TOWN OF HOLLAND, WI (WTAQ) - The name has been released of the 31-year-old woman who died in a two-vehicle Town of Holland crash Thursday morning.

Brown County Sheriff's officials say the accident happened at 10:26 am when Cara Klemm of Brillion was eastbound on Highway Z and failed to stop at the intersection with Highway 32/57.

Klemm's car struck a southbound dump truck, forcing the truck into a ditch where it rolled onto its driver's side.  The car came to rest on the highway's shoulder.

Officers say Klemm's three children, ages five, three, and one, were taken to the hospital and released.

The dump truck's driver, Allen Rasmussen Jr. of Gillett, was treated at the scene.

Investigators say alcohol and drugs not do appear to be factors in the crash.

Gorsuch Confirmed, Sen. Johnson Reacts

GREEN BAY, WI (WTAQ) - Wisconsin Senator Ron Johnson was among the 54 Senators that helped confirm Neil Gorsuch to the Supreme Court of the United States on Friday.

Republicans invoked the so-called 'nuclear option,' which dropped the Senate's typical 60 vote treshold to a simple majority of 51 votes.

The 'nuclear option' was previously used by former Democratic Majority Leader Harry Reid in 2013 to confirm lower level appointments.

The final tally on the 49-year-old Gorsuch was 54-45.  He is expected to be sworn in next week.

On WTAQ's Jerry Bader Show Friday, Senator Johnson noted Republicans should not be blamed for going 'nuclear' as they were merly following precedent set by Democrats four years ago.

The Wisconsin Republican believes voters gave the GOP a mandate to appoint a conservative justice when President Trump won election and Republicans maintained control of the Senate in November's election.

Gorsuch, who has served on the United States' Tenth Circuit Court of Appeals since being appointed in 2006, fills a Supreme Court seat that has been vacant since the February 2016 passing of Justice Antonin Scalia.

The confirmation gives the court a 5-4 conservative majority.

On Friday's program, Bader noted that Johnson has softened his stance on the 'nuclear option,' which the senator previously opposed.

Johnson says "there really are no long term rules now in the Senate when just 51 senators can change them."

To this point, the 'nuclear option' has only been used in confirmation votes.  A petition circulating in the Senate is gathering signatures from senators who vow not to use that means on legislation.

As of Friday morning, over 40 Senators had reportedly signed the document.

Johnson says he "will not sign that letter."

Green Bay Police Officer Resigns Amid Investigation

GREEN BAY, WI (WTAQ) - One Green Bay Police officer is no longer with the department amid an internal investigation.

Officials say Officer Michael Rahn resigned on March 28 before removal charges were filed with the Commission.

Rahn's investigation derived from falsifying information regarding a use of force incident in February.

Chief Andrew Smith says the most recent use of force happened during a traffic stop on February 28.

He says one of his lieutenant's began reviewing the reports, as well as squad cam video and noticed inconsistencies.

"Some of the things that were written down on the use of force report and on the arrest report weren't apparent in the video. There appeared to be some things that had been fabricated and we initiated an investigation and continued to dig into that," said Smith.

After learning of the discrepancies, Smith ordered an internal investigation and notified District Attorney David Lasee.

Lasee determined that all charges related to the incident would be dropped.

Rahn, a 3-year veteran with the force, was placed on Administrative Leave on March 22.

"There may be charges against officer Rahn eventually because putting someone in jail under false pretenses is a criminal offense. That's why the FBI and the State Department of Criminal Investigation is looking into the incident," Smith said.

All reports involving Rahn are being reviewed.

"We have 3 years’ worth of reports. There are several hundred that we're looking at. We found some discrepancies in a few of them that we're concerned about. Many more we haven't found any yet, but it's really early on in that investigation," explained Smith.

Smith says they are doing everything they can to maintain transparency.

"We have a very high standard on the Green Bay Police Department for conduct. If anyone does not meet that high standard, then they're not welcome to be a police officer here."

The FBI and Wisconsin Department of Criminal Investigations are assisting with the criminal investigation.

High Fire Danger in Northeast Wisconsin

GREEN BAY, WI (WTAQ) - Northeast Wisconsin, and much of the state, is in a period of 'high fire danger.'

DNR officials say 44 blazes have burned in the past week, and the 190 wildfires the department have battled since the ground cleared is more than twice as many as there were at the same time last year.

Wildlife Prevention Specialist Catherine Koele says dry conditions, low humidity, and warming weather contribute to the fire danger.

Koele notes the season typically starts when the snow disappears and ends around Memorial Day.

On Friday, 62 Wisconsin counties had a high fire danger.  The outliers were in the state's southeast corner.

The DNR has burning authority in 44 of the Badger State's counties.  While it does not manage Brown County, Koele says burning is prohibited Friday in Marinette, Oconto, and Shawano counties, among others.

She notes there have already been 20 fires in those three counties alone this season.

Before burning, Koele encourages people to obtain a free permit at: http://dnr.wi.gov/topic/forestfire/permits.html.

She also urges people to monitor the daily burning restrictions at: http://dnr.wi.gov/topic/ForestFire/restrictions.html.

Koele advises people to wait until the rain predicted for early next week clears before burning.

She notes 98% of Wisconsin wildfires are caused by people, with the majority of those incidents resulting from careless burning of debris on the ground, in piles, or in burn barrels.

This spring, Koele says the DNR has had issues with civilians flying drones over fires.  For the sake of combating the blaze in a timely manner, she asks people to refrain from using the devices near wildfires.

If anyone sees a wildfire or smoke, Koele reminds people to dial 911 immediately as fire control resources are currently on high alert and ready to quickly mobilize.

BROWN COUNTY, WI (WTAQ) - Attorneys for the man accused of killing a woman whose body was found in a Bellevue field last May want to introduce new evidence that would put the blame on someone else.

George Burch had a status conference in a Brown County courtroom Friday on a First Degree Intentional Homicide charge.  Burch is accused of murdering Nicole VanderHeyden.

VanderHeyden's boyfriend was originally arrested in connection with the murder but was released with charges.

Months later, Burch was taken into custody and charged.

According to the criminal complaint, VanderHeyden and her boyfriend got into an argument at a bar and went separate ways the night of her death.

Although the complaint offers no witnesses or motive, investigators say Burch's cell phone records place him near the bar VanderHeyden was last seen, her home, and the field where her body was found. The defense has submitted a 'Denny' motion, which requires them to provide evidence that another person had both a motive and the opportunity to commit the crime.

Details of the motion were not released but could be made available when Burch returns to court on April 21.

A trial is expected to start October 2 and last over one week.

Burch has pleaded not guilty to the crime and faces life in prison, if convicted.

ASHWAUBENON, WI (WTAQ) - For the first time since the death of its president, Ashwaubenon's village board is expected to meet Tuesday night.

The special meeting will allow elected officials to weigh their options after Mike Aubinger passed away March 30 following a brief bout with cancer.

Village Clerk Patrick Moynihan Junior says the two most likely options are to select a trustee to serve the remaining two years of Aubinger's term or hold a special election next spring.

Moynihan does not anticipate a 2018 election since the position would again be on the ballot the following spring.

This is not unchartered waters for the village.

When a sitting president passed away roughly ten years ago, Moynihan says a trustee was appointed to serve the remainder of the term.

Currently, Trustee Mary Kardoskee is serving as interim president.

Tuesday's village hall meeting begins at 6:30 pm.

Aubinger served as village president for eight years and was elected to a third term in 2016.

GREEN BAY, WI (WTAQ) - Green Bay's Mayor is preparing to deliver his State of the City address on Wednesday.

The event will take place at the Meyer Theater with doors opening at 4:30p.m.

Alderman Bill Galvin hopes Mayor Schmitt addresses the long-term solutions of the infrastructure needs of the community among other things.

"We've got the proposed development just off of University Ave. behind the new Festival Foods the apartment complex that I think is big. I think the ongoing development of University Ave., the proposed redevelopment of Velp Avenue."

As a retired law enforcement officer, Galvin also would like to hear more about the proposed police-fire department headquarters.

Out of a couple of controversial topics that could come up during the speech, Galvin thinks the future of the Hotel Northland project should also be addressed. However, he doubts the mayor will bring up the potential petition for a recall election.

"I can't see him addressing that. I see him having to move forward as if he's going to be a mayor for the next 2-2 1/2 years," said Galvin. "I would imagine anyone who's a pretty good leader, is going to ignore that for now until it actually becomes a reality."

The alderman says he hopes other council members will be at the event.

"We can't look at this as the mayor's show. This is the city's show. This is what is being proposed or is in the progress of projects being completed for the city of Green Bay," Galvin said.

Mayor Schmitt is also scheduled to explain plans for reclaiming the Beach at Bay Beach and will recognize the neighborhood association and employee of the year.

There will be a reception following the speech at Metreau Apartments.
