Appleton Discussing New Downtown Parking Ramp

APPLETON, WI (WTAQ) - A new parking structure could be coming to downtown Appleton.

The city's common council recently signed off on having Walker Parking Consultants conduct a $38,400 parking study of its bluff site area.

"Figure out how the best way to maximize the number of stalls we can get in that space at the most cost-effective rate.  That may end up being a combination of above and below ground parking."

City Spokesman Chad Doran notes one of the parking ramps in that area has reached the end of its useful life.

"The Solider Square Parking Ramp needs to come down in the next couple of years so there is a need for additional parking in that area.  With this potentially being an area for building a ramp, prior to the Soldier Square ramp coming down, that really alleviates an immediate need for more parking space, and it also gives us more capacity for the future."

Doran says the city is open to ways of keeping costs down on constructing the new ramp.

"A combination of some retail, possibly, on the first floor and a ramp above that to help pay for the ramp itself."

No word on a project timeline.

Doran notes the city is responsible for providing downtown parking since that's not a requirement for businesses in their agreements with the municipality.

He says the Blue Ramp, which is behind the City Center, is also scheduled to come down in the near future.

That project is scheduled for 2019.

Fox Crossing Officer Jason Weber says police responded to a report of a robbery at the PDQ at 1065 Racine Road at 1:16 am.

"(The man) had come into the store, kept his hands in his pocket, and asked for money.  He did not show any signs of a weapon or any indication that he had a weapon.  Upon viewing the video, we were unable to see anything as well."

Weber says the clerk was able to provide officers with a description, which matches surveillance images.

"A white man, wearing a blue hooded sweatshirt, some sort of glasses, and a red bandana covering his face."

ONEIDA, WI (WTAQ) - Practice rounds are underway at Thornberry Creek ahead of this weekend's LPGA Classic.

The Oneida course's general manager, Josh Doxtator, says research supported bringing a professional golf event to the area for the first time.

"The Green Bay-Appleton market ranks as the number one market in the country for people who love the game of golf, but also number two in the country as a market per capita that considers themselves specifically fans of the LPGA Tour."

Doxtator also cites the success of a recent, nearby event.

"When the U.S. Open was held at Kohler in 2012, they broke attendance records and it was scorching hot that week.  If weather permits, I think we'll see 70,000 plus spectators on site."

Doxtator expects the event will do more for the area than just its projected $15,000,000-$20,000,000 economic impact.

"It's going to put a spotlight on the entire region, coverage on The Golf Channel.  Having 11 hours of live coverage, we'll be able to showcase all of the cool things and aspects there is to Green Bay."

Doxtator notes the projected economic impact stacks up well to another popular sporting event.

"When we host a Packers game, you see about a $15,000,000-$20,000,000 economic impact.  For an event in early July to be able to produce the same type of results is incredible."

The first round gets underway Thursday morning.

Officials note 144 of the world's top female golfers will compete for a $2,000,000 purse.

New York police officer 'assassinated' by gunman: official

By Taylor Harris

NEW YORK (Reuters) - A New York City police officer was shot dead early on Wednesday morning by a gunman who was killed by police as he ran from the scene, an attack the city's top police official called an assassination.

The officer, Miosotis Familia, 48, a 12-year veteran of the force, was shot in the head as she sat in a mobile command truck in the Bronx borough with her partner at about 12:30 a.m. EDT (0430 GMT), the New York Police Department said.

"This was an unprovoked direct attack on police officers who were assigned to keep the people of this city safe," Police Commissioner James O'Neill told a news conference. Earlier on Twitter, he said that Familia had been "assassinated."

Police said that alleged gunman Alexander Bonds, 34, shot Familia through the vehicle's window, hitting the mother of three in the head. Bonds fled and was shot dead about a block away by two officers after he drew a handgun, according to police.

A bystander was shot and wounded during that encounter, O'Neill said. He said the person, who was not identified, was in stable condition at a nearby hospital.

Bonds had been arrested six times, including once in 2001 for assaulting a police officer, said NYPD spokesman Detective Ahmed Nasser. Bonds pleaded guilty to second-degree misdemeanor assault and was sentenced to community service, according to a Queens county court official. At the time of Familia's shooting, Bonds was on parole after being convicted of a robbery in Syracuse, New York, according to a police source.

Bonds' social media history included an anti-police rant, posted in a Facebook Live video in September.

"That ain't no badge of honor or nothing," Bonds said in the video. "I don't care about a 100 police watching this shit."

The shooting was similar in style to the December 2014 ambush of two New York City police officers who were slain as they sat in a patrol car by a man who traveled to the city from Baltimore after promising to kill officers.

A total of 24 U.S. law enforcement officers have been killed by gunfire so far this year, a 9 percent increase from the same period in 2016, according to the National Law Enforcement Officers' Memorial Fund.

The president of the city's Patrolmen's Benevolent Association union, Patrick Lynch, condemned the attack. "Violence against police officers cannot stand," he said.
