Velp Avenue Closures

GREEN BAY, WI (WTAQ) - Some big changes for travelers using Velp Avenue in Green Bay.

Starting Thursday, August 11, the Velp Avenue interchange and Velp Avenue under I-41 will be closing for 60 days.

Wisconsin DOT communications manager Mark Kantola explains what they are doing.

"We need to close all the ramps from Velp to 41, both on and off ramp and we also need to close Velp Avenue because we're reconstructing the interchange and putting 3 roundabouts at Velp."

Kantola says they have been working closely with the businesses in the area for 2 years and encourages people to still visit them as normal.

Kantola says according to their traffic models, the construction will increase traffic on Lineville Road and the Shawano Avenue interchange.

"Once this project is done, every single traffic control device, all the barrels, all the barrier walls, will be gone. All the lanes and all the ramps will be open throughout Brown County," says Kantola.

All the construction will be wrapped up by mid-October.

Flooding at Shawano Hospital

SHAWANO, WI (WTAQ) - Flooding due to a malfunction with an external fire hydrant is limiting operations at ThedaCare Medical Center-Shawano.

Both the hospital and ThedaCare Physicians-Shawano clinic remain open, but there are limitations on the services provided.

According to hospital CEO Dorothy Erdmann, these steps have been taken:

* The hospital remains open for patient care.

* The Emergency Department has been treating and assessing patients as they arrive.

* Overnight, the ED transferred 16 patients to area hospitals

* Surgeries have been cancelled for Wednesday and Thursday.

* Limited imaging and lab services are available.

* Oncology and nuclear medicine and cardiac stress test services have been rescheduled for Wednesday and Thursday.

* The clinic remains open for patient care, including the specialists scheduled to see patients today.

* The Blood Center of North Central Wisconsin blood drive at ThedaCare Medical Center-Shawano has been cancelled for today.

The fire hydrant malfunctioned at about 10 a.m. Tuesday, causing flooding and water damage.

The hospital and clinic continue to use bottled water for all purposes until the facilities' water can be tested and declared safe by public health. Water sample testing is being expedited and results are expected no later than Thursday.

Man Killed in De Pere Crash Identified

DE PERE, WI (WTAQ) - The Brown County Medical Examiner is releasing the name of the man who died following a motorcycle vs. car crash Tuesday in De Pere.

32-year-old Justin Lee Stapleton was driving his motorcycle north on Ashland Avenue and crashed into the side of a car crossing the northbound lanes of Ashland from Parkview Road.

He was not wearing a helmet, was ejected from the bike and pronounced dead at the scene.

Preliminary results of an autopsy completed Wednesday confirm that Stapleton's death was a result of injuries from the traffic crash.

The driver of the car, a 36-year-old De Pere man, was taken to the hospital for non-life threatening injuries.

The crash shut down part of Highway 32, near the I-41 exit ramp onto Ashland Avenue.

The investigation continues.

Hundreds to Lose Jobs

MANITOWOC, WI (WTAQ) -  Manitowoc Company Inc. says approximately 528 employees will be affected by the moving of some of its operations out of state.

The company announced earlier this week, it will be closing its crane manufacturing facility, located a 2401 South 30 Street, and moving operations to Pennsylvania.

The layoffs will begin in stages beginning this year and be completed by mid-2017.

The company says its headquarters, crane product engineering, and crane support functions will remain in Manitowoc.

The Bay Area Workforce Development Board's Rapid Response team will offer services to affected workers.

New Metal Detectors at Lambeau

GREEN BAY, WI (WTAQ) - The Green Bay Packers say walk-through metal detectors have been installed at every gate at Lambeau Field.

The new security measure is in line with the NFL new security policy. The NFL made a league-wide mandate that all stadiums in the league need to have the metal detectors installed by 2016.

The Packers installed one metal detector last season at the Shopko Gate.

Unlike metal detectors at airports, people will not be asked to remove clothing, belts or wallets. Instead, fans will only be asked to remove phones, cameras and other large metal objects. The organization also added express lanes for fan who don’t have any bags or stadium seats.

The team is reminding fans that no bags or purses will be allowed inside Lambeau Field unless they are clear plastic or vinyl and are no larger than 12 inches by 6 inches by 12 inches. Stadium cushions are also not allowed, although stadium seats and stadium pads that contain no pockets or zippers and are 18 inches wide or smaller are allowed. See the full safety policy.

Fire Forces 3 People To The Street

GREEN BAY, WI (WTAQ) - Three people were displaced in an overnight house fire in Green Bay.

It broke out around 2 a.m. this morning on Lincoln Street.

Officials say the fire started on a mattress.

The fire was put out fast.

It caused about $5,000 in damage.

Two dogs were also displaced.

The Red Cross is helping the people displaced by the fire.

Millions In Upgrades, No Tax Hike

KAUKAUNA, WI (WTAQ) - The Kaukauna School District is planning $48 million in upgrades. The district says it will be able to do so without raising property taxes.

Mark Duerwaechter is superintendent of the Kaukauna School District.

"Really excited about it, because it's a great investment in our district"

The school board recently voted to make millions of dollars of upgrades under state Act 32. That allows districts to borrow money for energy efficiency improvements.

"We have roofs to take care of. We are going to be flipping out our lights to LED lights. Our HVAC systems, heating and cooling is going to get much more efficient," explained Duerwaechter.

The project will have two phases.

Phase one will cost 23 million dollars with improvements made to five of the district's six schools.

Phase two will likely cost about 25 million for upgrades to Riverview Middle School.

The district explained that it's able to keep property taxes the same, because two current debts will be completely repaid in the next two years. The tax money from those debts will flow into this new project funding.

"In the long run it will definitely save us money"

For example, by switching to LED lights, it will save $30,000 a year. Those funds can be used for future projects.

The first phase of the project is scheduled to be complete within the next year.

The district has until 2022 to take action on the second phase.

More Fuel Headed to NE WI

WAUPUN, WI (WTAQ) - A fuel company is planning to expand its terminal that serves Northeast Wisconsin.

Flint Hills Resources has announced a $20 million project to add three new bays to its Waupun facility, which two bays right now. The company is also spending $7 million to add a fifth bay at its facility in Junction City, which is near Stevens Point.

Flint Hills Resources says it supplies about one-third of the gasoline and diesel fuel used in Wisconsin. The expansions are expected to allow the company to supply at least 27,000 barrels, or 1.1 million gallons, per day to central and Northeast Wisconsin.

"We expect these projects will help us keep up with demand and improve our ability to serve our customers," Brian Leigh, general manager of marketing for Flint Hills Resources in Wisconsin, said in a news release.

Construction on the Junction City expansion is expected to wrap up this fall. The Waupun expansion is expected to be completed by fall of next year. The terminals will remain open during construction.

Based in Wichita, Kansas, Flint Hills Resources also has fuel terminals in Milwaukee and McFarland, which is near Madison. It supplies its Wisconsin terminals from its refinery in St. Paul, Minnesota.

While gas prices this summer are the cheapest since 2005, supply in Northeast Wisconsin has been limited by the shutdown of the West Shore Pipe Line, which carries gas from Milwaukee to Green Bay.


Area Team Inspired By Olympics

UNDATED (WTAQ) - The U.S. women's gymnastics team has stolen the hearts of people around the world after winning gold at the Rio 2016 Summer Games.

Sheila Langlois, head gymnastics coach at the Greater Marinette-Menominee YMCA, says the "final five" make all the moves look easy on T.V., despite the extreme difficulty.

"It's probably the hardest sport possible because it takes so much individual determination and self-discipline."

She says her team, the Gliders, have seen an increase of participation over the last 20 years since the continued success of Team U.S.A.

"Our team has continued to grow. We started at about 20 kids and last year we were close to 80."

Langlois says she's really impressed by the U.S. women's gymnastics team and says, although everyone on the team is phenomenal, she does have a favorite.

"Our favorite is Aly Raiseman. We love Aly and Laurie Hernandez. They both exemplify the strength yet grace that it takes."

Langlois will be stepping down as head gymnastics coach at the Greater Marinette-Menominee YMCA after 30 years of teaching and says passion is the key to success in the sport.

The U.S. women's gymnastics team includes Gabby Douglas, Aly Raisman, Simone Biles, Madison Kocian, and Laurie Hernandez.

Homeless Man Death Investigation

APPLETON, WI (WTAQ) - Appleton officials are investigating the unexplained death of a 21-year-old man Thursday.

Police say the man, who is homeless, was found at the corner of West Spring St. and Summit St.

Officials say they do not believe the public is in danger.

 

Game Day Travel Delays

GREEN BAY, WI (WTAQ) - The Green Bay Packers play against the Cleveland Browns at Lambeau Field Friday, August 12 in the first preseason game of the year.

That means traffic delays could be a possibility. Mark Kantola with the Wisconsin DOT says traffic will include a mix of game-goers and those headed home from work.

"We do expect with I-41 under construction, that I-41, 172, and I-43 could experience significant backups near the stadium."

Kantola encourages people to have a pre-planned route before you take off, be patient, and give yourself plenty of time. He also suggests using the 511 website or app to check out further road issues.

Ashwaubenon Public Safety Captain Jody Crocker says there will be normal staffing around the stadium and parking restrictions are the same as in years past.

"The only thing we're asking folks to remember now is that the K-Mart area is no longer available and it's not even accessible. So keep in mind, that traffic patterns might be varied a little bit."

Game time is 7 p.m.

Appleton Crash Leaves 5 Injured

APPLETON, WI (WTAQ) - Five people are hurt after a crash in Appleton Thursday night.

Multiple vehicles were involved, including two cement trucks.

The crash happened just after 6 p.m. in the southbound lanes of I-41 at North Richmond St.

Officials say an SUV rear-ended a semi truck on I-41 northbound. Both vehicles pulled over on the shoulder to get out of the way of traffic.

As vehicles passed the initial crash scene, officials say a cement truck struck a Honda Accord.

The driver of the car, a 20-year-old Kimberly man, was transported with non life-threatening injuries. Three passengers in the car also suffered non life-threatening injuries.

The 50-year-old Hortonville man driving the cement truck was not hurt.

Authorities say while first responders dealt with the crashes on the northbound lane, a Ford Contour traveling southbound at Richmond St. slammed into another cement truck and was then hit by a Ford Fusion.

The 40-year-old Appleton woman driving the Ford Contour suffered life-threatening injuries.

The 60-year-old Pulaski man driving that cement truck was not hurt. The driver of the Ford Fusion was also not hurt.

The southbound lanes were closed for about 90 minutes.

The lanes reopened around 7:45 p.m.

Animal Care Is Going To The Dogs

GREENVILLE, WI (WTAQ) -  A local animal shelter is using four wheels to help our friends with four legs.

The Fox Valley Humane Association is hitting the road with two new projects.

The Fox Valley Humane Association's mobile clinic was just an old Gold Cross Ambulance in December.  

Shelter Director Deb Lewis says today, it's completely refurbished and ready to roll.

"It's a full clinic. We have refrigeration in there, we have a surgical table, we have plenty of storage" 

The clinic will go to community events to provide low-cost pet care for people in need.

The clinic will also do house calls on a case by case basis for people without transportation.

"A woman called from Greenville last week. She's been in her home for two years. Her cat needs dental care, her cat needs to see a veterinarian" 

Lewis told us bringing vet care to those in need means fewer pets will be brought here.

"We want people to be able to keep these pets in their homes and not have to surrender them to us" 

The humane association is also hitting the road with another program. The 'Bark Bus" should be up and running in about a week.

Shelter employees will bring vans of homeless dogs up from southern states to shelters in Wisconsin.

Once the Bark Bus is fully up and running two vans will be doing four transports a week bringing dogs here from the south.

The Bark Bus will also provide edcational outreach at the southern shelters.

The mobile clinic's first official event will be next Wednesday. It will be at the LEAVEN campus in Menasha.

Ripple Effect Of Manitowoc Company Move

MANITOWOC, WI (WTAQ) - We're learning more about the possibly permanent impact that goes well beyond the 528 people who will soon lose their jobs at Manitowoc Company.

Paul Laurent owns Manitowoc Glass, one of the many companies that does business with Manitowoc Company.

Luckily, Laurent believes that partnership will continue despite Manitowoc Company moving its crane manufacturing to Pennsylvania.

“We will continue to ship them to Shady Grove. Other than that, that's about all that part will affect us.”

The other part is a negative effect that Laurent has unfortunately experienced with big job loss announcements before.

“I was potentially going to do some things for some of those customers at their residence and same thing too, once it came around and they didn't know that was all going to pan out, people kind of pulled back and people weren't spending it”

Peter Wills, executive director of Progress Lakeshore, an economic development services provider reports there are about 120 companies in the Manitowoc area that do business with Manitowoc Company.

Wills says Manitowoc Company told him it will work with those vendors for at least another year.

“That may give us a year to really work with companies to determine they might be able to continue to supply to Manitowoc or be able to help them diversify their business to potentially offset some of the impact they may have”

Manitowoc Company has said it hopes to have its manufacturing operations fully moved to Pennsylvania by the middle of next year. The company's headquarters and crane repair services will remain in Manitowoc.

Manitowoc Mayor Justin Nickels and Manitowoc County Executive Bob Ziegelbaur plan to issues statements today on what the next move might be for the area.

Area Colleges To Offer Special Ed Certification

DE PERE, WI (WTAQ) - Two area colleges are teaming up to allow more teachers to become certified in special education.

St. Norbert College says it is partnering with the University of Wisconsin-Oshkosh to offer students a certification in special education.

Education students beginning their junior year will be able to register for courses at St. Norbert, but will take them online through UW-Oshkosh.

Students only need to travel to Oshkosh for a one-day orientation.

“The partnership between St. Norbert College and University of Wisconsin Oshkosh is unique as it brings together private and public higher education. The partnership will allow us to meet a need in our local schools by providing a certification pathway in the area where the state grants the most emergency licenses, special education. We are thrilled to be able to provide this opportunity for students who wish to attend St. Norbert College,” Jeff Frick, dean of the college and academic vice president at St. Norbert, said in a news release.

St. Norbert says students can get dual licensure and still graduate within four years.


Trump Returning to WI

UNDATED (WTAQ) - Reports say Donald Trump will be making another stop in Wisconsin next week.

The Associated Press says Trump is expected to be fundraising in the state Tuesday and will make a stop in Milwaukee.

His campaign has not released many details.

The Republican presidential nominee was just in Green Bay on Friday, August 5th holding a campaign rally at the KI Convention Center.

The latest Marquette University Law School poll released Wednesday has Democratic presidential nominee Hillary Clinton with a 10-point lead over Republican Donald Trump among registered voters and a 15-point advantage among likely voters. 

Fatal Fire Case Update

GREEN BAY, WI (WTAQ) - The woman charged in connection with the death of a Hobart man was ordered Friday to stand trial.

Roni Anderson is charged with felony murder in connection with the death of Harold Ambrosius on June 12, 2015.

The preliminary hearing, which began July 27, was completed Friday. Her arraignment is scheduled for Sept. 12, according to court records.

According to a criminal complaint, several witnesses and emergency responders told police they pulled up to the fire and saw Anderson kneeling over Ambrosius' lifeless body in the front yard. Some witnesses told police Anderson wouldn't let anyone try to help Ambrosius.

One witness told police Anderson was 'incoherent and was wailing.' The witness called Anderson's actions 'not genuine and almost as if it was something she thought she needed to do' and that she 'never saw any tears.'

However, Anderson told police she believed Ambrosius started the fire on purpose and she felt that he tried to kill her.

She is also charged with arson for a separate fire at an office building.

Cop on a Rooftop Fundraiser

DE PERE, WI (WTAQ) - Law enforcement officers are through the roof trying to make a difference for Special Olympics.

Cop on a Rooftop took place Friday with officers on the rooftops of 46 Dunkin' Donuts restaurants across the state.

The mission is to heighten awareness and raise money for the Law Enforcement Torch Run for Special Olympics Wisconsin. An officer stands on the roof with a bucket that they can lower for guests to put donations in.

In addition to community donations, the doughnut chain will donate $5,000. Last year's event raised over $46,000 from atop 40 Dunkin' Donuts rooftops.

One officer in De Pere says it's a great cause, not just for the athletes but the officers as well.

"It's a great cause not only for law enforcement to do it on a different level of policing but just interacting with the community," said Community Resource Office Jedd Bradley of the De Pere Police Dept. "I think it's a great opportunity for us and we couldn't be more happy."

Every customer that visited a Cop on the Rooftop location and made a donation received a free coffee coupon.

Dassey Conviction Overturned

MILWAUKEE, WI (WTAQ) - A federal judge has overturned Brendan Dassey's conviction for the murder of Teresa Halbach.

In the 91-page decision, Federal Judge William Duffin was critical of the work done by original defense attorney Len Kachinsky, calling it "indefensible" but says that's not the basis to overturn the conviction.

"However, the state courts unreasonably found that the investigators never made Dassey any promises during the March 1, 2006 interrogation. The investigators repeatedly claimed to already know what happened on October 31 and assured Dassey that he had nothing to worry about. These repeated false promises, when considered in conjunction with all relevant factors, most especially Dassey's age, intellectual deficits, and the absence of a supportive adult, rendered Dassey's confession involuntary under the Fifth and Fourteenth Amendments. The Wisconsin Court of Appeals' decision to the contrary was an unreasonable application of clearly established federal law.

Dassey will not be released immediately, as Judge Duffin gave prosecutors 90 days to initiate proceedings to retry him.

The Wisconsin Attorney General's office said it is working on a statement about the decision.

Dassey and his uncle, Steven Avery, were convicted in the Oct. 31, 2005 murder of Halbach - a freelance photographer who went to the Avery's property to take photos for a car sales magazine.

FVTC Public Safety Day

APPLETON, WI (WTAQ) - It's a chance for the public to see how various levels of law enforcement, firefighters, and paramedics respond to critical situations.

Fox Valley Technical College will be hosting their first Public Safety Day Saturday, August 13 between 10 a.m. and 2 p.m. Spokesperson, Chris Jossart, says there's a lot of exciting demonstrations that will be happening.

"Responding to a car fire, a rope repelling exercise. We'll have some other first response type drills going on. There will be a drone event going on as well."

The 75-acre training facility opened in January of 2015 as part of a successful referendum that Fox Valley Tech had in 2012.

"It really is a gorgeous facility, 75-acres, and it was built to accommodate the integrative training needs of fire, police and EMS folks to train together in today's world of public safety, which is so critical," says Jossart."

The Public Safety Training Center is used to train the FBI, Department of Justice, and up to 20,000 public safety practitioners a year.

The event is free to the public and will take place at W6400 County Road BB in Appleton.
