Green Bay Police Issuing Officer Suspensions

GREEN BAY, WI (WTAQ-WLUK) - While Green Bay Police is looking for qualified officer candidates, the department is handing out punishments as a result of two internal misconduct investigations.

Chief Andrew Smith says nine officers have been issued suspensions in the last few weeks.

That's on top of the three officers who resigned at the start of the internal investigations.

The finishing touches are being put on what Smith calls the 'most in-depth internal misconduct investigation in the department's history.'   The focus is the night shift and allegations of officer-on-officer harassment.

Smith says two officers resigned before possible termination. He says another six were issued suspensions ranging between one day and 30 days.

Smith says he can't name the officers until the investigation is officially complete.

“We're hoping that in the next month that night shift investigation will be done."

female officer has filed a discrimination complaint against the city in relation to the harassment investigation.

The department also just released the findings of an investigation into embellished police reports.

Smith says Officer Michael Rahn resigned before possible termination.

He says three others, Officers Paul Spoerl and Tom Behn, along with Lieutenant Paul Lewis, were suspended five days each.

Spoerl is still on leave, awaiting discipline in a separate incident.

“Some of them were very minor in nature and maybe what could be attributed as an honest mistake, but others were things that just didn't occur,” said Smith.

Green Bay's police union disagrees with the findings of the embellished reports investigation.

In a statement, the police association states, “The GBPPA supports the officers involved in this incident and believe that they made reasonable decisions under the stress and potential risks that they faced during this incident.”

Meanwhile, the department continues to interview for its 11 officer openings, which Smith notes could go up to 23 openings with end of year retirements.

“What we do have is a shortage of qualified applicants.  We're only looking for the best here in Green Bay. We're going to wait until we get those really high-quality candidates. People who've demonstrated they have the right character and community orientation to be able to be part of this department.”

Smith says the department had 86 applicants at its most recent round of officer testing.

Compared to this time last year, the department reports overall crime is down nine percent.


Brewers Drop Third Straight Heartbreaker

MILWAUKEE, WI (WTAQ) - Another disappointing loss for the Brewers.  

Milwaukee (81-73) fell 5-4 to the Chicago Cubs (86-67) in 10 innings last night.  

All-Star closer Corey Knebel walked in the go-ahead run in his second inning of work.

Infielder Eric Sogard got on base in the bottom half of the tenth, but he was thrown out trying to advance to 2nd base.

The Brewers' offensive highlight came in the bottom of the second, courtesy of back-to-back solo home runs from Stephen Vogt and Brett Phillips.

Milwaukee starter Brandon Woodruff got a no-decision, surrendering four runs in five innings of work.

Knebel took the loss, dropping to 1-4 on the year.

The Crew dropped its third straight, now sitting in third place in the NL Central, 5 1/2 games behind the first-place Cubs.

Man Injured in Motorcycle Crash

WAUPACA COUNTY, WI (WTAQ) - One person suffered serious injuries in a Friday night motorcycle crash.

Waupaca County Sheriff's officials say it happened around 10 pm on Highway C in Iola.

Investigators believe the 48-year-old Arnott man lost control of the bike and crashed into a ditch east of Drake Road.

The accident remains under investigation.

House Fire in Waupaca County

WAUPACA COUNTY, WI (WTAQ) - A Waupaca County house caught fire Saturday morning.

Marion Police officials say it happened around 9:35 am in the Town of Larrabee.

No word on if anyone was inside the home at the time.

As of our last update late morning, crews were still on scene, working to extinguish the blaze.

Suspicious Death Investigation Underway

FOND DU LAC, WI (WTAQ) - Fond du Lac Police is investigating a suspicious death.

Officers say a man's body was found lying in a gravel parking lot around 7:40 am Saturday.

No further information has been provided.

Man Hospitalized Following Domestic Incident

GREEN LAKE COUNTY, WI (WTAQ) - A 28-year-old Green Lake man is dealing with life-threatening injuries after being shot Saturday.

Green Lake County Sheriff's officials received a call around 11:25 am about a man taking a weapon into an apartment, located at 605 South Street in Green Lake.

Upon arrival, officers met with two people who had left the residence and learned that another man was still in the upstairs apartment with a weapon.

After deputies talked the 28-year-old into coming out, they realized he was injured.  The man was flown to the hospital.

The situation has been described as a domestic incident involving a struggle over a firearm.

No further information has been released.

Priest Found Not Guilty of Minor Sex Assault

GREEN BAY, WI (WTAQ) - The Diocese of Green Bay says one of its priests has been found not guilty of sexually assaulting a minor.

The ruling regarding Father Paul J. Radetski came from the Congregation for the Doctrine of the Faith at the Vatican.

The Diocese says Radetski "has been granted senior priest status, and his restrictions from exercising public priestly ministry have been lifted. He will serve the diocese in a limited capacity in his senior priest status."

About the allegations against Radetski, which stemmed from 2010, the Diocese of Green Bay says ""Father Radetski was temporarily restricted from the exercise of public priestly ministry. The temporary restrictions have been in force since that time. Following diocesan policy, civil authorities were notified of the allegation against Father Radetski, which he categorically denied."

 

Two Injured as Vehicles Collide

DODGE COUNTY, WI (WTAQ) - Two people were injured as two cars collided in Dodge County Saturday afternoon.

Sheriff's officials say it happened at the intersection of Highway TW and Highway 33 in the Town of Hubbard.

Investigators believe a northbound car hit a westbound pickup truck.

The car's driver was flown to the hospital with serious but non-life threatening injuries while the driver of the van sustained minor injuries.


Brewers Walk Off on Cubs

MILWAUKEE, WI (WTAQ) - One of the Brewers best players of the 2017 campaign played the role of hero Saturday.

Travis Shaw's walk-off, two-run home run in the 10th inning gave Milwaukee a 4-3 win over the Chicago Cubs.

That wasn't the only timely offense the Crew received.

One inning earlier, Orlando Arcia hit a solo blast to tie the game 2-2.

Jeremy Jeffress, who gave up one run in his lone inning of work, improved to 4-0 with the win.

The Cubs' Wade Davis, who surrendered three runs in 1 1/3 innings, dropped to 4-2 with the loss.

The Brewers got a strong start from Brent Suter, who gave up just one run in 5 1/3 frames.

Milwaukee now trails the first place Cubs by 4 1/2 games in the National League Central.  However, they sit just one game back of the Colorado Rockies for the NL's second wild card spot.

The Crew (82-73) has seven games remaining, while the Cubs (86-68) have eight and the Rockies (83-72) have seven.

The Brewers are looking for a split of the four game series Sunday when they send Chase Anderson (11-3, 2.74 ERA) to the mound to face Jose Quintana (6-3, 3.95 ERA).  

First pitch is slated for 1:10 pm.

Bomb Scare at Local Business

MANITOWOC, WI (WTAQ) - A 22-year-old Two Rivers man is being held in the Manitowoc County Jail on charges that he made a bomb threat.

Manitowoc Police responded to the complaint from a business in the 2300 block of Waldo Avenue around 1:16 am Sunday.

Employees were evacuated as investigators and bomb-sniffing K-9s spent three hours on scene.

The building was cleared, and employees were able to return to work.

Officers say the 22-year-old faces charges of Making Bomb Scares and Disorderly Conduct.

 

 

Hit-and-Run Causes Injuries

DODGE COUNTY, WI (WTAQ) Two people were taken to the hospital following a hit-and-run crash in Dodge County.

Sheriff's officials say it happened at 8:34 pm Saturday on Highway 60, near Highway R, in the Town of Hustisford.

Investigators believe a pickup truck sideswiped an eastbound motorcycle.

Both the operator and passenger, neither of whom were reportedly wearing a helmet, were ejected from the bike.

Neither person's injuries are believed to be life threatening.

Packers Edge Bengals in OT Thriller

GREEN BAY, WI (WTAQ) - For the first time in eight tries, Aaron Rodgers has come out on the winning end of an overtime game in the NFL.

Green Bay rallied from a 14 point halftime deficit to beat Cincinnati 27-24.

The Bengals started the scoring on the game's opening drive, courtesy of a 10-yard touchdown pass from Andy Dalton to A.J. Green.

Green Bay responded on its first drive of the game, with Aaron Rodgers finding Lance Kendricks from one yard out.

Cincinnati then scored two touchdowns within a span of 2:09.

The first was a Dalton toss to Giovani Bernard.  The second came on a 75-yard interception return for a touchdown by William Jackson, the second pick-six of Rodgers' career.

In the third quarter, the lone score was a one-yard touchdown toss from Rodgers to Jordy Nelson, trimming the Packers' deficit to seven points.

The teams traded field goals in the fourth quarter before Rodgers again found Nelson in the end zone, this time from three yards out.

After stopping the Bengals on the first drive of overtime, the Packers won it on a five-play, 70-yard drive.  

Mason Crosby's game-winning 27-yard field goal was set up by a 72-yard pass from Rodgers to Geronimo Allison.

Rodgers finished 28-42 for 313 yards with three touchdowns and one interception.

Ty Montgomery was the team's leading rusher, with 35 yards on 12 carries.

Allison brought in six balls for a team-high 122 yards.

Nelson added six catches for 52 yards and two scores.

Green Bay improves to 2-1 with the win, with Chicago (1-2) coming to town Thursday night.

Cincinnati drops to 0-3 and travels to Cleveland (0-3) next Sunday. 

Prior to the game, many of the Packers players, like those on many other NFL teams, locked arms during the playing of the national anthem.  Some, including Martellus Bennett, Lance Kendricks, and Kevin King sat.

Also, Green Bay Police reports two people were arrested at Lambeau Field, in addition to seven ejections.

Fox Cities Marathon Winners

FOX CITIES, WI (WTAQ) - The 27th Fox Cities Marathon was run Sunday under conditions that were significantly warmer than usual for the late September event.

For the full marathon, the top three male finishers were Mason Grundy of Menasha (2:49:05), Scott Weispfennig of St. Paul, Minnesota (2:50:37), and Mark Jasper of Menominee, Michigan (2:55:45).

On the women's side, the top three were Allison Pitt of Milwaukee (3:14:49), Patricia Laufenberg of Platteville (3:28:26), and Carolyn Smith of Milwaukee (3:32:07).

Brewers Drop Finale to Cubs

MILWAUKEE, WI (WTAQ) - The final Sunday home game of the season was not kind to the Brewers.

Milwaukee managed just three hits in a 5-0 loss to the Chicago Cubs.

Cubs starter Jose Quintana (7-3) went the distance, striking out ten batters.

Chase Anderson (11-4) took the loss for the Brewers, giving up seven hits in 6 1/3 innings of three-run ball.

Hernan Perez, Ryan Braun, and Keon Broxton each recorded a single for the Crew.

Milwaukee dropped three of four in the weekend set, falling to 82-74 on the year, 5 1/2 games back of the first place Cubs (87-68) in the NL Central.

The Brewers are also two games behind Colorado (84-72) for the NL's second wild card spot.

Milwaukee welcomes Cincinnati to town for a three-game set that begins Tuesday.

 

Man Killed in Traffic Crash

WAUSHARA COUNTY, WI (WTAQ) - A 59-year-old Princeton man has died in a single-vehicle crash in Waushara County.

Sheriff's officials say it happened at 10:18 am Sunday on Highway 73, near Highway YY.

Investigators believe the northbound car hit a ditch and flipped, after the driver lost control.


Study: Green Bay Among 'Least Stressed' Cities

GREEN BAY, WI (WTAQ) - You may or may not personally agree, but Green Bay has cracked the list of America's Least Stressed Cities.  

A new survey by personal finance technology company SmartAsset has Titletown coming in at number 16, with a notable improvement in one of the nine metrics.

"Housing cost as a percent of income was down from last year, to just below 21%.  That's well below the Department of Housing and Development's threshold for how much you should be spending on your housing costs."

Financial Education Vice President AJ Smith notes where Green Bay did its best.

"The average commute time was the 55th shortest commute time out of 512 cities, at just over 18 minutes.  The unemployment rate of 3.66%, that was the 50th lowest."

Smith notes Titletown did lag in one area.

"The bankruptcy rate was .21%."

In addition to Green Bay placing 16th, Appleton came in at number 34.   

"The commute time in Appleton was the 38th lowest at 17.1minutes.  Meanwhile, they ranked their lowest by coming in at 261st for divorce rate." 

Smith notes Green Bay ranked 40th in 2016 and 24th in 2015, the first two years of the study.

The nine metrics used were: number of hours in an average work week, average commute time, divorce rate, physical activity rate, entertainment establishments per 1,000 businesses, average hours of sleep per night, bankruptcy rate, unemployment rate, and housing cost as a percent of income. 

Arrest Made In Bomb Threat

MANITOWOC, WI (WTAQ-WLUK) - A bomb threat at the 2300 block of Waldo Blvd. in the City of Manitowoc brings a big response.

The call came in for a disturbance at 1:16 a.m. Sunday morning.

One business reported a bomb threat from a 22-year-old Two Rivers man.

Employees were evacuated and the scene was investigated for three hours by the Manitowoc Police and Fire Dept.

Bomb sniffing K-9's from the Brown County's Sheriff's Office and Green Bay Police Department also investigated the scene.

Officers were unable to match the incoming calls from the man.

Once the building was cleared employees were able to return to work.

The 22-year-old man is being held at the Manitowoc County Jail on charges of Bomb scares and Disorderly Conduct.

Murder Victim Identified

FOND DU LAC, WI (WTAQ) - The Fond du Lac Police Department is releasing the name of the victim who was found deceased in the vacant parking lot of 260 Forest Avenue, as 30 year old Logan C. Foster of Fond du Lac.

On September 23, 2017 at approximately 7:40 a.m., the Fond du Lac County Communications Center received a call of a male lying in the parking lot of 260 Forest Ave.

Upon the Officers arrival, they discovered Foster lying on the ground with injuries to his body. The victim was pronounced deceased at the scene by the Fond du Lac County Medical Examiner’s Office.

Fond du Lac Assistant Police Chief Steve Klein says "we're not releasing any details on the manner of death at this point.  However, we do believe that the victim is the victim of a homicide." 

Fond du Lac Police Investigators believe the incident leading up to Foster’s death took place in the area of 260 Forest Avenue, across from the Press Box Tavern in the early morning hours of September 23, 2017.

"We do believe that the victim was at the Press Box Tavern earlier in the evening."

DHS: Flu Unusually Prevalent in September

MADISON, WI (WTAQ) - The Wisconsin Department of Health Services says an unusually large number of cases of the flu have been reported for this time of year.

Influenza Surveillance Coordinator Tom Haupt notes this September has brought significantly more than the five cases and two hospitalizations seen in the same month last year.

"We've seen as many as 19 confirmed cases of influenza throughout the state (between September 1-22).  We've also seen eight hospitalizations throughout the state."

Haupt does not know the reason for the early-season spike.

"We are submitting more and more samples to the Centers for Disease Control and Prevention, but there's nothing at this point to indicate any kind of a variant that might be going around."

While he cannot confirm how many cases have been reported in WTAQ's listening area, Haupt notes that there has been at least one instance in each of the state's five public health regions, one of which is Northeast Wisconsin.

Haupt urges people to take preventative measures.

"In addition to (getting a) vaccination, we're asking people to practice good hygiene, simply to cover your cough.  If you're not feeling well, stay home, drink plenty of fluids, get some rest."

Haupt says there has now been at least one confirmed case of the flu for 61 consecutive weeks.

He notes that the season typically starts with a small number of cases in late September and early October, reaches its peak in late January or early February, and ends in late April or early May.

Vehicle Crashes Into Hotel

FOND DU LAC, WI (WTAQ) - A Fond du Lac hotel has sustained structural damage after it a vehicle crashed into it Monday.  

Crews responded to the Super 8 on North Pioneer Road around 3:30 pm.  

No injuries were reported.
