Police: Man Held Gun to Girl's Head

MANITOWOC COUNTY, WI (WTAQ) - Cash bond has been set at $50,000 for an 18-year-old Manitowoc County man accused of trying to kill a girl Wednesday night.

Manitowoc Police Detective Andrew Trilling says it started when Joshua Radder went to the girl's house, with whom he had a recently-ended relationship.

"Joshua confronted this victim about the relationship, which had escalated to the point of the victim running away from Joshua.  Joshua eventually caught up with the victim, grabbing the victim and holding a gun, and threatening the victim's life.  At this time, we're still investigating the incident."

Trilling says Radder put the gun to the girl's head and pulled the trigger, but it didn't go off."  

The detective says witness statements and Facebook posts Joshua made Wednesday night confirm what happened.

After threatening the girl, Trilling says Radder went on to threaten his own life and that of a friend who drove him to the girl's home.

"Joshua confronted one of his friends who was in the car, pointed the gun at this friend, and said 'you're going to drive me to Sheboygan.'  When they got to Sheboygan, an incident occurred down there that Sheboygan County (authorities) are looking into and investigating that portion of it." 

Trilling was not able to offer any information about the Sheboygan County incident.

WTAQ has since spoken with the Sheboygan County Sheriff's Office, which says it is unable to confirm Radder and the other individual were ever in the county, noting no charges will be coming from Sheboygan County regarding this incident.  

Trilling says Radder and his friend then returned to Manitowoc County, where Radder was arrested.

"We don't have any specific reason why Joshua went to this great of lengths in regards to this situation."   

Charges of Attempted First Degree Intentional Homicide, False Imprisonment (x2), First Degree Recklessly Endangering Safety (x2), Physical Abuse of a Child, and Disorderly Conduct have been recommended to the Manitowoc County District Attorney's Office.

Formal charges have not yet been filed.


Local Sex-Trafficking Operation Proves Successful

BROWN COUNTY, WI (WTAQ)- Brown County Law Enforcement Agency's recently made multiple arrests as part of a Multi-Jurisdiction National Child Sex-Trafficking Operation. 

16 arrests for Human Trafficking, Prostitution and Illegal Drug offenses were made.

Brown County Sheriff's Officials say the focus was to identify individuals involved the in sex trafficking of adults and minors.

The operation took place during the week of October 9th.

Brown County Sheriff Officals say they are committed to protecting children and residents of Brown County from individuals involved in Child Sex Trafficking.

Fox River Body Identified as Missing Woman

OUTAGAMIE COUNTY, WI (WTAQ) - Authorities have identified the body that was pulled from the Fox River on Saturday. 

Investigators say it was 20-year-old Caitlyn Xiong of Appleton, who had been missing since October 5.

Trucker Sentenced for Child Crimes

OCONTO COUNTY, WI (WTAQ) - An Oconto County trucker has been sentenced to 125 years in prison after a jury convicted him earlier this year for various crimes against children. 

Prosecutors say Rodney Enneper sexually assaulted five kids in his truck over the course of several years and was in possession of child pornography. 

For three of the victims, Judge Jay Conley sentenced Enneper to 15 years in prison, for a fourth the sentence was 25 years in prison, and for the fifth victim, a 40-year sentence was issued – and all run consecutive to each other, according to Clerk of Courts Mike Hodkiewicz.

Judge Conley then added another 15 years in prison, also consecutive, for the child porn counts.

Fire Damages Waste Management Building

BELLEVUE, WI (WTAQ) - Fire has caused roughly $25,000 worth of damage to a Bellevue facility.

Crews were called to Waste Management, 1861 Allouez Avenue, Thursday morning for reports of a structure fire.

Officials say the blaze started in the back corner of the building where welding was taking place.

On arrival, firefighters determined the blaze was in the facility's wall, with garbage having started burning after it was compacted between the walls.

It took crews more than an hour to cut the exterior sheet metal of the storage building to gain access to the fire.

 

No injuries have been reported.

Hearing on Closing Green Bay Correctional

MADISON, WI (WTAQ) - A Brown County lawmaker made his pitch to close Green Bay Correctional Institution at a Senate committee hearing on Thursday.

Representative David Steffen's plan calls for constructing a new, private prison elsewhere in Northeast Wisconsin.

Steffen believes the move could save the state $150-million dollars over ten years.

"Time is very big money, because we just put $22.2-million dollars in this budget that was approved to go into a facility that I think there isn't a person in this room that doesn't think should not be closed." 

Steffen says a recent study found the state would have to invest some $220-million dollars into upgrades at the 100-plus year old facility in the next decade.

"We're going to continue to drive taxpayer money into a hole, so that's why time is important."

Steffen argues that now is right moment to act.

"We have so many problems.  If we're going to wait for this magic bullet to solve all of D.O.C's problems, guess what...we're going to be sitting around here when each of us has one marble rolling around trying to figure out this problem.  We're not going to be able to do it again.  Then we're going to pass it on to the next generation."

The measure already received an Assembly committee hearing in May. 

Steffen says the bill will likely need to get votes on the floors of both houses within the next 10-12 weeks for anything to happen with it during the current session.  

Packers and Microsoft Team Up For Titletown Development

The Green Bay Packers and Microsoft announced the newest development for the Titletown District. 

Titletown Tech will focus on developing and incubating new technology, and launching new companies. Packer CEO and President Mark Murphy says the partnership between the Green Bay Packers and Microsoft will be used to drive economic growth and job creation.

"Green Bay was at a disadvantage in similar sized communties across the county in the small percentage of college graduates."

Murphy says the goal is to keep the graduates that are here,  and attract others.

"We think Titletown generaly will be helpful in that regard, but this in particular, if we are able to start some exciting new businesses, that will be exciting."

The new partnership will include a new building in the Titletown District.

The one-of-a-kind partnership will be aimed at boosting economic expansion, by bringing world-class digital innovations and expertise to Green Bay.

The focus will be on the Titletown Tech Accelerator, which will work with new and young companies to incubate new digital technology products and services.

The Venture Capital Fund will be the investments made to help launch new companies that participate in the Titletown Tech Accelerator. 

Titletown Tech Labs will enable established businesses to send employees to work for 18 weeks at Titletown Tech, to develop new digital technology and services.

They will also spend time working with mentors, according to the plan. 

Mark Murphy added "Economic development is the key to our regions future."

The Packers and Microsoft will both invest $5-million to fund the project, and the Packers will construct the building.

Microsoft, in addition, will create a new Titletown Tech Mentorship Program, where mentors from all over the country will participate in the Titletown Tech Accelerator and Labs programs, according to Brad Smith, President of Microsoft.

"I think this is an oppertunity to bring two world class organizations together, that have great complimentary strengths, but a great committement to the community."

Smith added that the time is right for a project like this.

"We are living in a world where digital technology is changing everything, so we are really excited about the world class expertise that is going to come together in this facility."

The plan is to break ground before the winter freeze, and to have the new building constructed by next fall, according to Murphy.

"It took about six seconds to realize that Titletown was the perfect place for this match to come together."

 

Green Bay Man Arrested For 6th OWI

GREEN BAY, WI (WTAQ) - A Green Bay man is in custody for a 6th offense OWI.

36-year-old Michael Kryzanek was arrested in Brown County Thursday evening.

The State Patrol reported that they pulled over a vehicle that was speeding on I-41, traveling northbound near Mason Street.

The vehicle also had improper weight registration.

Officers said when they approached the driver, they detected the odor of intoxicants. 

After a sobriety test was performed, the driver was arrested.


Coleman Man Charged For School Threat

MARINETTE COUNTY, WI (WTAQ) -The man arrested for making terrorist threats, forcing the evacuation of Coleman schools was charged in Marinette County Court on Friday.

24-year old Jacob Peterson of Coleman was charged with one felony count of making terrorist threats and two misdemeanors of unlawful use of a phone and obstructing an officer.

No future court date has been set.

The incident dates back to Monday, when Coleman Schools called for an evacuation after they reported   receiving a voicemail threat. 

Investigation Into Car Dealer Theft Continues

BROWN COUNTY, WI (WTAQ) - Brown County Sheriff's officials continue to investigate Monday's theft and vandalism incident at a Belleuve car dealer.

The tires and rims were stolen from ten vehicles at Dorsch Ford, and another vehicle was also taken to transport the goods.

A similar incident was reported in Madison on Tuesday.

Sheriff's Sergeant Roman Aronstein says he's also reached out to officers in other areas that have been affected.

"We had learned that there were similar types of offenses occurring in jurisdictions throughout the state of Michigan.  We had learned that there are criminal organizations that move from jurisdiction to jurisdiction committing these types of offenses."

Aronstein says authorities have noted some similarities.

"Basically, the method in which these types of offenses occurred.  The type of bricks that were used to support these vehicles after the tires were stolen and the manner that was done."

One of the cases Aronstein notes gives some hope to the recent Brown County victim.

"At least one incident that I had reviewed did document an arrest that occurred at a dealership during the commission of the crime."

With the most recent culprit still at large, Aronstein offers some advice for Brown County car dealers.

"Make sure they have appropriate lighting at their dealerships, having good surveillance video coverage, you can have locking devices that can be placed on high-valued rims and tires."

In addition to staying in touch with his fellow officers investigating similar crimes, Aronstein says he will continue conducting follow-ups with people who might have information about the crime and review any additional surveillance footage that is provided."  

Citizen's Complaint Leads To Oshkosh Drug Bust

OSHKOSH, WI (WTAQ)- Police in Oshkosh say citizen complaints of drug activity led to an investigation and arrest of an 22-year old Oshkosh man on Friday.

A search warrant at property on the 1200 block of Elmwood Avenue resulted in police seizing two  firearms, about one pound of marijuana, several ecstacy pills and unlawfully possessed prescription pills and over $1,829 in cash.

Police say this served as an example as to what a citizens tip can result in.

Investigation Leads to 20 Drug Arrests

WAUPACA COUNTY, WI (WTAQ) - A six-month investigation has led to 20 drug arrests in Waupaca County.

Investigators say they made controlled buys of heroin, meth, cocaine, and other substances from most of the suspects.

Formal charges have already been filed against some of the 20 people, 16 men and four women, who range from 19 to 67 years old.

Nygren's Boyfriend Charged in Drug Case

BROWN COUNTY, WI (WTAQ) - Formal charges have been filed against a 33-year-old Green Bay man accused of providing the drugs in the fentanyl overdose death of a pregnant woman. 

Shawn Gray faces 14 counts in connection with the June incident at an Allouez home.

The charges are: First Degree Reckless Homicide by Delivering Drugs, First Degree Reckless Homicide of an Unborn Child, Manufacturing/Delivering Heroin (x 2), Maintaining a Drug Trafficking Place, Possession of Narcotics, Possession of Drug Paraphernalia, Resisting an Officer, Failing to Provide Information as a Sex Offender, Bail Jumping (x 2), Resisting/Failing to Stop, Hit and Run, and Driving While Revoked.  

Gray's girlfriend Cassandra Nygren is also charged in the case. 

She's the daughter of State Representative John Nygren.  

Gray was expected to make an initial appearance Friday, with a preliminary hearing scheduled for November 8.

Cold Arctic Winter Projected

If you are enjoying the warmer weather as of late, you may be disappointed to hear, temperatures will soon be going back to October normals.

The past couple of weeks have been anywhere from 10 to 20 degrees higher than normals for this time of year, and as it starts to feel like October in the next couple of weeks, Tom Helman of the National Weather Service says, it could also be a bitter cold winter.

"We have a week La Nina pattern possibly setting up, which usually mean colder weather for us."

Helman said this winter, could be one containing those ever popular arctic blasts. 

"Usually that means a little more snow, and potentialy those long lasting arctic surges that everyone appreciates."

It may not be bad news for everyone, Helman said winter outdoor enthusiasts could have a good season.

"Cross Country skiers and ice fishermen could have some good conditions this winter."

So far this Fall, we should consider ourselves spoiled. The last couple of weeks, temperatures have been between 10 to 20 degrees higher then they normally are this time year.

"This won't last forever"

Helman added we may not get as much mixed precipitation this winter.

Appleton Hoping for Big Payday

APPLETON, WI (WTAQ) - The City of Appleton hopes to bring in close to seven figures by selling some equipment.

Director Chris Shaw says the city's Water Utility has purchased a $4-million dollar ultra-filtration process, allowing them to put their old one on the market.

"The process that we're selling was just more labor intensive, required more energy, and required more chemicals so it will probably be sold, maybe not even to another water utility, but maybe to an industry that needs clean water, cooling water, processed water, that sort of thing."

Shaw notes the city council gave approval Wednesday to enter into a six-month consignment agreement to sell the 17-year-old system.  

"It'd go right back to the Water Utility and so that would reduce overall expenses, which means that prolongs rate increases."

Shaw does not believe there has been an increase in Appleton since 2010.

Communications Director Chad Doran says the actual total the city is hoping for is $976,000, minus consignment fees.

Shaw says efficiencies in their new ultra-filtration process will allow the city to save $700,000-$800,000 per year.


Man Charged with Trying to Kill Ex-Girlfriend

MANITOWOC COUNTY, WI (WTAQ) - Formal charges have been filed against an 18-year-old Kiel man accused of trying to kill his ex-girlfriend.

Joshua Radder faces counts of Attempted First Degree Intentional Homicide, First Degree Recklessly Endangering Safety, False Imprisonment (x 2), Child Abuse, and Theft of Movable Property (x 2).

Prosecutors say Radder held a gun to his ex-girlfriend's head and pulled the trigger following a Wednesday night argument.  However, the gun did not go off.

Radder's initial appearance is scheduled for Monday.

Judge Makes Ruling in Murder Case

BROWN COUNTY, WI (WTAQ) - A Brown County judge has ruled what evidence will be allowed at George Burch's February murder trial for the May 2016 death of Nicole VanderHeyden. 

Burch will have to take the stand before accusing VanderHeyden's boyfriend Douglass Detrie

The defense will be allowed to present evidence about Detrie and VanderHeyden's text conversations from the night of her death and claims Detrie used drugs that night.

Burch's team will not be able to discuss Detrie's online activity, Detrie's relationships with other women, or details pertaining to a separate case Detrie has been charged in since VanderHeyden's death.

In addition, the judge has denied the state’s motion to introduce evidence of a previous domestic violence incident between Burch and his estranged wife.

The trial is set to begin February 16. 

Initiative Looks to Increase State Exports

OSHKOSH, WI (WTAQ) - A local school is taking part in a new initiative aimed at boosting state exports and foreign investment in Wisconsin.

UW-Oshkosh is teaming with the state's economic development corporation in the $1.2-million dollar effort, which is the first of it's kind in Wisconsin.

"This is important for our companies; most of the purchasing power is outside the United States.  So we are looking to bridge that gap, identify markets that these companies can start selling into, and potentially bring in some foreign investments back into Wisconsin."

UW-Oshkosh's Colleen Merrill says the school will be in charge of distributing grant funds to qualifying non-profit organizations.

WEDC has awarded UW-Oshkosh with $650-thousand dollars, which will be matched by other agencies, to cover the initiative.

Gallagher, Gold Star Mother Discuss Trump Call

SHAWANO COUNTY, WI (WTAQ-WLUK) - A Gold Star mother from Shawano County and Republican Congressman Mike Gallagher are sharing their thoughts on the criticism of President Donald Trump’s treatment of Gold Star families.

Trump has been criticized for allegedly telling a widow of a fallen soldier that he "knew what he signed up for."

The claim is from Rep. Frederica Wilson, a Democrat from Florida, who says she was in the car with the widow at the time of the call.

It's been 14 years since Beth Karlson, who lives just south of Shawano, first heard from President George W Bush after her son, Staff Sergeant Warren Hansen, was killed while serving in Iraq.

“It's not an easy position for them to be in.  I don't care if you're Democrat, Republican, whatever, it's not an easy position.”

Karlson says she initially received a letter from Bush, but later met him twice in person, including one private conversation in Green Bay.

“That was 25 minutes of just Jim and I and President Bush in the room, face-to-face, holding my hand the whole time he talked with us."

Karlson believes it is disrespectful for anyone to listen in on a moment like that.

That's the same stance White House Chief of Staff and Gold Star father John Kelly had when he came to President Trump's defense.

Congressman Mike Gallagher, who served in the Marines, believes Kelly's message was spot on.

“I thought he really exposed sort of the bankruptcy of the hysteria about this over the last week."

Gallagher believes it should be up to each President how he or she reaches out to a fallen military member's family.

“Most Presidents do not call the families of the fallen.  That is a very difficult conversation to have and it's honestly something that there are no words to lessen the burden that any family is feeling at that moment.”

“It depends on a person's personality and how comfortable they are in a situation, but I do believe the families deserve some personal attention from the President,” said Karlson.

Karlson says, above all, it's important to remember the attention should be on the person who gave their life for our country.

Authorities: Meth Made Inside RV

MANITOWOC COUNTY, WI (WTAQ) - Sheriff's officials have recommended charges against a 37-year-old man who they say was making meth inside an RV on a Manitowoc County property.

Investigators say the Friday execution of a search warrant on Tompkins Road in Valders led to them finding various items used for making meth.

They note a Chicago-based hazardous material company was contacted to properly dispose of the items and clean the area.

The motorhome has been deemed inhabitable.
