Help For Harvey Pets

TOWN OF CENTER, WI (WTAQ-WLUK) - An area animal shelter is working to help pets affected by Hurricane Harvey.

Saving Paws Animal Rescue is gathering donations to take to Texas.

As people fled Hurricane Harvey in Texas some were unable to bring their pets. Now, as those pets are being rescued from the floods, comes another challenge.

Betsy Moder the co-founder and director of Saving Paws Animal Rescue tells WLUK.

"For the ones that are left behind and that are filling up the rescues down there, we just felt like we really needed to do something up here."

Saving Paws, which is just outside Appleton in the Town of Center, began taking donations for shelters in Texas Thursday.

In a short time the community responded with hundreds of pounds of supplies pet food, kitty litter, bottled water, cleaning supplies and collapsible pet crates. The rescue is also taking monetary donations.

"We will transport them down to Houston," said Moder who says the first shipment will leave today.

An anonymous donor gave the rescue $1,000 toward truck rentals.

Saving Paws only planned to make this a one-day donation event, but the response was so large, Moder says the plans changed.

"Let's keep this going, because it's not just now that they need the help, it's gonna be over the next, how many, weeks they're gonna need the help."

Now because the shelter is volunteer-run there's not always someone on-site. So if you want to bring in your donations when there's no one here you can still do so.

Moder says there's a donation shed outside where you can open it up and put your donations right inside.

"There's a sheet in there for you to sign your name and what you brought and we will send you a receipt."

People donating, like Mashel Griem of Kaukauna, say it's important to step up and help right now.

"You've got such small animals who are helpless and we're their only lifeline."

"We are one country. We love our animals and if any part of our nation is hurting we need to jump in and help," Moder added.

Because, they say, we would hope others would do the same for us.

The shelter is also planning on bringing animals back to Wisconsin from Texas at some point. Those plans have yet to be finalized.

Saving Paws will continue accepting donations for Harvey recovery indefinitely.

Someone will be at the shelter this evening (FRI) evening from 5:00 - 9:00. Otherwise you can use the donation shed.

You can also visit the shelter's website here to find out how to make a monetary donation.

APPLETON, WI (WTAQ-WLUK) - After two and a half months of construction, a major intersection on Appleton's north side has reopened -- and it has a new look.

The intersection of Northland Avenue (Hwy. OO) and Richmond Street (Hwy. 47) now features a roundabout.

The intersection had been deemed the intersection with the most crashes in Appleton, based on data collected from 2014.

The project also included the addition of separate right-turn lanes on Mason Street at Northland Avenue, upgrading traffic signals at several area intersections and repaving a stretch of Northland Avenue.

The $3 million project was paid for by the federal Highway Safety Improvement Program.

The project was completed on schedule.

City Board Fires Cop In Forgery Case

GREEN BAY, WI (WTAQ-WLUK) - Even though he has not been convicted in the case, a Green Bay police officer has been fired for allegedly forging his ex-wife's signature.

The city's Police and Fire Commission decided Thursday to fire Michael Jeanquart.

He had been on paid leave since the department learned of the investigation, and had previously turned in his gun, badge and police ID.

In its decision, the Police and Fire Commission wrote:

Even without a criminal conviction for the actions complained of, the actions of Officer Jeanquart have impaired the good order of the department and impaired his ability to be a law enforcement officer for the department into the future. Given the serious and enduring impact Officer Jeanquart's actions have on integrity and credibility, together with the enduring negative impact of his actions on the good order of the department and with other members of the department, the Commission finds that the proposed discipline reasonably relates to the seriousness of the alleged violation and that just cause exists for Officer Jeanquart's termination from service with the department.

Prosecutors say Jeanquart forged the signature of his ex-wife on the title of their 2010 Kia Forte after she told him not to.

The complaint says the officer admitted to a detective that he signed his ex-wife's name after he found a buyer for the car. It says he needed money quickly.

She told the detective she didn't object to him selling the car, and would have signed the title when she returned from a trip to Florida, but objected to him signing her name.

Jeanquart has pleaded not guilty to felony charges of forgery and having a counterfeit certificate of title.

His next court hearing is set for Sept. 12th.

OSHKOSH, WI (WTAQ-WLUK) - Oshkosh police are investigating a suspicious fire that happened overnight at Winnebago County Park.

Police say when officers arrived on scene at 2:43 a.m. Friday, they found the soccer shelter engulfed in flames.

The fire was extinguished. Crews were on scene until 5:00 a.m.

Firefighters say the building is considered a total loss.

Oshkosh Youth Soccer Club administrator, Leslie Burns, was out of town when she received the call around 4 o'clock Friday morning.

"No other club has access to it but our club. "We had some big-ticket items in there. Large lawn mower, four drive vehicles, hundreds of soccer balls, golden jerseys."

Burns tells WLUK the shelter was built by Oshkosh Youth Soccer and Oshkosh United Club. The building was donated to the county. She said the insurance will cover the actual building itself but not the equipment.

No one was inside the facility during the fire and no injuries were reported.

Burns says fire investigators point to evidence that leads to arson.

"They're relatively sure it was arson. It doesn't appear to be targeted at any soccer clubs but we don't know at this point, the investigation is continuing."

If you have any information, you can remain anonymous by contacting the Winnebago County Wide Crime Stoppers at (920) 231-8477 or text IGOTYA and your tip to 274637 or online at WinnebagoCrimeStoppers.org.

You could be eligible for up to a $1,000 reward for information leading to an arrest.

KAUKAUNA, WI (WTAQ-WLUK) - Under the Friday Night Lights in Kaukauana, school spirit, gave way to American pride with the Ghosts raising money for victims of Hurricane Harvey.

Yet another sign of support here in our area for hurricane victims as Kaukauna High School pledged proceeds from Friday's football ticket sales to Harvey relief.

On a typical Friday night, football ticket sales at Kaukauna High School go to the school's general fund...this Friday was not typical.

School activities director Chris McDaniel tells WLUK the district is answering the call for help..

"As we looked at how we'd use that money and just how they could use it and a chance to give back a bit, we thought they definitely could use the help."

School leaders decided there are people who need the money more.

Once the Kaukauna Quarterback Club got wind, the football boosters decided to donate the proceeds from the 50/50 raffle Friday.

"Because we feel the need to help." said club secretary Angela Agen.

Then the Kaukauna Youth Band got on board, pledging the profits from its concession stand. That money usually goes to band activities.

"I think it's just absolutely fantastic making a group effort like what we're doing here, it's just giving that support." said band member Makayla MacDonald.

School leaders said they're not surprised at the generosity. McDanile says the devastation in Texas has touched people here at home.

"I think everyone's seen what's going on on the news and we know it's the right thing to do."

The money will go to the American Red Cross and its efforts in Texas.

Super Bowl Committee Luring Packer Fans

GREEN BAY, WI (WTAQ-WLUK) - A new NFL season is about to begin, and the committee for Super Bowl 52 is already encouraging Packers fans to start making plans to attend the big game.

No, the sales pitch has nothing to do with the team's chances of participating. It’s all about the location: Minneapolis.

“It'll be ten days of activities across the Twin Cities, celebrating football, food, concerts, and fun” says Andrea Mokros of the Minnesota Super Bowl Host Committee.

Mokros spoke to WLUK....she's in Green Bay this weekend selling Packers fans on why they should start booking their trip west.

“It's been 26 years since Green Bay fans have had a Super Bowl in driving distance, in their own backyard, so we want folks to come out and be a part of it, whether the Packers are a part of the game or not.”

If the Packers aren't part of the game, it's a deal breaker for many fans.

“Because I don't like the Vikings and I don't want to go to their stadium.” said Sara Daleidon, a 12-year-old from Little Falls, Minnesota.

“I'm not that excited about going to the Super Bowl unless I got to watch the Packers.” said Dean Traun of Middleton.

Ticket prices for the game at the new U.S. Bank Stadium haven't been released yet.

However, Seat Geeks says recently the average Super Bowl ticket price has been between $2,500 and $3,000.

Tickets are expected to go on sale this fall, but Mokros says the Twin Cities' 41,000 hotel rooms are already filling up.

“It’s obviously pretty booked for that prime game time from Thursday to Sunday, but those first six days, there's still a lot of availability for folks to make those plans to come up.”

Mokros suggests a day trip for those wanting just a taste of the action.

She promises there will be plenty to do, even in the place Super Bowl organizers are referring to as the bold north.

“It’s not that often that we get a cold weather Super Bowl and we're going to embrace it.” The Super Bowl committee suggests fans looking to travel to Minneapolis for the game to visit its web site.

GREEN BAY,WI (WTAQ-WLUK) - Packers general manager Ted Thompson announced the team's 53-man roster Saturday afternoon.

Green Bay currently with 25 offensive players, 25 defensive players and three specialists.

On offense, Aaron Rodgers and Brett Hundley enter the season as the team's two quarterbacks after Taysom Hill and Joe Callahan were both released. It's the first time the team has kept two signal callers since 2013.

It will be a loaded backfield as the front office kept five running backs including starter Ty Montgomery and all three rookie draft picks (Jamaal Williams, Aaron Jones and Devante Mays).

Aaron Ripkowski returns as the team's primary fullback with Joe Kerridge headed to injured reserve.

Tough decisions were made at a loaded wide receiver position where the franchise will keep five receivers (Jordy Nelson, Randall Cobb, Davante Adams, Jeff Janis, Trevor Davis) with Geronimo Allison placed on the reserve/suspension list. Allison will be eligible to return week 2 at Atlanta.

In a rare occurrence, Thompson releasing both 2017 draft picks in Malachi Dupre and DeAngelo Yancy, along with training camp standouts Max McCaffrey, Michael Clark and Montay Crockett.

The team will likely look to re-sign several of these players as members of the team's practice squad.

For the first time since 2010, the Packers active roster features 10 offensive lineman. Justin McCray and Lucas Patrick surviving camp to join Corey Linsley, Lane Taylor, David Bakhtiari, Jahri Evans, Bryan Bulaga, Jason Spriggs, Don Barclay and Kyle Murphy in the two-deep rotation. Draft pick Kofi Amichia, Geoff Gray and Adam Pankey are among the lineman released from the team.

Defensively, the Green and Gold will keep six lineman with Mike Daniels, Dean Lowry, Kenny Clark, Ricky Jean Francois, Montravious Adams and Christian Ringo making the squad.

Brian Price had a solid camp and could be a candidate for a second year on the practice squad. Izaah Lunsford is also a candidate to return.

The linebacker position will need additional sorting when the Packers announce the addition of outside linebacker Ahmad Brooks. At the moment, Dom Capers unit will feature seven members including Clay Matthews, Nick Perry, Jake Ryan, Blake Martinez, Joe Thomas, Kyler Fackrell and Jayrone Elliott.

Rookie draft pick Vince Biegel will start the season on the physically unable to perform (PUP) list. Reggie Gilbert and Jordan Tripp were among the released players that could return as members of the practice squad.

It's no surprise, the Packers placing a major emphasis in the secondary where they currently have seven cornerbacks and five safeties on the roster.

Davon House, Kevin King and this year's undrafted surprise, Lenzy Pipkins, join Damarious Randall, Quinten Rollins, Josh Hawkins and LaDarius Gunter at corner.

Veteran cornerback Demetri Goodson will start the season on the PUP list as he returns from a broken leg suffered last year at Washington.

Rookie Josh Jones is the lone new member to the safety group which features Ha Ha Clinton-Dix, Morgan Burnett, Kentrell Brice and Marwin Evans.

In terms of special teams, Mason Crosby and Brett Goode return at kicker and long snapper respectively, with rookie punter Justin Vogel winning the right to start the season at the position.

The Packers can begin signing players to their practice squads on Sunday afternoon after the waiver-claim period has expired.

Concussion Testing, It's Not Just For Sports

FOND DU LAC, WI (WTAQ-WLUK) - Concussions are a big concern in the sports world, but they're also a worry in the workplace.

One career that poses a serious risk is firefighting.

Fond du Lac Fire Rescue has made a new policy for employee physical exams.

Now, Captain Jim Wamser tells WLUK, every firefighter has to get baseline concussion testing.

"About 68,000 injuries to firefighters throughout the United States every year and about 13% of those are head injuries,"

Wamser says firefighters often have to pull down parts of burning buildings to get to the flames. That's where most of the risk for head injuries comes from.

"Hit by large chunks of plaster, lath, plumbing pipes, anything that's in the ceiling or the attic can fall and hit us."

The concussion testing consists of a 25 minute computer program.

"It measures, kind of, reaction times and some different memory things. It's really easy to test."

So now if a firefighter gets a head injury on the job Wamser says a doctor can compare it to his or her brain health beforehand.

"We'd go through the testing post-injury and could compare our pre-injury test versions to our post-injury after."

Within the last year the department also got new helmets that are state-of-the-art and on the inside they're fitted specifically to each firefighter.

"It's not like the old, leather helmets where something will hit you and then fall off and they're inspected twice a year by us and they're rated to take an impact just like a sports helmet."

Wamser says these steps are simple ways to try to keep firefighters safe.

As doctors learn more about concussions, he said, it's becoming clear just how dangerous they are.

"It can have a long-term impact on a person and a long-term impact on their overall health."

The test the firefighters take is given by Agnesian HealthCare. It's the same test given to high school teams in the Fond du Lac area.

APPLETON, WI (WTAQ) - One of Appleton Police's longest-tenured officers is calling it a career.

Assistant Chief Todd Olm plans to retire October 4 after 24 years with the department.

When reflecting on the best part of his 30 years in the field, Olm says it's not limited to assisting the general public.

"I've been able to help people within the organization.  That opportunity to mentor and watch people develop and achieve their dreams was kind of unexpected when I entered this career."

Olm reflects on the biggest change he's seen during his three decades in law enforcement.

"The changing reflection nationally of law enforcement, what we do and don't do, and some of our failures, and some of the things we do real well."

The assistant chief believes his generation is the first since those who policed in the 1960's to see such a change.

Olm says he's especially proud of his work in some of the family-oriented aspects of policing.

"When I was a school resource officer, at that time I was also simultaneously doing a lot of work with our domestic abuse program."

The assistant chief also mentions his work with the department's Community Resource Unit, when it was launched in 2003.

"It focuses a lot on human trafficking but also a lot on street level crimes, help clean up neighborhoods and turn the bad parts of the neighborhoods back over to the good neighbors that surround those areas."

Olm was promoted to assistant chief in 2012.

Prior to that, he served in a variety of capacities including: Deputy Chief of Operations and Deputy Chief of Support Services, Operations District Captain, Captain of the Investigative Services Unit, Lieutenant of the Community Resources Unit, Operations Lieutenant, Police School Liaison Officer, and Patrol Officer.

Before joining the Appleton Police Department, Olm worked as a Deputy Sheriff in Marathon County and as a Youth Worker with Marathon County Juvenile Intake.

Olm says he plans to take a few months off this fall to enjoy hunting and fishing before pursuing the next chapter in his career, possibly a private-sector position in leadership development or organizational development.

NORTHEAST WISCONSIN (WTAQ) - A tree-killing beetle has been confirmed in five more Wisconsin counties.

Department of Agriculture, Trade, and Consumer Protection officials say emerald ash borer is now present in Marinette, Waupaca, Waushara, Green Lake, and Chippewa counties.

Aside from Chippewa County, all of the finds came from monitoring traps that were set by the USDA and Wisconsin DNR.

All five counties have been quarantined, meaning firewood from those counties cannot be taken to non-quarantined counties in the state.

The five join 46 other Wisconsin counties that have been quarantined since 2008, when EAB was first detected in Wisconsin.

Previously impacted counties include: Brown, Calumet, Door, Fond du Lac, Manitowoc, Outagamie, Sheboygan, and Winnebago.
