Village of Fox Crossing Picks New Police Chief

FOX CROSSING (WLUK) -- A new police chief has been announced for the Village of Fox Crossing.

Tim Seaver replaces former police chief, Rod McCants, who retired in January.

Seaver was chosen among 34 applicants from across the nation.

Seaver joined the Town of Menasha, now the Village of Fox Crossing Police Department as an administrative lieutenant in 2002, and has 29 years of progressive law enforcement experience.

He has held many positions including a field training officer, SWAT officer, K9 officer and officer-in-charge.

"I'm privileged and honored to be afforded the opportunity to serve as the chief of police for the Village of Fox Crossing, a community experiencing such population growth and economic development," Seaver said. "Not only am I looking forward to contributing my law enforcement experience, but I am excited to work with our talented professional staff members and great citizens of this community to enhance public safety."

Seaver's ceremonial swearing-in will take place at the Village of Fox Crossing Board Meeting on Monday, Feb. 27 at 6:00 p.m.


Two Hospitalized in Kewaunee Co. Crash

LUXEMBURG, WI (WTAQ) - State Highway 54 in Kewaunee County is open again after a vehicle struck a utility pole in the village of Luxemburg, sending two people to the hospital.

According to the Kewaunee County Sheriff's Department, the crash happened just after 6:00 p.m. on the highway, just east of Hillview Road.

A 36-year-old Algoma woman was driving a 1996 Ford Ranger westbound on State Highway 54 when it left the roadway due to snow-covered surface and struck the utility pole.

Both the driver and her passenger were taken to a Green Bay hospital with non-life threatening injuries.

A stretch of highway 54 had been temporarily closed while Wisconsin Public Service crews fixed the damaged utility pole.

The crash remains under investigation.

Bellevue House Fire

BELLEVUE,WI (WTAQ) - Crews responded to a house fire early Saturday morning on the 3100 block of Warm Springs Drive.

Multiple fire departments and the Red Cross responded to the call including crews from Bellevue and Green Bay.

Officials say that the owners are safe and currently at a neighbor's house.

Suring Teen Reported Missing Found Safe

UPDATE: Authorities in Oconto County say Tock has been found safe.

SURING, WI (WTAQ) - Oconto County Sheriff's officials are looking for a 16-year-old Suring-area girl who has been reported missing.

Tessa Tock was last seen at her residence on February 17.  

Authorities say she is 5'6", 130 pounds with long, blonde hair and blue eyes.  

According to the sheriff's office, Tock has connections in the Appleton area and possibly on the Menominee Indian Reservation.  

She may be traveling in a 1997 Gold Saturn CS1 Coupe with the Wisconsin license plate: 483-ZJT.

Anyone with information on Tock's whereabouts should contact the Oconto Sheriff's Office at 920-834-6900 or the Oconto County Crime Stoppers Hotline at 1-800-322-0373 by referencing Oconto County case 17-001727.

1 Dead, 4 Injured in Calumet County Accident

WOODVILLE, WI (WTAQ) - A 21-year-old Brillion man is dead and four others were injured in a head-on crash on an icy highway in the town of Woodville.

The three vehicle crash happened on U-S Highway 10, just west of County Highway D shortly before 5:00 p.m. Friday.

The Calumet County Sheriff's Department says a 23-year-old Neenah woman was traveling east on Highway 10 with the Brillion man as a passenger inside the vehicle. She lost control, entering the westbound lane and into the path of a semi driven by a 56-year-old Green Bay man.

The Neenah woman's vehicle then hit another eastbound vehicle driven by a 43-year-old Menasha woman with a 46-year-old Neenah man as a passenger.

Everyone involved was taken to area hospitals with non-life threatening injuries.

The Brillion man died at the scene.

Road conditions were very poor at the time of the crash.

Wisconsin State Patrol and the Calumet County Sheriff's Department continue to investigate.

House Fire Leaves 4 People Displaced

GREEN BAY, WI (WTAQ) - Four people have been displaced from their home after an electrical fire.

Green Bay Metro Fire responded to the blaze at 855 S. Ridge Road around noon Sunday.

Crews battled heavy fire in the two unit residence for about an hour before getting it under control.

Authorities say the upper unit suffered heavy smoke and fire damage. The lower unit has smoke and water damage.

No one was injured and the American Red Cross is assisting the people who have been displaced.

The damage is estimated around $60,000.

The fire is still under investigation.

1 Dead, 1 Injured in Dodge Co. Crash

BEAVER DAM, WI (WTAQ) - One man is dead and another injured after an early morning car accident.

The Dodge County Sheriff's Office responded to the crash shortly after 3 a.m. Sunday morning on County Hwy D near Zimmerman Drive in Beaver Dam.

Two 27-year-old men from Beaver Dam were traveling west, when the their 2001 Hyundai sedan crossed the centerline, went into the ditch and then hit a utility pole.

The names of those involved have not been released at this time.

The crash remains under investigation.

Rolling On For A Cause

FOND DU LAC, WI (WTAQ-WLUK) - Five miles at a time, a Wisconsin man is making a journey from Janesville to Green Bay, in his wheelchair.

Dennis Schulze spoke to WLUK and says he's making the trek to raise money for five charities that hold a special place in his heart.

He plans to end his trip at Lambeau Field.

"I'm doing it in the wintertime because it's a challenge, and it's for those who can't get out and do it"

This voyage, coined "Dennis's Lambeau Journey," is an effort to raise money for five charities.

But he says, this mission has become much more than that.

"It's not just about raising the money for the charities, I'm trying to promote the kindness in the world"

Joan Sohn, Dennis' friend, has been with Dennis throughout the trip.

"It's just been awesome, the kindness and generosity."

She says she's already gotten more out of it than she could have imagined.

"I'm changed for the better. I'm a lot more patient and a lot more caring of strangers"

All along the way, Dennis and Joan have made countless new friends.

From police officers, to school children, to people who've stopped them on the road.

"I didn't really expect all this when I started this, but the people are just coming out," Schulze said.

Sohn agrees...

"Meeting the people is my favorite part and getting all the hugs. You can never have too many hugs."

Some might say Dennis is at a slight disadvantage for a journey of this magnitude. He lost a leg in a car crash.

But he says he was never going to let that hold him back.

So until his journey is done, he plans to just keep moving forward.

Being in Fond du Lac, Dennis is about halfway done with his 170 mile journey. He says he plans to make it to Lambeau field within the next month.


Could Industrial Hemp Be A Viable Crop ?

MADISON, WI (WRN) - It was in the past, and now some state lawmakers think it could be again.

Legislation from state Representative Jesse Kremer (R-Kewaskum) and state Senator Patrick Testin (R-Stevens Point) legalize production of the versatile crop, with permits issued by the state Ag Department.

The 2014 federal farm bill cleared the way for hemp research programs, and at least 30 states are allowing the crop, including Minnesota, Michigan and Illinois.

“I think we can be a leader on this, and that’s what I’m hoping to get with this bill,” said Kremer.

Industrial hemp contains extremely low levels of THC, which is what delivers the “high” of marijuana, which is the same plant species.

Nevertheless, in 1970 federal drug law classified plants with any THC as an illegal substance.

Kremer said his legislation will pave the way for production and manufacturing, once the federal government “opens the doors wide,” which he expects to happen soon.

“Farmers are struggling with current cash crops. The markets are down on most of the commodities that are produced here in Wisconsin,” said Nick Levendofsky with the Wisconsin Farmers.

“I just think it’s really important that we look at other commodities that could help, especially at times like right now, when folks are struggling.”

Levendofsky said groups representing the state’s ag sector are supportive of industrial hemp. Kremer expects his colleagues will hear about that support during the annual Ag Day at the state Capitol next week.

Appleton Police Report 2016 Ups and Downs

APPLETON, WI (WTAQ) - While the number of reported crimes in the city dropped by roughly 3.7-percent in 2016, the amount of citizen calls received increased by nearly 6.5-percent from the year prior and were the most since 2007. Sergeant David Lund...

"Our officers are going out on a lot of calls for service. Checking on people's welfare....a lot that being related to drug issues, mental health issues, alcohol issues"

Lund says his community was not immune to the heightened racial tensions that were seen throughout the country in 2016.

"Some students from Lawrence University would tell us that profanities were being yelled at them, vulgarities directed at them as they were walking on College Avenue"

Officer safety is among the items highlighted in the report.

There were 15 officer attacks last year, including a May incident where a shoplifting suspect attacked and shot Officer Stephanie Wiener before taking his own life.

The department also saw an 8.7-percent increase in the number of reports taken.

While there was a significant year-to-year drop in rapes and other sexual assaults, Lund says Appleton had more robberies and aggravated assaults in 2016.

Man Sentenced for Stealing Squad Car, Carjacking

APPLETON, WI (WTAQ) - A man who stole a Grand Chute squad car, carjacked another vehicle and led police on a high-speed chase will spend more than a decade in prison.

37-year-old Michael Lawrenz was sentenced to 12 1/2 years in prison in court Monday morning.

The incident happened last July 23 at the Pawn America in Grand Chute.

Police were investigating a possible retail theft involving two men.

During a fight, Lawrenz, got into a police car, with a police dog inside -- and drove away. Police fired at Lawrenz as he drove off, hitting him.

He later carjacked another vehicle in Appleton, and was later pulled over in Brown County.

February Warmth Shatters Multiple Records

GREEN BAY, WI (WTAQ) - "As far as winter months go, this February will definitely go into the record books."

Warning Coordination Meteorologist Jeff Last of the National Weather Service's Green Bay branch says Green Bay's unseasonably warm February has shattered multiple local records.

Last says the 65 degree temperature recorded on February 22 was the warmest Green Bay has ever seen in February.  The previous high was 61 degrees in late February 2000.  

According to Last, this year was also the first time Green Bay has had five straight February days with high temperatures north of 50 degrees.  

While local February highs typically hover in the 20's and 30's, Last says there was a two-week stretch in the middle of this month where readings were consistenly in the 40's and 50's.

Through February's first 26 days, Last says above normal temperatures were recorded 21 times.

Despite the unusual February temps, Last says Green Bay likely hasn't seen the last of winter weather.

While he says nothing is imminent, Last notes the possibility of Northeast Wisconsin encountering multiple snow episodes yet this winter, as the beginning of March appears to be bringing a more active weather pattern.  

Last reminds that some of the area's largest snowstorms have come in the month of March.

He says it's possible that consistent spring temperatures won't arrive until late April.

Possible Changes to Packers Parking

GREEN BAY, WI (WTAQ) - One Green Bay Alderman is proposing a way to cut back on the number of drunk drivers on the roads after a Packers game.

Right now, on-street parking is not allowed overnight and lawn parking is only allowed on game-days.

Chris Wery is looking to allow those parking options available 24 hours after a game ends.

"Are we really going to complain that a car is sitting on a lawn or on the street for 24 hours after a Packers game, when it might avoid someone driving home drunk...I don't think so."

Wery says residents in his district have spoken to him about the issue.

"When I walk around the neighborhoods and talk to different people in my district, this actually came up with some people who live over on Shadow and Thorndale and they said, you know, you have some people coming back who say, I have to get this car moved," said Wery. "Instead just leave it and not worry about it until the next day. We're trying to do everything we can to curb drunk driving."

The topic will be brought up at Wednesday's Improvement and Service Committee meeting.

Wery hopes the new parking options will be in place by fall.

Fox Crossing Police Chief Setting Goals

FOX CROSSING, WI (WTAQ) - One major change was just made to the Village of Fox Crossing's Police Department and more could be on the way.

Tim Seaver was sworn in Friday as the new police chief, succeeding the recently-retired Rod McCants.  

Seaver has spent 29 years in law enforcement, the last 12 as Fox Crossing PD's Administrative Lieutenant.

The new chief says that he has always dreamed of leading a police department to ensure he can have a large impact on the agency.

In recent years, Seaver notes he has handled many of the department's management duties when Chief McCants was out of the office.  He believes that has helped prepare him for his new role.

Since Seaver views the Fox Crossing area as one that is growing, his top goal is to add more high-ranking officers and sergeants, if the village budget allows.  

Seaver also wants to look into either remodeling or expanding the current police station and ensure that the department's policy manual is brought up to date.  

During his years in Fox Crossing, Seaver says the department has always had a positive relationship with village residents.  

He says his officers will find multiple ways to be visible in the community and will interact with residents in an effort to keep that bond strong.  

 

 

UPDATE: Apparent Murder-Suicide in Winnebago Co.

TOWN OF UTICA, WI (WTAQ) - A former financial adviser who was on trial for allegedly stealing from clients, was found dead along with her husband Monday morning in what authorities suspect was a murder-suicide.

Winnebago County officials say 59-year-old Dewey Josephson apparently shot his wife, 57-year-old Jean Walsh-Josephson, before turning the gun on himself.

Deputies discovered the bodies around 8:40 a.m. after Walsh-Josephson when she didn't show up for court.

A GPS monitor on Walsh-Josephson, indicated she was still at her home on Hwy. 91 in the Town of Utica.

Investigators believe she was still alive as of 6:30 a.m.

The couple had apparently been planning their deaths.

Authorities discovered a letter to loved ones and obituaries the couple had written.

Walsh-Josephson was facing 39 criminal counts of mainly theft.

Prosecutors said she stole more than $1 million from two elderly clients.

Online court records indicate the case has been closed, but Walsh-Josephson's $10,000 bond and assets of her estate, had been frozen.

GREEN BAY, WI (WTAQ) - It was nothing but smiles at one area medical center after a special delivery by a local hockey team Monday.

Green Bay Gamblers hockey players surprised the pediatric unit at Aurora BayCare Medical Center with bags of stuffed toy bears that were collected from Saturday night's 18th annual Teddy Bear Toss.

The kids got to pick out a bear of their choice.

Gamblers Defenseman Alexis Binner says it's been a great experience.

"This is my first year on the Gamblers and giving these kids teddy bears is just a fun thing to do...put a smile on their face. It's an unbelievable feeling just seeing them be happy," Binner said.

Most of the recipients were too little to say thank you but Nick Olsen with Aurora BayCare says seeing their reaction was enough.

"To capture the surprised look on their face, just the happiness these bears bring them is really cool and enjoyable to see every year."

A record of 7,370 bears were collected from the ice this year. Olsen says they are delivered to all their clinics in the area.

"(They go) to all of our clinics throughout Northeast Wisconsin, from Manitowoc, up to Door County, up to Marinette, and then the Greater Green Bay area," said Olsen.

Over 105,000 stuffed animals have been collected through the Teddy Bear Toss event since 2000.

Sturgeon Spearing Goes Out With A Whimper

OSHKOSH, WI (WTAQ-WLUK) - It came to a quiet end, with nothing speared the last four days, however some spearers had luck, earlier in the season.

Spearing officially wrapped up Sunday, but DNR sturgeon biologist Ryan Koenigs tells WLUK the 16-day season got off to a good start.

"We had over 5,000 shacks out on opening day, meaning that a good portion of the license holders were able to get out and take part in some duraiton of the season, even if it was just opening weekend"

Koenigs says the total system harvest is 847 fish. That includes 552 from Lake Winnebago, and 295 from the Upriver Lakes of Poygan, Winneconne, and Butte des Morts.

Koenigs says on Winnebago, poor water clarity was a factor, and throughout the system, a mid-February thaw, kept many spearers off the ice.

"The lake actually broke up on Friday. So, through the last seven days of the season, we only registered 10 fish. Eight on Monday, and then one each Tuesday, Wednesday, and the last four days of the season, we didn't have any fish registered"

And bigger fish were taken as well. On Lake Winnebago, nine sturgeon tipped the scales at more than 140 pounds.

Koenigs says that total of nine fish is three times higher than the seasons' average dating back to 2013.

"They were in healthy condition, largely because of the strong gizzard shad hatch that we had in 2016, providing that fatty food source for the sturgeon"

Koenigs says the Department of Natural Resources collected 474 sturgeon heads, as part of a comprehensive project to study age in the prehistoric fish.

Sign Of The Times For Local School District

FREMONT, WI (WTAQ- WLUK) - NARCAN is the drug that reverses opiate overdoses and it will now be in all Weyauwega-Fremont schools.

Monday evening, school board members approved the idea.

It's a drug usually carried by paramedics, but soon it will be in the Weyauwega-Fremont Schools.

That drug is naloxone, known by its name brand NARCAN.

"The idea was presented by our school nurse through recommendation of the school nursing association," explained superintendent Scott Bleck.

The drug reverses the effects of heroin and other opiate overdoses. It can save lives.

Bleck tells WLUK the move is in response to a growing problem around the state and country.

"To become proactive instead of reactive on the epidemic of opiate overdose"

Bleck says there have not been any opiate overdoses within the schools. But.....

"School communities are not immune to that environment. We don't go looking for it, but as most things in life they find their way into our environment"

Bleck said the plan would be to have drug in each of the school buildings and have it available to trained staff members only.

"It would be professional administered under supervision"

School board president Doug Ehrenberg says this isn't just a move to protect students and staff, but also any member of the public who comes to the district.

"There's a wide range of people coming to different sporting events or academic events and if anything were to happen we'd be covered"

The board president says it's sad this move is necessary, but it's better to be safe than sorry.

"It is very sad, but we haven't had any issues in the past and hopefully we won't, but I'd rather, if one of our kids in the district went down the wrong path, we'd be able to help them"

District leaders say there's been no complaints from parents about this plan.

And Monday's vote by the board was unanimous.

Prime Piece Of Real Estate Under Review

BROWN COUNTY, WI (WTAQ-WLUK) - Brown County Board Members want to hear from developers about what to do with the Brown County Veterans Memorial Arena Complex property.

County Supervisor Dave Landwehr tells WLUK..

“We need to look at all options at what would be the best use for that site”

To find possible options, the county is planning to send requests for information to local and national developers who've built projects on similar sites.

“It's a multi-million-dollar development, so it's going to have to be sent to some major developers and it's going to be online so people can look at it,” said Bernie Erickson, a county supervisor.

Besides tearing down the Arena buildings and building a new expo center, other ideas that have been floated around include a luxury hotel, mixed-use commercial, and additional parking.

“I think we have to look at those cost and what that means for the overall taxpayer” says Brown County Executive Troy Streckenbach.

The possible cost of a new expo center is expected to be revealed March 13th.

That's when Streckenbach says a consultant is expected to unveil the findings of a $50,000 feasibility study for the Arena property.

“When you look at the overall opportunity and the land and where you place some of those types of assets and you couple that with what’s on that whole corridor, to me right now the expo hall makes the most sense”

There is no deadline for when county leaders plan to make a decision on what to do with the property.

The county board still needs to approve sending out the requests for information to developers.

If a developer sends in a project that board members are interested in, the next move would likely be requesting a formal proposal.

Oshkosh Man Arrested on Robbery Accusation

OSHKOSH, WI (WTAQ) - An Oshkosh man was arrested last night after he allegedly took cash out of the register at a local business.

Oshkosh Police say the 49-year-old entered Rhapsodies Custard at 1226 Oregon Street in Oshkosh around 7:25 pm Monday.  

After taking the money, he reportedly fled on West South Park Avenue.

Police arrested the man without incident a short time later at a nearby business.  He was taken to jail for both the robbery and a probation hold.  

No weapon was displayed, and nobody was injured during the incident.
