Neighbors In The Pits Over Proposal

LEDGEVIEW, WI (WTAQ-WLUK) - Residents of a new Ledgeview subdivision say when they recently built their homes, they had no idea a 15-million-gallon manure pit could eventually be their neighbor.

That’s what the Pansier Family is proposing for their farm on Dickinson Road.

Mark Forman lives near the proposed pit.

“If this goes through, you're not only going to destroy millions and millions of dollars in residential real estate value, that's going to affect the tax base in Brown County.”

Residents near the proposed manure pit brought their concerns to Brown County's land conservation subcommittee Monday night.

Many highlighted health risks they found from researching the impacts of living near similar farming operations.

“The uniform conclusion from all this research is that nobody can say what a safe distance is from the pits is, but children are at particular risk,” said Nick Kolanko, who lives near the proposed pit.

County supervisor Dave Landwehr downplayed the health concerns.

“Will it stink at times? I'm sure it will, but also this isn't the end of the road for Ledgeview.”

In Brown County, a manure pit must be 250 feet from any private well or home. The state’s requirement is 500 feet.

Jason Pansier, one of the two partners from the farm proposing the pit declined, says his farm is just trying to comply with DNR requirements.

Heidi Schmitt Marques, a DNR wastewater specialist, spoke to WLUK.

“It's certainly a unique location considering there are subdivisions close by.”

Schmitt Marquez says the farm has geological sensitive areas, making it a challenging location for a manure pit. Schmitt Marquez says the farm is currently going through the permitting process.

“We don't have the authority to deny them the permit on the approval provided they meet all the requirements as specified in state code.”

Brown County supervisors agreed county staff and the DNR should talk to the farm about whether they can come up with any possible alternatives.

Meanwhile, supervisors would also like to look at possibly extending its setback requirements for manure pits trying to locate near residential areas.


Back To School For EAA AirVenture Guests

OSHKOSH (WTAQ-WLUK) - UW-Oshkosh has been treating its nine dorms like hotels for 42 years now during EAA AirVenture.

At some point this week, every one of UW-Oshkosh's 2,100 dorm rooms will be filled, bringing in about 5,000 EAA AirVenture guests.

Marc Nylen the director of Gruenhagen Conference Center at UW-Oshkosh, tells WLUK campus employees call this week a 'homecoming.'

"We have 48 of the 50 states represented, about 26 countries, just on campus."

Genevieve Smith, a guest reservation booker, says they get to see guests who've come back year after year and meet new ones too.

"Get to meet and hear all their experiences. They love to talk about how they got here, where they're coming from, how many times they're here." Smith says staying in one of the dorms will set you back $75 to $325 per night.

"It does depend on the room, whether you want air conditioning, or non-air conditioning, or stay in Horizon in a suite with a kitchen and living room and everything."

Which adds up for UW-Oshkosh. Nylen says the campus makes well over a million dollars during AirVenture each summer.

"When you look at 5,000 guests spending an average of five nights on campus, per guest, it's huge."

And Nylen adds that in addition to the obvious financial benefit of renting out the dorms, this provides UW-Oshkosh another benefit: exposure for the campus.

"At our showcase event we say, 'you can consider UWO, we have a four year aviation management degree program."

But if you're surprised people are paying to get back in a dorm room, you're not alone.

And if next year's bookings are any indication, Smith says a lot of guests think this is a great deal.

"I think we already have a wait list going for next year!"

On campus guests are able to use a shuttle to get around this week. Three buses line up at the commons every half hour.

Shawano Man Sentenced for Sexual Contact with Teens

GREEN BAY, WI (WTAQ-WLUK) - A Shawano man will spend time in federal prison for having sexual contact with two teen girls.

Prosecutors say 35-year-old William Wilber IV pleaded guilty to having sexual contact with a 13-year-old girl in May 2015, and a 14-year-old girl in July 2016.

Both incidents took place on the Menominee Indian Reservation.

Wilber was sentenced to two 10-year terms in prison -- which he will serve at the same time. He will then serve 10 years on supervised release.

During sentencing, federal judge William Griesbach noted Wilber's history of "preying" on underage girls, and his use of alcohol in the crimes.

Investigators say there were other occasions in which Wilber took "sexually inappropriate actions" toward girls.

Police Search for Missing Florence County Man

FLORENCE, WI (WTAQ-WLUK) - Sheriff's officials are looking for a man who walked away from a campground in Florence County.

28-year-old Alexander Glenn, was last seen around 3 a.m. Sunday at the Morgan Lake Campground.

Investigators say he left the area after an argument.

Glenn is described as 5-foot-10, around 140 pounds, with brown hair and gray or hazel eyes.

He was last seen wearing a black sweatshirt, blue jeans and boots.

No photo was provided.

Glenn is from Niagara, but has also lived in Iron Mountain, Michigan.

Anyone with information is asked to call the Florence County Sheriff's Office at 1-800-235-9897.

Shots Fired Incident Under Investigation

OSHKOSH, WI (WTAQ) - Oshkosh Police continue to investigate a report of shots being fired Sunday night.

The incident happened around 8:40 p.m. in the 500 block of Boyd Street.

When officers arrived, it was reported that a black male, around 5 foot 6 inches tall, heavy set with short dark hair was seen running front he scene and had been shooting a gun.

No injuries or damage was reported.

Bellin Health's Titletown Location Opens

ASHWAUBENON, WI (WTAQ) - The ribbon has been cut on the third and final anchor business in Ashwaubenon's new Titletown District.

Bellin Health Titletown Sports Medicine and Orthopedics started treating patients Tuesday.

Athletes of all kinds now have a new option for injury treatment and prevention as well as performance enhancement.

Dr. Patrick McKenzie is the Packers' team physician and notes what is special about the team of doctors at the new 52,000 square foot facility.

"Everybody we add will be a fellowship trained guy, which means they've had extra experience in dealing with a particular area.  When they come here to practice, they will deal with just that area. The extra training means we understand the approach to an injury pattern better." 

McKenzie and Dr. James Ebben have spent years on the Packers' medical staff.  

Dr. James Spears previously worked for the NBA's Orlando Magic.

Bellin CEO George Kerwin notes the pro sports ties continue with their newest addition, Dr. Robert Anderson, who worked for the NFL's Carolina Panthers. 

"He has players from all over the United States, all different sports, that he has cared for in the past. We expect those players will follow him here."

Kerwin notes Bellin has been the Packers' official care provider since 2007.

He feels having this new all-in-one facility across the street from Lambeau Field will make it much more convenient for players to receive treatment.

"Players would have to drive all over the place in Green Bay, find where the hospital was, that's where the imaging was, find where Dr. McKenzie's office was."

Packers President/CEO Mark Murphy calls Bellin's Titletown location an "extension of our training room."

The clinic is not just for Packers players, it is also open to the general public.

Bellin officials say they offer free walk-in assessments in their atrium, which allows them to understand the problem and direct the patient in the right direction.

In addition to the Packers, Bellin also has a partnership with 28 area high schools.

Free Stroke Screenings

GREEN BAY, WI (WTAQ) - Stroke a fifth-leading cause of death in the United States...But the good news is that up to 80 percent of them are preventable.

Clinical Nurse Specialist at HSHS St. Vincent Hospital, Sarah Badalamenti, explains what happens in the brain during a stroke.

"It's an interruption of blood flow to the brain typically either from a clot or a burst blood vessel in the brain that creates the neurological deficits," said Badalamenti.

Knowing the "BE FAST" acronym can help identify stoke warning signs.

"B stands for Balance, E is for eye changes, F is for facial droop, A for arm weakness, S is for speech, and T is time and call 911," Badalamenti said.

Risk factors of stroke include Diabetes, high cholesterol, and high blood pressure.

If you're wondering if you're at high risk for having a stroke, on Thursday, July 27, Prevea Shawano Avenue Health Center, will be offering free stroke screenings from 8 a.m. until noon.

Twenty Arrested in Oshkosh Prostitution Investigation

OSHKOSH, WI (WTAQ) - Oshkosh Police has arrested 20 people in connection with an undercover prostitution investigation.

Officer Joe Nichols says the department's Vice and Narcotics Unit conducted multiple investigations over a three-day period this past week.

Six females and one male were arrested for prostitution while 13 male 'johns' were taken into custody for soliciting sex.

"These males were from Oshkosh, Appleton, Larsen, Eldorado, Milwaukee, Kaukauna, Rubicon, Bear Creek, Neenah, and then there was also one male from San Bruno, California."

All of those arrested for prostitution were from Milwaukee.

Nichols notes officers encountered something particularly disturbing.

"One of those females that were arrested for prostitution had actually brought her three-month-old child to the location where she was arrested."

Nichols says officers contacted Child Protective Services, who turned the child over to a relative.

He notes there were also additional stipulations to some of the other arrests.

"One of the females was also arrested for possession of an electronic weapon.  In addition, one of these males arrested for solicitation of sex was also arrested for felon in possession of a firearm. There were several other drug arrests made."

Nichols says two of the male 'johns' went to the Winnebago County Jail, while the remainder had referral arrests made against them to the Winnebago County District Attorney's Office.

With the Vice and Narcotics Unit's six-month anniversary coming up on July 31, Nichols updates its progress thus far.

"They've made close to 100 or just over 100 arrests, whether it's for prostitution or solicitation of sex."

Nichols says the department plans to conduct similar investigations in the future.   


Kewaunee County Farm Issued Fine

KEWAUNEE COUNTY, WI (WTAQ) - A $50,000 fine has been imposed against a Kewaunee County farm.

Court records indicate Stahl Brothers Dairy has reached a settlement with the state in a manure over-application and runoff case.

It stemmed from incidents in December 2014 and November 2015.

Three Arrested on Oshkosh Robbery Charges

OSHKOSH, WI (WTAQ) - Three people have been arrested in connection with a battery and robbery incident.

Oshkosh Police says it happened around 11:30 pm Monday at South Park, 1300 Georgia Street.

Authorities say the three suspects were taken into custody without incident.  No further details about the incident have been released.

An 18-year-old Appleton man was arrested for Armed Robbery, Substantial Battery, and Attempted Armed Robbery.

A 19-year-old Appleton man was arrested for Armed Robbery, Substantial Battery, and Attempted Armed Robbery.

A 17-year-old Menasha girl was arrested for Armed Robbery as a Party to a Crime and Substantial Battery as a Party to a Crime.

All three were taken to the Winnebago County Jail.

The incident remains under investigation. 

Packers Arrive at Training Camp Home

DE PERE, WI (WTAQ) - Signs that football season is nearing were visible in De Pere Tuesday.  

Packers players arrived at their training camp home, Saint Norbert College's Victor McCormick Hall.  

Rookie Safety Josh Jones is entering his first camp.

"I mean, this is what you've been waiting for.  You got a month off, been on vacation for four to five weeks.  Now it's back to football."

Jahri Evans is an 11-year NFL veteran but is entering his first season in Green Bay.

"Camp is where you grow.  Camp is where you build your foundation.  Obviously at OTA's you get some of that, but camp is when you get the rust off and get to banging and get the body ready."

Players report Wednesday, with the first practice scheduled for 8:15 am Thursday.

Weather Causing Problems for Loggers

OCONTO COUNTY, WI (WTAQ-WLUK) - Many crews in the logging industry are hard at work, trying to make up for lost time.

Recent rain-free days are providing a break from soggy conditions that bogged down many operations in parts of the Northwoods.

Deep in the woods of the Chequamegon-Nicolet National Forest, Matt Huempfner says four-wheel drive is the only way to go.

"The worst is yet to come I think."

Huempfner is a forester with Wild Rivers Forestry. He says treads are needed so a 50,000-pound tractor called a forwarder can move around a job site near Lakewood.

But he says getting the timber out of the woods is a different story.

"The trucks come in weighing about 98,000 pounds on their way out. So, it's really it's pretty hard for them to get in and out of jobs where if you have any type of moisture in the ground," said Huempfner.

Huemphfner says logs are stacked up wherever there is room.

"The longer our product, our wood sits in a pile, the longer it's drying out. And we get paid by the weight, so it really affects our bottom dollar that way," he said.

And it's more than just Northeast Wisconsin. Timber experts say the soggy conditions stretch across much of the Northwoods, affecting the bottom line of many logging operations in the region.

"I've actually checked with a few and I'm hearing 25-30 percent, they're down in their gross income from a year ago even," said Henry Schienebeck, Great Lakes Timber Professionals Association Executive Director.

Schienebeck says some loggers are covering their costs by taking wood now, that was earmarked for harvest next year.

"So next spring comes. Unless there's more timber that's put up for sale on drier ground, they're going to be in a world of hurt then," he said.

Back on another site in Oconto County, The Wild Rivers crew was on the move. For the first time in about two months, a truck full of timber was headed to the mill.

"We'll keep whittling away at it. Whenever we get a couple days of dry weather together, we'll try to haul some wood out," said Huempfner.

Logging experts say they will haul the timber as long as the weather cooperates.

They say it typically takes three or four days of dry conditions before the trucks can operate on the logging roads.

Brewers Administer Capital Punishment

WASHINGTON D.C. (WTAQ) - The Brewers picked up just their second win on their current ten game road trip Tuesday night as they shut-out the Washington Nationals 8-0.

Milwaukee smacked three long-balls in the victory. Travis Shaw hit a three-run shot in the fourth inning. Eric Thames and Manny Pina would follow that with solo home runs in the fifth inning.

Ryan Bruan, Domingo Santana, and even starting pitch Zach Davies would also tack on RBIs in the win.

As for Davies on the mound, he turned in a stellar performance. He tossed seven and two-thirds shut out innings, scattered three hits, and struck out seven Nationals.

Reliever Oliver Drake finished the game, pitching the remaining one and one-thirds and only surrendered two hits.

Brewers will look to make it back-to-back wins against the NL East leading Nationals tonight.

Republican Senate Candidate Disputes Criticisms

GREEN BAY, WI (WTAQ) - An announced U.S. Senate candidate responds to criticism that he has not done enough to help Wisconsin veterans.

Republican Kevin Nicholson serves on the Board of Veterans Affairs and disputes claims made in a Milwaukee Journal Sentinel piece that he took few visible actions on veterans' home problems, including not responding to safety concerns that were brought to him.

"In each case, I was able to talk to the DVA to make sure they were on top of any problems, that they weren't systematic, that all the issues were dealt with, that they were vetted through multiple audits, which in each case this was."

Nicholson is the first Republican to announce he is vying in 2018 for the seat currently held by Democrat Tammy Baldwin, whom he critcizes for not addressing claims that opiate drugs were being over-prescribed at the Tomah VA Medical Center.

WTAQ's Jerry Bader Show had Nicholson as a guest Wednesday, asking him about being liberal in his younger years.

Nicholson says the tide started changing in his college years and notes he was drawn further from the Democratic Party during his time in the military, including after taking part in the 2007 surge in Iraq.

"I was livid.  I was furious with Barack Obama.  I was furious with Hillary Clinton.  Because they were running around the country lying about what we had accomplished as part of the surge."

Nicholson served in the Marines from 2004-2009 and also spent time in Afghanistan.

"(President Obama) announced both a troop uptick and a draw down, with a timeline attached to it, for all the world to see, which is basically a giant intelligence leak.  That encouraged the Taliban to keep fighting us and trying to kill us."  

When it comes to healthcare, Nicholson says Obamacare needs to be repealed.

"Lowered premiums, there is a way to do this with conservative ideas.  That includes more market forces in healthcare, more consumer choice, greater portability of healthcare dollars, which means giving some of the same tax incentives to you and me that our employers get and allow people to spend money wisely."

Nicholson says high-risk pools would allow those with pre-existing conditions to be covered.  

After seeing five years of Baldwin serving in the Senate, Nicholson believes his fresh perspective is needed in Washington.

"We need outsiders who have real-world experiences.  Mine comes from the Marine Corps and comes from business.  It comes from having to deliver or else people potentially lose their lives or businesses go under."  

Other Republicans who have been linked to a possible run against Baldwin include State Senator Leah Vukmir, State Representative Dale Kooyenga, and Businessman Eric Hovde.

Authorities Looking for Bank Robbers

OOSTBURG, WI (WTAQ) - Sheboygan County Sheriff's officials are looking for two men they say robbed the Oostburg State Bank of an undisclosed amount of money.  

Investigators say it happened around 9:50 am Wednesday.  

The suspects are a black male and a Hispanic male, both appearing to be in their 20's.  

The pair left in a newer, dark-colored vehicle with tinted windows.  

A weapon was implied but not displayed.  

Nobody was injured.   

An investigation is ongoing, and no further information is being released.  


Jail Time for Whitening Strip Thief

BROWN COUNTY, WI (WTAQ) - A 20-year-old Chicago woman will spend one year in jail for stealing thousands of dollars worth of teeth-whitening strips.

Lovea Moore will also spend three years on probation, must pay restitution, and has been ordered to complete 100 hours of community service.

Moore was convicted on three counts of felony Retail Theft, while three other counts were dismissed but considered at sentencing.

She stole the strips, along with shaving cartridges and hair-growth cream from local retailers, with intentions of selling the items in Illinois.  

Moore faces similar charges in Outagamie County, where an August 9 preliminary hearing is scheduled.

 

Ashwaubenon Public Safety Thankful for Community Support

ASHWAUBENON, WI (WTAQ) - The Ashwaubenon Public Safety Department has received a flood of community support after one of their officers was hit by a drunk driver while on the job over the weekend.

Captain Jody Crocker says they've been overwhelmed with cards, food, and a plethora of thoughts and prayers from online supporters.

"Social media has virtually exploded with the outpouring of support from not just around our local community but all across the state and other parts of the United States," Crocker said.

Officer Murphy was responding as back up to the scene of a vehicle fire along Interstate 41 Saturday night when he was struck by a vehicle driven by 28-year-old Kalin McGuire of Greenleaf.

Murphy was found on the side of the road by a fellow officer.

"We know it's not just us in this fight for Officer Murphy to be able to get through this. It's an entire community and basically an entire state," said Crocker.

Murphy is no long in critical condition as of Wednesday afternoon and continues to recover in the hospital.

Dispatchers Trained to Handle Tough Calls

BROWN COUNTY, WI (WTAQ) - 911 dispatchers have a difficult job to do especially when a call comes in like last Saturday night.

Brown County dispatchers were alerted that an officer had been hit by a vehicle.

That officer was Brian Murphy with Ashwaubenon Public Safety.

Director of Brown County Public Safety Communications, Cullen Peltier, says the dispatchers are trained to respond quickly. 

"The reality is this, if the call wouldn't have come in, we wouldn't have been able to respond as quickly as possible...That the situation could have been worse than what it ended up being," said Peltier.

After dispatchers were notified that an officer had been stuck, they sent out a "status check" and didn't hear from Officer Murphy.

A fellow Ashwaubenon Public Safety officer on the scene found Officer Brian Murphy along the side of the road.

Murphy was transported to a local hospital where he received life-saving surgery.

Peltier says it takes a special person to be a dispatcher and it's not a job for everyone.

"The people that are here are highly trained and are highly successful at it because they're meant to do that job. It's a difficult job and one that doesn't always get the limelight."

Dispatchers typically go through 13 weeks of training to be prepared for the most challenging situations and work 10-12 hour work days dealing with a wide range of situations.

New Name for Brett Favre's Steakhouse

ASHWAUBENON, WI (WTAQ) - A Lambeau-area business officially has a name new.

Brett Favre's Steakhouse is now the 'Hall of Fame Chophouse.'

Restaurant General Manager Dennis Fenrick says the goal is to recognize all Packers in the team and league halls of fame.

 

"It opens it up to Packers fans of all eras. We definitely have players, some of the kids, the younger generation, may not know who some of the players are, but their parents probably do and it's a good way to introduce them to the history of the team in a different way."

Favre is still part-owner of the restaurant and signed off on the name change.

Competency Exam Ordered for Alleged Naked Intruder

OUTAGAMIE COUNTY, WI (WTAQ) - A competency exam has been ordered for the 40-year-old Oshkosh man who was reportedly found sleeping naked inside an Appleton home.  

Bradley Braxton allegedly broke into a Memorial Drive residence earlier this month, drinking whiskey and eating a blueberry muffin before falling asleep.  

The exam will determine if Braxton is able to understand the legal proceedings and assist in his own defense. 

It will not shed light on his mental state at the time of the alleged crime.

Braxton's next court activity will be scheduled once the test results return.
