Fans React To Rogers' Injury

GREEN BAY, WI (WTAQ-WLUK) - It's the moment Packers fans didn't want to believe, seeing Aaron Rodgers carted away.

Packers fan, Emily Borik ttellsFOX 11.....

"We were at Stadium View Bar and Grill watching the game and you can hear a pin drop and it was really hard on all of us."

The quarterback suffered a broken collarbone after getting hit during the first quarter.

Fans, like Matt Hoffert, say it could drastically change the outcome of the season.

"Seasons not going to be the same without him obviously. Just the kind of play maker he is, you always kind of have a sense of calm when Aaron Rodgers is in the game."

But the Packers faithful still have confidence in the Packers back-up quarterback, Brett Hundley.

"I think if we get him a chance he's gonna have a ton of practice with the first squad and I think he will get the job done and have a successful season," Nicole Wright of Oshkosh said.

The Packers have one more week before they get a week off.

"We have the bye week so he'll be more accustomed to the first team offense and see how everything goes," Borik said.

Not everyone has faith in Brett Hundlely though. One Vikings fan gives his opinion on the second string quarterback.

Cody Newton lives in Minnesota...

"They might need to look at picking up another quarterback. I heard them talking about Collin Kaepernick which is kind of funny, but I can actually see that because their back up had a rough day today."

Newton was glad to see the Vikings win, but admits he's sad to see Rodgers hurt.

Some fans are still holding strong to their beliefs that Rodgers will return.


Investigation Into Fatal Marina Accident

DOOR COUNTY, WI (WTAQ) - On Saturday, October 14, 2017, at 9:58 p.m. the Door County Sheriff’s Office was notified that a vehicle had driven into the water at Sister Bay Marina.

Deputies arrived within a minute and found a white Hyundai 4-door was submerged in the water near the boat launch.

Deputies assisted removing one conscious female victim from the water. She advised that another person was still in the car.

Paramedics from the Door County Emergency Services dove into the water and made two attempts to locate the second victim. Their efforts were hampered by the water temperature.

A member of the Door County Dive Team arrived at the scene. He located the second victim and brought her to shore. Both victims were transported by ambulance to the Door County Medical Center.

Deputies and firefighters remained at the scene for several hours.

Responding agencies included the Sister Bay-Liberty Grove Fire Department, the Ephraim Fire Department, the Gibraltar Fire Department, the Baileys Harbor Fire Department, the Northern Door Fire Responders, Door County Emergency Services, the Door County Sheriff’s Office, Door County Sheriff’s Reserves, and the Door County Dive Team.

The Door County Dive Team is a multi-jurisdictional team comprised of members of the Department of Natural Resources, Sturgeon Bay Police Department, Sturgeon Bay Fire Department, Door County Emergency Services, Wisconsin State Patrol and the Door County Sheriff’s Office.

The second victim was pronounced deceased at the Door County Medical Center. She was identified as a 24 year-old Sobieski woman.

The other victim, a 24 year-old DePere woman was treated for her injuries at the hospital.

This incident remains under investigation.

Numerous Fraud Complaints in Appleton

APPLETON, WI (WTAQ) - Appleton residents are being urged to double check their bank accounts.

Police officers say the department received north of 30 fraud complaints over the weekend.

Investigators note many of the reports were linked to unauthorized debit card withdrawals.

No word on how the information was stolen or if all of the cases are connected.

Authorities believe the info may have been obtained through a skimming device, which is a card reader that can be placed on ATMs, gas pumps, or other machines.

Any resident who is a victim of fraud is asked to contact the Appleton Police Department.

Coleman Classes to Resume Tuesday

COLEMAN, WI (WTAQ) - Coleman Schools officials say classes will resume Tuesday. 

A threatening phone message led to students being evacuated Monday morning as crews were called in to search the building, which district leaders say turned up no signs of anything dangerous.

While students were originally expected to return, school officials later made the call to have buses pick up the kids at 11:30 am.

All extracurricular activities scheduled for Monday have also been canceled. 

The investigation is ongoing, and no arrests have been made.

Identifying Body Pulled from Fox River

APPLETON, WI (WTAQ) - Authorities are working to identify the body pulled from the Fox River on Saturday morning. 

Appleton Police says they are in contact with Outagamie County Sheriff's officials regarding 20-year-old Caitlyn Pa Chia Xiong, who has been missing since October 5th. 

 

The body was pulled from the river near Heesakker Park in Little Chute.

An autopsy has been conducted in Milwaukee.  

Meanwhile, anyone with information on Xiong's disappearance is asked to call Sergeant Chue Thao at (920) 832-5953.

Anonymous tips may also be submitted through the department's smartphone app.

Man Charged with Striking, Dragging Woman

APPLETON, WI (WTAQ)- Charges have been filed against the driver of a vehicle prosecutors say struck a pedestrian, and fled the scene in Appleton Saturday night.

The accident happened just before 11:30pm at the intersection of East College Avenue and North Lawe Street, as the truck was turning Eastbound on East College Avenue.

Appleton Police officers arrested 32-year old Justin Jorgensen of Kimberly for a felony charge of Hit and Run Causing Great Bodily Harm and 1st Offense Operating A Motor Vehicle While Intoxicated. 

Police say they learned that a 20-year old female student at Lawrence Unversity, was hit by a truck and dragged, before she was able to roll away, ending up on the roadway with broken bones and severe abrasions.

According to the victim, a male exited the truck, asked if she was okay, then returned to his truck and left the scene after she asked him to call 911.

Police determined the victim was not intoxicated or distracted when she was struck by the vehicle.

Officers used video of the crash to indentify the truck, and located it on East Newberry Street and North Kensington Drive, heading towards Kimberly.

A patrol officer initiated a traffic stop and issued a Field Sobriety test, which the suspect failed, according to police. 

Court records indicate that Jorgensen was more than twice the legal limit, with him reportedly telling officers that he had consumed three or four beers at two separate bars prior to the crash.

Jorgensen made his initial court appearance Monday.  No further proceedings had been announced at last word.

Local Organization Observes 'World Food Day'

GREEN BAY, WI (WTAQ) - A local organization spent Monday observing 'World Food Day.'

Paul's Pantry in Green Bay took part in the annual effort to increase understanding of taking action against hunger.

Executive Director Craig Robbins says his pantry rededicates itself to ending hunger in Brown County every year on October 16.

"Volunteers, plus food suppliers, plus donors, plus schools, plus churches, businesses and clubs: that equals Paul's Pantry. All of those things working together hand-in-hand."

Robbins says that equation is how they are able to keep the pantry stocked year-round.

 

Resch Center Security In Need Of An Upgrade ?

GREEN BAY, WI (WTAQ-WLUK) - Should there be increased security at the Resch Center?

The issue will be up for discussion at a County Board Committee meeting today.

The meeting's agenda states, County Board Chair, Patrick Moynihan, will be proposing additional security measures at the Resch Center.

That proposal includes the funding for up to five metal detectors.

Although, the details are still unclear, officials at PMI Entertainment Group, which manages the Resch Center says safety is always their top priority.

Terry Charles, PMI Corporate Communications Manager, tells FOX 11....

"Certainly, anytime county officials are talking about security for our building, we're certainly happy to hear that, obviously in today's day and age, security is very important."

The meeting is set for 5 p.m.


Cops Looking For Car Thief

SEYMOUR, WI (WTAQ-WLUK) - Seymour police are reminding residents to lock their vehicle doors after a person tried stealing a car and led authorities on a high-speed chase.

Police say they responded to a suspicious person complaint Monday morning, after a witness reported a person looking into vehicles in the area.

As police were responding to the call, the witness said the suspicious person pushed a car out of a driveway and down the street before driving away.

With a description of the car, police located the vehicle and attempted to make a traffic stop.

Once the officer turned the emergency lights, the suspect sped up and went through two stop signs.

Due to the high rate of speed and erratic driving in a residential area, the officer decided not to pursue to the vehicle.The car drove down a dead-end road and did not return.

When the officer checked the area, the car was found abandoned in a corn field.

The car was taken out of the field by a local farmer and the owner of the vehicle verified it was taken without consent.

No one was arrested and the investigation into the matter is ongoing.

New School Budget Unveiled

GREEN BAY, WI (WTAQ-WLUK) - Some taxpayers may be worried about the spike in the school budget, but Green Bay Area School District chief financial officer, John Kasha, tells FOX 11 he has good news.

"The tax rate will be slightly lower at a 10.10 mill rate and last year it's at a 10.16, so it's a little lower than this year."

The mill rate is property taxes divided by total assessed value.

Kasha says the operational referendum last spring of $16.5 million helped prevent a tax rate increase.

"It's not at a significant rate but I think it will help. I think what we're trying to accomplish is to bring it down smoothly."

As part of the budget, officials say they plan on adding 56 teachers to the district.

"There are areas where we need that extra staffing all across the district. We put in extra associated principals in terms of helping manage behaviors in school." said Brenda Warren, Green Bay Area Public School District President.

Those additions are part of almost $8 million in salary and benefit increases.

Warren says the second biggest expenditure, special education, will get an bump of $2 million.

"We've made a commitment, special education, and in fact increased our budget over $2 million to meet individualized needs of our specialized education students across the district."

In total, budgeted expenditures increased just over $15 million compared to last year.

Officials say the state aid of $155 million will also help the funds.

A public hearing and board meeting to adopt the budget is scheduled for Wednesday, Nov. 1 at 5:30 p.m.

Car Dealership Hit By Thieves

BELLEVUE, WI (WTAQ) - Brown County Sheriff's Office on the the lookout for the suspect, or suspects, in a vehicle vandalism/theft rampage at a Bellevue car dealership.

Ten vehicles were put up on blocks, the tires and rims stolen, at Dorsch Ford on Eaton Road.

Additionally, there was a 2017 Ford R2CB Transit 250 MR van, white in color and valued at approximately $34,000.00 that was stolen from the dealership lot. Based on the evidence at the scene it is believed that one of the windows (possibly a driver’s side window) was broken, accessing the lock box and subsequently the keys to the van. It is also believed that a dealership license plate of “25” was taken off of a different vehicle on the lot and may have been placed on the van. The Vehicle Identification Number (VIN) for the stolen van is identified as 1FTYR2CM2HKA59666. The van has been entered in as stolen in NCIC.

It is believed that the stolen van may have been used to transport the stolen tires and rims from the crime scene.

Total value of the damages and stolen items is over $100,000.00

The incidents are believed to have occurred between midnight and 3:30 a.m. Monday morning.

Dorsch has indicated that they intend on offering a $2,500.00 reward for any information leading to the arrest and conviction of individual(s) responsible for this crime.

This particular car dealership is located in close proximity to Interstate 43 in Brown County, Wisconsin.

Based on the nature of the crime coupled with the substantial monitory loss the Brown County Sheriff’s Office (BCSO) is seeking assistance from any other agency that may have taken a similar complaint and may have additional information regarding potential persons of interest. BCSO is also seeking assistance in locating the stolen van and/or any information about individual(s) that may be in possession and/or have recently sold a number of 20” and/or 22” tires and rims.

Lockdown Lifted at Green Bay Schools

GREEN BAY, WI (WTAQ) - A precautionary lockdown has been lifted at three Green Bay schools. 

A message sent to parents said Kennedy and MacArthur elementary schools and Southwest High School were put on lockdown Tuesday after children reported seeing someone in the nearby woods with bloody hands and possibly a gun. 

No adults saw the suspicious person. 

District officials say the students are safe, noting there is no need for parents to come to the schools.

Armed Robbery Reported in Ashwaubenon

ASHWAUBENON, WI (WTAQ) - An armed robbery has been reported at an Ashwaubenon business. 

Authorities had the Cash Store parking lot at 2015 South Oneida Street taped off around noon. 

No further details have been released.    

Hearing on Bill to Close GB Correctional

MADISON, WI (WTAQ) - Representative David Steffen's bill to close Green Bay Correctional Institution and open a new facility elsewhere in Northeast Wisconsin moves forward.

A Thursday hearing has been scheduled in front of the Senate Committee on Government Operations, Technology, and Consumer Protection.

With the measure already having gotten an Assembly Committee hearing in May, Steffen hopes this will pave the way to get a vote on both house floors, with the measure eventually ending up on Governor Walker's desk.

"We are running out of time.  The Legislature will be closing down early in 2018 so we really have about 10-12 weeks to get this across the goal line.  It's an uphill battle.  The future is uncertain for this Legislative session, but this issue is not going away."

Steffen says closing the 119-year-old facility would do more than just give the Village of Allouez the opportunity to generate $80-million dollars in new economic development on the 50 acres of land, an argument he plans to make Thursday.

"It would be saving the state of Wisconsin $150-million dollars over the next ten years, in addition to providing greater opportunities for recidivism reduction."

In addition to hesitancy from moving away from something that has been in place for more than a century, Steffen notes the other major concern he's heard regarding his proposal is the creation of a public/private partnership, in which the new prison would be privately constructed and owned.

"This would be owned by the private sector, but it would be staffed by our Department of Corrections staff.  We still control all parts of the facility.  We just don't own it."

 As for where the new facility would be located, Steffen says Kewaunee County and the cities of Algoma and Luxemburg have expressed interest.

Thursday's hearing is set for 10 am in room 300 Southeast in the state capitol building.

Possible Cause Identified In Shawano County Fire

Firefighters in Western Shawano County say overheated hay was the cause of an early Sunday morning fire that destroyed a hay ban at Matsche Farm in Birnamwood.

Bowler Fire Cheif Dan Ladwig said they do not know for sure.

"That is what we assume, but anything like that is hard to determine."

Ladwig commented that the fire required the assistance of nine additional fire departments at two different water fill sites.

"We needed trucks to keep supplying water."

Helping hands around the farm also pitched in, as crews battled the blaze.

Ladwig said Matsche employees played a large role.

"They got alot of the equipment like backhoes and a bulldozer to help get the hay spread out so we could hose it all down with water."

While the total damages have not been determined, Ladwig estimates that it will somewhere around $130,000 dollars. 

"I would say it was a little over $100,000 worth of hay, and a rough estimate of around $30,000 for the building, which was a total loss."

The Matsche family said that they are thankful for the thoughts, prayers and support from the community. 

The also confirmed that no people or animals were injured in the fire.


Manitowoc PD Shows off Drone

MANITOWOC, WI (WTAQ) - Manitowoc Police is showing off its newest toy.

The department held a Tuesday morning demonstration of the drone it started using in June.

Officer Richard Ladwig is currently the one officer trained to use the device.

"We've used it a couple of times, usually for search and rescue.  We have done some photographs of crime scenes, accident scenes, those kinds of things."

Ladwig explains the benefit the technology gives them in search and rescue assignments.

"It gives us a lot faster response.  We can get into areas that would be maybe inaccessible otherwise."

He notes the drone can also give them a leg up when fighting crime.

"If we're searching for a wanted subject, it's more of an officer safety thing: we can see them before they can see us." 

Since the program was launched in June, Ladwig says they've purchased some additional items.

"We've made some upgrades to (the drone): a seven-time zoom camera, a clear, or forward-facing infrared camera.  We kind of have the minimum pieces to get a drone program up and running."

Ladwig notes the equipment has cost roughly $9,000 thus far, with a fairly even split between grant dollars and forfeiture money.

While Ladwig is currently the only officer trained to use the drone, he says the department wants to add that number in the coming months.  

No timetable was provided, with Ladwig noting that getting a remote pilot's license can be a lengthy process.

Woman Killed in Marina Incident Identified

DOOR COUNTY, WI (WTAQ) - UPDATE: The name of the 24-year-old Sobieski woman whose body was pulled from Sister Bay Marina on Saturday night has been released.

Door County Sheriff's officials say Victoria Burger died after her vehicle likely went down one of the boat launch ramps.

Authorities say 24-year-old Jennifer Drewski of De Pere was also in the vehicle but rescued from the water.

Chief Sheriff's Deputy Pat McCarty says "this incident remains under investigation, but it appears that (the vehicle) drove down the ramp of one of the boat launches."

McCarty notes one element that could make the investigation a bit challenging.

"There's limited surveillance video in that area.  There were no real witnesses that watched the vehicle go into the water."

"An autopsy is being conducted by the Dane County Medical Examiner to determine the cause and manner of death.  We're also going to examine the vehicle to see if there were any mechanical factors that contributed."

Still No Identification of Fox River Body

OUTAGAMIE COUNTY, WI (WTAQ) - An autopsy has been completed on the body that was recovered from the Fox River Saturday, but the results may not be available for several days.

Appleton Police says the Milwaukee County Medical Examiner is still working to establish a positive identification.

Outagamie County Sheriff's officials contacted Appleton Police since the department is investigating the recent disappearance of 20-year-old Cailtyn Pa Chia Xiong, who has been missing since October 5.

Authorities say no further updates will be provided until the body is identified.  

A New Way To Get Around

GREENBAY, WI (WTAQ) - The Green Bay Police Department has new transportation.

The state of the art E-bike, is an electrical assisted bike, that allows Community Officers to patrol on a bike that contains an electrical motor that can reach speeds of up to 25 MPH. 

"You feel like superman" Police Cheif Andrew Smith joked.

Green Bay Police Captain John Laux said officers can continue engaging the community, but now they can do it at a much higher level than they could on their regular mountain bikes. 

"They will go down a hill, go up a hill, they will shred through a park, backyard neighborhoods, over curbs, not a problem."

The secret is in the electical motor, which an officer can engage to reach the faster speed, without becoming too worn out.

"They will be able to engage the community and be able to fight with a suspect and just do their job without being exhausted."

Two new E-bikes were displayed out in front of Pete's Garage on North Broadway Street, but Laux said he hopes those are the first of many.

"I would like to get one for each of the Community Officers since they go out in pairs."

To do that, the Police Department would need a total of 14 bikes. 

The bikes have been funded throught donations, and funded without tax payer dollars. 

Captain Laux said they are welcoming more donations to help fund future bikes. Already multiple businesses, groups and anonymous donors have contrubuted to the three bikes they have. 

 

New Equipment for Oshkosh Fire

OSHKOSH, WI (WTAQ) - Oshkosh firefighters have some new equipment.

A $7,000 grant has allowed the department to purchase new life vests for ice and water rescues.

Oshkosh Fire's John Holland says they've wanted the vests for the last 20 years.

"Obviously, being Oshkosh, we are surrounded by water, so it's very important that we have the right equipment. They will help the people that we are rescuing, as well as keeping our firefighters, safe."

The grant was awarded by Firehouse Subs Public Safety Foundation.
