an individual or group of individuals who are threatening to do physical harm to the victim or the victim's family if they don't purchase numerous I-Tune cards.

In some cases, the use of a hitman was also included in the threat.

Brown County Sheriff Officials say these should be considered a scam, and be reported.
