Arrest Made in Vehicle Shooting

TOWN OF WARREN, WI (WTAQ) - A Fond du Lac man has been arrested for reportedly firing a gun at a passing vehicle Friday night.

Officers say the incident occurred on State Road 21 in the Waushara County Town of Warren, east of Redgranite, shortly before 9 pm.

A witness told police that he was fired at by a black, westbound vehicle.

Authorities located the vehicle in the Town of Marion and arrested the driver.

Officers say they also recovered a 9mm pistol, drugs, and drug paraphernalia from the vehicle. 

The driver's name has not been released, but authorities say he faces multiple charges including Operating While Intoxicated.

 


Neenah Police Program Promoting Safety

NEENAH, WI (WTAQ) - A Neenah Police Department program aims to shield residents from the potential dangers of online dealings.

The department has set up an area in its parking lot for people to complete transactions that stem from online websites like Craigslist.

Police Chief Kevin Wilkinson says people do not need to notify police ahead of time and notes the outdoor area is under video surveillance.

Wilkinson believes conducting transactions at the police station "levels the playing field for both parties" as neither is on their home turf, thus reducing the odds that either is scammed.

This is not the first time people are using the police headquarters as a meeting place.

Wilkinson says the station's lobby has been used for things like child custody exchanges.

 

Walker Touts Workforce Development Program

GREEN BAY, WI (WTAQ) - The governor was in Green Bay Monday to highlight the success of a workforce development program.

Governor Scott Walker stopped at St. Vincent Hospital to discuss 'Project Search,' which provides students with disabilities the necessary skills to succeed in their choice careers.

Since budgeting $850,000 to expand Project Search in 2014, Walker notes it has grown from seven sites statewide to 27 sites.

The governor also promoted 'A Better Bottom Line,' which encourages businesses to hire people with disabilities.

Walker notes it is about "identifying abilities that people have instead of focusing on a disability."

Crosswalk Safety in Green Bay

GREEN BAY, WI (WTAQ) - The recent warm-up have area trails and sidewalks buzzing with more walkers and bikers in Northeast Wisconsin.

Green Bay Police say when driving, it's important to keep your eye on crosswalks and slow down for pedestrians.

"Any officer that's on patrol is constantly monitoring all traffic to make sure everyone is driving safe, everyone is crossing through the crosswalk in an appropriate manner," said Captain Kevin Warych.

Warych says their officers will be attending a special training on May 24th that focuses on pedestrian and bicycle safety.

"It's going to teach officers and make them aware of all the pertinent laws pertaining to pedestrian and bicycles on the roadway."

The 2 training sessions, hosted by the Green Bay Police Department, is in conjunction with the Share and Be Aware campaign with the Wisconsin Bicycle Federation and the Wisconsin DOT Bureau of Transportation Safety.

Committee Approves Manure Storage Facility

OCONTO COUNTY, WI (WTAQ) - A new manure storage facility is one step closer to becoming a reality.

By a 5-0 vote Monday, the Oconto County Land Conservation Committee approved B+D Dairy's request to build a 12,000,000 gallon facility on its property in the Town of Little River.

Oconto County Conservationist Ken Dolata says B+D Dairy's owner "owns the property all around this but had to ask for a variance on his own parcel line."  

Roughly 60 people were on hand for the committee meeting, spurring an hour-long debate.

Critics shared concerns for the well-being of neighboring properties and the environment while proponents say all precautionary steps will be taken to prevent those concerns from becoming a reality.

GHD Services Engineer Nick Coady says "we've got emergency spillover ditches near the road in case there's a tanker accident.  We also have a swale along the west and south sides of the pond that will collect anything in case of a berm failure."

The owner needs to submit final plans to county and state engineers before matters can move forward. 

 

Packing Heat At City Hall

GREEN BAY, WI (WTAQ - WLUK) - Change might be coming when it comes to whether you can carry a gun in city buildings.

Right now, there is no ordinance or policy prohibiting people from openly carrying a gun in Green Bay city buildings, like city hall.

The city’s protection and welfare committee decided Monday evening it wants to hear from more people before deciding whether to recommend any change.

Alderperson Barbara Dorff asked for a study on what kind of policies similar-sized cities have in Wisconsin.

Dorff tells WLUK constituents told her they feel uncomfortable with people carrying weapons at city meetings.

“So I wanted to find out what do the other municipalities of our size, about our size, do in the state of Wisconsin” According to Green Bay's legal team, out of the state's ten largest cities, only Green Bay and Waukesha allow people to bring weapons into city buildings.

But employees are not allowed to carry a gun in city buildings.

“It is intimidating when more than a trained professional in an active scenario is holding a gun, especially in a place where the conversation gets very heated, very emotional,” said Joshua Schwalbe of Green Bay.

Henry Rahr, a firearms instructor from Ashwaubenon. doesn't see it that way.

“A weapon is an inanimate object. It doesn't reproduce, it doesn't breathe, it doesn't think. It's the heart and soul, here, that makes that difference.”

Dorf says the protection and welfare committee plans to hold a more official public hearing on the issue at its next meeting in two weeks.

“I know we are in the great minority that most of the cities do have ordinances that prohibit weapons in their city buildings, but I don't know why they do, so that's an important piece our legal department is going to do look into for me”

Captain John Laux of the Green Bay Police Department says the department does not take an official position on this topic.

But, Laux says the department will enforce whatever decision the council makes.

Rescued; Apartment Fire Traps Residents

BEAVER DAM (WTAQ-WLUK) - Several people were hurt after an overnight fire in Beaver Dam.

The fire broke out shortly after midnight at an apartment complex on Lakecrest Drive.

The Beaver Dam Fire Department says they found people trapped and hanging out of windows from the second floor when they got there.

Crews rescued those people.

Once firefighters knew everyone was ok, they started putting out the flames.

Officials say 15 people were treated at the scene. Seven of them were taken to a hospital. The injuries are non-life threatening.

One firefighter was hurt after he was bitten by a dog he was trying to rescue.

Beaver Dam Fire Chief Alan Mannel says it "barely broke the skin but was through the protective clothing.  He took a pretty good bite."

Several area fire departments helped put out the the flames.

The cause of the fire isn't known and there isn't a damage estimate yet.

While the fire was contained to one apartment, there is heavy smoke damage throughout the building.

While structural repairs and cosmetic cleanup are needed, Mannel says the building is not a total loss.

A total of 24 families were displaced and are being assisted by the Red Cross.

Supreme Court Not Reviewing Kutska Appeal

MADISON, WI (WTAQ-WLUK) - The Wisconsin Supreme Court will not review the latest decision denying Keith Kutska's appeal in the 1992 murder of Tom Monfils.

Kutska is one of five men serving life sentences for the murder of their co-worker at a Green Bay paper mill.

The others are Rey Moore, Dale Basten, Michael Hirn, and Michael Johnson.

Mike Piaskowski was also convicted, but a federal judge overturned his sentence.

In December, the state court of appeals denied Kutska's latest bid for a new trial.

Kutska's attorney appealed the decision to the Wisconsin Supreme Court, but it ruled Monday it will not hear the case, leaving the lower court ruling in place.

Justice Shirley Abrahamson dissented from the decision not to take the case.

Justice Ann Walsh Bradley did not participate in the case; no reason was cited.


Sex Offender Release

GREEN BAY, WI (WTAQ) - Green Bay Police say a convicted sex offender is being released in the community.

Officials say 25-year-old Christian T. Moore will be moving to 1761 Shawano Ave. on April 11.

Moore was convicted of 2nd degree sex assault of a child in 2010 and 1st degree sexual assault of an adult in 2005.

He’s on supervision until October 2020.

High Lead Levels Killed Eagle

GREEN BAY, WI (WTAQ) - The cause of death of an eagle found in a Kaukauna park back in February has been determined.

A veterinarian working with Bay Beach Wildlife Sanctuary in Green Bay.

The results showed very high levels of lead poisoning caused the eagle's death.

Mike Reed, Wildlife Sanctuary Director, issued a statement.

"The levels of lead that were found in this eagle were many times higher than the normal amount that an eagle can live with"

Reed also says since they don't know the eagle's history, they can't figure out how the eagle ended up with the high levels of lead.

Man Cleared in Suspicious Person Case

OSHKOSH, WI (WTAQ) -

Oshkosh Police say the man has been cleared of any wrongdoing and released without charges.

Investigators say video surveillance from a nearby home shows the van never stopped to make contact with the girl.

Oshkosh police say they've located the person who approached a child in a suspicious van Thursday afternoon.

Officers say the child was walking their dog on East Murdock Avenue near Cliffview Drive around 5:45 pm.

The white van, pictured above, stopped, and the driver told the juvenile to get in.

The child ran home and was unharmed in the incident. The van drove off east on East Murdock Avenue.

No further information has been released.

 

 

WATCH: Text to 911 in Brown County

BROWN COUNTY, WI (WTAQ) - Residents in Brown County now have the ability to text 911 in the case of an emergency.

Director of Public Safety Communications for Brown County, Cullen Peltier explains why implementing this service was so crucial.

"We needed it to reach larger segment our population and also to maybe meet some needs in an emergency situation that we couldn't necessarily do prior to getting the service enacted."

The text to 911 option should be used in instances where it's too dangerous to talk, such as an active shooter, hostage, or battered spouse incident.

It can also be used where the caller is deaf or hard of hearing.

Peltier say he's been trying to get this implemented for the past four years. Although this new service is available, he says it's still important to call when you can.

"When you text 911 right now, you'll get a bounce-back message that will automatically happen right away that will say call if you can, continuing texting if you can't call," said Peltier. "Calling is still the easiest and best way for us to get the information that we need from our callers."

Jakubowski Search Continues

UNDATED (Wisconsin Radio Network) - It was a busy weekend for the Rock County Sheriff’s Office, as a large scale manhunt for fugitive Joseph Jakubowski continued.

Sheriff Robert Spoden said he’s never seen so many law enforcement officers present in Rock County, with federal, state, and local authorities sending in 160 officers to help with the search. “It’s quite an operation,” Spoden said. “We are very thrilled that they are bringing these resources into our community.

Jakubowski is being sought in connection with a robbery at a Janesville gun shop, during which 15 high-end firearms were stolen, along with statements he made about possibly harming the public or government officials, and setting his car on fire.

Investigators have also obtained a copy of an anti-government manifesto, which they say was mailed to President Donald Trump.

Spoden said they have received more than 500 tips since the search began last Thursday morning.

The FBI has upped the reward to $20,000 for information leading to Jakubowski's arrest.

Bond Set for Burglary Suspects

MARINETTE, WI (WTAQ-WLUK) - Bond has been set for two people accused in a burglary and chase that included a weekend manhunt in Marinette County.

Chad Setunsky was ordered held on a $1 million cash bond, and Ashley Niewierowski's bond was set at $250,000.

Both face felony counts of first-degree recklessly endangering safety, fleeing an officer, and burglary, as well as misdemeanor counts of theft and criminal damage to property.

Prosecutors said in court Tuesday that they expected to file more charges later.

Investigators say the ordeal started as a burglary of an ATM from a convenience store in Stephenson early Saturday morning.

As Setunsky and Niewierowski, his girlfriend, sped away from the Corner Convenience store, prosecutors say Setunsky fired a gun at deputies chasing the pickup truck.

He crashed the truck into a pole and the two ran off into the woods.

They were arrested separately on Sunday, after a search of more than 24 hours.

The judge cited the evidence against Setunsky and his criminal history in setting a higher bond for him.

Online court records indicate the 27-year-old was convicted of endangering safety by the reckless use of a firearm in 2007, and being a felon in possession of a firearm in 2013.

Both are set to return to court on Monday.

Packers, Airport Announce Partnership

GREEN BAY, WI (WTAQ) - Two Green Bay staples announced a new partnership Tuesday.

Through an agreement with the Packers, Austin Straubel International Airport is now "The Gateway to Lambeau Field."

Airport Director Tom Miller says the partnership formalizes the strong working relationship the two entities have had for years.

Miller says the team flies in and out of Austin Straubel and notes the airport is one of the main ways fans of the Green and Gold arrive for games and other team events.

According to Miller, the one-year deal costs the airport $50,000.

He notes that comes with multiple perks including advertisements on the team's cable network, website, and game day programs and the right to use the Lambeau Field moniker in social media posts.

Brown County Executive Troy Streckenbach supports the deal, saying "both the Packers and GRB are economic drivers in our community; joining forces to mutually support one another makes sense." 


Bank Fraud Trial Delayed

BROWN COUNTY, WI (WTAQ) - Another delay in the trial of a De Pere businessman and his wife facing federal bank fraud charges.

Ron Van Den Heuvel and Kelly Yessman Van Den Heuvel's trials were pushed back Tuesday from July 31 to October 23.

The Van Den Heuvels are accused of illegally arranging a series of loans in connection with their business, Green Box.

Paul Piikkila, the Van Den Heuvel's former banker, has agreed to plead guilty and testify against the couple.

According to the federal indictment, Piikkila approved a series of loans for the Van Den Heuvels when he was a loan officer with Appleton's Horicon Bank location.  

Bank management reportedly told Piikkila not to approve loans for the Van Den Heuvels so they were made out in other names.

The couple has pleaded not guilty to the charges. 

Winona Foods Holds Howard Groundbreaking

HOWARD, WI (WTAQ-WLUK) - Groundbreaking was held Tuesday for a food manufacturing plant that is expected to add 85 jobs in Howard.

The 180,000 square foot facility is expected to cost Winona Foods $1,400,000.

Winona serves dairy manufacturers as well as industrial and food service customers.

It was founded in 1995 as a trader of surplus cheese, relocated to Suamico in 2003, and built a facility in Kaukauna three years ago.

Governor Scott Walker was on hand for the groundbreaking saying "it fits in well here.  We see the economy booming here; unemployment is at a 17-year low, overall employment is at at an all-time high, and the percentage of people working is one of the highest in the nation."

Village Board Chooses New Leader

ASHWAUBENON, WI (WTAQ-WLUK) - Decision time as Ashwaubenon's village board votes to replace the late Mike Aubinger as Village President.

In a unanimous vote, Mary Kardoskee will keep the job after serving as interim president.

Kardoskee, who has been a village trustee for the past 12 years, tells WLUK it's been whirlwind since Aubinger passed late last month.

“I was very involved in the village, but there are always things the president does that you don't know about behind the scenes.”

Aubinger was elected to his third three-year term last year.

The board agreed it makes most sense for Kardoskee to fulfill the term until 2019.

Its other choice was to appoint Kardoskee, or someone else, to hold the position until a special election in April of next year.

“The following year, in 2019, there is no other positions that are running so trustees have equal opportunity of getting that position at that time,” said Mark Williams, a village trustee.

Kardoskee says she never thought about running to become village president until Aubinger told her he likely wouldn't be running again in 2019.

She says she never would have run against him.

“Mike was an icon in our community. A lot of people enjoyed working with Mike. He always had humor. He always wanted to help anybody get done what they needed to get done.”

Before being named village president, Kardoskee was the longest serving trustee on the board. She was elected to her fifth term last week.

Kardoskee believes the village will collect applications, hold interviews, and vote on a replacement for her trustee position.

Man Charged in Princeton Murder, Arson

PRINCETON, WI (WTAQ) - Cash bond has been set at $1,000,000 for a Princeton man accused of killing his girlfriend and starting a house fire.

Antonio Contreras faces felony counts of First Degree Intentional Homicide, Arson, Mutilating a Corpse, and Possessing a Firearm as a Convicted Felon for allegedly shooting 55-year-old Grace Reiter-Rudolph in the head several times before setting their rental home ablaze on March 13.

Investigators say Contreras admitted to smoking meth and drinking beer before arriving home the night of the incident.  

Reiter-Rudolph locked herself in their bedroom after an argument.

The 29-year-old Contreras reportedly broke into the room and shot her in the head at least four times with a .22 caliber rifle.

After shooting Reiter-Rudolph, Contreras allegedly poured flammable liquid on her body and bloody clothes before starting a fire to conceal the evidence.

An autopsy confirmed Reiter-Rudolph was shot several times and died before the fire was set.

Contreras packed his truck and drove to Florida.

On March 15, authorities say they found the truck with a rifle in plain slight.  Contreras was later found walking on a beach and taken into custody.

Contreras' initial appearance is set for April 17.

 

New Hinterland Location Opens Doors

ASHWAUBENON, WI (WTAQ) - The first business in Ashwaubenon's new Titletown District has opened its doors.

Hinterland Brewery begins operations at 1001 Lombardi Avenue Tuesday.

Owner Bill Tressler says the new 24,000 square foot facility includes a 12,000 square foot brewing space, which he notes is roughly four times larger than that at Hinterland's previous downtown location.

Tressler notes the additional room was the main reason behind making the move from 313 Dousman Street. 

According to Tressler, the increased space allows Hinterland to experiment with new recipes in small batches.  He says those brews will be made available in the new beer hall.

The larger brewing area also allows Hinterland to offer more beers on tap.

Tressler says the new location has 12 Hinterland beers on draft along with 12 guest taps.

A couple of speical beers were brewed to commemorate the move.  

Tressler notes their double pilsner, Bodenbrecher, celebrated the groundbreaking at the new facility while a Blackberry Berliner Weisse Ale marked the last beer made at Hinterland's former home.  

While the first-floor beer hall offers similar lunch and dinner options as the old location, Tressler says a second-level high-gravity kitchen will open in May and focus on 'plates to share.'

From both levels, patrons are able to see into the brewing area.  

Tressler says the layout was selected since "people want to know where the beer is coming from."

A second-level viewing deck allows people to look down into the brewhouse.  Stepping out on a catwalk offers an insight into the packaging process.

From the first floor, people have a clear view into the brewing space through large, glass windows. 

For those who want to get even closer to the beermaking, tours will be offered.  

Tressler says they will be limited to Saturdays for now but will expand in the near future.

Hinterland is expected to be joined in the Titletown District by Lodge Kohler in July and Bellin Health Sports Medicine Facility later this year.
